Subject: Setting up of Implementation Cell, Seventh Central Pay Commission in the Department of Expenditure
An Implementation Cell for processing and implementing the accepted recommendations of the Seventh Central Pay Commission is set up in the Department of Expenditure, M/o Finance for a period of one year with effect from the 20th November, 2015, with the complement of staff structure as mentioned under:
2. Joint Secretary (Personnel), Deptt. of Expenditure shall head the Implementation Cell in addition to her current responsibility till the post of Joint Secretary, Implementation Cell is created.
3. This issues with the approval of Hon’ble Finance Minister.

Since the no. of increments in the retiring level are important for computing the pension under option-1 of the recommendations of 7CPC, the following points are brought out for kind consideration and necessary action pl.
1.In cases of Pensioners who have worked in their retiring levels spreading over both 4 and 5th CPCs regimes, the total no of increments drawn are seen to be getting compressed due to the application of the recs. of 5CPC, thereby reducing their pensions under option-1 of the 7CPC formula for pension re-fixation, thus reducing their NLPDs and pensions.
Hence, in order to ensure fair-play and justice, it is requested that in such cases, a more realistic formula may be worked out to ensure that the total no. of increments drawn in their retiring levels do figure in the computation of their pensions under option-1 please.
