Expected DA (Dearness Allowance) for Central Government Employees from July 2009 is 27%

Expectations arise for rise in DA(Dearness Allowance) to 5% for Central Government Employees

Calculation based on All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2009 increased by 2 points and stood at 150 (one hundred and fifty).

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of May,2009 increased by 1 point and stood at 151 (One hundred and fifty one).

For all the Central Government Employees there would be a rise in DA (Dearness Allowance) to 5%, which would result in the overall rise to 27% from 1.7.2009.

The following is the extract of 6th Pay Commission report in respect of Central Secretariat Service.
3.1.15 Simultaneously, separate recruitment to the ministerial and Stenographer cadres in the field offices shall cease immediately. All future recruitment in the pay scale of Rs.6500-10500 corresponding to the revised pay band PB 2 of Rs.8700-34800 along with grade pay of Rs.4200 for every field office shall be made as Executive Assistant whose qualifications as well as method of recruitment shall be as prescribed for Executive Assistants in the Secretariat. Fifty percent of the posts in this grade shall be filled by direct recruitment of candidates possessing minimum qualification of a Graduate degree and one year diploma in Computers. The existing incumbents in the ministerial and stenographers cadres in field offices shall continue as distinct cadres till the time the administrative Ministry concerned evolves a procedure for their job enlargement/enrichment, retraining and re-deployment in one unified cadre

As per the recommendation of 6th pay commission the minimum qualification for future recruitment to the post of Assistant is Degree with one year Diploma in Computer Science. We agree and welcome this matter.

I am working as UDC in the Union Territory of Pondicherry Administration got promotion as UDC on 29.06.2006. I am degree holder and I also got Post graduate Diploma in Computer Application (PGDCA 1½ year duration year of completion 2004). As stated in the Pay commission report I have the required qualification for the post of Executive Assistant. My humble request is why I may not be considered for the post of Executive Assistant from 01.01.2006 in the scale of pay 6500-10500 with grade pay 4200. If the scale of pay Rs. 6500-10500 are provided to all the persons who possess degree and one year diploma in computer science. The work culture will improve a lot more than now. Kind consideration of the government is highly welcome. If the Government issues notification in this regard all ministerial staff who are in the lower grade either LDC OR UDC will be highly happy having the required qualification for assistant.

DA increase in the month of July is likely to be 6% as All India Consumer Price Index Number for Industrial Workers (CPI-IW)for the month of June is increased by 2 points thereby moving the index to 153 points.
Now calculation of DA becomes 28%

% DA calculation = (12 month Avg AICPI base 2001 - 116)*100/116
= (148 - 116)*100/116 = 27.59 %

% DA after rounded off = 28 % effective from 01.07.2009

AICPI for Jul-08 to Jun-09 is as follows & average is 148

NFS and MACP are two different schemes.

As per MACP, the benifit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the scheme . With regard to fixation of pay on grant of promotion/financial upgradation under MACP, a govt servant has an option uner FR22(1)a(1) to get pay fixed in higher post/grade pay. Both of these conditions are not being applied for NFS, but just grade pay is changed and only change of grade pay is not a financial upgradation and altogether different rule is applicable with NFS. Grant of NFS to an official should not have any affect on the official's financial upgradation under MACP.

As the June 2009 it is 153(base year-2001) the average last 12 months increase is 6.08 %.
So DA w.e.f. 1.7.09 should be 28% i.e. increase of 6%.

There is a mistake in copying data of index.The index for december 2008 is 147 (Not 148). The Average of 12 month (July 2008 to June 2009) is thus 1775/12 which comes to 147.91
Dividing this by 116(Base of 2001) we get 1.2750
The DA % thus comes 27.50
The payment of DA will thus be only 27%, as the fractions are not paid (Even a fraction of .99 will be ignored and will not be paid)

macps should be given without restricting to benchmark because they are being given to postal staff after surrendering posts,whereas in case of other central government employees acp i &ii weregiven evenwithout surrendering a single posto
