All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of December 2011.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2011 decreased by 2 points and stood at 197 (one hundred & ninety seven).

During December, 2011, the index recorded maximum decrease of 8 points each in Ghaziabad and Jamshedpur centres, 7 points each in Mysore, Bokaro and Ranchi Hatia centres, 6 points in 3 centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 11 centres, 2 points in 18 centres and 1 point in 17 centres. The index increased by 6 points in Coonoor centre, 4 points in Chennai centre, 3 points in Mercara centre, 2 points in 3 centres and 1 point in 2 centres, while in the remaining 7 centres the index remained stationary.

The maximum decrease of 8 points in Ghaziabad and Jamshedpur centres is mainly on account of decrease in the prices of Onion, Vegetable & Fruit items, Primary and Middle School Fee and Books, etc. The decrease of 7 points in Mysore, Bokaro and Ranchi Hatia centres is mainly due to decrease in the prices of Rice Wheat, Onion, Vegetable & Fruit items, Primary and Middle School Fee and Books, Petrol, etc. The increase of 6 points in Coonoor centre is mainly due to increase in the prices of Rice, Maida, Suji, Dairy Milk, Milk (Cow), Tamarind, Tea (Readymade), Sugar, Sweater, Medicine (Allopathic), Medicine (Homeopathic), Bus Fare, Barber Charges, etc. The increase of 4 points in Chennai centre is due to increase in the prices of Dairy Milk, Tea (Readymade), Cigarette, E.S.I. Contribution, Bus Fare, Flower/Flower Garlands, etc.

The indices in respect of the six major centres are as follows :

3. Chennai – 184

4. Delhi - 182

5. Kolkata – 185

6. Mumbai – 199

The point to point rate of inflation based on CPI-IW(General) for the month of December, 2011 is 6.49% as compared to 9.34% in November, 2011. Inflation based on Food Index dipped to the level of 1.97% in December, 2011 as compared to 7.61% in November, 2011.

The CPI-IW for January, 2012 will be released on the last working day of the next month, i.e. 29th February, 2012.

Hundred and Forty-second Report on the petition praying for grant of one rank one pension to the armed forces personnel.

The Committee on Petitions of Rajya Sabha under the Chairmanship of Shri Bhagat Singh Koshyari, MP, presented its Hundred and Forty-second Report to the Rajya Sabha on 19th December, 2011 on the petition praying for grant of one rank one pension to the armed forces personnel.

2. The Petition was submitted by Shri Sanjay Prabhu and others, resident of Bangalore and countersigned by Rajeev Chandrasekhar, MP, Rajya Sabha.

3. The Committee during the course of its deliberations interacted with the petitioners, representatives of Departments of Ex-servicemen Welfare (M/o Defence), Expenditure (M/o Finance) and Pensions and Pensioner's Welfare (M/o Personnel, Public Grievances and Pensions) and some organizations/individuals.

4. Following are the important recommendations of the Committee:-

4.1 The Committee has taken note of the fact that a sum of Rs.1300 crores is the total financial liability for the year 2011-12 in case OROP is implemented fully for all the defence personnel in the country across the board. The Committee was informed that out of this, 1065 crores would go to retirees belonging to Post Below Officer Ranks (PBOR) while the Commissioned Officers would be getting the remaining i.e. 235 crores. The Committee felt that 1300 crores is not a very big amount for a country of our size and economy for meeting the long pending demand of the armed forces of the country. The Committee understand that this 1300 crores is the expenditure for one year which might increase at the rate of 10 percent annually. Even if it is so, the Committee does not consider this amount to be high, keeping in view the objective for which it would be spent.

4.2 The Committee was not convinced with the version of the Ministry of Finance that the grant of OROP to the defence personnel would eventually generate similar requests from the civilian work force of the country under the Central Government and the State Governments. The Committee feels so because of the quite different terms and conditions of service of the two different categories of employments. The terms and conditions of armed forces are tougher and harsher than the civilian Government employee. On the issue of returning of service medals by the defence personnel of our country to the President of India in view of the Governments' apathetic attitude towards their demand of grant of OROP, the Committee was of the view that our defence personnel should not feel alienated to this extent again and they are not forced to surrender their hard earned service medals in this manner to exhibit their discontent with the government policies.

4.3 The Committee also felt that the decision of the Government to bring our defence personnel on the pattern of the civilians with regard to their pay, pension, etc. (from Third Central Pay Commission onwards) is not a considered decision which has caused hardship to the defence personnel and has given birth to their demand for OROP. The Committee understand that before the Third Central Pay Commission, the defence personnel were getting their pay / pension on the basis of separate criteria unconnected with the criteria devised for the civilian work force. That criteria acknowledged and covered the concept of OROP which has been given up after the Third Central Pay Commission.

Reference is invited to this HQrs. office circular of even No. dated 28.12.2011 on the above subject.

2. In this connection, D0P&T have further clarified vide their OM No.31011/8/2010-Estt.(A) dated 18th January 2012 that "a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. Journey upto Delhi / Amritsar will have to be taken as per their entitlement. Also a Government employee can avail All India LTC to visit NER by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the NER from Guwahati or Kolkata. Journey upto Guwahati/Kolkata will have to be taken as per their entitlement”.

CRA reduces AMC by almost 20% and transaction charges by more than 16%

CRA had reduced Annual Maintenance Charges (AMC) from Rs. 350 to Rs. 280 and Transaction Charges from Rs. 10 to Rs. 6 once the number of accounts (PRANs) crossed 10 lakhs. It was committed to reduce the charges once the number of accounts reaches 30 lakhs. However, with commendable increase in the number of subscribers in a short span of one year, CRA has reduced the AMC by almost 20% to Rs. 225 and Transaction Charges by more than 16% to Rs.5 even before reaching the milestone.

OFFICE MEMORANDUM

Subject: Stepping up of pay of PAs of CSSS in case of ACP followed by ad-hoc promotion.

The undersigned is directed to say that the issue of senior PAs of CSSS who got their ACP followed by ad-hoc promotion prior to 1.1.2006 and are drawing less pay than PAs of CSSS who got their ACP and ad-hoc promotion after 1.1.2006 has been receiving attention. The Note 7 below Rule 7 of CCS (Revised Pay) Rules, 2008 provides that ‘where in the fixation of pay under sub-rule(1), the pay of Government servant, who, in the existing scale was drawing immediately before the 1st day of January, 2006 more pay than another Government servant junior to him in the same cadre, gets fixed in the revised pay band at a stage Lower than that of such junior, his pay shall be stepped upto the same stage in the revised pay band as that of the junior.

2. It has now been decided in consultation with the Department of Expenditure vide their I.D.Note No.18/11/2010-Legal (Pt. File)-Vol.I dated 29.12.2011 that the senior PAs of CSSS who got their ACP followed by ad-hoc promotion prior to 1.1.2006 and are drawing less pay than PAs of CSSS who got their ACP and ad-hoc promotion after 1.1.2006, may be allowed stepping up of pay subject to the fulfilment of the following conditions:

(i) Both the junior and the senior Government servants should belong to the same cadre and the posts in which they have been promoted/financially upgraded should be identical in the same cadre.

(ii) The pre-revised scale of pay and the revised grade pay of the lower and higher posts in which they are entitled to draw pay should be identical.

(iii) The senior Government servants should have been drawing equal or more pay than the junior before receiving ACP/ad-hoc promotion.

(iv) The stipulations as contained in DOPT’s O.M. No.4/7/92-Estt.(Pay-I) dated 4.11.1993 along with revision of pay scales may be observed while granting such a stepping up ofpay.

