The undersigned is directed to refer to OM of even number dated 2nd December, 2011 regarding the 4th meeting of the National Anomaly Committee which was held on 5th January, 2012. All the Agenda Items placed before it could not be discussed and the meeting had to be adjourned. This meeting will now be held in Committee Room No.119, North Block, New Delhi on 17th July, 2012 at 3.00 PM.
It is requested that you may kindly make it convenient to attend this meeting and also kindly confirm your participation urgently. Agenda Notes for the meeting will remain the same as were circulated earlier vide this Ministry's OM of even number dated 16th December, 2011.

It is great news to all the Central Govt employees. I hope that Hon'ble Committee will accept and solve all outstanding anomalies of 6th CPC like increment issue as 7 years has already been elapsed and employees are eagerly waiting. Now-a-days low paid employees like me are pulling their life very miserly, due to fall down of rupee price.
I would like to invite special attention of Committee on agenda point No.42 about grant of promotional grade pay on MACP1&2 instead of next G/Pay and Point No.11 about grant of allowances wef Jan 2006 as demanded by AIRF.

I wish to bring to your kind notice a fresh anomaly created by implementing the
OM of reference above.
As per the OM,it is decided that in relaxation of stipulation under Rule 10 of
the CCS (RP)Rules, 2008, those central government employees who were due to get
their annual increment between February to June during 2006 may be granted one
increment on 1.1.2006 in the pre-revised pay scale as a one time measure and
thereafter will get the next increment in the revised pay structure on 1.7.2006
as per the Rule 10 of CCS(RP)Rules 2008.The pay of the eligible employees may be
re-fixed accordingly.
I wish to bring to your kind notice that the OM is silent on those central
government employees who are promoted to higher grade between February to June
during 2006 and their increment on promotion falls in the same period.
It may kindly be noted that both those employees who opted for the pay revision
to Revised pay on their date of next annual increment between February to June
2006 and those employees who opted for the pay revision on promotion date to
higher grade between February to June 2006 were not granted their next increment
in Revised Pay structure on 1.7.2006.
By implementing the OM of reference above,those employees with annual increment
between February to June 2006 are granted two increments ,one on 1.1.2006 in
pre-revised scale and the next increment in the revised pay structure on
1.7.2006,while as those promoted employees are granted only one increment on
their promotion.
This leads to a clear anomaly,where the promoted employee draws one increment
less than the employee not promoted in the same grade on 1.7.2006-a senior
drawing less than his junior.
This anomaly shall be rectified by granting the benefits given in the OM,
namely ,the grant the next increment in the revised pay structure on 1.7.2006
as a one time measure, also to those employees who are promoted between
February to June 2006 .
This note is put up for your kind and immediate attention of the NAC members for
discussions/rectification in the next National Anomaly Committee meeting on
17th July 2012.Thanking You.

Sir, would you kindly consider the fact that prior to 6th CPC the scale of 6500-10500 was applicable to PS and 7500-11500 to SPS in non CSSS/CSSS cadre. However, after 6th CPC the SPS is getting Grade pay of Rs 4800/- whereas a PS in CSSS will get Grade pay of 5400/- after completion of 8 years. Further there is no promotional avenues available for staff in non CSSS offices like PPS, Sr PPS and Exec PPS in CSSS Cadre.
Hence our request is to kindly look into this aspect and pay a sympathetic look towards the plight of PS/SPS in field offices, who are working with officers of the equivalent rank. Thanking you.
Respected members of the Anomaly Committee, we have waited long enough for this meeting to take place, and after years of waiting and with lesser years for the nxt CPC, it has been fixed. So during this meeting all the decision taken, it would take another year or so for implementation, and we cannot afford to wait for the next NAC meeting after this, as by then it would be time for nxt CPC. So respected members kindly take some action regarding the G-Pay anomaly, so that we LDCs also get some relief as we are among the group worst affected and rejected during this 6 CPC. Grade pay of upper division clerk may be lowered to Rs. 1800/-. Grade pay of Rs. 2400/- now granting to UDC is a big amount and central govt. will incurred a heavy monetary loss. is not it? Will the anomally committee looked into it?

