Sub: Sanction of Child Care Leave: Instructions regarding

     Consequent upon the implementation of 6th CPC, Child Care Leave to Women Employees of the Central Govt. was introduced w.e.f. 1st September 2008 vide DoP&T OM No.13018/2/2008-Estt.(L) dated 18-11-2008.

2.  DoP&T vide their OM No.13018/2/2008-Estt(L) dated 18-11-2008 have further clarified on the subject that Child Care Leave for women employees is meant to facilitate them in taking care of their children at the time of need. However, it should not disrupt the functioning of Central Govt. Offices. It was further clarified by DoP&T that CCL cannot be demanded as a matter of right and under no circumstances can any employee proceed on CCL without prior approval of leave by the leave sanctioning authority.

3.  Instances have come to the notice of this HQrs office, where CCL has been used as a means to dodge unpalatable postings or to avoid functioning in a specific office/section and even to proceed abroad, rather than for the purpose for which CCL was introduced. This goes against the spirit of the Govt. orders on the subject. There have also been instances where even IDAS officers have left their offices ‘in anticipation" of sanction of the CCL.

4.  In view of the above, it is requested to all PCsDA/CsDA that the cases of CCL granted to the employees under their jurisdiction may please be reviewed and ensured that the CCL has been genuinely granted for the purpose for which it is meant. It may also be impressed upon all concerned that proceeding on CCL without sanction constitutes misconduct and will invite disciplinary proceedings against the official concerned.

This issues with the approval of CGDA.

many of govt servants are using CCL for avoiding the posting or doing family buissiness. Attending a few days in new place and going back to home station after three year.

This is a bad part on the pay commission. If they want to grant ccl the age of the child may be reconsidered and accordingly no. of days

CCL should be stopped immediately, as women employees are taking undue advantage of it, which has an adverse effectg on the office work, or else atleast the age limit shoiuld be reduced to 5 years. As it is all Central govt office's are facing shortage of staff, and child care leave only adds to the problems faced by other employees.

there does not seem to be any logic behind CCL as Child care is a continuous process which every parent does as a responsibility. particularly when there is downsizing of staff.

Govt should immediately reconsider the grant of CCL. The work of office has been adversely affected by CCL taken by women employees. In my office CCL has been taken without prior sanction. Women employees are just enjoying taking CCL, whereas the office work load falls on the other existing employees, who are deprived of their leave, even when they are sick.CCL should be stopped immediately.

Child Care Leave needs to be reviewd Govt. office already faciang acute shortage of staff. CCL should be restricted to take care of child in case of sick only. The condition that CCL can be availed only if NO EL available needs to be reinstated which will avoid mise use of CCL.

The earlier rule that CCL can be taken only on condition that when no EL available should be reinstated by the Govt. The age of the child also should be reduced. Women employees are taking CCL as a matter of right and the workload falls on the other employees. CCL should be stopped immediately. Head of the Office are least bothered, as they try to remain in good books of certain employees, so they just sanction CCL even withut considering the adverse effect it has on the day day work of the office.

Govt. should reinstate the condition that CCL can be availed only if NO EL available, then an employee who genuinely needs leave can take it. The age of the child should also be reduced. 18 years is the age where a girl can get mattied as per law in India, how come she be considered as a child. Head of the office are least bothered and sanction the CCL as they want to be in good books of certain employees. This has an adverse effect on the day to day work of the office, and other employees are just suffering as CCL are taken by women employyees as if it is their right. CCL should be stopped immediately

CCL should be reviewed by the Govt. The earlier condition that CCL can be taken when NO EL is available should be reinstated, only then those who are in real need of leave can take it, or the age of the child should be reduced to 5 yrs or it should be made without pay. Women employees are misuinng CCL, Head of the Office to remain in good books are just sanctioning the CCL blindly and other employeees have to do the work of women employyes on CCL alongwith their work, and also they are deprived of their leave, because half of the staff is on leave due to CCL. Govt. should seriously think about the conditions with CCL People in my office are going abroad, and to native place while on CCL and their work is being done by other employees, which is certainly an injstice . The office atmosphere has also become worst. A women employee who comes back from CCL starts planning for their next CCL.

As a Working Mother, I feel that Child Care Leave is a God Sent. It is unfortunate that many are misusing it, As it is actually very useful for working mothers, especially in this day an age where getting good maids or nannies is next to impossible. The next generation is not getting the kind of family nuturing, and most of them are turning to drugs alcohol, self abuse etc, cause of lack of good parenting. We women need to work, to be self sufficient, to live with dignity

It is not understood, inspite of so many comments posted in this site, why is the Government not taking any action and stopping CCL to women employees. Is it only after CCL facilities granted to women that they have started thinking of living with dignity? the age of the child should be reduced it should be made 5 years, where a child really needs the care of his parent. Women are just enjoying leave at the cost of other employees, especially male employees.

Any kind of leave granted by the govt will be used either way by female employees or male employees, if CCL is granted to males they would also take it for their puropose. I am not in favour of women employees getting CCL but i had seen women who are not interested in taking CCL only go for that leave since other ladies are taking it, Even in certain offices women are fighting for the same. CCL must be reviewed rather than 720 day it must be 30 days per year else lapsed along with EL/CL/CLMC women employees are takin undue advantage of the same.

all the people above who have commented against CCL are must be gays,unmarried, women haters, or they might not be having children, if they know the difficulty of rising children they wont comment like this.its really necessity for women to nourish their child for that they need some calm time. i feel govt should rise it 4 years cause 2 years is very less time for 2 children.. all should welcome this so that our children will get complete love of mother & we will have satisfied person to society to stop the crime.

CCL should be sanctioned after the submission of genuine proof by lady staff and it should be mandatory for a lady to employee to take leave in 7th to 9th months of pregnancy

Prior approval for CCL should be done away with,as sickness of a child doesn't come with due intimation .
Taking care of children should include taking them for pleasure trips/or to relatives' places, especially to their father if he is working/posted abroad or in a different station.
sanctioning authority should not take indefinite time to approve or refuse CCL;it should be intimated within 7 working days of such application.Refusal must be substantiated by specific,genuine reason.

We know that the woman has to do a lot for his family and children. So we are in favour of CCL provided to women but as far as I know, some are using it not in the way actually these leaves are meant for. For this, change in rules regarding CCL are required. Atleast these leaves may be provided to women when they have no EL in their credit so that the work of the offices may not suffer.