3. It may be noted that this stepping up of pay is being allowed as a special dispensation. This special dispensation shall not be applicable to other cases of ACP/ad-hoc promotion which are not affected by the revision of pay scales consequent upon the implementation of the recommendations of the 6th CPC.

Attention is invited to Ministry of Finance, Deptt of Expenditure, OM No.19024/1/2009-E.IV dated 16.9.2010 reiterating guidelines on Air Travel on Tours/LTC, circulated vide this HQrs office circular bearing No.AN/XIV/Vlth CPC/Circular/VoI-IV dated 16/09/2010 and this HQrs office important circular dated 24/8/2011, wherein it was requested to give wide publicity to the guidelines issued by the Ministry of Finance, Deptt of Expenditure
concerning air travel and booking of air tickets only from authorized travel agents by Officers/Staff of the Defence Accounts Department.

2. Inspite of repeated instructions/important circulars issued by this HQrs office on the matter, a number of cases are still being received in this HQrs office seeking clarification/relaxation on admissibility of TA/DA/LTC claims, on journeys performed, by Air India/Private airlines by officers, on Tour/LTC by purchasing air tickets through private travel agent other than Balnier Lawrie & Company and M/s Ashok Travels & Tours in violations of the guidelines laid down in Ministry of Finance, Ðeptt of Expenditure, OM dated 16/09/2010.

3. This has been viewed very seriously by the Competent Authority and once again reiterated that in terms of the provisions contained in MoF, Deptt. of Expenditure OM dated 16/09/2010, air tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of authorized Travel Agents viz M/S Balmer Lawrie & Company, M/s Ashok Travels & Tours. In the event of air journey being performed by private airlines on Tour/LTC, by seeking deviations from Ministry of Civil Aviation, the bookings of tickets is also required to be done invariably through the authorized travel agents only.

4. The contents of this important circular may please be given wide publicity and brought to the notice of all concerned serving under your office/organization. It is further directed that all cases of air travel where the guidelines issued by MoF, Deptt of Expenditure have not been followed, are to be disallowed at your end without any reference being made to this HQrs office.

Tax Free Bonds Tranche-I to Raise upto Rs. 6,300 Crore

Public Issue to Open Tomorrow

Indian Railway Finance Corporation Limited (IRFC), the financing arm of Indian Railways, is proposing to issue Tax Free, Secured, Redeemable, Non-Convertible Bonds of face value of Rs. 1,000 each in the nature of Debentures, having benefits under Section 10(15)(iv)(h) of the Income Tax Act, 1961, as amended (‘Bonds’) aggregating to Rs.3,000 crore with an option to retain oversubscription of upto the shelf limit of` Rs. 6,300 crore (‘Issue’).

The application for subscription of Bonds should be for a minimum of 10 Bonds and in multiples of 5 Bonds thereafter. The Issue will open for subscription on January 27, 2012, and close on February 10, 2012, or earlier (subject to the Issue being open for a minimum period of 3 days), or extension by such period, upto a period of 30 days from the date of opening of the Issue, as may be decided by the Board of Directors or by a duly constituted committee of the Company. The Bonds shall carry a coupon rate of 8.00% p.a for 10 years (Series I) and 8.10% p.a for 15 years (Series II). An additional coupon rate of 0.15% p.a. and 0.20% p.a. on series 1 and series 2 respectively shall be available to Resident Indian individuals, Hindu Undivided Families through the Karta and Non Resident Indians on repatriation as well as non-repatriation basis, applying for an amount aggregating upto and including Rs.5 lakhs across all Series in the tranche (available only to the original allottees). The Bonds are proposed to be listed on NSE and BSE.

            The Bonds have been rated ‘CRISIL AAA/Stable’ by CRISIL, ‘[ICRA] AAA’ by ICRA and ‘CARE AAA’ by CARE, indicating highest degree of safety for timely servicing of financial obligations.

            Investors will have an option to hold the bonds either in physical or in demat form. The Bonds will be secured by way of a pari passu charge on the movable assets of the Company comprising of rolling stock such as wagons, locomotives and coaches.

            SBI Capital Markets Limited, A. K. Capital Services Limited and ICICI Securities Limited are the Lead Managers to the Issue. Indian Bank shall be the Trustee to the Issue.

            The Company intends to utilize the Issue proceeds for financing the acquisition of rolling stock and financing the capacity enhancement works in the Indian Railways.

      All investors proposing to participate in the Issue should invest only on the basis of the information contained in the Shelf Prospectus and the Prospectus Tranche-1, both dated January 19, 2012.

      The Shelf Prospectus and the Prospectus Tranche 1 are available on the website of the NSE and BSE at www.nseindia.com and www.bseindia.com , the website of SEBI at www.sebi.gov.in, the website of the Company at www.irfc.nic.in and the respective websites of the Lead Managers at www.sbicaps.com, www.akcapindia.com and www.icicisecurities.com.

            IRFC is the financing arm of the Indian Railways. 100% shareholding in IRFC is held by the President of India acting through Ministry of Railways. The Company has been notified as a Public Financial Institution under Section 4A of the Companies Act, 1956 and registered as a Non-Banking Finance Company without accepting public deposits (Infrastructure Finance Company) with the Reserve Bank of India. The Company’s principal business is borrowing funds from the commercial markets to finance the acquisition of new rolling stock which is then leased to the Indian Railways. IRFC is a consistently profit making Public Sector Undertaking that has funded rolling stock of book value of Rs.69,843 crore (5,567 locomotives, 33,856 passenger coaches, 14,90,300 freight wagons and 85 cranes and track machines) for Indian Railways (as on 30.09.2011). Net worth of IRFC as on 30.09.2011 stood at approximately Rs.4,487.50 crores with Nil Non-Performing Assets. The Company recorded a net profit after tax of Rs.485.20 crore for year ended 31.03.2011 compared to Rs. 442.69 crore for year ended 31.03.2010.

The approximate arrear amount calculation has been made for the loss of one increment in pre-revised scale, for those date of increment falls between Feb-Jun. The table express the total amount of arrear from 1.1.2006 according to the increment amount.

This is the general calculation for all Central Government employees, not included the Overtime, Incentive and other benefits.

SUBJECT: Recommendations of 6th Central Pay Commission - Applicability of revised Group 'D’ pay scales to Casual Labourers with Temporary Status.

In supersession of this Department’s O.M. of even number dated 12.9.2008 on the above subject it has been decided that the wages of Casual Labourers, who were granted the temporary status in terms of the provisions of the Casual Labourers (Grant of Temporary Status and Regularization) Scheme, 1993 issued by this Department and were in receipt of wages based on the pre revised S-I scale as on 1.1.2006, may be worked out and paid on the basis of the Pay Band I with Grade Pay of Rs.1800/- w.e.f. 1.1.2006 provided they are matriculate. In case of similarly placed non-matriculate temporary Status casual labourers, the above benefit of wages w.e.f. 1.1.2006 may be extended only after imparting the requisite training by the respective administrative Ministries/Departments on the lines indicated in the MOF O.M. No. 1/1/2008-IC dated 24.12.2008.

2. This issues with the concurrence of Ministry of Finance (Department of Expenditure).

Administrative Ministry/Department concerned can admit the claims in relaxation of the provisions subject to the following time limits without reference to DoPT: (a) Where no advance is taken, LTC Bill submitted within a period not exceeding six months; and (b) Where advance has been drawn, claim for reimbursement submitted within a period of three months after the completion of return journey (provided the Govt. servant refunds the entire advance within 45 days after the completion of the return journey. 2.	Can a Govt. servant visit NER or N&K on more than one occasion on conversion of Hometown under the relaxation allowed for LTC visits to NER/J&K?	Govt. servant who has availed the benefit of Home Town conversion to NER/J&K in one block (say 2006-2009) can again visit NER/J&K in the new/next block (say 2010- 2013) subject to availability of LTC in a allowed particular block so long as the relaxation is in force. 1. Both NER and J&K scheme of LTC allow relaxation for air travel on All India LTC to all categories of employees to the extent specified in the DOP&T’s O.M 31011/4/2007- Estt.(A) dated 02.05.2008 and DOP&T’s O.M 31011/2/2003-Estt.(A) dated 18.06.2010 even if the Hometown and the Headquarters are same.

