All establishments of the Government of India are implementing the policy of reservation in services in all Groups including Group ‘B’ and ‘C’.

The overall present student-teacher ratio in Kendriya Vidyalayas (KVs) is 29:1.

Recruitment and appointment of teachers’ post sanctioned under on-going schemes of Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is done by the respective State Governments as per their rules. The salary and allowances payable to the teachers and the terms and conditions of their services are also determined by the respective State Governments.

The below information stated by the Minister of State in the Ministry of Human Resource Development Shri.Dr.D.PURANDESWARI in response to a written question in Lok Sabha on 22nd August 2012.

The overall present student-teacher ratio in Kendriya Vidyalayas (KVs) is 29:1.

The Government has assigned a comprehensive review of the scheme of Kendriya Vidyalaya Sangathan(KVS) to Indian Institute of Management (IIM), Bangalore vide order dated 6th February, 2009. IIM, Bangalore has since submitted its report on 15th February, 2011. KVS have been asked to place the recommendations of IIM, Bangalore before the Board of Governors (BOG) of KVS for its considerations/recommendations. However, no such Expert Committee has been constituted to suggest improvement in the management and working of Navodaya Vidyalayas.

The below information stated by the Minister of State in the Ministry of Human Resource Development Shri.E.AHAMED in response to a written question in Lok Sabha.

Government is considering a second design of Aakash tablets, Aakash Tablet on 5th October, 2011, higher specifications (which include 700 MHz Cortex A8 processor as against 366 MHz Arm 11 processor, 3200 mAH battery as against 2100 mAH battery and capacitive touch screen as against resistive touch screen) at the same price have been necessitated to overcome the initial difficulties observed in the devices. Earlier this project for procurement and testing of 1,00,000 Low cost tablets was assigned to IIT Rajasthan but in view of certain intractable problems being faced by them, now the project has been transferred to IIT Bombay for carrying it forward.

Since the first phase of 1, 00,000 tablets are targeted to the students in higher technical education institutions so as to ascertain technical feedback on its operation and usability; no norms for distribution of tablet have been laid down. Further, letters have been written to the Vice-Chancellors of universities, heads of higher educational institutions and State Governments to ascertain the demand for Aakash Tablets.

Upgradation of Facilities in Railway Hospitals 

There are sufficient medical facilities and doctors available in the hospitals of Indian Railways. A network of 125 well equipped hospitals and 586 health units provide necessary health care to Railway beneficiaries. 

There are 2504 sanctioned posts of doctors in Indian Railways. As on date there are 2240 doctors on roll. Vacancies of doctors in Railways are filled up by posting Union Public Service Commission selected doctors. Vacancies are also being filled up by appointing Contract Medical Practitioners including specialists, ensuring continuous availability of doctors.

Steps Taken to Prevent Misuse of Tatkal Tickets

With a view to reduce the scope for misuse, Tatkal tickets are issued on production of self attested photocopy of one of the prescribed proof of identity and the same in original is required to be carried during the journey, to verify the bonafide of passengers. However, during peak rush periods when the demand outstrips the availability, some cases of black marketing of reserved tickets by touts come to notice at the time of surprise inspections and preventive checks conducted at reservation offices.

During the period from April 2012 to June 2012, a large number of checks were conducted during which 930 unauthorized agents/touts were apprehended/prosecuted. 

During the current financial year (upto June 2012), Indian Railways Catering & Tourism Corporation (IRCTC) has permanently deactivated 14 subagents for involvement in irregularities. Moreover, with a view to keep a check on the activities of agents booking Tatkal tickets, following additional steps have been taken:

During the period from April 2011 to March 2012, while 11.62 crore tickets were booked successfully through the Indian Railway Catering and Tourism Corporation (IRCTC) website, in 96.12 lakh cases payment was settled but tickets were not booked. 

In May 2012 and June 2012, in 13.19 lakh and 11.41 lakh cases respectively payment were settled but tickets were not booked. The reasons for such incomplete transaction included non availability of lower berths, entry of wrong password, network failure etc.

Correcting Anomalies in Sixth Central Pay Commission

Recommendations of the Sixth Central Pay Commission and several improvements made thereon by the Government have been largely well received by the armed forces personnel including ex-servicemen. Some issues regarding service conditions, pay, pension and allowances have subsequently been received. These issues are examined by the Government on case to case basis.

In the matter relating to retirement benefits, an Anomaly Committee was set up under the Chairmanship of Secretary (Defence/Finance). This Committee identified some anomalies which have since been addressed to by the Government.

