7th Pay Commission Projected Pay Scale

People may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.

One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.
How the pay of a govt. employee had been fixed at the beginning of the Independence India.

Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.

All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.

In the first pay commission the concept of ‘living wage’ was adopted.

In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.

The third pay commission adopted the concept of ‘need based wage’

The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.

In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.

The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man

What about seventh pay commission?

Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.

But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. We have posted three articles about six pay commissions before this post.

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. The Following is only the projected figure using common multiplying factor ‘3’...

90% of the income tax payers are the only Goverenment servant in India. Out of these only 15% can maintain a maruti 800 car. Whereas in almost 50% villages people are driving SUVs out of agriculture business and still not paying tax. They are running affulant bussiness selling properties but not paying any tax. 90% shopkeppers earn more than a class one Gazzted officer and never pays income tax.Here even a LDC pays a tax honestly out of its very small salary. The entry level of Executive in any MNC earns more than a DG of any goverenment depaertment. I will say that 90% Govt servant are living in pathetic condition so such pay commision should be there every three years not every ten years. Even peon have a right to earn more whereever he works. Dhillon

Yes Income tax is a cruel joke played on the Govt. servant.
As regards the scales by the time 2016 comes even these figures will seem insufficient. Considering the inflation & DA rate increase the 6th CPC salaries will allmost touch these figures.

By this pay 7th Pay commission comes even this projected scale would be less considering the inflation rate.As usual we would be grtting in 2018 or 2019. Max all the class 1 officers would be benifitted the most as usual as per my prediction

All those saying this is not possible. Add your present basic+da+grade pay. Now, by 2016, DA will definitely cross 100%. So do the calculations and see if it is true or not. Infact, these projections are very modest if you take into consideration the WPI and inflation.

I don't feel the pay commission projection is so great. In case of a typical employee a person is getting almost 80% DA now. So actually we are in around 1.8 times of the salary now. And in anathor 3 years ( pay commission is in 2016 only) DA will be easily crossing 150%. So what is the fun in telling 3 times , from 2.5 time to 3.0 times the pay.

3.5- 4 times the pay might be a suitable scale

The projected pay scale is logical but we should pathetically see to lower level employee such that LDC/UDC who is in worst condition and financially sufferer after VIth pay commission. In Vth pay commission the entry level pay scale of LDC was 3050/- and Pay scale of UDC was 4000/- and pay scale of Assistant was 5500/-. subsequently the pay scale of Assistant was enhanced to 6500 in due course and scale of LDC/UDC was unchanged before VIth pay commission. As a result in VI pay commission scale of Assistant was fixed with grade pay of 4600 and differences in pay scale of LDC/UDC and Assistant became more wider. Therefore, these differences should be kept in mind in next pay commission.

Are U sure there will be PB1 and PB2 jobs in 2016. Government will consider outsourcing these jobs to private companies. This will lead to better employment opportunities. There is a need to reduce salaries of PB3 and PB4. Their under table income is already more than Rs 2 crore per month on an average. All their retirement benefits r fully exempt while we r paying heavy taxes on gratuity. Govt employees receive accommodations on which perquisite value is nominal while for us it 15% of salary. This anamoly should be removed and tax on govt. employees need to be increased. Further under performing govt employees should be fined. Govt employees with a habit of late attendence or non attendence should be discharged from their jobs. Anyone who asks for under table payments should be immediately prosecuted and punished under present law. Finally there r many honest and hard working employees, in govt(Around 90%) who have to suffer because of lazy and dishonest rascals. Additionally Govt employs most honorable professions like army, police, judiciary, fire department, professors, railway, post office, teachers, and many others. We should honour them and increase salaries on par with CEOs of private companies. That means a factor of at least 10 should be considered instead of 3. The difference is because of rascals in the system. Get rid of them.

Yes more than 90% of the tax payers are actually govt. employees and more over their pay is fixed in such a way that a minimum wage earner i.e. grade IV employee also comes under its purview and they must pay taxes.
Where as so called entrepreneurs who earn tremendously will not even pay a penny to the govt. and all they do is to complain and they are backed by majority of so called illiterate literates i.e. NGO's and social activists.
Yeah i agree that there are a few Babus who betray their motherland and cheat the innocent citizens by using unappropriate ways to earn and trouble the needy...this must go....by proper vigilance...
Overall there is a need for a complete overhaul of not only govt. sector employees,but also social,educational and political class and also each and every citizen of India to be honest and legitimate in their behaviour and be faithful to their motherland.