14.	Whether airfare of children whose full fare is charged by the airlines is reimbursed?	If full fare has been charged by the airlines and paid by the Government servant, the same will be reimbursed.
15.	Can a Govt. servant use the service of travel agents for LTC purpose?	Yes, but it should be limited to M/s Balmer Lawrie and Company and M/s. Ashok Travels and Tours.
16.	What is the definition of family for LTC?	For LTC purpose, family consists of (i) Spouse of the Govt. servant and two surviving unmarried children or Step children. (ii) Married daughters, who have been divorced, abandoned or separated from their husbands and widowed daughters residing with and wholly dependent on the Govt. servant. (iii) Parents and/or step parents residing with and wholly dependent on the Govt. servant. (iv) Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. servant provided their parents are either not alive and are themselves wholly dependent on the Govt. servant. 17.	What are the dependency criteria?	A member of family whose income from all sources, including pension, temporary increase in pension does not exceed Rs.3500 from 01.09.2008 and Dearness relief thereon is deemed to be wholly dependent on the Government servant.

Directorate of Estates takes various initiatives to streamline government accommodation

Directorate of Estates in the Ministry of Urban Development has been mandated the job of providing official residential accommodation to officers working in eligible offices. With a view to augment availability of residential accommodation of higher types, the following pro-active initiative have been taken by Directorate Estates over the last one year.

The Government is conscious of the acute shortage of residential accommodation to its officers in Delhi. Towards this, New Moti Bagh Residential project has been completed under PPP mode by NBCC. This has provided much relief to the senior officers of the Government. The Government is in advance stage of considering and approving another PPP project for re-development of East Kidwai Nagar. In the East Kidwai Nagar, it is proposed to develop another 4747 units of Government residential accommodation, with majority of accommodation in lower types i.e. Tye-IV and below. In addition to this, the Government is also constructing houses on the DDU Marg.

It was seen that on many occasions the officials who were allotted flats were not vacating houses on transfer/retirement. This was further adding to the scarcity in allotting flats to the eligible officials. The Ministry of Urban Development (Directorate of Estates) is taking action to ensure eviction of unauthorized occupants from Government flats/houses. During the calendar year 2011, 815 unauthorized occupants were evicted.

During the period from January to December, 2011, a total of 520 allotments were cancelled on account of subletting against 306 cancellations in the year 2010. The cancellation of allotment is being pursued to ensure vacation of the house. Already 350 houses have been got vacated till December, 2011.

During the period January to December, 2011, an amount of about Rs.4.70 crores have been recovered on account of damages i.e. penal rent on account of unauthorized occupation. It is mentioned that earlier, while sending notices for recovery of outstanding dues, a notice was also sent to the family members of late Smt. Indrani Devi showing an outstanding dues of Rs.1.98 crores. On further examination of documents, it has been established that House No.6. Krishna Menon Marg was vacated on 30.11.2002 by the family members of late Smt. Indrani Devi and, therefore, the demand notice for Rs.1.98 crores has been withdrawn.

The undersigned is directed to say that discrepancies have often been noticed in the ACRs/APARs of CSS officers received in the CS Division of DoP&T from the Ministries/Departments. Such incomplete and inaccurate ACRs/APARs are required to be sent back to the respective Ministries / Departments for rectification of deficiencies resulting in unwanted delay in completion of ACRs/APARs of the officer concerned.

2. In order to avoid unnecessary correspondence and delay, a Check-List for the convenience of the participating Ministries/Departments has been prepared a copy of which is enclosed. The check-list is not exhaustive, but is aimed at facilitating the Ministries/Departments to check at their end the frequently noticed inconsistencies before forwarding the ACRs/APARs to DoP&T.

3. It is once again reiterated that the instructions issued by the Establishment Division of this Department from time to time on preparation and maintenance of ACRs/APARs may be adhered to and it may be ensured by the officer authorized in the Ministries/Departments that the ACRs/APARs forwarded to the DoP&T are complete in all respects.

Initiating the implementation of the recommendations of the Bajpai Committee to Review

Implementation of National Pension System (NPS) in the Private (Non-Government) Sector, Pension Fund Regulatory and Development Authority (PFRDA) has announced changes in the charge structure for the Points of Presence (POP) for Private Sector subscribers under National Pension System (NPS).

At present, the Points of Presence charge a flat rate of Rs. 20 for the initial subscriber registration and Rs. 20 per transaction for any contribution upload. The Bajpai Committee had observed that a flat rate structure amounts to the poor subsidizing the rich, and a more equitable structure would be charging of fees as an ad-valorem basis.

Based on these recommendations and the comments received from various stakeholders, PFRDA has now announced the following charge structure with immediate effect:

1. An Initial subscriber registration charge of Rs.100/- and an ad valorem transaction charge of 0.25% of the initial contribution amount from subscriber subject to a minimum of Rs.20 and a maximum of Rs. 25,000/-.

2. Any subsequent transaction involving contribution upload – 0.25% of the amount subscribed by the NPS subscriber, subject to minimum of Rs.20/- and a maximum of Rs. 25000/-.

3. Any other transaction not involving a contribution from subscriber – Rs 20/-

The above structure is applicable to both individuals and corporates in the Private (Non-Government) Sector, and is expected to sufficiently incentivise the PoPs to actively participate in the opening of NPS accounts and also provide improved services to account holders. The PoPs have the option to negotiate on the above charges with the subscribers, but within the prescribed charge structure.

Grant of Child Care Leave to State Government employees

Child Care Leave of 2 years for women employees of West Bengal

The West Bengal Cabinet Committee has decided to grant a special “Child Care Leave” of two years for female State Government employees.

The rules and regulations for this leave is the same method as in the Central Government services. The CCL could be taken till a child turns 18 years. Maximum period of two years (730 days) for female employees. The female employees will get their full salary during this period.

The Central Government had introduced the leave facility in 2008 for its employees. At present, state government employees are entitled to four months of maternity leave.

The Ministry of Information & Broadcasting has uploaded Citizen/ Client’s Charter on its website. The vision of the Citizen/ Client’s Charter is to create an enabling environment for Media and Entertainment sector, with appropriate policy framework, to help it grow at a sustainable annual growth rate of above 12 per cent and, in the process, take the benefits of the emerging technologies to disseminate information on the Government’s policies, programmes and its achievement, and facilitate value based wholesome entertainment for the people of India.

The Mission of the Charter is:

·                     To effectively disseminate information on the policies, programmes and achievements of Government while ensuring free flow of information to the public and safeguarding freedom of the press and media in general.
·                     To promote, facilitate and develop the Broadcasting Industry in India and strengthen the Public Service Broadcaster.
·                     To promote and develop good and value based content for healthy entertainment of people of all ages and create a policy framework for achieving this.
·                     Universal Digitalization for broadcasting by 2017.
·                     Expansion of FM Radio network to all cities with a population of one lakh and above by 2014.
·                     To restore, digitalize, preserve and enhance public access to the archival wealth of films, video and audio resources.
·                     Digital conversion of Indian Films by 2017.
·                     Human Resource Development and setting up of the Centres if Excellence for Media and Entertainment sectors

The Charter outlines all the major services rendered by the Ministry to the citizens alongwith the procedure and the stipulated timelines. The subject listed are as follows:

Fixation of Pay consequent upon 6th Pay Commission in cadres of Inspectors / PAs /AOs in Income Tax Dept.

