Yes. This is a very very glad news many staff - both serving and retired - expected to hear from Anomaly Committee. In next couple of days we hope to hear the ways of implementing - whether the increment will be in the Vth Pay commission scale with effect from 1st January 2006 before implementation of Sixth Pay Commission Recommendation, or it is from the actual month on which the employee became entitled to the increment or still from 1st July 2006 in the new pay band after implementation of 6th Pay Commission. Let us wait and see. Thanks to all those who day-after-day urged the Government to solve this problem. Kudos to the Union Leaders also.

It is nice to hear some positive news comes out of anomaly committee meeting. I have one query whether any one can clarify it.
As on 31.12.2006 I am drawing Rs.3275 DNI 01.05.2006. I was promoted in the scale of 4500-125-6000 on 16.01.2006 and pay was fixed at the minimum. On implementation of 6CPC, I have opted to fix my pay from the date of promotion i.e. 16.01.2006 as it is more beneficial to me rather than fixing my pay from 01.01.06. (4500*1.86=8370+2800). I have to suffer the loss of one increment as the criteria for completing 6 month was not fulfilled. Whether I am eligible for getting increment on 01.07.2006 ????

Let me explain my example comparing new entrant.
I have appointed as a constable on 20-01-2002
My basic on 01-01-2006 – 6240 + 2000 (As per 1.86 factors)
While the new recruit being appointed with – 6460 + 2000 (As per recommendation of 6th CPC)
Why the anomaly is there ? Am i eligible for getting increment on 01.01.2006 ?

Thanks to Anamoly Committee for accepting to give one increment on 1-1-2006 and 1-7-2006. In the similar way there is injustice being done to stenographers in subordinate offices when compared to Central secretariat service stenographers. Kindly do not differentiate between Headquarters and subordinate offices staff. All the Association members may take up this issue and see that justice is done. Inequality of Basic pay between CSS staff and subordinate offices staff should be stopped.

Yes ofcourse, a very glad news to all the eligible CG Employees, but still one more anamoly which is to be justified and looked into by change of Grade pay to the pre-revised scale of 4500-125-6000, i.e., Grade pay given 2800 instead of VI CPC recommendation, 4200. Could the Federation Leaders get this anamoly/grievance settled immediately? I hope the govt. would do the best. Thanks.

good if it is for everyone. else it will create more anamoly. this decision of granting an extra increment has only been focused for those persons where DNI falls b/w jan to june 2006. what about those who were recruited b/w jan 2006 to june 2006 or latter. if they won't get the benefit, it will create more anamoly and sorry to tell an injustice to those who were recruted after jan 2006. please anyone clarify the matter.

Sir, I retired on 30th June, 2011. I got my increment as per 6th Pay Commission on 1.7.2010 and retired on 30th June, 2011. Wether I will get the increment for this period or not. Moreover, my date of increment before 6th Pay commission was i.e. on 1sth March, 2005. Whether I will get two increments i.e. from 1.1.2006 and from 30th June, 2011 the date of my retirement.

I am one of the affected employee and due for retirement on 30 Apr 2012. My date of increment pre-2006 was Feb. I was goiing to loss two increments post 2006 on the date of my retirement. With this decision I am very happy as Now I am confident that I will get one increment while fixing my pay on 01 Jan 2006 which was delayed beyond 12 months. This has been achieved with great efforts put by all members of the anomaly committee. Congrats and thanks to all for resolving this anomaly

There are many ex-cadre posts in central secretariat and its attached offices. The Govenment of Indaia's policy to minimise the size of Ex-cadre post can be implemented, if all those officers and staff are considered for merger with CSS cadre. This will not only increase the size of CSS but also help Government of India to abolish Ex-caders.

As we heard about this glad news, let us hope to hear the grade pay of 4200 vice versa revision announcement for the pre revised scale of 4500-125-6000, etc., in the organised audit/accounts establishment / department. Because, in no way the employees working in this department are inferior to the primary teachers forwhom govt fixed Gr Pay of 4200. This is a great anamoly which is to be justified at once. Let the staff leaders take note of this and insist hardly for removal of this anamoly. Expecting the same with thanks ....