I agree with the Agenda Points/Demands of AIRF put forth with Hon’ble Anomalies Committee and comments offered by Asst D Ram and others. In fact clerical staffs of all the departments are very badly affected and even discrimination had risen in one rank in the same department, due to less/wrong determination of their grade pay Rs.1900/Rs. 2400 by CPC and granting of MACP on next grade pay of Rs.2000/Rs.2400/Rs.2800 instead of promotional grade pay of Rs.2400/4200/4600. I want to explain more as under :-
(a) Before 6th CPC, the basic qualification for LDC was only Matric (10th) and such LDCs those who are appointed upto 31 Aug 1984 are eligible for grant of Grade Pay Rs.4200/- and MACP3 on G/Pay Rs.4600/-
(b) LDCs those who are appointed after 01 Sep 1998 with the same qualification will get MACP-1 on G/Pay Rs.2000/-, MACP-2 on G/Pay Rs.2400/- and MACP-3 on G/Pay Rs.2800/-. Hence such LDCs will deprive for ever for grant of Grade Pay of Rs.4200/4600/-, if he is not get promotions to ASST & AAO.
(c) On implementation of 6th CPC, the basic qualification for LDC has now been raised to Higher Secondary (12th Class) with Computer knowledge and such qualified LDCs will never get G/Pay of Rs.4200/4600 like LDCs appointed upto 31 Aug 1984 due to above anomaly.
Hence, I humbly request the Hon’ble Anomalies Committee to consider this issue on humanitarian grounds and either MACP should be granted on promotional grade pay of Rs.2400/4200/4600 or revise Grade Pay of Clerical Staff by taking into account of correct ratio of 50% as done for S-30 as demanded at Point No.38 & 39 by AIRF.

2) The confederation must also try to resolve the issues of pay disparity in many departments by granting them pay according to the recommendations of 6th pay commission.
I agree with the Agenda Points/Demands put forth by Hon'ble Anomaly Committee. Kindly press the Government for the implemention for grant of Grade of Rs.5400 to Assistant Audit/Accounts Officers of IA.& AD to those who have completed four years of Service as was done to Central Excise Department, Income Tax Department and CSSS.

I request Confederation / Federation to strongly focus on Agenda Points/Demands NO.40 i.e.Serving and retired employees in June each year are not given last increment,after completing 12 service in June.An amendment need be issued that those retiring in June the criteria that they shd be on roll on 1 July need be waived due to their retirement. Priority be accorded in this regard please.
thus 2200/1200/3200 are three stages for three types of staff. pl take up the case with pay anomaly committee to remove the anomaly, which has not been taken so far. If it left this time it will left for ever . pl take up the issue seriously.

1. Work/assignment:
Work/assignment like proper and prompt documentation, record keeping, typing work and presently good computer operating etc. done by the LDC/UDC which is required high skill and mental ability with knowledge.
2. Promotion opportunity :
As per recruitment rules LDC/UDC is promoted against the post in the hierarchy after completion of required regular service but most of the time LDC/UDC is not getting the promotion upto 10 years after completion of required regular service in the post due to non availability of higher post in the hierarchy.
For example : as per rule a LDC is required at least 5 years regular service in the grade for promotion to the post of UDC but he is not getting promotion due to non availability of the post after completion of 15/16 years of regular service, after that he is promoted to the post of UDC in this situation he is required 10 years regular service in the post of UDC for promotion to next higher post in the hierarchy.
The MACP is not helpful in the situation because the MACP seems like a band-aid on cancer tumor not a surgery.
Keeping in view of above, it clears that the present grade pay is keeping for LDC/UDC is not justified. Hence, the grade pay of LDC/UDC should be increased i.e. 2400 for LDC and 2800 for UDC w.e.f. 01.01.2006.
General Manager Departmental canteen working in ministry of Defence under DOP&T (to save the goodwill of the apex post of General Manager because he is controlling and managing the 22 Nos. staff of canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc.) Due to merger of pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e.Rs4200 which is cause of functional disturbance. Befor 6CPC GM was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post Vth CPC upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.
2 Designation of Manager gd II should be changed as Manager because there is no post of Manager gd I in Deptl Canteen of M.O. Defence , Therefore the designation of Manager gd II in the absence of Manager gd I does not arise. Please take on prioritty and include in the agenda of 5th meeting of anomaly committee of 17th July 2012.
I request our National JCM leaders to raise our issue.