why govt made lot of difference between same designation the entry grade pay of education department librarian (govt school ) working in grade pay 0f 4200 and with same qualification and all the duties and responsibilities of librarian are same they are custodians of book ,but the department librarian in andaman and Nicobar administration working in Directorate of fisheries,industries,information publicity they are in grade pay of 2400 lot of partiality brought by last three pay commission.so sad where is right to equality

Unless there is price control in the system no matter how much you earn as a genuine salary from the government it will be grossly inadequate for future needs. Instead of hoping for a heavy hike in the pay let us hope the government will introduce some solid measures that will curb the inflation and keep prices under control. Hope our country wins this battle. Otherwise the future of our children is going to be very bleak. And all these hikes will indeed be a joke on us government servants who will chip out a large chunk of it back as taxes.

No doubt money is required to meet our basic needs but not at the cost of quality of life at offfice or society.There must be fairness in style of workings,promotions,judging/recognising the merits & system of fair price mechanism of comodadities.Apart from that there should be strict system of One pay one Tax only,so far salaried Govt. servant are concerned.My dear sir,life is limited so please act without delay.

people think that three times the present pay band to make 7th pay commission is something huge. remember that 10 years before the cost of any commodity and the present cost is nowhere matching. the cost of living is getting manifold, government employees have no other source of income are depending on their salaries. New pension Scheme broke their backbones. They are seeking or keeping short cut methode like corruption corruption to meet their needs.To maintain the needs govt. should provide them decent payment to serve the people. otherwise take care of them till death like developed countries and give employment to their children ,employees are ready to serve the country with whatever govt. suggests as their payments. But representative of people in parliament increase their emoluments withjout any pay commission in the name of service to the people, as govt. employees also serving the people. so whenever there is an increase in oarliament do the same for govt.employees alsoat that time itself , then there is no need of any pay commission is required in this country. Govt. employees are feeding the poor people in this country from their salary when govt. is not able to give anything to them directly. employees purchase the produce from road side farmers and vendors ,so they get a livelyhood and control law and order problem in gullies by giving them means for one time meal in a day .So poverty is controlled by money from the pocket of govt. employees.Request to the govt. is that give your employees and they are well known in spending and that money will come back to the market and economy will develop as their money willnot go in swiss banks.Give employees lakhs and they will feed the poor people in this country.

I have worked in an autonomous body in the pay scale of Rs.6500-10500 and after VI Pay Commission it was revised Rs.9300-34500 with Grade Pay of Rs.4600/- Group 'B'. There is no gazetted post in the autonomous organization. As per bonus rules, all group 'B' non-gazetted employees are entitled for bonus. Can I claim for bonus to that organization.

The Pay Band Structure of VI CPC in its final form has created lot of anomalies and large disparities in so far as PB-1, PB-2 & PB-3 vis-a-vis PB-4 and above are concerned. There are anomalies within each of the Pay Bands 1,2,& 3 also. Many cases are still pending in the various Tribunals & Courts. Many Pensioners Associations also are fighting for justice. On the contrary, there is gradation in the Pay Structure of V CPC. As such, the V CPC Pay Scales Structure should be taken as base to work out the Pay Struture of VII CPC.

It is evident that Non Gazetted officials are not given due attention by the Central Pay Commissions. Gazetted Officers of the level Director and above get much benefits in each CPC. In 6th CPC, Directors have been given lion's share and officers of the level of Dy. Secretary have been given quite less scale. There is need to deliberate on the pay scales of officials below the level of Director in central govt.

Govt is playing two way game. One side they are trying to reduce the gap by giving reservation to OBC/SC/ST. Otherside they are creating gap between higher and lower level. Before VI CPC if there was difference of Rs 10000/- between officer and clerk, now it has reached 50000/- and it is increasing with every increment and DA. This should be considered in VII Pay commission.

We need to resolve the problems of the central government employees who joined on or after January 2004 regarding their retirement benefits such as PF, Gratuity and Pension. Most of them are unaware of their real issues! The priority and focus should be on solving their current problems rather than discussing in detail about 7th pay commission at this time.

It is a real discrimination indeed to deny the central govt employees joined from January 2004 onwards Provident Fund and Retirement Gratuity. Even the employees in the private sector are covered under EPF (Employees Provident Fund Act 1952) and Payment of Gratuity Act (1972). Hence the central government employees unions need to communicate this effectively to the central government and get these retirement benefits urgently. There is no reliable social security scheme for Central government employees joined after 2004. It is real injustice indeed. In 2009, the central govt’s department of Pensioner’s welfare re-established Pension, family pension and Death-cum-Retirement Gratuity to employees covered under New Pension System (NPS) who retired on invalidation/disability or those who died in service. But this does not solve the problems of existing employees especially in departments like the Railways. It was a bad move indeed for employees to get covered under NPS without any benefits like GPF/Railway Provident Fund, Gratuity etc.