Here i want to raise another anomaly for those who enter in GP4200 and after 3rd macp got 5400 GP thus got only RS 1200 upgradation in 30 years of service. since a LDC who enter in GP 1900 after 3rd macp got GP4200 or more, an upgradation of Rs.2300 during 30 years service. and A class officer who enter in GP 5400 get GP 8600 after 3rd macp, means upgradation of Rs 3200 during 30 years service. from above examples one can see a person who enter in GP 4200 get migger benifit of Rs 1200 only.
solution for this is merger of GP4600 and GP4800.
pl think about the anomaly otherwise this cadre will be most sufferer. Permotional herarcy is not a solution for all employee. Becase, in some Departments permotional prospects are very poor for this catagory of staff as in or department(IMD) personal having 26 years of service are not given permotions even from GP4200 to GP4600

Definitely a good news. But again there will be anomaly. Because now one more increment in July make some junior drawing more basic than senior.Such cases also to be look into while implementing these orders by the concerned departments.

This is a half New year gift for CG employees given by our union leaders. Thanks to all the leaders who really fight for it. Kindly look into the promotional hierarcy instead of Grade Pay hierarchy. Please see my case I am joined in FEB,1985 as LDC and I got promotion as UDC after 20 years. Now iam getting grade pay of Rs. 2800/- after a long 26 six year service. Hope for the promotional hierarcy and get some justice for the clerical staff. We are praying for it.

It's nice to know about this. but those employees too, who got promoted between 2nd January 2006 to 31st Jan 2006 and opted 6cpc from the date of promotion, should also be given next increment on 1st july 2006 itself. because these employees also got the next increment after a period of 17-18 months which is not justifiable. so, these employees should also be treated in the same manner as the employees whose DNI falls between 1st February to 1st June.

Hope Anomaly committee will accept it.

I have jointed in the promoted post on03-01-2007 before implementing the vi cpc, assuming that i will get increment in the same month of next year. but after implementing 6 cpc i have not completed six month for getting increment because of two days short. actually the policy one increment for year is how much correct. atleast there should be two increment dates. i.e firt january and first july so that no employee will lose the benefit of increment. now, some employees are getting benefits and some loosers. hence i request the national anomaly committee the there should be TWO INCREMENT DATES so that every body will get benefited. with the above solution there is no much benefits for the employees.

Please pressurised the Govt for issue of order on the matter.Simply saying that the same has been accepted is not suffucient.Although more than 13 days has been elapsed,no orders has been issued on the matter.Please intimate how much till will be taken for issue of order.

There are various stages of prerevised pay scalses i.e 3125 or 3200 in 3050-4590 (prerevised scale) against which fitment benefit has been fixed by the govt. is 6060 1900 (against both stages), similarly stages 2750 and 2820 in 2750-4400 (prerevised) revised to 5530 + 1800. those who were fixed against stage 3125 and 2750 will be getting no advantage even if there prerevised increment fell between january 2006 to june 2006. this may also be checked and discussed please since it is also an important aspect for discussion in this matter.

This is a great news only for old employee whose already working on 01-01-2006. new recruites after this date not cover by this order,
I join service on 06-02-2006 so i not grant extra inceriment, please hear new recruites voice and also grant a extra incriment for new recruites as me. some of my junior employee draw same pay. it is not a good deceision.

Understand there is another issue pending with the Anomaly Committee. Grant of Grade Pay of Rs. 5400/- to SOs consequent upon grant of Grade Pay of Rs. 4600/- to Assistants. Can anyone please confirm/clarify.

Hearty Congratulations and thanks to the Honourable NAC members by doing late justice to those unfortunate employees whose DNI falling between Feb 2006 to June 2006, by approving one increment in pre-revised scale on 1st Jan 2006 and giving them one increment in revised scale on 1st July 2006 ,as a one time gesture.

