Subject: Promotion of Section Officers of the CSS to Grade I (Under Secretary) of the CSS on adhoc basis regarding.

The undersigned is directed to say that due to ongoing litigation, this Department has not been in a position to bring out Select Lists of Under Secretary after 2008. Consequently a large number of vacancies of Under Secretary exist in Ministries/Departments. With the approval of the competent authority, it has now been decided to promote eligible Section Officers to the Under Secretary grade on ad hoc basis in the CSS for a period of one year. The Section Officers of Select List 2003 (upto CSL 7314 in General; and CSL 8052 in SC / ST) as well as some Section Officers belonging to earlier Select Lists who could not be promoted for one reason or other, may be considered for ad hoc promotion to the Under Secretary grade against the vacancies arising upto 30.07.2011. Hence, the following information may urgently be made available to the DOPT, latest by 8th July, 2011 :

(i) The latest vigilance status and APARs upto 2009-2010 of the Section Officers of 2003 Select List (upto CSL 7314 in General; and CSL 8052 in SC / ST);

(ii) If any of the officers is away on deputation, the details of the same may also be intimated together with likely date of return from deputation;

(iii) Their Personal information in the enclosed proforma and

(iv) Though this Department is centrally maintaining the vacancy position, however, to reconcile the exact vacancy position in the Ministry/Department in the grade of Under Secretary as on 31.07.2011, the information may be furnished.

New Law for the Rights of Persons with Disabilities

              The Committee appointed by the Ministry of Social Justice and Empowerment, Government of India, to draft a New Legislation replacing the existing Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, presented the final draft of the new law, “The Rights of Persons with Disabilities Bill, 2011”, to Shri Mukul Wasnik, Minister for Social Justice and Empowerment. The proposed law seeks to repeal the Persons with Disabilities Act of 1995 and to replace it with a comprehensive rights based law in accordance with the provisions of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).

The Persons with Disabilities Act, 1995 was proposed to be replaced by a new legislation by the Ministry in the light of the experience gained in the implementation of the Act, developments that have taken place in the disability sector over the years, and also the commitments under the UNCRPD.

A Committee under the Chairpersonship of Dr.(Mrs) Sudha Kaul, Vice Chairperson, Indian Institute for Cerebral Palsy, Kolkata, and consisting of experts and representatives of stakeholders including Central Ministries, State Governments, Civil Society Organisations and experts, including persons with disabilities, was therefore, set up by the Ministry of Social Justice and Empowerment on 30.4.2010 to consider various suggestions and views and to draft a comprehensive law.

The undersigned is directed to refer to this Department’s OM of even number dated 29th October, 2010 and subsequent reminders dated 14th January, 2011; 14th February, 2011; 26th April, 2011 ,31st May, 2011 and 13th June, 2011 on the subject mentioned above.

2 UPSC has declared the result on 31st May, 2011 and all the cadre units of CSS have already been requested by UPSC to send the ACR dossiers of successful candidates to enable them to finalize the final result of the said Examination.

3. All the cadre units are once again requested to forward the ACRs of successful candidates working in their office to UPSC immediately under intimation to this office, if not sent earlier. It should be noted that any delay in sending the ACRs of successful candidates to UPSC would eventually have a bearing on the posting of Section Officers in various Ministries/Departments.

The undersigned is to refer to this Department’s O.M. of even number dated 21st January 2011 and subsequent reminders dated 21.2.2011 & 9.3.2011 on the subject mentioned above requesting all Ministries/Departments to furnish the basic data in respect of Section Officers & Assistants of CSS in the prescribed formats by 15.3.2011. While majority of the Ministries/Departments have furnished the information, a few of them have not yet furnished the information till date despite a lapse of five months. The list of defaulting Ministries/Departments is enclosed.

2. It is reiterated that there is an immediate requirement of computerization of atleast basic data of all the CSS officers for various activities related to cadre management. The defaulting Ministries/ Departments are, therefore, once again requested to kindly co-operate with this Division and furnish the requisite information latest by 15.07.2011 in the prescribed format (Annexure A&B). No increase in IDA rate w.e.f. 1.7.2011:According to the AICPI figures for Industrial Workers available, there will be no increase in IDA rate w.e.f.1.7.2011.

There no change of IDA rate w.e.f. 01.07.2011 (No increase / No decrease) for both revised and pre-revised pay / pension.

It is as per price index released by Labour Bureau. (GOI)

Salient Features of New all India Time Table ‘Trains at a Glance’ 
New Time Table Comes into Effect from 1st July 2011

 

                   The Ministry of Railways has released its new All India Railway Time Table known as “TRAINS AT A GLANCE (TAG)” which has come into effect from 1st July, 2011.  In addition to this All India Time table, all the 17 zonal Railways have also released their zonal railway time tables which too have come into effect from 1st July, 2011. This Time Table includes the new class of trains which were announced in this year’s Railway Budget namely, Double Decker AC trains, Vivek Expres, Kavi Guru Express and Rajya Rani Express.

The salient features of the All India Railway Time Table i.e. TAG are as under :

1. Encouraged by the public response over the past few years all the user-friendly features of Trains at a Glance viz. how to read a table, route map, station index,  trains between important stations,  station code index, Train number index, Train name index, has been retained.

2. Five digit numbering scheme for train services has come into force from 20th December, 2010. This has been necessitated as the numbers in four digit numbering scheme got exhausted as also to enable capture of all types of passenger train services viz.  Duronto, Rajdhani, Shatabdi, and other Mail/Express services, sub-urban, holiday specials, etc. on Indian Railways. The five-digit train numbering has been accordingly indicated in Trains at a Glance.

3. Colour coding scheme adopted for various categories of trains: (a) Pink for Rajdhani Express, Shatabdi Express, JanShatabdi Express, Garib Rath Express and Duronto Express (b) Yellow for Double Decker services and other superfasttrains (d) blue/white for other mail/Express trains.

4. New category of services viz. Double Decker services, Rajya Rani services, Vivek Express, Kavi Guru Express have been included.

5. Commercial information of passenger use and interest viz. advance reservation period, reservation through internet, refund rules and rail travel concessions have been suitably updated. New addition to the fare chart is the fare for AC and mixed type of Duronto services.

6. Information regarding Vigilance organization, Public grievance machinery, disaster management and catering services have been incorporated.

7. The Metro Railway, Kolkata has been added in the list of Zonal railways. The website addresses of all Zonal railways have been added this time.

I. Duronto trains: Duronto Train services were conceptualized in the year 2009-2010. At present 23 pairs of Duronto services are operational. In this year’s Railway Budget 09 pairs of Duronto services have been proposed, which are as under:

2. Pune- Ahmedabad AC Duronto (tri-weekly)

3. Sealdah – Puri non AC Duronto (tri-weekly)

4. Secunderabad- Visakhapatnam AC Duronto (Tri-weekly)

5. Madurai- Chennai AC Duronto (Bi-weekly)

6. Chennai - Thiruvananthapuram AC Duronto (Bi-weekly)

7. Mumbai Central- New Delhi AC Duronto (Bi-weekly)