To solve the problems, either of the following needs to be implemented:

(1) Scrap the current NPS and deposit the existing amount in PF and continue the old system of CCS (Pension) rules 1972 and make the retirement gratuity rules applicable for all railway employees (and other central government employees) joined after 2004

OR

(2) Re-establish Provident Fund and Retirement Gratuity for all employees joined after 2004 in Railways and other central govt. service. If the new pension is to be retained, it should have a Dearness Allowance component to meet the rising cost of living after retirement due to high inflation in India. In addition, the NPS corpus needs to be utilized 100% (instead of the current 40%) for purchasing annuity of Life Insurance Companies as Pension. Only then it will have any sort of relief for the existing employees covered under NPS.

What about the Stenographers. This has become a funny designation in Government of India. In Railway different Stenographers have different payment and promotional avenues. Government should really pay heed to such distinct anomaly.

AT PRESET NO BONOUS TO GROUP B AND GROUP A EMPLOYEES THOUGH THERY ARE WORKING 24X7 HRS DUTY IT IS VERY VERY BAD CASE.
AND TECHNICAL OFFICERS ARE WORKING 24X7 IN GOVT. WHERE AS NON TECHNICAL OFFICERS DUTIES ARE LIMITED 5X8 BUT THE SALARIES ARE SAME FOR BOTH AS PER GRADE. ATLEAST IN 7 TH PAY COMMISSION THE SCALES FOR TECHNICAL OFFICERS AND NON TECHNICAL OFFICERS ARE SHOULD BE SEPARATED AND MORE PAYMENTS TO BE GIVEN TO TECHNICAL OFFICERS BECAUSE THEIR DUTIESA ARE FIELDS AND 24X7 HRS.
AND ALSO SAME FASHION IN GR. C ALSO TO BE DONE. MATTER IS URGENT . A PERSON HAVING KNOWLEDGE ONLY CAN UNDER STANDS THIS .

I have 2 questions:
Suppose, Mr. A and Mr. B and Mr. C are going to start working in three different govt. deptt and three different posts at the same time. A will get 5200- 20200+ GP of 2400. B too will get 5200- 20200+ GP 2400. C will get 5200- 20200+ GP 2800. Now my questions are:
1> Will A and B get exactly the same salary? Or, their PPB (the 5200 part) may be different at the starting?
2> Will B and C get exactly the same PPB? Or it may be different at the starting?

In my view cpc iv has not been proper reviewed before implementation and that is so many anamallies are arises.At present scenario staff are getting more salary and they are working less because they are always thinking where to expend earned money.
Actual middle management always doing hard work and they are neglected due to frustration out put coming less and top management thinking we are super and not bothering about progress and recruiting contract manpower to some extend progress.
In view of above fact to make running pay band one and according to their work to give grade pay. Presently top bosses enjoying with both as well as pay band &grade pay ,which is not justified. If possible to look into and rectified high differences in pay band PB-3 &PB-4 and automatic progress of govt. work will be increased

I think the projected pay scale for the VII pay commission is not appropriate. As previously seen, the basic pay exactly hikes with the calculation of basic pay + DA. In case of three times of Grade Pay it does not seem beneficial. Because on 01.01.2016 the % of DA must cross 120% as it is going to be 90% on 1st July, 2013 and in another 2 years it will hike 4 times. Taking into example of the Grade Pay of Rs.2,400/- in VIth Pay Commission, an employee was beneficial for the said Rs.2,400/- only. Taking into calculation of 120% D.A. upto 31.12.2015 the same will be hiked to Rs.5,280.00. But as per projected scale the same will be Rs.7,200/- which is only Rs.1,920/- more than grade pay the employee was drawing on 31.12.2015. Hence, the value of Rs.2,400/- after 10 years will be only Rs.1,920.00. In my opinion the grade pay of Rs.7,200/- should be exclusive of the DA of 120%. Please look into the matter.

