Respected Sir,

Sub:- Merger of Dearness Allowance with the Pay of the Central Government Employees - reg.

While thanking you for the decision for appointment of 7th Central Pay Commission, we request you to kindly appreciate that the Dearness Allowance paid to the Central Government employees had crossed 50% of pay as on 01.01.2011. This portion of the Dearness Allowance needs to be merged with the Pay for all purposes as was done in the year 2004.

2. According to the figures available, the Central Government employees will get at least 9% increase in the Dearness Allowance w.e.f. 01/01/2014 thus the DA may be almost 100% of pay. 

NF1R, therefore, requests you to kindly see that Government takes decision for merger of 50% DA with pay for all purposes with effect from January 1, 2011.

The point is we should have raised the issue in final report of 6th pay commission.Our unions should have put objection. it's such an important issue. Now no point in crying over split milk. Only we can depend upon Govt's sympathy.

Why Not...? Time to time, it is seen that Govt.Functionary for their own benefits...takes the help of recommendations of 4th/5th CPCs...Thus,looking towards such use of the recommendations made previous CPCs, we should have to get one concrete decision of Govt. on the subject, at the earliest...(Thanks)

Too much gap ration between the workers and officers are maintained that should be reduced as various facilities are also given in the same ratio. This gap should be reduced in the next one.

Merger of 50% DA with Basic Pay before constitution of 7th CPC

I, Din Dayal Shukla, General Secretary of AFHQ Association [Estd.1922] & Ex-member of Office Council(JCM)at Ministry of Defence, request all the comrades to joint our hands to raise strong voice for merger of 50% DA with Basic Pay.

It is pertinet to mention here that as on 1.1.2004, the DA was 61% and the 50% of the DA was merged with the Basic Pay w.e.f 1.4.2004. From 1.1.1996 the effective date of 5th CPC, the DA was increased to 61% in 8 yrs. Whereas from 1.1.2006, the effective date of 6th CPC the DA is to be reach to 101%. It duly has reflected the rate of inflation much more. The high increase of DA in such a short span has made adverse impact and nullifying the effect of increase in pay & allowances given by the 6th CPC for at least the lower segments of Central Govt. Employees of PB-3 and lower i.e MTS, LDC, UDC, Asstt & Section Officer..
It is therefor, emphasized that the Govt. should examine the above situation and sufferance of the Central Government employees whose pay fall in the Pay Band-3 and below and thereafter take corrective steps and better it would be if at least 50% of DA is merged with their Pay immediately to compensate the erosion of the real vaule of wages granted consequent upon the 6th CPC,as it was done w.e.f 01.04.2004 as compensation. It would be appreciable,if the 50% DA is merged with the Basic Pay before the constitution of 7th CPC.

As supreme court issue order that MACP must granted as per promotional herirchy not with grade pay herirchy.Till date dopt/UPSC/Govt Of India not issuse the above said order due to which 50Lakhs central govt are affected beacuse of MACP.
so All fedration/unions/association are come toghether for the above said issue.

Now the demand should be revised for merge of 100 DA as the DA w.e.f.01-01-2014 would be definitely 100%.