Consequent upon the upgradation of pay recommended by sixth CPC as 6500-10500 to 7450-11500 with Grade Pay of Rs.4600, many dept. has done fixation as on 01.01.2006 with basic pay as Rs.7450 for these cadres. But as that is not mentioned in the DOPT order memo dated 13.01.2009 [only enhancement of Grade Pay from Rs.4200 to Rs.4600 is mentioned in the said order], Zonal A/Cs offices are insisting for recoveries where the minimum has been fixed as Rs.13860 [7450 X 1.86] + Grade Pay of Rs.4600.

Recently I.T. Dept has issued an order to ZAO not to recover the amount as it is under "Active Consideration" of DOPT and most likely it will be granted.

Income Tax Department Directed to Launch Special Drive for Verifying High Value Transactions

The Central Board of Direct Taxes has directed the Income Tax department to launch a special drive, from 20th January to 20th March 2012, for verifying high value transactions (investments / deposits / expenditure) from persons who are not assessed to income tax or who have not furnished their PAN while entering into such transactions. In an instruction issued today, the CBDT issued proforma for query letters and responses to be issued to the high value investors / depositors / spenders.

Addressees will be required to furnish their PAN if they already have one, or apply immediately for PAN to NSDL / UTIISL if they do not have one. They will also be required to explain the source of the high value investments / deposits / expenditure, and whether these are properly accounted for / explained in the income tax return filed by them. Persons who have not properly accounted for the high value transactions, are required to pay due taxes and file the income tax return within this financial year, i.e. by 31st March, 2012. For furnishing the information called for, visit to the tax office is not necessary. Information can be sent by speed / registered post.

In some cases, the tax officials may also visit the premises of the high value investors / depositors / spenders. In such cases, the taxpayer should verify the identity of the tax official before furnishing information in the prescribed proforma. In case of any grievance or complaint, taxpayer may contact the assessing officer or the additional / joint commissioner or the commissioner concerned. The visiting tax official is required to furnish the telephone numbers of his supervisory officers.

There are penal consequences of not obtaining PAN or reporting it. For not paying proper taxes, there can be penalty up to 300% of the unpaid tax, and also prosecution in some cases.

The undersigned is directed to say that on the basis of information received from all the Cadre Units, an updated Common Seniority List of Steno Grade ‘D’ of CSSS from Select List Year 1981 to 2007 (Annexure) has been prepared in accordance with Regulation 3(3) —III-Grade ‘D’, sub-paras (a) and (b) of the Central Secretariat Stenographers’ Service (Preparation of Common Seniority Lists) Regulation 1971, as amended from time to time. 2. The seniority of officers appointed as Steno Grade ‘D’ has been determined as per the following principle: ‘subject to maintenance of inter-se-seniority in the Cadres, officers appointed to the grade are arranged according to their merit in the Competitive Examination conducted by the Staff Selection Commission; those appointed from an earlier examination being placed above those appointed from a Later examination’.

3. It may be noted that Steno Grade ‘D’ upto Select List Year 2000 have already been covered for promotion as PA on adhoc basis and some Steno Grade ‘D’ have been transferred to other Cadre Units of CSSS at the time of their adhoc promotion by this Department. However, their names have been indicated against their parent Cadre Units in the updated CSL of Steno Grade ‘D’.

4. All the Cadre Units of CSSS are requested that the updated CSL may be brought to the notice of all concerned officials of Steno Grade ‘D’ of CSSS (including those who have proceeded from the Cadres on deputation to the ex-cadre post) and they may be requested to submit representations / objections, if any, with regard to any factual inaccuracy and order of placement in the List, which may be forwarded along with the comments of the concerned Cadre Units to this Department for appropriate action. Cadre Units are also requested to verify the correctness of the particulars such as date of regular appointment, date of birth, rank number, date and month of examination, etc. of the officials shown in the list. If the name of any Steno Grade ‘D' has been left out in advertently from being included in the List, the names of such officials along with their particulars may be forwarded to this Department.

5. it is also requested that if any of the Steno Grade 'D’ shown in the updated CSL has already been appointed as PA on regular basis against SQ/DE quota or has ceased to be a member of the Steno Grade ‘D’ of CSSS due to any reason, the names of such officials along with their full details may please be furnished to this Department. Cadre Units are requested that factual inaccuracies/deficiencies, if any, may be brought to the notice of this Department immediately but not Later than 10.2.2012 to enable this Department to finalise the updated CSL and issue the zone of consideration for promotion of Steno Grade ‘D’ as PA under seniority quota for the Select List Year 2010. In case nothing is heard from any Cadre Unit by that date, it will be presumed that there is no factual inaccuracy in the said list and the updated CSL will be finalized accordingly.

Subject: Notional fixation of pay to officers included in the Deputy Secretary Select List 2009 and 2010— reg.

As per DPC guidelines promotions are effective from a prospective date. However, in the case of Central Secretariat Service, Select Lists for the Selection Grade (Deputy Secretary) for certain years got delayed due to protracted litigation over the question of inter-se seniority between the direct recruit and promotee Section Officers.

2. In consideration of the above facts, extending the benefit of notional fixation of pay to CSS Grade / officers on their promotion to the Selection Grade from the 1st July of the Select List year which is the date for counting approved service in all grade of CSS, was allowed till the Select List Year 2007 2008 was a no panel year for promotion to the grade of Deputy Secretary. For the Deputy Secretary Select List years 2009 and 2010, no such benefit has been extended.

3. The Office Order issued by CS Division promoting the CSS Grade / officers against DSSL 2009 specifically mentioned that the pay and allowances of the officers are to be fixed under FR 22 (1) (a) (i) w.e.f. the date of taking over the charge of Deputy Secretary on regular basis. No separate instructions for fixation of pay on a notional basis from 1st July, of the Select List year in respect of officers who have been included in DSSL 2009 or DSSL 2010 have been issued.

4. It has, however, come to notice of this Department that some of the Ministries/Departments have fixed the pay of Grade / Officers of CSS on their promotion as Deputy Secretaries against DSSL 2009 and 2010 notionally with effect from 1/7/2009 and 1st July, 2010 respectively. which is not consistent with extant rules on the subject and without any specific instructions in this regard by CS Division of DOP&T. All the Ministries / Departments are,therefore, requested to review the cases of fixation of pay of Grade-I officers ( Under Secretaries) of CSS on their promotion to the Selection Grade (Deputy Secretary) against the Select List years 2009 and 2010 and take steps to rectify the pay fixation in those cases where the benefit of notional fixation of pay has been incorrectly extended.

Keeping in view the need to finalize the draft list at the earliest, all the CSCS cadre units are now requested that factual inaccuracies/deficiencies, if any, may be brought to the notice of this Department immediately but not later than 25.01.2012. If nothing is heard from any cadre by 25.01.2012 it will be presumed that there is no factual inaccuracy in the CSL and it will he finalized accordingly.

Subject: Fresh empanelment of private hospitals and diagnostic centres and revision of package rates applicable under CGHS LUCKNOW, HYDERABAD, CHENNAI, PUNE, CHANDIGARH, JABALPUR AND DELHI

The undersigned is directed to invite reference to this Ministry's Office Memoranda of even number dated the 8th December 2010 and the 19th January 2011 vide which continuous empanelment scheme has been initiated under CGHS LUCKNOW, HYDERABAD, CHENNAI, PUNE, CHANDIGARH, JABALPUR AND DELHI for treating CGHS beneficiaries. The CGHS rates applicable have already been notified and are available on CGHS website. Three rates were notified, one for super-speciality hospitals, the second for hospitals that were accredited with the NABH and the third for hospitals not accredited with the NABH.

