Sub:-       Request for relaxation of Rules on account of air travel by private airlines.

      Please refer to this HQrs Circular No. AN/XIV/14162/TA/DA/LTC/Deviation dated 30/07/2010 wherein it was stressed upon that the instructions contained in Ministry of Finance OM dated 13th July 2009 and DoP&T OM dated 27.07.2009 should be strictly adhered to.

2.       In this regard, Ministry of Civil Aviation to whom the cases for deviation from these orders because of operational or other reasons or on account of non availability of air tickets in Air India, have issued the following guidelines/instructions to be followed before referring the case to them in future-

(i)       Those seeking relaxation on the ground of Non availability of seats must enclose Certificate/Endorsement from Air India Office/ Govt. authorized travel agents/a copy of the website of Air India i.e. airindia.in.

(ii)       In case of prior permission, flight No. with departure timings which one wishes to avail should be given.

(iii)       Those seeking ex-post facto approval on the ground of non availability of seats must enclose documentary evidence as mentioned above and must enclose a copy of the ticket purchased.

(iv)       It should also be ensured that in terms of the instructions contained in Ministry of finance OM dated 13.7.2009 and 27.07.2009 " and employee must travel by Air India upto the nearest station" beyond which he can seek relaxation for the sectors not connected by Air India. for eg. If an employee has to travel to North east region, he should travel upto Kolkata by Air India, if no direct Air India flight of destination is availabale and seek relaxation for the sector not connected by Air India. In cases where the sectors are not connected by any of the airlines, the journey may be performed by Air India to the nearest station of the destination.

3.       It is requested that all cases being referred to this HQrs office for seeking sanction of Ministry of Civil Aviation for deviation from the above rules may be scrutinized with respect to the above guidelines and then forwarded to this HQrs office to avoid unnecessary correspondence and delay.

4.       Suitable instructions in this regard may be issued to all concerned.

5.       This issues with the approval of Jt. CGDA(AN).
