Subject:- Non-Functional Upgradation (NFU) for Officers of Organised Group 'A' Services in PB-3 and PB-4

A reference is invited to this Department's OM of even number dated 24.4.09 on the above subject. The Sixth Central Pay Commission had observed that the disparity, as far as appointments to various grades in the Centre are concerned, should not exceed 2 years between IAS and Organized Group 'A' Services. The matter relating to grant of Non-Functional Upgradation to officers of Organized Group A Services has further been examined in this Department and following clarifications are issued.

Clarification

The scheme of NFU be made applicable to JTS officer of Organized group A services in view of acute stagnation at the level of JTS in many services.

In case no IAS Officer is available for comparison in STS grade, grant of Non-Functional Upgradation to STS level may be allowed after 7 years of service as Group 'A'. This upgradation shall be subject to the terms and conditions specified in this Department OM dated 24.04.09.

The term 'Batch' cannot have different meanings at different places.

The 'Batch' for direct recruit officers in the induction grade shall be the year following the year in which competitive exam was held. In subsequent grades the 'Batch' would remain the same provided the officer is not superseded due to any reason. In case an officer is superseded the officer would be considered along with the 'Batch' with which his seniority is fixed.

STILL THE CASE OF GROUP 'B' OFFICERS WHO WERE INDUCTED TO GROUP 'A' SERVICES AND WHERE NO OFFICER IS AVAILABLE FOR COMPARISIONS/FOR CLUBBING THE SENIORITY TO DETERMIN THE BATCH/ DATE OF GROUP 'A' IN JUNIOR TIME SCALE FOR NON FUNCTIONAL UPGRADATION IN PB-4
BEING ORGANISED GROUP 'A' SERVICES.
DOPT SHOULD LOOK IN TO THE MATTER AND PLEASE ISSUE A CLARIFICATIONS.

dopt could have issued the clarification on the above issue.it is again requested to look in to the matter because in many department like SURVEY OF INDIA, Department of Science and Tech. still the above case is not implemented and great injustice is being done with the officers who were inducted from group 'b' service to Group 'a' service at STS level in a organised group 'a' servise. DOPT'S orders must be very crystal clear so that they could be implemented easily.

dopt could have issued the clarification on the above issue time and again .it is again requested to look in to the matter because in many department like GEOLOGICAL SURVEY OF INDIA, has not implemented, and great injustice is being done with the officers who were inducted as Group 'a' service and they have put in more than 25 years services and still many are in Deputy sectary cadre whereas the orders says as per batching they should be in Joint secretary/additional secretary grade , due to this all the officers are a demoralised lot,and the top brass of the department is least bothered about the career progression of the officer of the department,and the Irony is that we were one of the first department to be declared under organised services way back in 1851 and still majority of the officers have not got the benefits of the organised service status DOPT'S orders must be very crystal clear so that they could be implemented easily.