I agree with the comments of Mr. Subir Sarkar. Priority be accorded for item No. 40 please.This is very impotent Agenda.
It is my humble request Confederation / Federation to strongly focus on Agenda Points/Demands NO.39 & 40 which are very genuine demands and much be solved.
I request Confederation / Federation to strongly focus on merger the GP of LDC/UDC to Rs.2800 so they can proudely say that we are LDC.
Request to
1) Fix minimum basic pay of promotees at par with direct recruits in the same scale.
2) Grant of additional increment in the new scale of 6th cpc for Feb-June joiners instead of pre-revised scale
Joined on 01/02/2008 in 8000-275-13500 with basic - 8000
As per 6th cpc pay fixed to PB-3 on 01-02-2008 as 15600+GP-5400=21000
1st increment on July 2009 & after 2nd increment on July 2010, Basic pay - 22280 (16880+GP-5400)
Got promotion to GP-6600 in PB-3 on 1-2-2011, Basic pay fixed to 24150 (17550+GP-6600) as per 6th cpc
After increment in July 2011, basic pay fixed to 24880 (18280+GP-6600)
Salary of open/direct recruits who joined on Nov 2011 to same post ie GP-6600 in PB-3 is fixed as 25350 (18750+GP-6600)
So we promotees are getting lesser pay as compared to the open/direct recruits
Even though the anomaly committee granted one additional increment to Feb-June joiners, our issue is not solved since the increment is granted on pre-revised basic and both 8000 & 8275 has been fixed to 15600+GP-5400 in 6th cpc fitment table. So we won't get an increment actually.
2) If above is not considered, at least the financial upgradation under 1st and 2nd MACP should be awarded on promotional hierarchy and not on grade pay.
I have gone through the 6th pay commission report and found that a scale of Rs.5500 - 9000 has been merged with the scale of Rs.5000-8000. While in the Vth pay commission the yearly increment in the scale of Rs.5000-8000 was Rs.150/- per year and in the scale of Rs.5500-9000 was Rs.175/- per year. So far, no pay commission has ever merged a higher scale with a lower scale. I have also never seen the scale of the peoples of higher positions being merged with the lower scale, rather it was always merged with the higher scales. I am unable to understand under what circumstances they have merged the higher scale with the lower scale which clearly shows injustice with the low class employees.
Therefore, it is requested that the scale of Rs.5500-9000 may please be merged with the scale of Rs.6500-10500 and not with the Rs.5000-8000.
I again request you to kindly include the case in the agenda of anomaly committee to be held on 17th July,2012 so that the employees working in the pay scale of Rs.5500-9000 may get their proper scale of Rs.6500-10500.
So my Question is :
What about the CEA will I get the four pair of uniform i.e. 2 pair of old I have bought in the month of April and Two pair of new I will brought it now.Can I get 15000/- in a year in one salary every year ? So no question of filling a form of CEA
I would like to request the national anomaly committee members that they do something about the Agenda Points/Demands NO.39 & 40 which are very genuine demands. I hope this will be solved on top priority.
I would like to invite special attention of Committee on agenda point No.38 & 39 of AIRF about grave anomalies in fixation of Grade Pay and Pay Band. Pay Commission have done discrimination specially in the pre-revised pay scales of Rsz.3050-4590, 3200-4900, 4000-6000 and 4500-7000 as employees of these scales are not get right ratio of GP&PB like scale beyond 18 and above. Hence, they are waiting for natural justice please.

THE DIFFERENCE OF PAY COMES TO RS. 8000 APPROX.
THERE IS NO DIRECT RECRUITMENT IN OUR CADRE. PLEASE GO THROUGH THIS ISSUE.
It is brought to our notice,that tha employees recruited under direct recruitment, who are under training, and thereafter before regular appointment training period undergone by such a govt servant,whether on renumeration or stipend or otherwise may be treated as duty for the purpose of drawing increments, in accordance with FR26 GOII (DOPT OM no 16/16/89-estt(pay-1) dt 22-10-1990 and 31-03-1992. The real fact of the induvidual in karnataka circle is as follows.
Date of appt:27.09.2005
Dt of regular appt-12.01.2006(training period/induction training is 27-09-2005 to 11.01.2006)
1st increment drawn on sept 2006(As per 5th CPC).
But 1st increment given on JULY 2007(as per 6CPC)
(Our director of accts has objected that in the 6CPC, there is no any authority given in 6CPC to count training period for increment).
PLEASE CLARIFY THE DIRECT RECRUITMENT EMPLOYEES TRAINING PERIOD IS COUNTED OR NOT COUNTED FOR INCREMENT IN 6CPC, ALSO THE ABOVE EMPLOYEE IS ELIGIBLE/ NOT ELIGIBLE TO DRAW 1ST INCREMENT ON JULY 2006.

The promotional post structure in the CISF are ASI, SI,Inspector and Asstt. Commdt etc and their Grade Pay has been approved during the 6th pay commission of Rs. 2800/- 4200/-4600/- and 5400/- in the said post of CISF respectively
But after competion of 30 years department are beining allowed to Grade Pay Rs.4800/- whereas the said GP is not available for post in CISF staff. pl take up the case with pay anomaly committee to remove the anomaly GP 4800/- for grant of 3rd MACP from CISF due to non available of the post, which has not been taken so far. If it left this time it will left for ever . pl take up the issue seriously.

