Thank you very much All India Railwaymen's Federation. You have prepared the agendum very carefully. May God bless your team and be successful. I've been waiting for such a Good Samaritan man's initiative for long time. Specially your ITEM NO.42
REMOVAL OF ANOMALIES IN MODIFIED ASSURED CAREER PROGRESSION SCHEME touch my heart. I thought there was no one else, but my prayer is answering by and by. I can see silver linging hope out of the dark cloud of not giving the due benefit the LDC/UDC

Dear AIRF, thank you for taking up problems with govt. I request to take up the matter of granting pay to departmental promotee at par with direct recruits.

Asst D Ram (BRO),

Respected Sirs,
First of all, I thanks very much to All India Railwaymen's Federation for preparing and raising anomalies. May God bless your team and be successful.
This is great news for all Central Govt employees. I hope that Hon’ble Anomalies Committee will accept & solve all the anomalies/disparities of 6th CPC which are raised/ demanded by AIRF as done in the increment issue, since more than 4 years has been lapsed from the implementation of CPC. Now-a-days, low paid employees like me are facing great difficulties in pulling their life, due to high inflation rate and fall down of our currency.

I especially invite attention of Hon’ble Anomalies Committee on the anomalies arising out due to implementation of MACP as demanded at Point No.42 and Point No.11 (For allowances from Jan 2006) by AIRF. Clerical staffs of all the departments are very badly affected and even discrimination had risen in one rank in the same department, due to the grant of MACP on next grade pay instead of promotional grade pay. I want to explain through under mentioned example :-

(a) A LDC appointed on 31 Aug 1984 and granted ACP-2 on promotional pay scale of Rs.5000-8000.
(b) On implementation of 6th CPC, his pay has fixed on P/Band Rs.9300-34800 with Grade Pay Rs.4200/-.
(c) After that he will automatically get promotional Grade Pay of Rs.4600/- on grant of MACP-3.
(d) Another LDC appointed only after 01 day on 01 Sep 1984 and granted MACP-2 on same pay/band of Rs.5200-20200 with next Grade Pay Rs.2800/-, resulting irreparable financial loss in G/Pay for Rs.1400/-Pm due to above anomaly, though he is only 01 day junior.
(e) After that he will get Grade Pay of Rs.4200/- on grant of MACP-3 and he will deprive for ever for grant of Grade Pay of Rs.4600/-, if he is not get promotions to ASST & AAO.
Hence, I humbly request the Hon’ble Anomalies Committee to consider this issue on humanitarian grounds.

Thanks

Thanks for taking up the matter regarding grant of Grade pay of Rs 5400/- to AAO'S of other departments.
AAO'S of IT Dept, Revenue Dept are granted Grade Pay Rs 5400/-then why this disparity in other Departments.

w.r.t item no:40 I wish to state that if an employee retiring or dying in harness on 30th June, he is not leaving office with a contented feeling even if rendered 12 month's meritorious service. By unilaterally selecting 1st July as increment date this fact was not taken into account with the the result, some of the employees are punished at the last day of the service. Govt. should give a sympathetic look to this grievance.

sir pl try to upgrade the post under the pre revised pay scale 6500-10500 to 7500-12000 for those department where thre was no 7450-11500 post existed.like india meteorological department.

Juniors (direct recruit) are getting higher salary than their Seniors (promotee), in grade of Inspectors of Central Excise due to anamoly created by ACP & MACP. Has this been considered by any one. Why ACP & MACP is not available to all the employees without any difference. Ask the committee to make ACP & MACP available to all the employees irrespective of whether he is a direct or promotee employee. This problem may be in several other departments also. Please do look in the matter.

1 Upgradation of grade pay from Rs 4200 to Rs 4800 in PB 2 to
General Manager Departmental canteen working in ministry of Defence under DOP&T (to save the goodwill of the apex post of General Manager because he is controlling and managing the 22 Nos. staff of canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc.) Due to merger of pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e.Rs4200 which is cause of functional disturbance. Befor 6CPC GM was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post Vth CPC upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.

2 Designation of Manager gd II should be changed as Manager because there is no post of Manager gd I in Deptl Canteen of M.O. Defence , Therefore the designation of Manager gd II in the absence of Manager gd I does not arise. Please take on prioritty and include in the agenda of 5th meeting of anomaly committee of 17th July 2012.

I request our National JCM leaders to raise our issue.

Your favourable action in this matter will be highly obliged .

A K GARG
General Secretary
AFHQ Canteen Employees Association.

It is regretted that you did not touched the pay drawn by the LDC/UDC. this class of category has been kept in the least pay scale devised by the VIth pay commission. Their pay does not commensurate with the duties pefrmed during their tenure. How sad that you did not felt their genuine cause.