Retirement Age of High Court Judges

The Constitution (One Hundred and Fourteenth Amendment ) Bill, 2010 provides to increase the retirement age of Judges of High Courts from 62 to 65 i.e. at par with the retirement age of Judges of the Supreme Court. Giving this information in written reply to a question in the Lok Sabha, Shri Salman Khurshid, Minister of Law & Justice, said that the Bill was taken up for discussion in the Lok Sabha on 28.12.2011. However, the discussion has remained inconclusive due to adjournment of the Winter Session.

Contribution Towards Employee’s Pension Fund

An amount of Rs. 14,767.47 crore (as per unaudited Balance Sheet of 2011-12) has been received as contribution in Employees’ Pension Fund for the financial year ending on 31.3.2012. 

An amount of Rs. 1,62,980.04 crore is balance in Employees’ Pension Fund Contribution Account as on 31.3.2012. 

The whole amount of Employees’ Pension Fund stands invested. Rs. 57,087.01 crores is invested in Public Account and balance is invested in securities.

The provisions for giving reservation in employment and promotion to Scheduled Castes and Scheduled Tribes employees in Ordnance Factory Board are applied to all posts Gazetted/Non-Gazetted/Non-lndustrial Employees/Industrial Employees, as per instructions/rules of Department of Personnel and Training. For Group 'A' officers the reservation is applied only up to lowest rung in recruitment only.

At present, there are twenty four Sainik Schools under the Ministry of Defence in the country. Their state-wise location is enclosed as Annexure-A. 

Sainik Schools are established on receipt of a specific request from a State Government. It should also agree to provide land alongwith funds for the creation and maintenance of basic infrastructure, equipment and facilities and also provide scholarships to the cadets of that state. A Memorandum of Agreement is also required to be signed by the State Government to this effect.

The below information was given by the Minister of State for Railways, Shri Bharatsinh Solanki in written reply to a question in Rajya Sabha on 17.8.2012. 

Indian Railway Catering and Tourism Corporation (IRCTC) appoints principal agents who in turn can appoint sub agents under them. 

Action is taken by IRCTC against Principal agents in case of fraudulent activities in accordance with the scope of their contractual obligations with IRCTC and the nature of the fraudulent activities. These actions include deactivation of Agent Ids, levy of penalty, suspension, etc.

IRCTC appoints Principal agents taking into consideration their annual turnover from travel business and the distributor/dealer/outlet network. 

IRCTC levies a service charge of Rs.10 per e-ticket for Second / Sleeper class and Rs.20 per e-ticket in case of all other classes {1AC, 2AC, 3AC, AC Chair Car (CC), 3E, First Class (FC)} irrespective of the number of passengers booked on an e-ticket on the IRCTC website. In case of tickets booked through IRCTC’s authorized agents an additional service charge of Rs.10/- per e-ticket in case of non-AC class (Second/Sleeper) and Rs.20/-per e-ticket in respect of other classes (1AC,2AC,3AC,CC,3E,FC) is levied. Proliferation of ticketing facility has been done for public convenience irrespective of pressure of work at the counters.

I. General Guidelines
  • Registration  as an agent in IRCTC is issued for booking of  E- Tickets only (except RTSA agents, who are authorized by  Railways) .
  • IRCTC’s rules & regulations are to be read properly & followed strictly. Ignorance of the same cannot be considered as a valid reason.
  • Agents are required to give the correct address, Telephone. No & mail id  in the registration form.
  • Change of address should be intimated to IRCTC immediately along with the original certificate issued by IRCTC, in order to issue a fresh certificate.
  • Certificate of Authorization issued by IRCTC should be prominently displayed at the agency.
  • Agents if permitted by IRCTC, can keep  a sign board outside their agency in which IRCTC’s logo can be displayed. IRCTC’s logo (Soft copy) will be sent by e-mail on request by the Agent.
  • The agents must be fully aware of the extant rules. For this  programmes are being conducted by the agent’s cell. So far training was given to agents  of Sify, BPCL, Hughes & PC training institute.
  • The user id’s of the agents who are not booking tickets (non transacting agents) will be de-activated after a period of time as decided by IRCTC.
  • All fraudulent activities like Overcharging, booking tickets thru personal user id’s, creating multiple user id’s will be dealt strictly. The minimum punishment will be deactivation and also further legal action will be initiated against the agent.
  • Alteration or tampering of the original ERS slip is a criminal activity and is punishable u/s 420 of the Indian Penal code. 
  • Individual id given to Agents by IRCTC or Master group is not transferrable. Agents should verify the ids provided to them and also the authorization certificate issued by IRCTC. If by mistake, id of another agent is issued to them they should immediately inform their agent group.
  • Whenever the cancellation ticket amount / the TDR refund amount which is credited back in the agent’s account used for ticket booking could not be refunded to the customer due to various reasons, the money should be returned to IRCTC.
  • Agents if found to be using wrong id, then their ids will be deactivated   immediately as well as legal action will be taken against them. 
  • Agents should practice good business ethics.
  • Mandatory for agent to display rules & regulation in the outlet.

