Subject: Modified Assured Career Progression Scheme for the Central Government Civilian Employees — Clarification regarding.
Reference is invited to the Department of Personnel & Training OM No.35034/3/2008-Estt.(D) dated 19.05.2009 with regard to Modified Assured Career Progression Scheme (MACPS). Pursuant to the discussions in the meeting of National Advisory Committee held on 17.7.2012 and subsequent meeting on 27.07.2012 held with the Staff Side and in continuation to clarifications issued vide this Department’s O.M. No, 35034/3/2008-Estt.(D) (Vol.II) dated 01.11.2010, it is further clarified as under :
2.(i) Financial upgradation under MACPS in the case of staff who joined another unit / organisation on request:
This Department’s OM No. 35034/3/2008-Estt.(D) (Vol.II) dated 01.11.2010 provides that in case of transfer ‘including unilateral transfer on request, regular service rendered in previous organisation / office shall be counted alongwith the regular service in the new organisation/office for the purpose of getting financial upgradations under the MACPS. However, financial upgradation under the MACPS shall be allowed in the immediate next higher grade pay in the hierarchy of revised pay bands as given in CCS (Revised Pay) Rules, 2008. It is now further clarified that wherever an official, in accordance with terms and conditions of transfer on own volition to a lower post, is reverted to the lower Post/Grade from the promoted Post/Grade before being relieved for the new organisation/office, such past promotion in the previous organisation/ office will be ignored for the purpose of MACPS in the new organisation/office.
2.(ii) Benchmark for MACP Scheme:
Para 17 of Annexure-I of the MACP Scheme provide that the financial upgradation would be on non-functional basis subject to fitness, in the hierarchy of grade pay within the PB-I. Thereafter for upgradation under the MACPS, the benchmark of ‘good’ would be applicable till the grade pay of Rs.6600/- in PB-3. The benchmark will be ‘Very Good’ for financial upgradation to the grade pay of Rs. 7600 and above. This Department's OM No.35034/3/2008-Estt(D) (Vol.II) dated 01.11.2010 provides that where the financial upgradation under MACPS also happens to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefit under MACPS as mentioned in para 17 ibid, the benchmark for promotion shall apply to MACP also. It is now further clarified that wherever promotions are given on non-selection basis (i.e. on seniority — cum — fitness basis), the prescribed benchmark as mentioned in para 17 of Annexure — I of MACP Scheme dated 19.05.2009 shall not apply for the purpose of grant of financial upgradation under MACP Scheme.
3. The MACP Scheme issued by this Department vide OM No. 35034/3/2008-Estt.(D) dated 19th May, 2009 stands modified to the above extent.

(a) After implementation of 5th pay commission report the hierarchy of our rank is Head constable ~ ~ Sub inspector~ ~ inspector as the naik rank merged in to Head constable.
(b) Basically I was appointed as a naik on 31-03-1990 then promoted to the rank of Head constable on 14-09-92 and Sub-Inspector wef 19-06-2009.
(c) As per my GD (General duty) seniority I had under gone to complete all the mandatory courses i.e. PPC (platoon Comdr course) Wef 05-07-2004 to 11-09-2004 for promotion to the rank of Sub-Inspr and passed the examination subsequently I appeared in the DPC on 11-10-2004 but my result as well as promotion to the rank of Sub-Inspector was not cleared due to lack of service condition as prescribed in RRs 2002 (GD Cadre).
(d) My all colleagues who appeared in DPC with me on the same date have been cleared for promotion to the rank of Sub-Inspector Wef 01-04-2005.
(e) Lot of correspondences have been made with the department for clearing my promotion as well as for financial up gradation under ACP scheme but the application returned here with stated that the decision for financial up gradation to such HCs not yet arrived as the government has introduced the ASI rank in between HC to SI.
(f) BSF is having different branches and for all are having different RRs, I am serving with water wing the hierarchy of our rank is Head constable ~ ~ sub inspector~ ~ inspector etc. No ASI rank has been introduced for water wing pers.
(g) Based on my irrevocable option I was absorbed permanently in water wing cadre and my promotion thereafter was cleared under the same cadre wef 19-06-2009 After completion of my PPC (W-3) for water wing only separately.
(h) During the year 2008 I was granted MACP scheme of ASI i.e. Wef 01-09-2008.
Now I would like to know to which rank of ACP scheme is entitled to me and date from which it is applicable.

1) whether the benefits like transportation allowance will be applicable to the person who is upgraded to 10,000 is same as the promoted candidate to the SAG grade.
That is 7000/- per month + DA or he has to draw the same as hi was getting earlier in his pay before the up gradation to 10,000.

Stepping up of pay should be admissible if a junior is getting more pay than the senior on A/c of grant of financial upgradation under MACPS.

Also these benefits of 6th CPC (NEW RATES AS PER GRADE PAY ) should have been allowed to all old & new individuals who has done family planning operation just like benefits of fixation of salary/ BASIC PAY as Per 6th CPC were given to all C.G.Employees w.e.f.01/01/2006.

MACP scheme has demoralize the employees who are near to complete 24 years of service on 01/09/08 as they get only rs. 2800 grade pay whereas
by this scheme those udc/ldc who have completed 24 yrs of service before 01/09/08 gets grade pay as rs.4200.
It has effected the sincerity and dedication to work.
by losing seniority a person can get full financial bebefit.
