Subject:- Model RRs for stenographer Grade II post in non-Secretariat Organizations.


The undersigned is directed to refer to this Department’s OM No. AB 14017/53/2005-Estt.(RR) dated 17th February, 2006 forwarding copies of the Model Recruitment Rules of Stenographers cadre. The posts or Stenographer Grade I and Grade ll in the pre-revised scale of Rs. 5500-9000 and Rs. 5000- 8000 respectively have been placed in PB-2 with Grade Pay of Rs 4200. The Model Recruitment Rules for the post of Stenographer Grade III in the pre-revised scale of Rs.4000-6000 have been reviewed in the light of 6th CPC recommendations on revision of pay scales, instructions issued by this Department, etc. and the post of Stenographer Grade III shall be designated as Stenographer Grade II. Accordingly, the Model Recruitment Rules for the same applicable to the Stenographers in Non-Secretariat Organizations which are not part of the CSSS / RBSSS I IFS / AFHQSS or any other organized headquarter services are enclosed as Annexure to this Office Memorandum.

2. Ministries / Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomouslstatutory bodies for adoption. The Ministry of Home Affairs etc., also requested to forward these Model RRs to the UT Administrations for appropriate action.

3. Model RRs for other posts in Stenographer Cadre will be circulated separately.

It is certainly a good news for the newcomers in Stenographer Cadre. In my opinion the grade pay of those who are already in Grade I and II should accordingly be upgraded otherwise they will be at loss. Since the recommendations of sixth CPC were accepted w.e.f. 1.1.06, the revision of grade pay should also be given effect retrospectively. Viewers who are convinced with my arguments, may post their comments in support.

Finally what is the Grade Pay of the Stenographers with Pay Scale of Rs.4000-6000 (pre-revised) after this order. Can any one guide.

DOPT has commented on change of designation from Steno Gr.III to Steno.II, but kept silent on pay scale and grade pay for Gr.III stenos. Kindly clarify the GP for Jr.Stenos. Will it continue the same grade i.e., GP 2400 ? or otherwise. DOPT has just enhanced the minimum qualification for new recruitees from Matriculation to 12th standard. Is it yet another betrayal to Jr.stenographers. DOPT should upgrade the GP according to qualifcation.

DOPT has changed the designation of Steno Gr.III to Steno.II with the Grade Pay of Rs.2400. That means the Grade Pay of Steno.II is Rs.2400 and we can see here that they have degraded the post of Steno.II from Grade Pay of Rs.4200 to Rs.2400. It is really injustice.

What a joke from DOPT to give this status without any grade pay benefit. They only degrade the stengorapher status of Sub-ordinate office. What is the grade pay of steno grade I and II of pre-revised 5000, 5500. What is promotion avenue of Grade II of pre-revised scale of 5000 if the grade I is also getting the same grade pay of Rs. 4200. Please think about it.

I am at a loss to understand as the DOPT have either degraded steno.II or riduculously upgraded steno.III without any pay benefit. This is silly and ambiguous. I don't understand why they don't straight away give what they intend to give? Any good soul, kindly explain.

Change in designation only will not be in any way beneficial to any cadre then why a separate order to change the RRs. Simply wate of precious time of the committee. Use the time for better things for the country please.

You said DOPT Office Memorandum No.AB-14017/53/2005-Estt.(RR) dated 17.02.2010 wherein page No.3 it is written as Stenographer Grade-II Scale of Pay is Rs.5000-150-8000. But the letter is actually of 17.02.2006. Pl.examine and comment.

Stenographer GrIII also should get GP-4200. Ram jane kaya hoga....DOPT should review further.

DoPT's OM dated 10.03.2010 redesignating Steno. Gr.III to Gr.II is not clear and confusing. DoPT should come with clear order about GP of existing Stenos. GR.II & Gr.I in non-Secretariat Organization.
The 6th CPC has targetted two cadres very badly i.e. Stenographer Grade III and LDC. If we observe very closely these two cadres are the worst suffers due to introduction of MACP as Stenographer Grade III will get 2800/- in MACP whereas the promotional grade pay is 4200, and so is LDG who will get Rs. 2000/- gP on MACP whereas his promotional grade pay is 2400/-. such discrepancy is not there at any other grade pay above Stenographer Grade III, and LDC. This is heights and people sitting and framing these rules should be ashamed of themself
This is with reference to the new Recruitment Rules for the Grade II Stenographers and redesignation of Grade III Stenographers as Grade II Stenographers with the grade pay of Rs. 2400/-. The DoPT for its functional convenience making the Grade III Stenographers fools. Why don't you redesignate Grade III Stenographers as 'SUPER SPECIALITY HIGH SKILLED PROFICIENT MULTI SKILLED METICULOUS EXTRAORDINARY SUPER EXECUTIVE ASSISTANT' with same Grade pay 2400/- only. With these type of silly orders do not play with the feelings of Grade III Stenographers

The carrer of Stenographers in subordinate office like CBI is totaly worst. CBI's Stenographers/ministeial staff are not being treated as CBI official or in Ministry office. All the CBI employees from Constable to uppers are taking 25% extra pay but the ministerial cadre are not entitled for 25% extra pay. It clearly shows the ministerial cadre in CBI are totally neglected by the department (CBI) and Ministry concerned.

Yes, Puneet you will get GP 4200 for jr.stenos very soon. DOPT is mulling over the issue and can expect the order at any day.

keeping in view of the stenographer III working in subordinate offices having only grade pay of Rs - 2400 is clearly an injustice to the employees working in different states at hard places such as jammu & Kashmir and north east states by merging stenographer II and III the pay band should also be merged as 4200.

Sir, I have been working in Central Agricultural University w.e.f. 4th July 1997 as Junior Stenographer in the pay scale of Rs.4000-100-6000/- till November 2006. In the meantime, I have selected as PA/Sr.Stenographer in the same department in the pay scale of Rs.5500-175-9000 with effect from 1-12-2006. So, what will be my initial pay fixation as per the 6th Central Pay Commission. As per the rules, my service protection has made, and getting all other past services. Therefore, I am earnestly requesting your goodself to give a clear cut picture for initial pay fixation, so that I may not be any doubt in my service. Thanking you,

In my view give justice to all the stenographers by seeing their seniority. Stenographer-I, II & III should be given different Grade Pay. By this action everybody will be happy. I am sorry to mention that DOPT has taken wrong decision by giving equal grade pay for Stenographer-I & Stenographers-II. Please do some changes.

I have joined stenographer-III in 1991 and still I am stenographer-III. What about my promotion as PA. It is very humiliating to work with the same rank since 20 years.

There is nobody for Stenographers (specially Jr. Stenographers). 5th Pay Commission as well as 6th Pay commission have kicked off the Jr. Stenographers. We are also a human being. Deprived again and again by Pay Commissions, we are at the fatigue end.
The scale 1200-2040 was converted to 4500-7000 for Clerks, but for Stenographes it was 4000-6000 by the 5th CPC. Again, by the 6th Pay Commission, Sr. Clerks were allotted GP 4200/- but for Stenographers it was fixed at 2400/-.

Kindly do something for Jr. Stenos. Please.

Why all pay commissions are not taking care of stenographers gr d, while there is no difference of work assigned to PA and Steno Gr. D. Being a stenographer in one of the department of MHA, I used to sit 8 to 9 pm. There is no Over time allowance or financial benefit, why I should do work of PA while I am entitled to do work just work up to the level of UDC as there is no difference of grade pay of UDC and Steno D, but there is huge difference of gr. pay in case of PA and Steno gr. d, we have tired now to comment anymore on this topic as dopt is deaf to hear us