Bank unions plan strike on August 22-23

New Delhi: A section of public sector bank employees plan to go on a two-day strike on August 22-23 to protest the proposed reforms in the banking sector and outsourcing of jobs.

The United Forum of Bank Unions (UFBU) has decided to go on nation-wide strike on August 22-23, the union said in a statement.

UFBU is the umbrella organisation of five employee unions and four officer unions of state-run banks in the country.

The Chief Labour Commissioner has called the bank union on August 21 for a conciliation meeting on strike notice, the statement added.

But we must make every effort to resolve the problems inside our country so that our economic growth and the creation of employment opportunities in the country are again speeded up.

– If we do not increase the pace of the country’s economic growth, take steps to encourage new investment in the economy, improve the management of Government finances and work for the livelihood security of the common man and energy security of the country, then it most certainly affects our national security.

– I believe that this period of difficulties will not last long. Even as we face these problems, we should be encouraged by the fact that we have achieved extraordinary successes in many areas in the last 8 years. We now need to replicate these successes in newer areas.

IDFC, one of the fund managers of National Pension Scheme (NPS), today said the proposed revision in fund management charges will help sustain the retirement fund industry in the long-run as all players are losing money under the present fee structure.

"The proposal to raise fund management charges in NPS will sustain the pension fund industry in the long-run as all players are losing money with the current charges," IDFC Chief Executive for Pension Funds Vikash Raj told reporters here.

He said as per the revised NPS guidelines, management charges will be revised soon, which is a welcome step.

At present, fund management fee is a dismal 0.0009 per cent per Rs 10 lakh in which all fund managers are losing money.

Regulation of Networking Sites

Government had held discussions with social networking sites and brought to notice of social networking sites that many objectionable content appearing on the sites may lead to law and order problems. The social networking sites were requested to take appropriate steps in line with those outlined in the Information Technology (Intermediaries Guidelines) Rules, 2000.

Adequate legal provisions are already in place in this regard. Government, on 11.4.2011, has notified Information Technology (Intermediaries guidelines) Rules, 2011 under Section 79 of the Information Technology Act, 2000. Further section 69A of the Information Technology Act, 2000 empowers Government to issue directions for blocking for public access of any information through any computer resource in the interest of sovereignty and integrity of India, defence of India, security of the State, friendly relations with foreign States, public order or for preventing incitement to the commission of any cognizable offence relating to these.

Architecture of Indian Cloud Needs to be Customised

The Minister of Communications and IT, Shri Kapil Sibal says India with its vibrant IT industry and adoption of IT in Government, is uniquely positioned to immensely benefit from cloud computing. Shri Sibal was delivering the keynote address at the day-long Open House on “India as a Hub for Cloud Services” held in New Delhi today, organised by the Department of Electronics and Information Technology (DietY). Shri Sibal said that Cloud is likely to unleash new growth opportunities for Indian IT industry and also bring innovations in the way IT solutions and services are delivered. He said the Government is ready to launch cloud computing initiative and added that with their modest resources and technology, medium and small sector industry needs the clouds more than anybody else. He said that keeping in mind the economic and cultural context, the architecture of Indian clouds will have to be different, frugal and innovative. 

Addressing the Open House, Shri Sachin Pilot, the Minister of State for Communications and IT said that with 120 million internet users and with net connectivity slowing spreading to Panchayats, this is the right time for India to develop cloud services. Shri Pilot said content creation would have to be in Indian languages if the benefits of cloud services are to reach the common man. He said the issues of data vulnerability, privacy laws, regulatosry oversight and network security need to be addressed. 

The Open House was attended by the representatives from the industry, Government and other stake holders. 