2. The undersigned is directed to enclose further list of hospitals and diagnostic centres under the categories mentioned in the application for continuous empanelment and tender document that have conveyed their acceptance of the CGHS rates notified under different CGHS Cities and have signed the Memorandum of Agreement with CGHS and have also furnished the appropriate performance bank guarantee. These hospitals and diagnostic centres are now taken as included in the list of approved hospitals for empanelment under CGHS, LUCKNOW, HYDERABAD, CHENNAI, PUNE, CHANDIGARH, JABALPUR AND DELHI.

3. It has now been decided that in the list of hospitals and diagnostic centres enclosed, and have now been approved under tile fresh empanelment procedure and have now signed the fresh Memorandum of Agreement and submitted the appropriate performance guarantee will be eligible to treat
CGHS beneficiaries and charge at tile revised rates with effect from the date of issue of this Office Memorandum. The empanelment shall be for a period of one year or till next empanelment, whichever is earlier.

Tamil Nadu State Government announces 'Pongal Bonus' to STC and Aavin employees.

Pongal Bonus for STC employees :
An important press release has been published by the TN Govt., regarding 'Pongal Bonus' of Rs 7.41 crore to the 1.27 lakh State Transport Corporation (STC) employees of Tamil Nadu. According to the release, in the 2011 who had worked 91 days to 150 days they will get an incentive Rs.85 and in case of 151 days to 200 days, they will get Rs.195. The 'Performance Incentive' of Rs.625 would be given for the employees who had worked above 200 days.

Pongal Bonus for Aavin employees :
Tamil Nadu Govt has sanctioned the Pongal Bonus to 27,127 employees of Aavin Department.

Pongal Bouns for Civil Supplies Corporation :
The Chief Minister of Tamil Nadu announced the bonus for the year 2011 to the Grade 'C' and 'D' employees of Civil Supplies Corporation. As per the press release, a pongal gift of Rs.350 would be given as 'Performance Incentive' to the total employees of 32,870 for the year 2012.

SUBJECT:- Enhancement in the rate of Qualification Pay from Rs.60/- to Rs.120/- per month consequent upon the revision of scales of pay on
the recommendations of the Sixth Central Pay Commission.

The undersigned is directed to refer to this Ministry’s O.M.No. 9(7)-E.III (A)/98 dated 5th August, 1999 regarding the rate of qualification pay of Rs.60/- p.m. to the Auditors/Accountants in the Indian Audit & Accounts Department and certain other organized accounts cadres and the Clerks Grade II in the Railway Accounts Department. The matter regarding revision of the rate of this qualification pay consequent to revision of scales of pay on the basis of recommendations of the Sixth CPC has been under consideration of the Government for sometime past. The President has now been pleased to decide that the rate of qualification pay may be enhanced from Rs.60/- to Rs.120/- p.m. with effect from the date an individual elects to draw pay in the revised scale of pay under CCS (RP) Rules, 2008.

2. The qualification pay shall continue to be treated as part of the pay for the purpose of fixation of pay on promotion to the next higher post.

3. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders have been issued after consultation with the Comptroller & Auditor General of India.

Subject : Training Programmes for all the officers of CSS — amendment to Cadre Training Plan.

In order to achieve the objective of equipping the CSS officers in advance, so as to prepare them to shoulder higher responsibilities with adequate skills by imparting mandatory training through CSS-CTP, it has been decided to revise the eligibility (years of service) for the training for the respective training programmes. Therefore, in partial modification of DOP&T’s OM. No.4/11/2005-CSI dated 15th December, 2006 and O.M .No.1/1/2009-CSI(Trg) dated 24th February, 2010, the following amendments shall be carried out in various training programmes:

ELIGIBILITY CONDITION OF MINIMUM APPROVED SERVICE FOR THE CSS CADRE TRAINING PROGRAMMES FOR VARIOUS LEVELS:

i) Level ‘A’ Training Programme :- Upper Division Clerks who have rendered 4 years of approved service in the grade.

ii) Level ‘B’ Training Programme :- Assistants who have rendered 6 years of approved service in the grade

iii) Level ‘D’ Training Programme :- Section Officers who have rendered 6 years of approved service in the grade.

iv) Level ‘E’ Training Programme :- Under Secretaries who have rendered 4 years of approved service in the grade.

v) Level ‘F’ Training Programme :- Deputy Secretaries who have rendered 4 years of approved service in the grade.

2. The eligibility has been modified for the purpose of training under the cadre training plan only. The eligibility for purposes of promotions etc. continues to remain the same as prescribed under the CSS Rules, 2009 and relevant Regulations.

3. All other provisions of this Ministry's O.M. No.4/11/2005-CSI dated 15th December, 2006 and O.M. No.1/1/2009-CSI(Trg) dated 24th February. 2010 shall remain unaltered. All the Ministries/Departments shall bring the above revised eligibility conditions made in the Cadre Training Plan for CSS officers to the notice of all the officers of the Central Secretariat Service in their respective Ministries/Departments.

The undersigned is directed to refer to this Department’s O.M. of even number dated 6th July, 2011 whereby Cadre Units were permitted to continue the ad-hoc appointments in the PA Grade of CSSS upto 31.12.2011 and to say that the continuation of the ad-hoc appointments in the PA Grade made by the Cadre Units have been reviewed in this Department. Since availability of regular PAs through normal modes of recruitment prescribed under the CSSS Rules may take some time, it has been decided that the period of ad-hoc appointments of those PAs who have already been working as PAs on ad-hoc basis may be extended upto 30th June 2012 or till regular PAs become available, whichever is earlier.

The undersigned is directed to refer to this Department’s O.M No.6/6/2011-CS-II(C) dated 22/9/2011 regarding issuance of zone of consideration for placement of eligible Stenographer Grade ‘D’ in Non Functional Selection Grade (NFSG) consequent upon creation of new grade of UDC (NFSG) and Stenographer Grade ‘D’ (NFSG) in CSCS and CSSS respectively vide this Department’s O.M. No. 20/49/2009-CS.II(B) dated 22/6/2011 and to say that the matter relating to pay fixation on grant of NFSG to UDCs and Stenographers Grade ‘D’ of CSCS and CSSS respectively subsequent to implementation of CCS(Revised Pay) Rules, 2008 has been considered in this Division in consultation with Estt. (Pay) Division.

2. It has been clarified by Estt.(Pay) Division vide their Dy. Combined Defence Services Examination (I) – 2012

The Union Public Service Commission (UPSC) will be conducting Combined Defence Services Examination (I) – 2012 on 12th February, 2012 (Sunday) at 41 Centers all over India as per notification dated 29th October, 2011. The Commission has introduced the facility of generating e-Admit Card (Admission Certificate) for this Examination for convenience of candidates. The candidates can download their Admission Certificate from the Union Public Service Commission website www.upsc.gov.in. Candidates are advised to take the printout of the Admission Certificate and produce the same for appearing at the allotted venue for this examination. No paper Admission Certificate will be sent by post.

In case the photograph is not printed/available on the e-Admit Card (Admission Certificate), candidates are advised to carry three (3) photographs (one identical photograph for each session) alongwith proof of identity such as Identity Card or Voter Identity Card or Passport or Driving License and printout of e-Admit Card (Admission Certificate) at the venue of the Examination.

Sub: Granting of 2 (two) additional increments in favour of teacher(s) working in non-Government aided Secondary Schools having Ph.D Degree.