On similar lines ,it is only fair justice to grant those employees who opt for the revision on their date of promotion between Feb 2006 to June 2006,a one increment in revised scale on 1st July 2006 ,as a one time gesture.

I request the NAC members and DOPT to consider this while issuing the Orders.

Inviting immediate attention and favourable decision and with THANKS.

due to the modification of increment from 1 st july, the increment due for july officials unable to get benifit of one increment due to the latest anomalies accepted from feb 06 to june 06. it is a common review that official whose increment falls on january will get one increment for fixation. as like hereafter due to the modification of the increment in july the same anomoly may kindly be applied for officials whose increment in july.

Respected Chairman & Members of NAC and Staff Side of NAC

I am working as Assistant Accounts Officer (AAO) from March 2009 with grade pay of 4800/= and not getting my pay at par with the Direct Recruited AAO or the Departmental AAOs who passed between 2006-2008 as per the latest circular of finance ministry. I am still working with less pay than a direct recruited/promoted AAO. Whether this is not a injustice/anomalies? Can I get any reply from the authroties of NAC/Staff Side? Are they thinking abount this aspect?

first, I wd like to congratulate all the NAC members putting lot of efforts for achieving the one time increment.

2. similarly they should put more efforts for achieving UNIFORM MULTIPLICATION FACTOR i.e. PB 4 above got 3.26 where as others i.e. PB 3, PB 2 got only 1.86;

If UNIFORM MULTIPLICATION FACTOR achieved, for VI CPC nothing more is required;

I hope all the central govt. employees will agree with my opinion.

The loss owing to postponement of increment to 1st July 2006 for those whom increment falls between 1st Feb. 2006 and 30th June 2006, is being set right, by grant of one additional increment. It is a welcoming measure.

At the same time, it is not understood what undue benefit those who had their increment falls between 1st August and 31st December, 2006 got, except advancement of increment date to 1st July. Now it is their turn that they too had been put into loss by virtue of not having two increments in 2005 in the old structure.

Will someone talk about their fate?

I would like to know whether after adding one increment on 01/01/2006, refixation of basic in the new scale will be done as per the fitment table for the various grades. This is important becuase for every two increments in the old scale, new basic was fixed at the same level. For many even after getting one increment on 01/01/2006, the basic in the new scale may get fixed at the same level if fitment table is followed for re-fixation of basic and hence no advantage of getting an additional increment on 01/01/2006. This may need clarification.

Sir,

We very much appreciate the Anomally Committee for their judicious decisions in many cases facilitating the Central Government staff & officers for their financial benefits. Further a small grievance for deressal is submitted with due justification which will have a definite scope for acepting for consideration of benefit by allowing one increment to the persons retiring having put on more than 6 months regular service at the fag end of their career. In this context it is brought to the kind notice that an incumbent having 6 months and above duty period in the grade is entitled for annual increment. Hence in the same analogy it is humbly submitted that an employee retiring after having 6 months and above period of duty \ service in the cadre should also be considered as a deserving case for grant of one annual increment which will remove frustration to many an employees retiring shortly.

As is done in regular case of sanctioning increment on completion of 6 months service, the retiring employees who completes more than 6 months service may also please be given the benefit of one time increment.

Respected sir,I am P.K.DASH from naval dockyard Mumbai,sir I read the order as well as different comments also,but my question is that,6thcpc has came in force on 2008,whatever the due pays are calculated accordingly.present order says that only those are employed before 1.1.2006,only they will get that benefit. Because they have a loss on 2,3,4months.But those who are employed aftr2006 to2008 in between jan to July they also loss the same-thing,my question is that why these people will-not get this benefit?Therefore I requested Anoymous please take it account,and short out this problem,I think it is a great injustice for the new employee,those are the real future of the country.please help the young employee.