The cloud is a shared pool of configurable resources categorised by on-demand self-service, resource pooling, elasticity and measurable service levels. While developing the cloud computing, the Cloud Service Providers (CSP) would have to provide visibility into data location, commitment to well defined SLAs, provide migration support and aim at interoperability. The responsibility on the Government is to reduce compliance burden, establish cloud security standards, create a system of certification of Cloud Service Providers and develop cross-border laws and taxation principles.

Beneficiaries can refill Oxygen Cylinder from any authorized refill station and get it reimbursed from CGHS/Department/Office as the case may be. Also, CGHS Medical Store Depot provides filled cylinders against the vouchers issued from respective Wellness Centers. 

CGHS provides Oxygen Cylinders sealed and full to their capacity. 

Store is located at 2nd floor associated with lift facility and ramp, which can be utilized. Labourers are also available for carrying/delivering Oxygen cylinders.

No rampant corruption in recruitment of lower level staff has come to notice of the Government. Whenever any irregularity comes to the notice of the Government, appropriate action is initiated expeditiously. 

Recently, CBI has registered a case relating to alleged receipt of illegal gratification in the recruitment of staff of various Group 'C' posts in the National Defence Academy (NDA). The case is under investigation by CBI.

Central Government provides 10% reservation for Ex- servicemen in civil jobs in Group 'C' posts and 20% in Group 'D' posts. Most State Governments provide reservation for Ex-servicemen which varies from State to State as it is based on the total population of Ex- servicemen domiciled in the State and the rehabilitation policy of the concerned State. It is the responsibility of the concerned Government to implement the reservation policy. Since applying for Government jobs by Ex-servicemen is voluntary, data in this regard is not maintained.

On the recommendations of PMO, a Committee was set up under the Chairmanship of Cabinet Secretary in June, 2009 to look into the issue of 'One Rank One Pension and other related matters'. After considering all aspects of the matter, the Committee keeping in mind the spirit of the demand, suggested several measures to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers, which have been accepted by the Government and orders for implementation of all the recommendations have been issued. 

Government has constituted a Committee headed by Cabinet Secretary and consisting of Principal Secretary to Prime Minister, Defence Secretary, Expenditure Secretary, Secretary (ESW) and Secretary, DOP&T for looking into the pay and pension related issues of relevance to Defence Services Personnel and Ex-servicemen. The Committee has already had several meetings and the recommendations of the Committee are to be submitted to the Government by 8.8.2012. Action on the recommendations can be taken after the committee's report is processed and accepted by the government. 

This information was given by Minister of State for Defence Shri MM PallamRajuin a written reply to Shrimati Ingrid Mcleod and others in Lok Sabha today.

NEW DELHI: The government has asked state- owned banks to ensure one account per family to facilitate direct transfer of subsidy under 32 central schemes.

In a communication to the public sector banks, the Department of Financial Services in Finance Ministry has asked them to use the latest voter list as a reference for verifying that every household has a bank account.

The banks have been asked that the families must have one account in a bank on Core Banking Solution and having NEFT facility.

AIRF and NFIR both are uploaded the message that Ministry of Finance has approved for grant of parity in Pay structure of Rajbhasha Sahayaks on Indian Railways.

Rajbhasha Sahayaks in  erstwhile Pay Scale of  Rs.4500-7000 (Grade Pay Rs.2800) on fulfillment of 6 years of service will be placed in Grade Pay Rs. 4200 w.e.f 01/01/2006.

Orders from Railway Board will be issued shortly.

The employees would be required to contribute 10 per cent of their pay and dearness allowance to the pension fund. The government would also make a contribution to the fund.

The government has issued orders approving, in principle, the proposed contributory pension plan for government employees. The plan is proposed to apply to new recruits joining service from next year.

Department of Posts published a notification(No.No. RECTT/4-3/2011/II  dated at Thiruvananthapuram 33, the 11th August 2012) today regarding recruitment of Assistants in various domains. Kerala circle, Thiruvananthapuram requires 45 Postal Assistants, 34 Sorting Assistants and 14 Postal Assistants (SBCO). The total vacancies of 93 will have the adoption of regular reservation as per rules. The scale of pay for the Assistants will be Rs.5200-20200 Pay Band with Grade Pay of Rs.2400 plus all admissible allowances.

Age limit 18 to 27 years and the relaxation would be as per extant orders of Government of India.

Educational qualification for applicants should be qualified in 10+2 Higher Secondary or 12th Class with at least obtained 60% marks and above. The other terms and conditions for educational qualification are scattered in the notification.