Is it a great office of the clerical staff to choose posting in his own state while filling the forms for staff selection clerical exam. ? The clerks i.e. LDC/UDCs doing only the diary, dispatch and typing work in CSCS cadre are getting higher grade pay after completion of 5 years or promotion within a few years while the same post in attached offices doing the work equal to assistants like dealing of court cases, RTI matters, facing audit, cash and accounts, administration etc. are getting only the next grade pay i.e. after completion of 10 years as there is hardly any promotion within 20 years service. So what is the profit of these distressed employees changing the qualification from matriculation to +2. Sir, please look into the matter to do something. "Bibhuti"
It is stated that the Library Information Assistants and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Lib.Sc. Above minimum educational qualificationsare equal, but grade pay different.
This anomaly may kindly be looked into seriously. I request to render natural justice to the Library Information Assistants (LIA). Hence it is justified that the Library Information Assistants deserve to be placed in the grade pay of Rs. 4600/- (from 01/01/2006).

This would be an anomaly and injustice and needs to be corrected.
All are talking about the Grade Pay and no-one talking about the Basic.
As the LDC post is Upgraded to UDC Post but still they are getting initial Basic Pay Ts.5830/-.
What the Game Govt. Playing, if they have Promoted them to UDC then their initial Basic should be fixed at Rs 7510/- according to Swami handbook but still they are getting LDC's initial Basic. What the rule is that same Designation but the Initial Pay is Different.

We are Post Graduate and may be some are Phd more educated then giving more output to organisation but getting Shameless Monthly only Rs.16780/- in hand per Month at the Post of UDC. There is a big difference nw in Group B and Group C where Group B getting minimum of Rs 40000/- approx initial Gross and UDC Rs 16780/-.

To the attention of all the anomaly committee members and for favorable consideration during next meeting.
I joined in a corporation under Ministry of Labour Govt of India on 7-12-1983 as LDC. and regularsied as LDC on 05-04-1985. As per the ACP schme pay was revised from 8-8-99 under UDC scale of 4000-100-6000. 2nd financial upgradation was grated under ACP Scheme as per order dated 2-2-09 with grade pay of Rs.4200/- When MACP was implemented from 01-9-2008 my grade pay was reduced to Rs.2800/-
as per hierarchy of grade pay policy instead of hierarchy of promotion scale/grade pay. Sir Now I am lossing about Rs.3000/- per month. About 15 other colleques are also similerly losing. Ours is a central govt corporation which adopted similar central pay but having less promotional opportunities. We have to wait for about 15 years to get a promotion from LDC to UDC and to Asst.
Hence my and our friends submission before the committe is that MACP may please be modified with Promotion grade pay instead of hierarchical grade pay. At lease two grade pay may be in the promotional grade pay to remove this anomaly.Our seniors just one month above who got ACP had got grade pay of Rs.4200/- but we got MACP of Rs.2800/- Kindly rectify the anomaly
this is the right opportunity to put our best effort to get the required benefit form the govt. like...
i. Fixation on promotion.. at least 1000/- should be granted on promotion.
ii. fixation of pay in the meger scale of pay i.e. 5000-8000 & 5500-9000 . higher grade pay with fixation benefit may be given in case of promotion in the merger scale if the post is essential for administrative reason. so also next higher grade pay may be granted to the next promotional post if grade pay is same.

I have gone through the 6th pay commission report and found that a scale of Rs.5500 - 9000 has been merged with the scale of Rs.5000-8000. While in the Vth pay commission the yearly increment in the scale of Rs.5000-8000 was Rs.150/- per year and in the scale of Rs.5500-9000 was Rs.175/- per year. So far, no pay commission has ever merged a higher scale with a lower scale. I have also never seen the scale of the peoples of higher positions being merged with the lower scale, rather it was always merged with the higher scales. I am unable to understand under what circumstances they have merged the higher scale with the lower scale which clearly shows injustice with the low class employees.
Therefore, it is requested that the scale of Rs.5500-9000 may please be merged with the scale of Rs.6500-10500 and not with the Rs.5000-8000.
I again request you to kindly include the case in the agenda of anomaly committee to be held on 17th July,2012 so that the employees working in the pay scale of Rs.5500-9000 may get their proper scale of Rs.6500-10500

It is requested that the Library Information Assistants and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)ie,. B.A/B.Sc/ B.Com.+ B.Lib.Sc. Above minimum educational qualifications are granted, Rs.4600/- grade pay.
Whereas in the Defence/Armed Forces like Army, Nay and Air Force Educational Qualifications required for Library Information Assistants and Senior Library Information Assistants is MA, MLiSc etc., Rs. 4200/- grade pay was granted.
You are requested to kindly be looked into SLIA/LIA seriously and render natural justice to the Library Information Assistants (SLIA/LIA).
Hence it is justified that the Library Information Assistants deserve to be placed in the higher than grade pay of Rs. 4600/- (from 01/01/2006) to the Librarians who are the part of Defence/Armed Forces.
Some corrective measures need to be taken for fulfilling the loss of pay for these employees.