IF d.a merge then the starting sallary of a peon is 14000 basic and when the pay commission came total income of a peon (basic + d.a + t.a) may be rise above 20000, so what will be the difference

I think committee form the pay structures based on current rate of inflation but we need to think after 2016 and then for 10 years. so according to that salaries should hike. A GOVT EMPLOYEE CAN NOT TAKE HIS/HER OWN HOUSE IN CITY, THIS IS TRUE CONDITION. MY GROSS IS 30000 AND NET IS 20000 WHAT I CAN DO, AND IF I GOT SALARY ACCORDING TO 7 TH PAY I WILL GET AROUND 70000, WILL I ABLE TO TAKE A HOUSE OR FLAT IN A GRADE CITY?

i dont say that the projections shown in chart for 7 CPC is great, for the example the entry grade for SAG (pay band Rs.10000/-) is indicated as about 1.6 Lakhs. i am expecting my promotion to SAG in one or two year. right now i am getting 1.07 Lakhs as my gross pay which includes DA. Consider If i get a promotion in nov-2014, at least 3 DA increase (about 24 % + one increment + 1 increment)will be added and it will amount to be about 1.27 lakhs. The 7th CPC wil be effective from Jan/June 2006, by that time another DA HIKE and increment wil make it to about 1.48 Lakhs. so starting salary of Rs. 1.6 Lakhs is even not even 10 % more than what i will get actuals at that time.So its nothing great. the analysis may be different for diffrent pay band.

Hello everyone
Look up the current pay scale (6 pay)and projected pay scale in 2016
Observe closely ,
Enormous Pay increase from the level of 8700 and afterwards in pay band 4 onwards
and look at the level at 1800,1900,2000,2400 and 2800,4200,4600,4800 it is meagre and it continues when one is promoted within pay band 1 or pay band 2
Infact the problem was started from
6 pay scale which gave 3 times and more to those in pay band 4 onwards but when it comes to pay band 1,pay band 2 and 3 it is meagre 2.5 times.
So friends do not be hesitant to ask ur right to get 3 times pay in 6 pay commission,after all it is your right for your pay,so friends fight for your rights and no one would serve you your coffee,you got to fight for rights in govt services.
Ask for Anomalies to be rectified before setting up 7 pay commission otherwise you would loose your slice of cake.
Else 7 pay commission would be set up and pay would be increased according to your 6 pay.
So friends don't be deceived by notional pay projection of 7 pay but ask for your additional 0.5 times of 6 pay and let the 7 pay commission take notice of it and pay you more than 3.5 times ,so that it would give you right place in hierarchial pay scales.

some one wonder the low grade employee get high GP ON 7 THPAY .MY APPOINTMENT ON 1986 ONE SOVEREIGN GOLD RATE Rs 550,after 25 years rate of One SOVEREIGN GOLD Rs 25000/- GOVT SHOULD CALCULATE THE MONEY VALUE DECREASE WHILE SETTING PAY SCALES THEN ONLY CORRECTION SHOULD STOP OR IT WILL INCREASE.

Pay Scale should be prepared corresponding to the physical involvement. Like in Developing Countries, pay scales are according to the physical involvement of a employee. Viz. a labour paid higher than his manager or supervisor. A employee performing work where the comfortable atmosphere is not available is much salaried than a employee performing work in a comfortable way.

I mean a enhancement of pay scale should be from lower to higher grade.

i am working in ag bengal as accountant.. iv joined recently n ws surprised by the way things work here.. there is no corruption in form of bribery or oder ways... my seniors know their jobs well n take no liberty dealing with state govt. employees.. they according to my seniors r incompetent , lazy, corrupt people n are a burden on public wealth.. we deserve much more than the current wages.. just dont label us as characters u saw in award winning.soap "office office"..all fingers r nt d same u c.. definitely a 3 times increase is suitable

Generally it is observed that the higher ranking official get more but lower employees receive less. There must be reasonable consideration for each class of employees. Apart from this,govt employees should get various type of loans and advances on cheaper rate of interest since,loan granted to govt. employees never turn to bad debts

I am working as Mate (Semi Skilled) in Ministry of Defence and we doesnot avail any holidays on sunday and govt closed holidays also, and we are working 07 days a week and we are getting just pay of gp 1800 and we are working both on official clerk and also field work like grass cutting and all hard movement work and therefore i will suggest Mates payment be equal to 2400 as per sixth pay commission

1 Upgradation of grade pay from Rs 4200 to Rs 4800 in PB 2 to
General Manager Departmental canteen working in ministry of Defence under DOP&T (to save the goodwill of the apex post of General Manager because he is controlling and managing the 22 Nos. staff of canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc.) Due to merger of pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e.Rs4200 which is cause of functional disturbance. Befor 6CPC GM was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post Vth CPC upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.

