Government sought report on backlog reserved vacancies by Monday

The Government has asked all the Ministries and Departments to submit the final report on filling up of the backlog reserved vacancies through Special Recruitment Drive by 21st of this month. Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Shri V.Narayanasamy said that the final status from various Ministries and Departments is being received in this regard. He was replying to a question in the Rajya Sabha today that whether DoPT has asked to submit a status report on 60,000-odd reserved vacancies in Government jobs, including for the OBCs have been filled. The Minister said that the Special Recruitment Drive, 2008 was reviewed and the Government had re-launched the Drive on 26.07.2012 and all the Central Ministries/Departments were requested to fill up the backlog reserved vacancies by 31st March, 2012.



Shri Narayanasamy said, some reserved vacancies remain vacant for reasons like non-availability of suitable candidates, gap between arising of a vacancy and its filling up etc and therefore it may not be possible to fix any time line for filling up of all reserved vacancies. He, however added that all efforts are being made to fill up the backlog reserved vacancies and instructions already exist that if sufficient numbers of SC/ST/OBC candidates do not become available to fill up vacancies reserved for them in the first attempt of recruitment, a second attempt should be made for recruiting suitable candidates belonging to the category concerned in the same recruitment year, as early as possible, before the next recruitment. The Minister also informed that Special Recruitment Drives are launched from time to time for filling up of the backlog vacancies.

Ex-serviceman are not getting the proper reservation
quota due to attitude of Civilians involved in recruitment process and
there is not any roster are being maintained in many departments. The
Government orders already exist to carry forward unfilled vacancies
for Ex-Servicemen to the next year is also not being implemented by
the departments. Due to lax policy Ex-serviceman are suffering and not
getting due advantage. After 6th Pay Commission all the Group D posts
merged with Group C posts and some of Group C posts up graded to Group
B posts. So this matter must be raised in Parliament and due amendment
may be passed to replace the words Group D by Group C and Group C by
Group B immediately

Negative and Positive Democracy and Parliamentary System in India.
Negative and Positive Democracy is a New concept of Political Science developed by Sailendra Prasad as a student fellow of Political Science.
What is Negative or Positive Democracy?
Where the candidate from a particular constituent assembly elected with more than 50% of vote represents his constituency in legislative assembly or parliament is called positive democracy. Where the candidate from a particular constituent assembly elected with less than 50% of vote represents his constituency in legislative assembly or parliament is called negative democracy.
Indian Democracy is negative democracy because the most of representative elected for Lok-sabha or legislative assemblies of states are securing below 50% of votes.
Where there is multi-party system in a Democracy, it is less democratic if there is number of the candidate is high because with a small representation, the representative get elected for the assembly/parliament. For example if there are 10 candidates and one candidate get 11% of vote and other gets less than 11%, one who get only eleven percent is elected. He or she may representing a particular caste or religion or community. But he/she was rejected by 89% of voters. Those candidates, who not elected because of division of votes, as the person elected was planned to divide the vote of majority of people by inviting small parties and increasing the number of independent candidates.
How to implement Positive Democracy in a county having multiparty system?
There is a need of by-party system in Indian Democracy. Present system of multiparty system is negative democracy.
To provide positive democracy to the countrymen there should be Single or Bi-party system in a country/state. Otherwise in Multiparty system if the candidate secured highest vote is not securing 50% or more votes of his constituency than there should be re-election between those two candidates who have secured the highest vote in that constituency. Out of that result if it is tie it can be decided by Toss.

Increase in Retirement age from 60 years to 62 years and further from 62 to 65 years should be conditional. It should be depend on efficiency, medically and physical fitness of that employee. I am in favor of increasing of age limit of retirement but with conditions that he should not allow for medical facilities during extended period, He should not be absent without pay during extended period and he should provide his medical fitness certificate from particular doctor authorized by employer every six month and the extended period should not be counted for pension and he will not get any increment for extended service. Extension of service should allowed strictly with above conditions and employer can terminate his service any time if his services no required more with notice of one month only. It is seen that after retirement of a Government Servant to fill that vacancy it takes time of two to five years. Till the fulfillment of that vacancy extension of age limit of retirement should help the departments for functioning well with efficient, and fit employees.

Ministers are thinking about the reservation for SC/ST and OBC but do not thinks about Reservation for Ex-serviceman. Ex-serviceman are not getting the proper reservation
