OFFICE MEMORANDUM

Subject: SENIORITY - Consolidated orders on...

The undersigned is directed to say that instructions have been issued by this Department from time to time laying down the principles for determining seniority of persons appointed to services and posts under the Central Government. For facility of reference, the contents of the important orders on the subject have been consolidated as a compilation "Instructions and Guidelines on Seniority". The number and date of the original O.M.'s has been referred in the relevant instructions* for easy reference to the context. The consolidated instructions include revised instructions on the following:

i. Seniority of persons appointed on direct recruitment from the reserved panel at a later date, specifically when the officers from the subsequent selection panel have already joined.

ii. Inter-se seniority of two panels of direct recruits, where more than one selection panel are received from UPSC/SSC through letter of same date.

iii. Fixation of seniority of a person who has been transferred to a lower post under FR 15-A.

iv. Seniority in case of appointment on compassionate grounds

2. Also, certain areas within the existing instructions, which require frequent clarifications, as is evident from the references received from various Ministries/Departments, have also been incorporated under the head "clarification", for reference. This may be brought to the notice of all concerned for information, guidance and necessary action.

3. The consolidated instructions along with Annexure containing O.M.'s referred wlll be issued separately in the form of handbook.

I am working in Min of Defence and recently ie 14 Nov 2008 been promoted to the rank of Assistant and fixed at 11400/- My junior who joined in Aug 2010 got Rs.12500/- basic pay. I want to know that :-
(a) As per SC order junior cannot get more than senior.
(b) What should I/we do now ?
Kindly advise?

i think you should approach your pay fixing authority with a pay anomoly application.

I am working as Assistant in AFHQ. On upgradation of pay scale of Assisitants, as per clarification of Deptt of Expenditure, the pay of my junior has been fixed at a higher level. However, despite repeated representations, my pay has not been stepped up with the junior by the PAO(PCDA). Kindly advise me what is the next step?

I am working in organised group A service as medical officer , I will be completin 17yrs in my services in which 6yrs in JAG grade including NFSG can acc to the DOPT order OM No.AB1401716112008-Estt(RR) dated 24.3.2009, can I become SAG.

I am working as Assistant Engineer(C) in CPWD from 02/01/2009 through the Horn.CAT, DELHI order in LDCE-2002Exam.But till date i am not getting any financial benefit from vacancies year 2001-2002 On upgradation of pay scale of Assisitant Engineers, Kindly advise me what is the next step?

I was appointed as ASI/Clk in BSF on 25.09.1989. My appointment was provisionally subject to pass typing test. accordingly I have pass the said test on 26.10.1994 . Request clarify from which date by seniority will be counted i.e from the date of initial appointment or from the date of passing of type test.

Sir i am working in the navy as civilian,joined as a engine fitter in 2007.
after two year,i was eligible for next promotion DQE exam and passed it in year 2009 for hsk ll ICE fitter examination (trade change).
Now department is not ready to consider my promotion examination in year 2015 due to trade change. They are saying you need to appear for promotion examination in your trade. I.e.engine fitter. This exam is conducted by department and they didnt raised any objection at the time of appearing for promotion.
could you please advice me, what should i do in this scenario?

Sir,
I am working as Sub Officer, Department of Fire Protection & Control Lakshadweep,since 16.02.2010.I got promoted through the Departmental Promotion Committee decision as I was the most senior among all the Leading Fireman.On the same year recruitment process for direct appointment was done and only one candidate got selected and was joined on 11.11.2010.Till this date our seniority has not finalized.The R/R of Lakshadweep indicates (1. 50% quota for direct recruitment failing which by promotion and 2. 50% quota for promotion failing which by transfer or deputation). Kindly provide the exact rule position for the same.