2 Designation of Manager gd II should be changed as Manager because there is no post of Manager gd I in Deptl Canteen of M.O. Defence , Therefore the designation of Manager gd II in the absence of Manager gd I does not arise. Please take on prioritty and include in the agenda of 5th meeting of anomaly committee of 17th July 2012

I request our National JCM leaders to raise our issue.

Your favourable action in this matter will be highly obliged .

pay structure of educated and qualified person should be such that he can live a respectful life in society. today what we see that a simple businessman with a perchune shop lead better life than a govt doctor - one of the highest paid govt servant ,. these things demoralises merits and high education and and does not promote science , tecnology as well as literary work, teaching etc

If these scales are given the country will be doomed. Have you checked what is tha pay of a private person employed as lecturer in a private college? It is less than a class IV / III govt servant. And that poor lecturer can be fired any time. How many of govt servants have been fired? Govt servants start crying even at the name of transfer (despite the fact that there are compensation to meet the resetlement, central school, housing etc. Wake up you govt employees. You are KHR PATWAR on general public of India

It is good to hear that the Union Ministry has declared that the 07 Pay commission will be establishing , but i would suggest please increase the payment for all Industrial staffs as they are working 24*7 hours duty and they are working so hard either in field or office so as per projected Pay scale of VIIth Pay commission the payment for MATE should be (15600-60,600 + 8400) for SS personnel and for MCM it should be PB-4 like that

Pay scales are based on the category of job but DA is based on price index,it affects everybody so DA should be same for every category.Fix a lumpsum amount as DA and instalment of DA is the percentage of this lumpsum based on the of price index it would be helpful to all low paid staff.

The difference of pay inrease to lower and higher class employees should be remooved and the rise has to be in same ratio to all. Before VII PC, the difference of VI PC to be corrected to have parity. The govt employees with their meagre pays are the only sincere tax payers and those who are earning more are either evading taxes or exempted. Hence the govt employees should be exempted from all taxes or atleast DA, HRA along with TA should be 100% exempted. Before proceeding with VII PC the anomalies of VI PC should be resolved.For Higher grade employee and the feeder cadre in the same grade pay different GP to be alloted. Old pension scheme to be continued to all the employees as already the military and para-military forces are excluded from the NPS.

i think the people who are joining in pay band-1 with grade pay 1800.the promotion policy they have very poor.they are continuing there service through the total service period in pay band-1.this is not fair.after 10 years only grade pay in increasing by Rs 100. what is this?

Only govt servants paying tax obediently, other then this maximum people, shop keeper, businessmen are having so may windows and big gate to escape from paying tax. But govt employees cannot escape from this why? Resulted maximum govt servants are homeless. Some of them compelled to live in dirty challis, living in small roof etc. My question is, does the govt do not know such situation?

The 6th Pay Commission pay scale structure has done great injustice to the senior employees.After pay revision I get the same pay with my 4 years junior colleague. This is humiliating. Minimum difference between senior and junior should be maintained.What is more disappointing is that my tribal colleagues who draw more salary than mine do not pay any tax. If you are a millionaire and you are tribal, then you don't have to pay tax. How long this injustice will be perpetrated in India?

VII pay commission must look into the grievances of deptt of atomic energy pay structiue. Gross injustice and humiliation to the employees of middle level and technical cadre.
promotions are denied. No track change allowed. No where in this world u will find such injustice as in DAE.Scientists ne apni balle balle kar rakhi hei dusre employees ki kimat par.

In 7th pay commission the pay from minimum rank to higher rank might difference in 6th multiply, that justified and full fill to difference of higher and lower employee. The pay may be raised 7th multiply of the present basic pay of all central government employee. Presently one sweeper, cook of PSU have draw their salary including incentive etc. more that DG's of Paramilitary force. So that basic pay of all govt. employee would be enhanced 7th times of their basic pay. The projected shown is not justified. Jai Hind

of Pay Band-3 ans initial Pay + Pay band in PB- 4 should be minimized in this 7th Pay Commission. Such difference creates administrative problems many where.