With reference to above, the undersigned is directed to say that it has come to the notice of this Department that 2 (two) additional increments are not being granted to some teachers who entered into service in the Secondary Schools (s) despite their having Ph.D Degree in the relevant subject taught in the school(s) and, as such, the question of granting such benefit to a number of teachers appointed either through SSC or on the basis of rules prescribed before coming into effect of the Control of Expenditure Act, 2005 had been under consideration of the State Government for some time past. In this connection, attention is invited to Clause 5 of Rule 16 dealing with Career Advancement Scheme laid down in ROPA Rules, ’98 which provides that all secondary teachers / Headmasters / Headmistress with Doctorate Degree in the subject taught or in an allied subject shall get two additional increments from the date of the convocation on which such degree is / was awarded.

In view of this provision and in order to accord opportunity to all such teachers / Headmasters / Headmistress in the academic interest without any privilege and prejudice to any one of them, Government in the School Education Department has decided that the teachers acquiring Post Graduate Degree after having had the basic qualification of Honours Degree in the relevant subject and subsequently improving their qualification by acquisition of Ph.D Degree in the relevant subject or those who are appointed with such higher degree in the above noted subject in their possession after having acquired Honours Degree in the regular course and then P.G. Degree in the relevant subject shall get 2 (two) additional increments from the date of convocation on which such degree is / was awarded. This benefit in terms of Rule 12(5) of G.O. No. 25-SE(B)/1M-102/98, dated 12.02.1999 under ROPA Rules, ’98 is extended up to 18th August, 2005 as a cut-off date, i.e. till before the publication of the Control of Expenditure Act, 2005. All such pending cases can be disposed of accordingly.

This order issues with the concurrence of F.D. vide their U.O. No. 3426-Gr.P(Service), dated 07.12.2011.

CBSE Exam Time Table has been postponed due to elections in Uttar Pradesh.

The Central Board of Secondary Education (CBSE) has published a notification regarding the changes in the examination (12th Class - Senior School Certificate Examination) dates for all the candidates across the country. According to the notice, the examination date for the subjects of ‘Political Science’ and ‘Lending Operations’ has been shifted from 3rd March 2012 to 16th April 2012, due to reschedule of elections in Uttar Pradesh.

Subject: Stepping up of pay of senior member of All India Service vis-a-vis pay of his junior in the cadre — regarding.

Sir,

I am directed to say that references from various State Governments regarding anomalies in the pay of senior members of All India Services vis-a-vis pay of their juniors in the cadre who have been promoted to the Service or to a higher grade in the Service subsequent to the seniors, have been engaging attention of this Department.

2. The matter has been examined with reference to the existing instructions of the Government on this subject and it is stated that such anomalies on account of fixation of pay on promotion, including the promotion from State service to All India Services, can be solved by stepping up the pay of the senior member of Service at par with the pay of the junior in the cadre from the date when the anomaly arose, subject to fulfilment of following conditions:

(i) Both junior and senior should belong to the same cadre both in lower and higher grade. In the case of anomaly in the pay of officers promoted from State service to IAS/IPS/IFS in a State cadre, both junior and senior should belong to same cadre in the State Service (lower grade).

(ii) Anomaly must have arisen as a result of fixation of pay either on promotion from one grade to another in IAS/IPS/IFS or on promotion from State service to IAS/IPS/IFS, as the case may be.

(iii) Posts in higher and lower grade must be identical and in lower grade senior must not be drawing less pay than junior for whatsoever reasons.

For example if the junior officer draws higher rate of pay than the senior in the lower post or State service post by virtue of advance increments or on any other account, the above provisions will not be invoked to step up the pay of the senior officer.

Enhancement of Subscription for Tamil Nadu Government Pensioners Health Fund Scheme facility

The Department of Finance(Pension) has issued an order regarding enhancement of monthly subscription and recoverable from the pensioners / family pensioners with effect from 01 .01.2012 for the facility of Tamil Nadu Government Pensioners Health Fund Scheme. The subscription for pensioners shall be enhanced from Rs.100/- per month to Rs.150/- per month and for the family pensioners shall be enhanced from Rs.75/- per month to Rs.100/-per month with effect from 01 .01.2012 i.e. from the family pension payable for the month of January, 2012. Tamil Nadu Government Pensioners Health Fund Scheme, 1995 — Enhancement of Subscription — Orders — Issued.

ORDER:

The Government in their order first read above had constituted a fund called “Tamil Nadu Government Pensioners’ Health Fund” with effect from
01.07.1995 to provide financial assistance to pensioners for undergoing specialised treatment / surgery, when they are affected by major ailments.

2. In the Government Order third read above the subscription recoverable from the pensioners was enhanced to Rs.50/-per month with
effect from 01.04.2008 and the maximum limit was enhanced to Rs.1,00,000/- or 75% of the actual cost of treatment, whichever is less.

3. In the Government order fourth read above, the Tamil Nadu Government Pensioners’ Health Fund Scheme, 1995 was extended to the
spouse of the pensioners with effect from 17.02.2009, subject to the maximum limit of Rs.1,00,000/- or 75% of the actual cost of treatment, whichever is less, for both the pensioner and spouse combined together and the contribution recoverable from the pensioners’ monthly pension was enhanced from Rs.50/- to Rs.100/- per month with effect from 01 .09.2009.

4. In the Government Order fifth read above, the scheme was extended to the family pensioners including teacher family pensioners, with effect from 01.09.2009 for whom subscription to the fund was fixed at Rs.75/- per month on their option to enroll under the scheme.

5. Though initially the scheme was introduced as a financially self sustaining one, the receipt of funds under the scheme by way of subscription collected from the pensioners was not sufficient to meet the claims received from the pensioners resulting in a backlog of pending applications for sanction of assistance under the scheme. Owing to extension of the scheme to the spouse of the pensioners and family pensioners and also due to the extension of the facility for those pensioners/ family pensioners who have undergone treatment / surgery even in unaccredited hospitals, claims received under the scheme increased enormously, leading to a deficit of more than Rs.4 crores per month which has to be supported by the Government and so far around Rs.80 crores has been sanctioned by the Government as additional grant to the fund from the inception of the scheme.

6. In order to avoid the ever increasing additional burden to the Government and to make a break even point, the Government, after careful examination decided to enhance the subscription recoverable from the pension of the State Government pensioners. Accordingly Government direct
that the subscription from the pensioners shall be enhanced from Rs.100/- per month to Rs.150/- per month with effect from 01 .01 .2012 i.e. from the pension payable for the month of January, 2012. The Government also direct that the subscription recoverable from the family pensioners shall be enhanced from Rs.75/- per month to Rs.100/-per month with effect from 01 .01.2012 i.e. from the family pension payable for the month of January, 2012.

7. There shall be no change in the other terms and conditions of the scheme.

Subject:-Re-imbursement of rent to Government servants during their stay in State Bhavans/Guest Houses run by State Governments/Autonomous Organisations, etc.

The undersigned is directed to invite reference to this Ministry’s O.M. No. 2(39)/94-E.II(B) dated 27.10.1994 and subsequent O.M. of even number dated 19.08.2004 on the subject mentioned above. It has been represented to this Ministry that the officials, who are posted to the Centre and temporarily stay in State Bhavans/Guest Houses run by the State Govts./autonomous organizations, face hardship due to non-reimbursement of the amount of the rent paid by them equal to 10% of their basic pay.

