Fixation of pay on promotion after 1.1.2006 option under FR 22(I)(a)1

The government orders on implementations of revised pay on 6th CPC recommendations have been issued, in that clarification on FR22(I)(a)1 rule released on 13.10.2008 an anomaly pointed out...

For example: An employee who got promotion after 1.1.2006 opts for promotion date as per rule FR22(I)(a)1 (recommended in Vth pay commission) and gets new basic pay after fixation. Now the same employee gets less basic pay as per the rule of FR22(I)(a)1 (recommended in VIth pay commission) as opts for the promotion date. So the difference between the rule of FR22(I)(a)1 in Vth pay commission and VIth pay commission as be seen. But in selection of Increment date no diffrence has come.

If an employee got 2 promotion between 1.1.2006 and date of notification of these rules and want to opt fixation in revised rules from the date of his 2nd promotion. Can he permitted ?

Mr X,a group B gazetted officer was drawing band pay of Rs. 24750+ 5400/- as G.P i.e. total Rs. 30150/- as on 01/10/2014 in the pay band of Rs. 9300-34800/- with G.P Rs. 5400/- in PB2 grade. Mr. X got promotion to Group A cadre on 22/10/2014 in the payband Rs. 15600-39100/- with G.P Rs. 5400/-. Mr. X joined Group A post on 24/10/2014. Is he not entitled to 3% increment with effect from 24/10/2014? please quote provision of F.R. and relevant rules regarding fixation of pay in this regard.Quote authority.

I am appointed on 18/05/2004 as Work Assistant on 4000-100-6000 Pay Scale, I got promotion on 21/08/2010 as Addl Asst Engineer on 9300-34800. My pas scale revised on Nov, 2011 (Enry pay Rs. 15210+One Increment), But recently my institution reject entry pay scale and revised my pay scale as 13700 (9300+4400) and subsequent increment from my promotion date. my question is, is this right or wrong.? have any notification or resolution for this rules.?

If an employee got adhoc promotion on 01st January 2015 and joined his duties from 03rd January 2015, he didn't got increment on 01st July 2015. But he will get regular promotion on 01 February 2016. Is he eligible for fixation of pay from 01st January 2015
