ALL INDIA ASSOCIATION OF NON-GAZETTED OFFICERS (AIANGO) General Secretary Mr.Chaubey has written a letter to Branch Secretaries, Zonal Secretaries, JCM Members, CE Members/Office Bearers, regarding dicussion with JS & FA (Defence) & in D(Fy-II) on 25th and 26th May, 2010. We reproduce the full text of the letter as given below...

President and General Secretary visited MOD on 25th to 26th May/10, specifically on the issue of Merger. Issue was discussed with JS & FA (Defence) & in D(Fy-II).

The position and instructions are appended below for information and immediate action please.

(1). PROMOTION: Despite of OFB's instruction to Fys, many Fys did not send the Clubbed Seniority List of CM-II+CM-I (T/NT) in time to OFB, as instructed vide Circular-18 our Branch Secretaries also could not assured the same due to which DPC could not be held as per clubbed seniority. Promotions were ordered as per seniority list of CM-I. One more promotion list is likely to come for those streams which are yet not cleared up to 2006. Further we have discussed and OFB has assured to hold Review DPC after issuing of Merged Seniority List at the earliest.

NOTE: ALL BRANCH SECRETARIES ARE SERIOUSLY REQUESTED TO ASSURE THAT SENIORITY LIST OF MERGED CM AS ASKED BY OFB (A/NG SECTION) IS SENT TO OFB BY THE FACTORY/UNIT WITHIN FEW DAYS POSITIVELY SO THAT MERGED SENIORITY CAN BE ISSUED & REVIEW DPC CAN BE HELD AT THE EARLIEST.

(2). FUNCTIONAL UP-GRADATION AND MERGER OF AF/FM/SH WITH JWM: OFB has broken the commitment to issue merger order if the case of JWM comes back by this time in the meeting held on 30/03/2010 and 17/18-05/2010. NOW DGOF & Chairman is telling that He will merge the posts when the case of JWM is regretted and he has sent negative reply to MOD against the query of MOF. NOW the case is pending with MOF-Expenditure for decision. We are putting our best efforts at the level of MOF-Expenditure for merger before any up-gradation of JWM . We have also taken up that in any case if Grade Pay Rs, 4800/- is granted to JWM the same must be granted to AF/FM/SH/JTO under OFB/DGQA/DGAQA /DGNAI also. We are also exploring possibilities for the legal action.

(NOTE: As intimated earlier, we have very clearly placed our demand to Hon'ble RM, RRM, Defence Secretary, Secretary(DP), Hon'ble Finance Minister, Finance Minister for State, Secretary/Expenditure, JS(PER) /Expenditure, Secretary/DOP&T and Hon'ble Prime Minister that AF/FM/ SH/JTO of all Directorates employing workshop staff i.e. Ordnance Factories, DGQA, DGAQA & DGNAI must be granted Grade Pay of Rs. 4800/- if JWMs of Ordnance Factories are granted the same. Officials of MOF have assured that there will be no change in cadre structure and only two Grade structure will be maintained in all the similar Directorates like Railways, DGQA, DGAQA & DGNAI.)

(3). PROTEST PROGRAMMES:

(3.1). DHARANA WITH HUNGER : Representatives of AIANGOs will stage " DHARANA WITH HUNGER " on the date of coming JCM-III Meeting at Ordnance Factory Board, KOLKATA / at the place of JCM-III Meeting. Note: OFB has yet not decided the date of JCM-III meeting. Date of Dharana will be the date of Meeting.

(3.2). MEMORANDUM TO HON'BLE RRM & RM in-mass AT NEW DELHI: Request letters have been submitted on 28th May, 2010 for confirmation of dates for submission of Memorandum by the representatives of AIANGOs in mass at the residence of Hon'ble RRM & RM. Proposed date i.e. between 10-15 May was not confirmed. Confirmation of a fresh date is awaited from their end.

(4.) The Branch Secretaries who have not remitted the Subscription for year- 2009-10 are requested to remit the same at the earliest for smooth functioning of the Association.

(5). The Branch Secretaries who have not remitted the Special-Levy are requested to remit the same at the earliest for smooth functioning of the Association.

(6). CONTINUATION OF MEMBERSHIP OF THOSE AF OF DGQA/DGAQA WHO HAVE BEEN MERGED WITH JTO: SUCH JTOS WILL BE TREATED AS OUR MEMBERS AND THEIR SUBSCRIPTION SHALL BE DEDUCTED IN OUR FAVOUR. A LETTER No: AIANGO/CE/SAF/DGQA/10 DTD. : 24/06/2010 HAS BEEN SENT TO DGQA HQ. IN THIS REGARD.