Pay Band- 2 has been created after merging the pre-revised scales of 5000-8000, 5500-9000 and 6500-10500- and Pay Band-3 has been created after merging the pre-revised scales of 8000-13500 and 9000-13500. It is a visible anomaly that for arriving the minimum of the Pay Band-2 only the minimum of the lowest pre-revised scales merged (5000) has been taken (5000 x 1.74-later changed to 1.86) where as for arriving minimum of Pay Band-3 minimum of the highest pre-revised scales merged (9000 x 1.74) has been taken. Now the pre-revised scale of 6500-10500 has been taken out and merged with pre-revised scale of 7450-11500 and given the grade pay of 4600/-. However, minimum pay as fixed as per the existing fixation formula of employees in position as on 1.1.2006 is less than that of entry pay specified for direct recruits of grade pay of 4600
Pay commission has not derived a separate fixation formula where merging of two or more scales has been taken place. Pay fixation in the revised scale is allowed to be done by pay drawn in the existing scale multiplied by 1.86 in all cases. In many cases the pay specified for corresponding grade pay for direct recruits is much higher than that of the pay fixed as per the fixation formula of existing employees. What the surprise is that such anomalies will not occur in the case of Pay Band-4 as the minimum of the Pay Band is much higher than that of multiplication factor of pay drawn in the existing scale by 1.86.
In the absence of a clear cut clarification regarding pay fixation consequent upon grant of revised pay structure of grade pay of Rs.4600/- in the pay band PB-2 to Assistants and PAs of Secretariat Services (CSS, AFHQ, Railway Board and MEA), pay fixation had become a big task which created a chain of anomalies. Assistants and PAs in position as on 1.1.2006 the pay was to be fixed on the basis of fitment table of Rs.5500-9000 where as for Assistants and PAs promoted after 1.1.2006 pay was to be fixed on the basis of fitment table of Rs.7450-11500. Subsequently the pay in respect of juniors was fixed in the pre-revised scale of 7450-11500 and the seniors had to be given the felicity of stepping up with juniors. This also was not implemented uniformly in all Secretariat services and therefore, in certain depts. like AFHQ, the seniors had to forgo their one increment also.
It is seen that the main anomaly is regarding pay fixation in the revised scale and as such the agenda items 01 to 07 are absolutely in the right direction to be settled.
90% of the anomalies will be settled if the pay fixation is done with the multiplication of minimum of the upgraded pre-revised sale considering the following points:-
(a) Pay scales of Rs. 5500 and Rs. 6500 have been merged and placed in the pre-revised scale of Rs.7450/- with 4600 grade pay(minimum pay= 7450 x 1.86=13860+4600=18460).
(b) This uniformity should be applicable in all cases with retrospective effect of 01-01-2006. If required, arrears payment can be dis-allowed in all such re-fixation.
© In the case of promotion also, minimum pay is to be fixed at par with direct recruits of the respective grade.

RECTIFICATION OF ANOMALY IN THE REVISED PAY STRUCTURE OF DATA ENTRY OPERATOR (COMMON CATEGORY) IN THE UNION TERRITORY OF PUDUCHERRY.
Please read the following few lines towards justification of Anomaly caused to DEO in U.T. of Puducherry.
Pondicherry Pay Anomaly Committee caused injustice to this DATA ENTRY OPERATOR cadre.
The fault lines of the Meeting of the Puducherry Pay Anomaly Committee are given below
1. Views of the Staff Side have not been recorded.
2. Views of Department of Planning and Research Department (cadre control for the post of Data Entry Operator) have not been recorded.
3. The committee has not recorded their views for rejection of the plea for the rectification of anomaly, whether within the ambit of principles and polices of 6th Central Pay Commission or beyond the ambit.
4. Staff side member signature have not been sought.
5. National Anomaly Committee had agreed our plea was an anomaly and that has been included in the agenda No.59/2009 communicated to Government of Puducherry through Ministry of Home Affairs to note the following versions to be taken into by the Puducherry Pay Anomaly Committee.
No grade system prevails in Government of Puducherry, only the posts of Data Entry Operator exists. The pay scale of Data Entry Operators in the U.T of Puducherry is in the pre-revised pay scale of Rs.4500-7500 performing all the functions, duties and responsibilities of Data Entry Operators Grade A,B,C and D. The entry Qualification of Data Entry Operators in the U.T of Puducherry is similar to Data
Entry Operators Grade “C” in the N.C.T of Delhi and Central Government whose
pre-revised pay scale was Rs.5000-8000 placed in the running pay band PB-2 with Grade Pay Rs.4200. But the Data Entry Operators of U.T of Puducherry has been placed in the running pay band of PB-1 with Grade Pay Rs.2800 causing anomaly in revised pay structure.
Anomaly is coming under the Principles of 6th CPC
Principles of 6th CPC:

1.2.20(d) - “Where identical or analogous posts discharging similar functions had been placed in two or more distinct pay scales.”
1.2.20(e) - “Where the functions, nature of the job, qualifications prescribed and level of responsibility attached to the post justified a higher pay scale without causing any distortion or imbalance in any of the established relativities.”
Policies of 6th CPC:

Common categories:
Para 3.8.1 : Common categories of staff are those that are engaged in similar functions spread across various Ministries/Departments/Organisations of the Central Government. These categories are not limited to any specific ministry or department and therefore any decision taken for them impacts more than one ministry/department/organization.
Parity:
Para 7.57.5 : The Commission has recommended parity between Central Secretariat and field staff in all Central Government organization. This parity justifiably has to be extended to the Secretariat staff of the UTs whose pay scales are generally on par with those in the field organizations of the Central Government. The Commission accordingly, recommends pay scales on par with those existing in the Central Secretariat for the Secretariat staff of various UTs.
As per 1.2.20(d) of the above said principle D.E.O in U.T. of Puducherry and D.E.O Gr.”C” in N.C.T of New Delhi are analogous posts, dicharging similar functions had been placed in two distinct pay scales viz.Grade Pay of Rs.2800 and Rs.4200.
As per 1.2.20(e) of the above said principle D.E.O in U.T of Puducherry justifies a higher pay scale without causing any distortion or imbalance in any of the established relativities.
Hence, my humbly request is to personaly intervene into the issue of Pay Anomaly to DEO of U.T. of Puducherry and the same may be dealt at National Pay Anomaly Committee and render justice to the Policies and Principles of 6th Central Pay Commission.
Item No. 42 of the agenda-MACP anomalies- due to MACP great loss occurred to senior UDCs who were eligible for ACP after 24 years of service from 1-9-2008 with 4200/- grade pay -But got only 2800/- grade pay from 1-9-2008- we will get 4200/- grade pay after 30 years of service. MACP is harmfull to senior UDCS having less promotion scope- please either give grade pay in promotional hierarchy or give 4200/- grade pay for senior udcs who have completed 24 years service during 01-09-2008 to 01-09-2010
The Pay Scales recommended by successive Pay Commissions to Trained Graduate Teachers, School Librarians and Library & Information Assistants were identical till 4th CPC but the 5th CPC recommended different pay scales for School Librarians and Library Information Assistants but the anomaly was rectified by the Department of Expenditure vide their OM FNo. 71/3/2001-IC dated 21.2.2002, revised the Pay Scale of Library Information Asstt. Retrospectively to Rs.5500-9000 w.e.f. 1.1.1996. The Library & Information Assistants in Government Departmental Libraries besides having the same educational/professional qualifications as those of the School Librarian carry much more responsibilities than the School Librarian.
It is therefore I would request to the members of the staff side of the anomaly committee to strongly put forward the case in favour of Library Information Assistants to be granted PB-2, Rs.9300-34800 with Grade pay of Rs. 4600.
I would like to draw the kind attention of Anomaly committee, in respect of pay fixation of AAO after implementation of VI pay commission. Before 01-01-2006 an official working on the post of LDC, was drawing salary in the pay scale of Rs. 3050-75-3950-80-4590, and after qualifying and posted were in receipt of pay scale of Rs. 6,500-200-10,500 i.e a straightway jump of double from his previous salary. Whereas after 01-01-2006 those officials posted as AAO are hardly getting an increment of 3% in his previous pay, along with grade pay of Rs. 4,800. Those officials working as SA or Steno and already drawing grade pay of Rs. 4,200/4,600 although having caliber are not willing to appear for SAS exam. In my view since the cadre after passing SAS is changed hence the same may not be treated as a promotion and the pay of the officials shall be fixed in the new cadre as pay fixed for fresh appointment
THE MINIMUM OF THE PAY IN THE PAY BAND SHOULD ALSO BE EXTENDED TO THE EMPLOYEES EXISTED ON 31.12.2005. AND ALSO TO THE EMPLOYEES WHO GOT THEIR PROMOTION/UPGRADATION TO THE HIGHER GRADE PAY ON OR AFTER 01.01.2006. THIS IS THE MAJOR ISSUE FACED BY THE SENIOR AND A BIG EMBARRASSMENT ALSO.