2. The matter has been considered and it has been decided that, in supersession of the instructions as contained in the O.Ms referred to above, the officials who are posted to the Centre and temporarily stay in State Bhavans/Guest Houses run by the State Govts./autonomous organizations, may be reimbursed the amount of rent paid by them or the HRA admissible to them, whichever is less, subject to fulfilment of the following conditions:

(a) the official has applied for accommodation of his entitlement, subject to exception of cities as specified in para 4(a)(ii) of O.M. No.2(37)-E.II(B)/64 dated 27.11.1965 as amended from time to time but has not been allotted residential accommodation by the Government:

(b) the concerned Guest House should be located at the place of posting of the official: and

(c) the official must have stayed in State Bhavans Guest Houses run by the State Govt./autonomous organization and submit rent receipts in support of payment of rent.

3. The amount paid as rent in excess of admissible HRA. if any, will have to be borne by the official concerned on his own.

4. These orders shall be effective from the date of issue.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Sub: Revision of PPOs of pre-2006 family pensioners - meeting chaired by Secretary (Pension) on 3/11/11 — a model advertisement - regarding.

The undersigned is directed to refer to this Department’s O.M. of even number, dated 15th November and 22nd November, 2011 circulating the minutes of the meeting concerning revision of Pension Payment Orders (PPOs) in respect of pre-2006 Pensioners, which was chaired by Secretary (Pension) on 3/11/11. It was decided, vide para 9 of the minutes, that the Department of Pension and PW would bring out a model advertisement spelling out the utility of the revision of PPO to the individual pensioner/family pensioner, which may be used by administrative Ministries/ Departments for eliciting responses from the pensioners/family pensioners belonging to them. It was also agreed that the advertisement shall also be posted on the web-site of respective Ministry / Department.

2. In pursuance of the minutes as indicated above, a copy each of Hindi and English versions of the model advertisement is enclosed. It is requested that the administrative Ministries / Departments may consider publishing the advertisement in the leading newspapers in English and Indian languages so that maximum number of pensioners/family pensioners come to know about the benefits of getting their PPOs revised. It may also be ensured that the text of the advertisement is posted on the web-site of the Ministry / Department concerned.

India Post Signs MoU with Air India for Logistics Post Air Service

Fifteen Cities to have This Service Initially

MoU will be Effective from February 1, 2012

India Post today signed an MOU with Air India for carriage of “Logistics Post Air” Service by Air India. This service will help the customers to send their consignments to different parts of the country, especially to the North-Eastern region without difficulty. This MOU will meet the huge demand for Logistics Post Air Service for hassle free dispatch of consignments to different parts of the country including the North East.

India Post in collaboration with Air India plans to start this service from 15 cities initially to meet the demand from the customers. These cities are Ahmedabad, Agartala, Bangalore, Chennai, Delhi, Guwahati, Hyderabad, Imphal, Kolkata, Lucknow, Mumbai, Nagpur, Patna, Pune and Trivendrum. Of these, three are in the North East.

India Post will deliver the consignment of Logistics Post Air to Air India at the point of delivery of the departure station and will also collect it at the arrival station. Booking, handling, packing, delivery etc. will be done by the India Post. Air India will only transport the consignment from one station to another station.

Shri Y.P.S. Mohan, Chief General Manager, Business Development and Marketing, India Post and Shri Harsh K. Pandey, General Manager (Cargo), Air India signed the MoU on behalf of their respective organizations in presence of Shri Santosh Gauriyar, Member (Operations), Postal Services Board and Shri Rohit Nandan, CMD, Air India.

This service will be extended to other cities in a phased manner.

G.S.R. In exercise of the powers conferred by the proviso to article 302 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit Accounts Department, the President hereby make the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely :-

1. (1) These rules may be called the Central Civil Services (Leave) (Fifth Amendment) Rules, 2011.
2. They shall come into force on the date of their publication on the Official Gazette.

(2) In the First Schedule to the Central Civil Services (Leave) Rules, 1972, against Sl.No. (I) in column 2 after the words "Seamen's Sick Leave" the words "Paternity Leave, Child Adoption Leave, Paternity Leave for Child Adoption and Child Care Leave: shall be inserted.

47. Seamen’s sick leave

(1) A Government servant serving as an officer, warrant officer or petty officer on a Government vessel may, while undergoing medical treatment for sickness or injury, either on his vessel or in hospital, be granted leave, by an authority competent to grant leave, on leave salary equal to full pay for a period not exceeding six weeks:

Provided that such shall not be granted if a Government Medical officer certifies that the Government servant is malingering or that his ill health is due to drunkenness or similar self-indulgence or to his own action in will fully causing or aggravating disease or injury.

(2) A seaman disabled in the exercise of his duty may be allowed leave on leave salary equal to full pay for a maximum period not exceeding three months, if the following conditions are fulfilled, namely:-

(a) a Government Medical Officer must certify the disability;

(b) the disability must not be due to the seaman’s own carelessness or inexperience’

(3) (a) In the case of a person to whom the Workmen’s Compensation Act, 1923 (8of 1923), applies, the amount of leave salary payable under this rule shall be reduced by the amount of compensation payable under Clause (d) of sub-section (1) of Section 4 of the said Act.

(b) In the case of a person to whom the Employees’ State Insurance Act, 1948 (34 of 1948), applies, the amount of leave salary payable under this rule shall be reduced by the amount of benefit payable under the said Act for the corresponding period.

Sub: Clarification regarding Relaxation for travel by air to visit J&K against All India LTC.

The following doubts regarding admissibility of LTC claim on account of air travel to NER/J&K against all India LTC availed by a Government servant (being non entitled to travel by Air) whose HQrs. Office and home town is the same was taken up with DoP&T for clarification:

(i) Whether an individual who is not entitled to Home Town Concession (due to his HQrs and home town being same) can convert his All India LTC to
visit NER/J&K, and,

(Ii) Whether he will be allowed to travel by air to NER/J&K on conversion of his All India LTC (being non-entitled to travel by air) or not, in terms of
the guidelines laid down In GoI, D0P&T OM No. 31011/4/2007-Estt(A) dated 02.05.2008 and OM No. 31011/2/2003-Estt.(A-IV) dated 18.06.2010.

2. The D0P&T has clarified vide its OM No. 31011/8/2010-Estt.(A) dated 21st December 2011 that “a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. And journey upto Delhi/Amritsar will have to be taken as per their entitlement.”

IN CASE OF LOSS / MUTILATION OF CGHS CARDS

LOSS / MUTILATION OF CGHS CARDS

1. The holder of the CGHS card is personally responsible for its safe custody.

2. In case of loss of a CGHS card or a temporary index card. It shall be incumbent on the card holder to report the loss immediately to the Office of the Additional Director (HQ), New Delhi and also to the Ministry or Office which sponsored the requisition for the issue of the CGHS card.

3. On receipt of a report from the card holder about the loss of the CGHS card., the Ministry / Office concerned shall send a Report to the Office of the Additional Director (HQ), CGHS, and New Delhi giving full details of the circumstances leading to the loss of CGHS card.

4 In case the lost CGHS card is subsequently found, the Office of Additional Director, CGHS shall be informed and in case a duplicate one has been issued in the meantime, the original CGHS card shall be returned to the Office of Additional Director, CGHS for cancellation.

5. A penalty of Rs.50 shall he imposed on the person concerned for the loss of the CGHS card. The penalty once deposited will not be refunded even if the CGHS card is subsequently retrieved.

6. The loss of CGHS card shall be recorded by the Ministry / Office concerned in the remarks column against the relevant entry in the Register of CGHS cards maintained by them in the prescribed Form 'E’.

7. The Ministry of Health and Family Welfare may in special circumstances and for the reasons to be recorded in writing, waive the penalty charges for the loss of a CGHS Card in any particular case.

8. Besides the recovery of penalty charges, a Government employee who fails to give a satisfactory explanation for the loss of CGHS card(s) issued to him /her, would be liable to disciplinary action.