I am T.E.swittens from lighthouse directorate,thanks the anomaly committee and all the union leaders for the their effort in getting the anomaly cleared. There is another anomaly in MACP.,The modified ACP should be better than the old version of ACP but the same is not the Case. After 10years the grade pay of Rs. 4600 is hiked to only to 4800 a meager raise of 200 for putting in 10 years of service!Is it not injustice? As said in the 9th January post by the anonymous, the remedy lies in the merger of GP 4600 and 4800. We hope that the same is raised again in the anomaly committee, and a reasonable settlement is arrived

It is difficult to understand that two post of similar name and responsibilities can exist in an organisation like Sashastra Seema Bal, a Border guarding Force, where the post of Circle Organiser and Asstt.Publicity Officer are having two different pay scales due to MACP. This unjust, unilateral dicision needs review or in these organisations either Group-B Gazetted Officers GP be upgraded to GP-5400/ or allowed them to opt old ACP scheme of 12 yrs else it will ruin the career of the Group-B Gazetted Officers and also affect the working of the Force.
So, please look in to the matter and review the anomaly.

There are various stages of prerevised pay scalses i.e 3125 or 3200 in 3050-4590 (prerevised scale) against which fitment benefit has been fixed by the govt. is 6060 1900 (against both stages), similarly stages 2750 and 2820 in 2750-4400 (prerevised) revised to 5530 + 1800. those who were fixed against stage 3125 and 2750 will be getting no advantage even if there prerevised increment fell between january 2006 to june 2006. this may also be checked and discussed please since it is also an important aspect for discussion in this matter.

w.r.t. above kindly clarify whether bunching benefit would apply here. If so, how to fix the pay in the revised 6th CPC pay band structure for such pre-revised stages.

The individuals who have got promotion during july 2005 to 31/12/05 and have opted for re-fixation from dni which falls between 1/2/2006 to 30/06/06, were fixed in 6th cpc pay based on the pay initially fixed in the pre-revised and thereafter they were given their next annual increment on 1/7/06 without any re-fixation on dni. Now that Govt. has approved for giving an increment in the pre-revised on 1/1/06, whether re-fixation is to be done in the pre-revised and then the pay should be arrived at in the 6th cpc structure. Kindly clarify.

Whether Central Govt employees getting absorbed in Central Public Sector Undertakings (Central PSUs), with a qualifying service of more than 10 years but less than 20 years, are eligible for Full Pension (and NOT pro-rata pension) as per provisions contained in item No. 5.3 under the category PENSION in OM F. No.38/37/08-P&PW(A) dated 2nd September 2008?
2. If answer to the above is yes, will the past pensioners absorbed in Central PSUs before 1.1.2006, who did not avail 100% Commutation in lieu of the earlier pro-rata pension, are also eligible to get their Basic Pension refixed based on the principle under item (1) above in conjunction with the revision of Pension as per guidelines issued vide OM F.No. No.38/37/08-P&PW(A) dated 1st September 2008?

Sir,
Please refer to your RTI Application dated 8.5.2010 received by this CPIO on 7.6.2010.
2. Regarding your query No.1, it is confirmed that para 5.3 of OM dated 2.9.08 is applicable, among others, to Central Government employees absorbed in PSUs etc. on or after 1.1.2006.
3. Regarding Query No.2, the provisions of OM dated 2.9.08 are not applicable to those who retired / got absorbed in PSUs etc. before 1.1.2006. Their pension is to be revised w.e.f 1.1.2006 in accordance with OM No. 38/37/08-P&PW(A) dated 1.9.08 as clarified from time to time.
4. If you are not satisfied with the above reply, you may submit an appeal to the Appellate Authority. The Appellate Authority is Mrs. Tripti P. Ghosh, Director (PP), Department of Pension and Pensioners’ Welfare.
From the above, it is amply clear that post-1-1-2006 retirees (of all categories including PSU absorbees) having less than 20 years QS (but more than 10 years anyway) are also eligible for Full Pension, which means NO pro-rata Pension any more. However, this benefit is not extended to pre-2006retiree

I think we should write DoP&T for clarification in this reagrd so that departments concerned should also be aware of this rule.