As per 5th CPC a LDC in the grade of 3050-4590 was given 4000-6000 after granting 1st ACP and scale of 5500-900 after granting 2nd ACP. But as per 6th CPC a LDC who is drawing grade pay of Rs.1900/- will draw Grade pay of Rs.2000/- after his 1st ACP and Grade pay of Rs.2400/-after grating 3rd ACP which means that if a LDC will not get a regular promotion he will never get OS scale i.e 5500-9000 ( in pre-revised scale) and 9300-34800 (as per 6th CPc)with grade pay of Rs.4200/-. This anomaly must be included in the agenda of the anomaly coommittee meeting to be held on 17th July 2012.

If an employee promoted in February, 2007 he gets only two increments (July, 2007 and July, 2008 whilst retires in June, 2009. An employee
when promoted in July,2007 and retires in July, 2009 he gets three increments while served less period in the higher post. This clear anomaly has to be rectified.

sir kindly raise the issue of MACP and iclude that it should be effective from 1-1-2006 instead of sept 2008 as it is not an allownce but pay.

sir i want to draw ur kind attention to raise the question in national anomaly committee that a person entering in G.P 4200, get 5400 after tirty services means only Rs. 1200 upgradation during 30 years service. though on othershand a person entering in G.P. 2400 get 4600 after 30 years service means upgardatin of Rs.2200and person entering in G.P.5400 get 8600 after 30 years means 3200 upgradatin.
why this paity aarises. a person in lower post get benefit of rs. 2200 in 30 years and in higher post only for rs. 1200.
kindly take up the case to remove the anomaly.

Merging the Post of LDC to UDC what the Authority wants to say no one can till now understood.
Is there Categories of UDC mean to say UDC(a), UDC(b) like that. If the Designation is same then why they are getting the Basic Pay of LDC.
We work for the Money not for Logo and as the Prices of everything is risen touching the sky our Back-bone broken.
We request the Authority kindly see the Group C Employees too rather seeing only Group A and Group B where no Differeces in Salaries and Designation.

dillibabu pharmacist/RH/PER/s.rly MAILID dbkn67@yahoo.com sir i am suggesting to highlight the INJUSTFIED PAY STRUCTURE of pharmacist category as per the present rule for the pharmacist working in cental govt and puduchery the second macp is granted only after the 22 years service ie the first maccp is after the completion of two years and it is valid for the next ten years and the second macp granted only after the competion 22 years sir it is totally injustification and fast rcomendations is worth less and actually affect the second macp the pay for for pharmacists category always insulting pay structure when compared to other category eve though we possess a technical qualifications ie 10+2 and nearly 3 years diploma totaly after matric we posses 4and 1/2 year educational qulifications it is more than tchnical supervisors qualifications and more over our working nature is entirly hard especially in railways pharmacist perform almost all the clerical work including the issu of preparation death certficates coffin pass etc apart from routine work od dispensing sir it is unfortunate to say this in general the state govt employess used to claim the on par with pay of cental govt employees now we thw cental govt and puduchery pharmacists begs the on par pay ie 4200 intial grade pay (Actually eligible for 4600 grade pay)sir please kindly ensre this reasonable demand with the coming NAC MEET.THANKING YOU SIR

Sir,
Inspectors of Salt, Deputy Supdt. of Salt are getting same GP of 4200.00 where as Inspectors of all other Departments like Central Excise, Income tax etc are getting GP 4600.00 This anomaly may kindly be rectified by giving GP 4600.00 for Inspectors of Salt, 4800.00 for Deputy Supdt. of Salt and 5400.00 for Superintendents of Salt.( ie; on parity with those employees who come under the same category)

Sir,
LDCs who are promoted to Stenographers through departmental competitive examination should be treated as DR for MACP purpose

Anonymous said...

Dear Sir,
The disparity between stenographers of CSSS and subordinate offices has to be removed.

Anonymous said...

Sir,
LDCs promoted as Stenographers through Departmental Competitive Exams need to be treated on par with those recruited directly at least for MACP purpose as the former suffer financial loss at present. The disparity between Stenographers of CSSS and subordinate offices also need to be solved as per the 6th CPC recommendations.

sir it seems pay anomaly commitee is just eye wash for class-II and III employee as it is not solving any issue for the cadres. a lot of given to cl-I officers by the pay commission but to fool other class employee the govt has constituted the pay anomaly committee.wastage of a period of about 4 years confirm it. How this govt has made fool the AAM ADAMI.this govt have felt consequences of this pariety in present election and also in future election.