Now-a-days low paid employees like me are pulling their life very miserly, due to fall down of rupee price.
I would like to invite special attention of Committee on agenda Anomaly Committe members may try for Pay fixation of promotees at the minimum of the grade at par with Direct Recruits.

I am Central govt employee and now working as UDC. 2nd ACP was given on 17-10-2008 with grade pay of Rs.4200/- based on old ACp Order and before the issue MACP order dated 19-5-2009. Again grade pay was reduced based on subsequent macp order to Rs.2800/- and reduced the pay drawn. Even though the MACP order contains a clause that past cases need not be re opend my salary reduced. MACP was adversely affted to senior UDCs who have completed 24 years service after 01-9-2008. This anomaly may be rectified and permitted to continue the 4200/- grade pay.

DOPT has revised G/pay from Rs.4200/- to Rs.4600/- to the ASST of Central Secretariat wef 1 Jan 2006 and a new post of UDC (SG) with G/Pay Rs.4200/- wef 11 Jun 2011. Both these are not made applicable to BRO clerks, BRO UDC & Asst are still getting GP Rs. 2400/- and Rs.4200/- respectively and no one is listening to us. Please give justice to BRO clerks.
Another issue is that approximately 60-70% lower level staff were placed on the pre-revised Pay Scales of Rs.3050-4590, 3200-4900, 4000-6000 and 4500-7000 and 6th CPC has not given due cognizance to these employees while determining PB & GP as these scales are replaced with single PB-1 Rs.5200-20200 with very minimum G/Pays Rs.1900/-, 2000/-, 2400/- and 2800/-. But from S-18 and above have got maximum PB&GP as 43% and above. This issue already elaborately raised by AIRF at Point No.38 & 39. Qualification of Library Information Assistant is Graduation + one year degree of Library science = grade pay Rs. 4200/- but in case of School librarian Qualification is Graduation + Diploma (Six months) = Grade Pay Rs. 4600/- That is difference less work higher grade pay.
This anomaly should be removed positively in the meeting on 17th July 2012.
Pay fixed for promotees low compared to direct recruits to same post
Why did 6th PC create such a discrimination between the promotees and the direct recruits on the ground of date of the joining of the post even both are holding the same post and discharging the same responsibility and even the Indian Constitution uphold "Equal pay for equal work"?
This anomaly should be removed in the very next meeting i.e. on 17/07/2012
Due to MACP stagnated employees in the central govt departments adversely affected especially in the LDC/UDC cadre. After completing 24 years regular service on 01-10-2008 I was eagerly waiting for IInd ACP in the grade pay of Rs.4200/- But ACP already granted was withdrawn and 2800/- grde pay granted due to implementation of macp from 01-9-2008- MACP was a curse to senior UDCS- thereby salary reduced- Commitee may please examine these anomalies and allow to contine the grade pay of Rs./4200/- already granted to seniors before 19-5-2009 or allow to draw 4200/- grade pay to all UDCs who had completed 24 years service as on 01-9-2008 to 01-9-2010 to protect the interest of senior UDCS who had stagnated in central govt departments.
The above referred anomaly existed in the 5th CPC too. But that anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 2. 2002.
I request the anomaly committee to do the justice consciously in favor of Library and Information Assistants.

This is totally injustice and harassment to them.

On 01/01/2006,my pay was fixed at Rs.12,840/- with GP 4600p.m at PB2.I have not got any promotion yet.
Now, in inviting a reference to OM No. AB.14017/61/2008-Estt.(RR) dated 24/03/2009,i would like to request you kindly to clarify :
i) What will be GP from 01/01/2006 as per 6th CPC?
ii) As per placement recommended by 6th CPC, should not my GP be placed at Rs.4800/-on 01/01/2006?
iii) On grant of MACP i received GP @ rs.4800/- after completion of 20 years on November,2011.Is it correct?
iii) kindly clarify, wat should be my GP on 1/1/2006(after completion of 15 years of service/ and what should be my GP on grant of MACP on November,2011?
On 01/01/2006,my pay of Rs.8,550/- was fixed at Rs.15,910/- with GP 5400/-p.m in PB2. Request kindly to confirm the following :
i) Whether my Pay fixation on 01/01/2006 was correct or not?
ii)What should be my pay on 01/01/2006 as per GoI OM No. AB.14017/61/2008-Estt.(RR) dated 24/03/2009 ?
iii) What should be my GP on April 2013 i.e under Time Bound Scheme after completion 24 years of regular service in the same post?
iv) What should be my GP if i accept MACP after completion of 20 years?
I have 26 years of service.My entry cadre is LDC.Now I am getting GP of Rs 2800 under MACP.If the erstwhile ACP scheme had existed I would have get Rs. 4200 as GP, a financial loss of minimum Rs.2000. Please take at least a concrete stand that the first two financial up gradation under ACP and the next under MACP after 30 years service.