As per the result of Census Enquiries, the total regular employment under Central Government as on 31st March, 2009 was 30.99 lakh as against 31.12 lakh on 31st March, 2008.
The employment has, thus, recorded a decline of 0.42% in 2009 over 2008. (2). Employment in Ministry of Railways was the highest (44.74%) followed by the Ministry of Home Affairs (24.14%), Defence civilian (11.77%), Communications & IT (7.06%) and Finance (3.49%). Other Ministries/Departments collectively shared the rest of 9% of the total Central Government regular employment. (3). Out of 30.99 lakh regular employees, 3.11 lakh were women.
The proportion of women in the total employment is almost static, around 10% in the year 2009, 2008 and 2006

The numbers of train passengers travelling in higher classes of reserved accommodation have increased by 8.95 per cent in April-June 2012 period, when compared to the corresponding period of the previous year. This increase in passenger traffic is due to a combination of factors like general increase in demand, growth in peak season rush, etc. and hence cannot be attributed solely to hike in airfare or otherwise.

NEW DELHI: After repeated adjournments in Rajya Sabha and turmoil in Lok Sabha, government on Thursday agreed to members' demand for bringing a Constitution amendment bill for reservation in promotion of SCs and STs in state jobs.

Minister of state for PMO V Narayansamy informed the Upper House that a bill will be brought in this regard on August 22 after an all-party meeting, which will discuss the issue on August 21.

"The Prime Minister will call a meeting of leaders of all political parties on 21st of this month to discuss the issue of SC/ST reservation. This has been the demand of the honourbale members. On August 22, the government will be able to bring the bill in the House," Narayanasamy said bringing the uproar over the issue to an end.

A large number of e-tickets are booked every day through the Indian Railway Catering and Tourism Corporation (IRCTC) website. In the month of June 2012, on an average 3.44 lakh tickets were booked per day. In the month of June 2012, the numbers of completed transactions were 103.61 lakh out of a total 138.79 lakh. The reasons for incomplete transactions included non-availability of lower berths, entry of wrong password, entry of wrong Personal Identification Number (PIN) by customer, insufficient balance and network failure etc.

The working of the system is regularly monitored. The following measures have been taken to improve the functioning of the IRCTC website: 

Capacity of the servers has been upgraded to meet the demand. 

Agents have been restricted from booking Tatkal tickets and on the opening day of the Advance Reservation Period (ARP) between 0800 hours and 1200 hours.

The Employees’ State Insurance Corporation (ESIC) issues two bio-metric Pehchan Cards under the IT Project ‘Panchdeep’ to the Insured Persons covered under the ESI Scheme. One card is for use of the Insured Person and another one for use by his family. The card has a unique ten-digit Insurance Number, name, date of birth, address and photograph of Insured Person and his family. The reverse side of the card contains a magnetic strip and ESI Corporation’s Hologram. The Insurance Number of the Insured Person is embedded in the magnetic strip.

Kendriya Vidyalaya Sangathan (KVS), with the approval of Board of Governors has implemented a new scheme of Special Dispensation Admission for Members of Parliament in Kendriya Vidyalayas (KVs) with effect from 20.7.2012. Under the scheme, the dispensation admission quota on the recommendations for each MP has been raised to 6 admissions in an academic year. Such recommendations would be for admissions in Kendriya Vidyalayas located in his/her constituency only. In case there is no Kendriya Vidyalaya in the constituency of the Member of Parliament(Lok Sabha), he/she may recommend these admissions in the KVs located in any neighboring contiguous constituency.

The Consultative Committee members of the Ministry of Labour & Employment have urged the Government to ensure due patronage to the traditional skill while going for the ratification of Conventions adopted by the International Labour Organisation (IlO) on Labour issues, especially in the arena of Child Labour. The members have also called for expediting the cause of providing a minimum pension of Rs. 1000 per month to the EPF beneficiaries as well as to ensure proper registration of workers in the unorganized sectors particularly the construction workers. 

The meeting of Consultative Committee of Labour & Employment Ministry which held yesterday evening was convened for providing in insight to the members of the various conventions of ILO as ratified by the Government of India on time to time. Speaking on the occasion, Union Labour & Employment Minister Shri Mallikarjun Kharge who chaired the meeting, said India, a Founding Member of the ILO, has been a permanent member of the ILO Governing Body since 1922. ILO has now expanded its membership to 185 nations. The first ILO Office in India started in 1928. The decades of productive partnership between the ILO and its constituents has mutual trust and respect as underlying principles and is grounded in building sustained institutional capacities and strengthening capacities of partners. It has a two-directional focus for socio-economic development: overall strategies and ground-level approaches.