(7) DEDUCTION OF SUBSCRIPTION FOR THE YEAR 2010-11 FROM THE SALARY OF JULY 2010: ALL BRANCH SECRETARIES ARE REQUESTED TO ENSURE THAT LETTER FOR DEDUCTION IS GIVEN TO GM/DDO OF FY. LATEST BY 4TH JULY /2010 AND THE DEDUCTION IS DONE WITHOUT FAIL FROM THE SALARY FOR THE MONTH OF JULY 2010.

OFFICE MEMORANDUM

Subject : Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5th CPC w.e.f. 1.1.2010.

      In continuation to this Department’s OM No. 42/12/2009-P&PW(G) dated 17th November, 2009 sanctioning the Dearness Relief to those Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC, the President is pleased to grant the Dearness Relief to these Central Government pensioners as under :

    (i)     Those who are in receipt of provisional pension or pension in the pre revised scales of 5th CPC are entitled to Dearness Relief @ 87% w.e.f 1.1.2010.

    (ii)     The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12,1985 and are in receipt of ex-gratia @ Rs. 600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 87% w.e.f. 1.1.2010.

2.     The following categories of CPF beneficiaries who are in receipt of ex¬gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @ 79% w.e.f. 1.1.2010.

    (i)     The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- p.m.

    (ii)     Central Government employees who had retired on CPF benefits before 8.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs. 659/-, Rs. 703/- and Rs. 965/-.

3.     In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.

4.    This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their UO No. 377/EV/2010 dated 28.6.2010.

Vital changes in the pay structure of the Railway employees



Shiva Gopal Mishra General Secretary of AIRMF addressed a press conference on 25.06.10 at Press Club of India, New Delhi. He touched various burning issues in Indian Railways. We reproduce full text of the letter as follows...

PRESS RELEASE

New Delhi, June 25, 2010, “There will be vital changes in the pay structure of the Railway employees”, this was stated by Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen's Federation and Northern Railwaymen’s Union in a Press Conference held here in Press Club.

Shri Mishra stated that, keeping in view the interests of the Railwaymen working in various categories; Railway Board has given its consent to change their Pay Bands widely. He stated that, after the meeting of Departmental Anomaly Committee, it was recommended to provide GP Rs.4800 to all Supervisors of apex grade as well as modification in other cadres have also been suggested.

Shri Mishra stated that more than one lakh Technicians, working in the Indian Railways and used to call Technician-II with GP Rs.2400, will now be merged with Technician-I GP Rs.2800. This will also be applicable on more than 36,000 Ticket Collectors in GP Rs.2400 and they will be provided with GP Rs.2800.

Shri Mishra informed that the Railway Board has also recommended to improve the grade pay of Technical Supervisor, Section Engineer, Jr. Engineer from GP Rs.4200 and 4600 to Rs.4600 and 4800 respectively.

“Railway Board have also recommended grade pay of Loco Pilot and Guard; and based on this, Loco Pilots of Mail and Express trains will be provided with GP Rs.4600. Besides this, Railway Board have also recommended to give Additional Allowance to the Loco Pilot(Goods) and Guard(Goods)”, Shri Mishra informed.

Shri Mishra stated that, keeping in view recruitment qualification(Graduation) and special working conditions of the Asstt. Station Master, Railway Board have recommended to provide them Entry GP Rs.4200.

Shri Mishra further stated that the main reasons of all these improvements were better coordination between AIRF and Hon’ble MR and Railway Board and also pressure of the MR on the Railway Board. Shri Mishra informed that all these recommendations have been sent to Ministry of Finance by the Railway Ministry.

“Hon’ble MR has given assurance that every possible efforts will be done to resolve the problems of the Railwaymen”, Shri Mishra informed.

“I had also raised the issue of payment of arrears to Loco Pilot and Guards w.e.f. 1.1.2006 and KMA before Hon’ble MR, which has been rejected by the Fast Track Committee. She has assured that it will be looked into”, Shri Mishra stated.

Shri Mishra also informed that the Railway Board has decided to constitute a committee to improve pay scales of more 2.5 lakh Gangmen, Keymen, Mate, Gatemen working on the Indian Railways and also to provide them Special Package. Shri Mishra further added that this category is unique, which used to be recruited and retired in GP Rs.1800.

Shri Mishra stated that he had raised the issue of filling-up of around two lakh vacant posts without further delay. Hon’ble MR has given him assurance; and some action has also been taken to overcome this problem.

Shri Mishra informed that I had also raised the issue of entitlement of Privilege Pass before the Hon’ble MR and she has assured for its early finalization.