There is nothing too gud in this projected scale.. on scale of 15600-39100 with 6000 agp my salary is almost 46000 as on date on which there will be two annual increments till 2016 and again 4 times da revision that will make it near to 60000 as per present inflation rate. so i dont think the projected pay scale is illogical or too gud.

the matter regarding ACPS should be seriouly reviewed durignt the 7th pc as this benefit is allowed to those employees who are stagnated due to lessor evenue of promotion. Presently benefit of ACPS are being given on the heirarchy grades pays whereas it should have been allowed on the actual promotional grade pay. Due to the present practice, departments where number of posts are more the chance of pormotion are high and the incumbent will get timely promotion, whereas where number of posts are less the chance of promotion is very low. Resultently in smaller departments an employee have to wait for decades for his promotion as comparee to the bigger departments. For instance in the Central Secretariate and other big offices a Senior Scale Stenographer is promoted to the post of Personal Assistant i.e. grade pay 2800 to 4200 and the SSS in smaller department could get only ACPS of gp 2800 to 3000. this seems to be a mockary with the later one. Please do consider this in 7th PC.

hi, it is a great news to all of us, the Para-Medical Staff,who are having grade pay of Rs.1900/- and Rs.2000/-, the variation as per 7th CPC is not good as compared to that of LDC/UDC grade pay. This needs attention.

The Library staff of the university is non-vacational academic staff, their Pay Scale and grade pay is similar to the teaching staffs of the university but the the technical/research officers are also comes under the is non-vacational academic staff, but their Pay Scale and grade pay are not similar to teaching staff.

What about private sector employees. They have to work 10-12 hours daily. Even after working so hard then don't even get better pay. Apart from this there is no job security. If they loose their job neither government nor government servent come to their rescue. Even these private sector employees have to pay the taxes. Private sector suck the blood of employees. In reverse to that government employees work only 2-3 hours out of 8 hours in a day, enjoys lot of holidays in year and they expect high pay. Private sector employee get only 10 national leaves in a year that is also on conditional basis. These are the fact known to all.

Some of the present psy scale which are in between PB2 and PB3 presently exists, have not been reflected and created later on by some departments should also required to be kept in consideration. If pay commission do not recommend any such scale, these should not be created. Moreover, Government servant are the most reliable tax payers, the government servant and pensioners should have some special clause of tax rebate to them like "govt. employees tax rebate" say 100000.00 beside GPF etc. The variation in band pay in PB3 1st stage and 2nd stage is very high and unreasonable. The same problem exits between PB3 and PB4 pay band. The facts may please be reconsidered.

PAY SCALE OF CBSE TEACHERS AND UGC NET QUALIFIED LECTURER SHOULD BE MORE THAN STATE GOVT TEACHER AND SET QUALIFIED LECTURER.
It has been observed that students pass graduation , post graduation and B.Ed degree in local/regional language and they become teacher and get payment at the teacher’s scale. Such teachers are termed as “teachers” but they can not teach anywhere in India. Not only that, such teachers create regional feeling among students and this feeling continue generation after generation. If we think about nationalism, if we stand at Delhi then a teacher of CBSE board offers a considerable contribution to the nation, to the future generation. A regional teacher stays at his own home throughout whole service life and cultivates lands and produces crops and enjoy a great whereas a teacher of CBSE board has to stay at different place but gets equal payment of a regional state teacher. Same thing happens for those who clear UGC NET and get lecturer job at far place, at distant place in another state. There are students who clear SET and get lecturer job in their own state iuniversities and teach in local language and enjoy a lot. But all are getting equal payment. Is it justifiable ? Will this thing lead us to form one state, one language ? There are states in India where teachers, Head Master, lecturer, professors can not read, write and speak in Hindi because they did not study hindi from class one to PG. Such teachers are called “teachers” because they can teach only students of his own language. Such teachers teach students to ignore hindi. Such teachers teach students, “Do not watch Hindi movie, do not sing Hindi song, you will become a bad student”. Such teachers fear that if Hindi is promoted then they (teachers) have to learn Hindi, so better to live peacefully at one corner of the country. Therefore, I request authority to promote/upgrade pay scale for those teachers who can teach all over India. There should not be same scale for teachers all over India. CBSE board teachers should get much higher payment and other facilities. Their basic scale should be atleast 2000 (two thousand rupees more) than a state govt teacher. A CBSE board teacher and UGC NET lecturer must get good accommodation wherever he gets posting. The condition of quarter must be developed. He and his family members should get free medical support. All universities have to mention in certificate of degree/PG and B.Ed/M.Ed the medium of instruction. Universities have to add this sentence either in marksheet or in certificate that, “ His medium of instruction was “ English” or “Hindi” or “Bengali”. “yeh dekhkar sabko pata lagega ki tum kis khet ki muli ho “ People of India do not want equality and to make them alright these measure is required. Another thing I want to tell you sir that Mathematics teacher should get 1000 rupees more payment than other subject teachers.