Service chiefs meet Cabinet Secy on pension anomalies

Three Services chiefs met Cabinet Secretary Ajit Seth here on Wednesday regarding anomalies in salaries and pension of soldiers and long pending demand for ‘one-rank, one-pension’. The meeting came about after they complained that no Services representative was there in the high-powered panel set up by Prime Minister Manmohan Singh last month to look into the grievances of the men in uniform.

It has been brought to the notice of this Ministry that some Central Government Offices located in Faridabad and Gurgaon are paying Transport Allowance to its employees at the rates other than that applicable to such areas and such payment is irregular. It is clarified that the Central Government Employees posted at Faridabad Gurgaon, Ghaziabad and Noida are entitled to Transport Allowance at the rates applicable to 'other places’ i.e.other than 13 classified cities as per the conditions laid down in this Ministry’s O.M. No, 21(2)/2008-E-II(B) dated 29.08.2008.

Government not to allow defence representatives in pay panel, say sources

New Delhi: The government has reportedly refused to accept the demand of the armed forces to allow military representation on the High Powered Committee, which has been formed to resolve the anomalies in the pension and benefits for the defence personnel.

Top sources at the Centre have told NDTV that the government cannot agree to the demand as the panel was formed during the sixth pay commission and now it's a little too late to allow defence representatives on board. The Prime Minister is expected to make an announcement on the issue in his Independence Day speech on August 15.

Re-Designed Website of the President of India Launched; Citizens Can Now Connect Directly to the President

The re-designed website of the President of India was launched at Rashtrapati Bhavan today. While the historical perspectives from the earlier websites have been retained, the re-designed website has some new features, which include direct connectivity from the website to social networking media of the President i.e. Facebook and You-Tube. These two features have been initiated after assumption of charge by the President Pranab Mukherjee. The new website also has a Video Gallery. Citizens can connect to the President directly by clicking the button ‘Write to the President’, which will take them directly to the helpline portal. Moreover, visuals have been conceptualized and made user friendly.

Launching the website, Secretary to the President, Ms. Omita Paul expressed the hope that it would be a step forward to bring the President of India closer to the people. She also said that efforts would be made to ensure that the website is in line with the best global practices.

In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 and 29th July, 2011 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE.
The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under:

It has been decided by the office of PCDA Bangalore, to Issue Individual Plastic Card to all CGHS beneficiaries from 1st August 2012 by CGHS Koramangala, Bangalore. In this connection, the guidelines on Issue of Individual Plastic Cards to each CGHS beneficiary (serving and retired) are revised as follows:

1) CGHS Cards shall be issued only to the eligible Central Government Employees whose place of residence is situated within the coverage area of CGHS.

2) Requisition for CGHS shall be prepared in duplicate in Form “A”.

Extension of orders for grant of Child Care Leave to all Civilian Female Industrial Employees of the Central Government

EL converted into CCL : The conversion period has been extended to female industrial employees in Defence Establishments.

Department of Personnel and Training has already issued an office memorandum regarding the Child Care Leave on 1st August, 2012 (click the link to view the old order), grant of Child Care Leave to defence civilian female employees w.e.f. 1.9.2008 at par with the non-industrial employees as per CCS (Leave) Rules, 1972 and if already taken leave can be converted into CCL within the period from 1.9.2008 to 20.10.2011. Dopt has now issued orders same as in the previous order, but the conversion period has amended as "between 1.9.2008 to till date" and earned leave only can be converted into Child Care Leave.

CCS (JOINING TIME) RULES

In exercise of the powers conferred by the proviso to Article 309 and Clause (5) of Article 148 of the Constitution and after consultation with the Comptroller and Auditor-General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules, namely:-

1.    Preliminary 

(1)    These rules may be called the Central Civil Services (Joining Time) Rules, 1979.

(2)    They shall come into force on the date of issue of this Notification and shall apply to transfers effected on/or after that date.

(3)    These rules shall apply to all Government servants appointed in Civil Services and posts and under the Central Government including work-charged staff but shall not apply to-
(a)    Railway employees. 
(b)    Armed Forces Personnel and those paid from the Defence Services Estimates.
(c)    Government servants engaged on contract and those who are not in whole-time employment of Government. 
(d)    Government servants, paid out of contingencies.
