National Anomaly Committee meeting discussion points...



As indicated in our circular letter No.3, we give hereunder the decisions taken on each of the items discussed at the National Anomaly Committee meeting held on 15th Feb. 2011.

Item No.11.
The Staff side has agreed to specify the items of allowance which requires to be given effect to from 1.1.2006.

Item No.12. & 13.
Revision of Transport allowance:
The Staff side is to give a comparative statement indicating the rate of Transport allowance given to various categories to substantiate their demand for having a uniform rate for all Govt. officials.

Item No.14.
Risk and Patient Care allowance to be doubled.
The Government will bring about the Insurance scheme in consultation with the Staff Side within six months. If the scheme is not implemented by that time, these allowances will be doubled.

Item No. 20.
Quantification of daily allowance in case not able to present the bill The Department of Expenditure will examine the issue further in the light of the discussion and will convey their final decision in the next neeting.

Item No. 28.
Assigning grade pay in PB 3 for Accounts officers.
This will be discussed with the Staff Side separately.

Item No. 31.
Child Care leave:
Revised orders have been issued. The demand of the Staff Side that the discretionary powers to grant or otherwise or restrict the number of days presently given to the authorities must be dispensed with will be discussed at the next meeting of the Committee.

Item No. 37.
Waiver of recovery of higher DA drawing between 1.1.2006 and 1.08.2008.
Not agreed to.

Item No. 38 and 39.
Anomaly in fixation of Grade Pay and Pay Bands: will be further discussed at the next meeting.

Item No. 40.
Grant of Notional increment for those who retire in June. Not accepted.

Item No.41.
Grant of promotional increment for those promoted in the same PB and Grade Pay.
The Official side stated that to decide whether the two grades have distinct functions is the prerogative of the concerned Ministry/Department. If they so decide, the promotional increment would be granted. But in that case, the same will be treated as a promotion and will count as such for the purpose of MACP.

Item No. 42.
MACP issue.
The same will be discussed in the sub committee once again.

Item No.43.
Anomaly in HAG scale of pay:
Not discussed being a Group A issue. But the issue has been reported to have been settled and orders issued.

Item No. 44.
Anomaly in Library Information Assistant:
Will be further discussed at the next meeting.

Item No. 45.
Anomaly in fixation of pension for those in receipt of stagnation increment/ In the light of the court judgment, the item will be discussed further in the next meeting.

Item No. 46.& 49 & 51
Parity for Stenographers in the filed and Central Sectt.
The demand for grant of grade pay of Rs. 4600 for those in the pay scale of 6500-10,500 has already been settled and orders issues. The question of Grant of Grade pay of Rs. 5400 after completion of three years for those in the pay scale of 7500-12000 will be examined if not already extended.

Item No. 48.
Restoration of commutation value of pension after 12 years.
Not agreed upon. The Staff side has asked for the basis on which the demand has been rejected.

Item No. 50/
Disparity in the pay scale of official language staff.
The Staff side has agreed to provide a copy of the Court order in the matter.

Item No. 52 and 53.
Andaman Nicobar Items:
The Official side will report in the next meeting of the development on these issues.

Employees whose increment date fell between 1 Feb to 30Jun in V th CPC time were punished without any crime and whose date of increment was 1 Dec were rewarded without doing anything. This is against the natural justice. Our representative are not doing anything. Now there should not be discussions but a legal course should be initiated by our Associations who are discussing on employee's behalf.

Persons who were promoted to P.B.4, with Grade Pay 8700 in February 2006 have got next increment on 01.07.2011, i.e. same as persons who are a batch junior and who got on 01.01.07. This anomaly could not be ectified by giving additional increment in the old scale before promotion. Such cases occuring prior to the VIth pay commission announcement is not correct and needs to be rectified by predating such promotion to 01.01.2006. The anomaly will continue till superannuation, and adversely affects in matters relating to housing etc. as well.

As a one time exception, they should allow increment on 01.07.06 to persons who were promoted during Feb to June 2006, if there increment date was prior to 01.01.2006.

It would have been better to have 2 increment dates, i.e. either ist Jan or 1st July. Hope it is rectified in the VIIth Pay Commission.

discuss the GP pay of ACIO-II,IB, MHA.Its a gereat shame as it is not uplifted to 4600/-though it is done in case of Assistants.PAs.pls discuss

Please discuss about UDCs those who are working in different departmens.The new order issued by the govt.for those who are working in central secretariate services are getting grade pay of 4200 after completion of 5years completion of service as UDCs.Why dont this order should implement to all the UDCs in different departments.

STAFF PROMOTED FROM 5000-8500 TO 5500-9500 & 6500-10500 TO 7450-11500 IN 5TH CPC .IN BETWEEN 01.1.06-TO 01.09.2009 ARE LOSE THEIR PROMOTION AND INCREAMENT DUE TO MERGER OF GRADES.

IT IS AGAINST THE NATURAL JUSTICE AND AGAINST THE VERDICT GIVEN BY SC .HOW CAN U TAKE AWAY SOME ONES PROMOTION FROM A BACK DATE.
KINDLY LOOK INTO IT.

Increment of each Central Govt. Employee was decided w.r.t his date of initial appointment. Whenever an complete 9 months, the nearest month was made his date of increment. it varied from 1st Jan,1st Feb, 1st may, 1st Aug, 1st Nov etc. C grade employees having increments on 1st May and 1st Nov were automatically postponed to 1st Aug and 1st feb respectively on reaching 7450 scale(pre revised. Due to the policy of the Govt, it is happened. Now, on the implimentation of 6th CPC, thoso had 1st Aug as their incr date had been brought back to July, But those who had incr date 1st Feb.had been postponed to 1st July of the year. it means, on the year of implimentation, the 1st group is getting an increment after 11 months but the second group is getting its incr after 17 months. This is against the CCS rules as everyone has to get its incr. after 12 months. Again the pay commission had kept minimum of six months for the next increment they were the sufferers. At least, at the time of implimentation,if the 1st feb increment would had been preponed to 1st Jan, we would have got our next increment on 1st July. Otherwise if our previous dt of incr(before coming to the particular scale) ie 1st Nov should have been considered. See the people had increment on 1st Jan their pay scale was calculated after the pld increment again they are eligible for another incr after six months ie on 1st July. I request the anomaly committee to look in to the matter seriously.

Dear Brothers, I do agree with the opinions on the matter of AI for those whose DNI falls between Feb N Jun 2006.The matter should be strongly opened, discussed and fought for implementation in VIth CPC. Why to wait for VIIth? Who will bear the loss occurred to the innocent employees? Should we people form another platform to fight in the court?

Sixth pay commission has considered the upgradations of officers only and ignored the benefits for the lower staff. They probably think that the lower cadres do not need money. Consider the cases of those in the grade pay of Rs.1900. Even after serving for 10 years they get financial upgradation of merely Rs.100/-. Secondly, those in the grade pay of 2400/- get merely Rs.400/- on financial upgradation and not the next grade pay of Rs.4200/- which in the promotional hierarchy. This is rather unjustified and demoralizing considering the fact that at higher levels there is a jump of minimum Rs.1000/- in PB-II&III. At least the lower level should be given due credit for the hardwork put in for so many years of govt. service. All the major benefits have gone to the higher level of officers, probably thinking that it is those officers only who perform their duty earnestly which the lower staff does'nt do.
I sincerely hope it is time when the due credit should be given the lower staff for their upliftment, morally as well as finacially.

The agenda item 40 can be reopened again. In the cases of employees who retire on 30th of June and who have completed 12 months of service , it is injustice to deny one notional increment.I hope the staff side will reopen the topic and achieve success.