I would also like to bring to your kind notice that, the grade pay that I, with 30 years of service, receive is just Rs 400/- more than the grade pay of the employees who joined the organisation just 3 months back as LDC and who got promoted to UDC in just 3 months.
I request the Hon'ble Anomaly committee to kindly check the anomaly and allow me to continue in the GP 4200.
Sir, the promotee through LDCE in all central Govt. department suffered in MACP by considering their earlier entry grade,promotion before LDCE. So please ignore all before LDCE and consider them as direct entry from the date of joining after LDCE in all central Govt. department

It was very worst decision to grant such a low grade pay to LDC/UDC. LDC/UDC posts are key position in the hierarchy. The job profile of the post of LDC/UDC has undergone significant changes after introduction of modernization in Government offices. Now, computers have taken over the place of Manual & Electronic Typewriters. Accordingly, LDC & UDC have been trained to work in various computer applications viz. MS Word, Excel & MS Power Point etc., without granting the minimum pay scale prescribed for doing such specialized work.
In all the organizations, the UDCs are functioning as Dealing Assistant in all the matter being dealt there and they are supposed to well verse with all the rule positions and computer operation including sending mails, searching useful information/rule position on internet.
However, 6th Pay Commission neglected completely the role of an LDC/UDC and their interest by granting them such a low GP of Rs.1900 and 2400 to them in caparison to GP granted at other Pay Band. It was very surprise to see that there was only difference of Rs.100/- between the Grade Pay of Group D(Peon) & Group C (LDC) which beyond the justification.
Hence, the demand to grant the GP of Rs. 2400 to LDC and GP of Rs.4200/- was quite justified.
Moreover, presently, LDCs are getting GP 1900 and on grant of MACP, only the GP 2000 is being granted to them i.e. just a 100 rupees benefit. Similarly, UDCs on grant of MACP are being granted the GP of Rs.2800/- only, whereas on actual promotion they are eligible to greater GP than that of the Grade Pay they gets on MACP. This is totally ridiculous and injustice to them.

Furthermore, the O.M regarding change of option upto 31.12.2010 has not been highlighted and some of officials like me has not been given opportunity to revise the option. the validity date of this O.M should be extended further else it may be faciliated that any govt. servant can change the option for fixation pertaining to the period between 01/2006 to 08/2008 at any time if beneficial to them.
1.After 6th pay commission those employees who fall increatment on 1st july in old scale, their pay fixed according to the 6th pay table formula on january 2006 and they have got one new increatment(3%) on 1st july 2006 because of they have completed 6 month from jan-june 2006.
Only difference is those employees fall increment between feb-june they had not got july 2006 increatmnet, because of they had not complited 6 month from jan-june,2006
2.Now according to the recent orders, increatment fall between feb-jun, they have entitled to two increatment one is old scale and again july 2006(3%)
Observation:
- Serial no-1 and Serial no-2 both the emplyees were fixed accoriding to 6th pay table fromula on 1st January 2006.
- Those Increment fall in July, they have got one increament on july 2006 at 3% accrding to new pay
- Those Increment fall between feb-june, now they are getting one old scale increment and again july 2006at the rate of 3%.(Recent order)
- only difference is one old increment for those employees (increment fall in feb-june)
- What is the logic behind one old increment for feb-june emplyees why not whose increment fall on july

1 Upgradation of grade pay from Rs 4200 to Rs 4800 in PB 2 ( 9300 -34800) is urgently required to the General Manager of AFHQ Departmental canteen working in ministry of Defence under DOP&T. To save the goodwill of the apex post of General Manager as he is controlling and managing to the 22 to 57 Nos staff of Deptl canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc. Due to merger of both pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e Rs.4200 which is cause of functional disturbance. Befor 6CPC General Manager was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 of SIU after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post SIU upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.
2 Designation of Manager gd II should be changed as Manager because there is no post of Manager Gd I in Departmental Canteen of M.O. Defence , Therefore the designation of Manager Gd II in the absence of Manager Gd I does not arise. Please take on priority and include in the agenda of next meeting of anomaly committee .
3 I request our National JCM leaders to raise our issue.