9. In the case of the loss, mutilation of CGHS card, a temporary card will be iIssued only after the penalty charges for such loss or mutilation, as the case may be, have been deposited by the concerned employee.

10. Penalty for Mutilation of the CGHS card before the period of expiry is Rs 50/-.

MISCELLANEOUS

1. CGHS card Issued by the Directorate General of Central Government Health Scheme (CGHS) is not transferable.

2. Misuse of CGHS card will entail penal consequences and in the case of Government employees, disciplinary action can also be taken.

3. On the expiry of the period of validity of a CGHS card, the holder of the CGHS card shall surrender it immediately to the Ministry/Office concerned and apply for renewal or the CGHS card(s), if necessary.

4. The holder of a CGHS card(s) will surrender it to the sponsoring authority when the CGHS card is no longer required by him on account of his transfer or shifting of residence to a non-CGHS covered area.

5. Each Ministry / Office sponsoring requisitions for CGHS cards shall maintain a register in Form ‘E’ to record the details of CGHS cards issued as per the recommendation of the Ministry / Office. This register shall be submitted to the Directorate General of CGHS if and when required for scrutiny.

6. The Ministry of Health and Family Welfare may issue any further instructions, as may be considered necessary to supplement the CGHS Guidelines and instructions.

The new procedure as laid down in this Office Memorandum shall be effective from the 16th day of January, 2012 and it supersedes all previous instructions issued from time to time on the subject.

NEW PROCEDURE FOR ISSUE OF CGHS CARDS IN OTHER CITIES

The above procedure can also be followed in all other cities 'mutatis-mutandis’ with suitable modifications. The Card making process would be centralised in the office of the AD/JD. CGHS in charge of the city.

INSTRUCTIONS REGARINDG SUBMISSION OF REQUISITIONS FOR ISSUE AND COLLECTION OF CGHS CARDS

1. Requisitions for issue of CGHS Card(s) should be sent to Additional Director(HQ) CGHS, New Delhi. They should also he duly diarised in the Administrative Section of the concerned Ministry / Department.

2. It would be the responsibility of the Ministry/Department /Autonomous bodies concerned to scrutinise the applications carefully before these are sent to the CGHS. The sponsoring authority concerned should also scrutinise the CGHS Cards collected from the CGHS (HQ) before delivery of the same to the applicant, so as to ensure that each CGHS Card(s) is in order and containing all particulars/information required to be included in the CGHS Card(s). In the case of any error being noticed, the fact should be brought to the notice of the Additional Director (HQ) CGHS, New Delhi immediately. The CGHS Card(s) should not be delivered to the applicant until the error is rectified. All applications should be thoroughly scrutinised by the Ministries etc.. for ensuring the correctness of the details furnished in the requisitions and the bonafides of the applicant.

3. The Ministry/Office concerned should nominate a representative, who will deliver the requisitions to the Office of Additional Director (HQ) CGHS. New Delhi and collect the CGHS Card(s) etc. therefrom. His/her name and designation, alongwith Identity Card Number should he indicated on the Challan slip In Form 'C’. His/her specimen signatures on the Challan slip will also be duly attested by the Administration Section of the Ministry/Office
concerned.

4. The rubber stamp indicating the name and designation of the sponsoring authority should be affixed below his/her signature on the application form, and his/her telephone number should also be Indicated to enable the Office of Additional Director (HQ) CGHS, New Delhi to contact the officer concerned over the telephone or otherwise, in case of any doubt.

5. Each Ministry/Office shall, from time to time, nominate an officer to sponsor the requisitions to be forwarded to the Office of Additional Director (HQ)CGHS, New Delhi. The name, designation and telephone no. of the sponsoring officer so appointed by the Ministry/Office concerned shall be intimated to the Office of Additional Director (HQ)CGHS. New Delhi as and when a change takes place.

6. It shall be the responsibility of the sponsoring authority / Ministry/Department/Office to ensure that the monthly CGHS contribution at
the prescribed rate Is regularly deducted from the salary bill of the CGHS beneficiary and remitted to the Government account to keep his/her CGHS membership alive and valid as CGHS is a contributory scheme.

7. It shall also be the responsibility of the Individual Central Government employee to whom the CGHS membership has been granted by issuing CGHS
card(s), to deposit his/her monthly CGHS contribution at the prescribed rate through his/her regular salary bill to keep his/her CGHS membership alive and valid.

8. It shall be the responsibility of the CGHS beneficiary to ensure that the CGHS card(s) issued to him and his/her family members are not misused in any circumstances or by any unauthorised person.

Apply for New CGHS Plastic Cards through online

PROCEDURE FOR ONLINE FILLING OF DATA FOR NEW CGHS CARDS / AND PLASTIC CARDS FOR EXISTING CARD HOLDERS.

A. NEW CGHS Cards

A Provision is there to fill up data on application form available online. Serving employee / pensioner interested to fill up data themselves may log on to the site http://cghs.nic.in. He /she shall click on the link ‘Apply for Plastic Cards’. Two options would open. He / she shall click on the option ‘New employees / pensioners who are not CGHS beneficiaries apply for Plastic Cards’ and fill up data in the online Data base. After the data is filled in and submitted the System shall generate a Token number to identify the application form generated. A print command is required for taking a print out and photos of self and other family members shall be affixed on the form.

In case of serving employees, the application form is to be verified and authenticated by his/her Ministry /department I Organization and forwarded to CGHS office.

At CGHS office the data filled up by applicant would be retrieved by using the token number and after verification of Data based on the authentication given by department in case of serving employees and after verification of supporting documents in case of pensioners, forward the data online to the agency preparing the Plastic Cards. Photos are scanned and images uploaded. A printout shall be issued after allotment of CGHS Wellness centre, which shall he valid till the Plastic Card is received.

B. Plastic Cards for CGHS beneficiaries already enrolled and have not applied for Plastic Cards.

Serving employee / pensioner interested to fill up data themselves may log on to the Site http://cghs.nic.in . He / she shall click on the link ‘Apply for Plastic Cards’. Two options would open. They shall click the option . ‘Existing CGHS beneficiaries who have not applied for Plastic Cards’ and enter CGHS Dispensary / CGHS Card number / Category or simply enter the Ben ID and enter. A form shall appear with Ben ID. A print out of same shall be filled up and photos are affixed. The form shall be authenticated by Ministry / Department / Organization concerned and forwarded to CGHS. The data is forwarded online to the agency for preparing Plastic cards.

Grant of family pension to next eligible member in the family in the case of missing family pensioners

Office Memorandum

Sub: Grant of family pension to next eligible member in the family in the case of missing family pensioners.

The undersigned is directed to state that as per extant instructions of the Government, conditional provisions have been made in the case of a missing employee/pensioner, as a measure of social security, to cut short the period of 7 years, as given in Sections 107 and 108 of Indian Evidence Act, 1872, after which the presumption of a missing person being no longer alive may be raised, and enable the family pensioner to receive family pension after a period of six months from the date of filing FIR. However, there is no such provision in the case of a missing family pensioner that the next eligible member of the family of the employee/pensioner may be granted family pension.

2. The Department of Pension and Pensioners’ Welfare has been receiving requests to issue a clarification whether family pension to eligible child / children of a family pensioner who has been declared missing can he granted.

3. The matter has been considered in this Department in consultation with the Department of Expenditure, Ministry of Finance. It has been decided to make similar provisions to mitigate the hardships of the family caused by the deprivation of its rightful family pension as a consequence of disappearance of the family pensioner. The administrative Departments/ Ministries may grant family pension to the next eligible member in the family subject to fulfilment of conditions as prescribed from time to time for dealing with the cases of missing employees/pensioners.

4. The Indemnity Bond prescribed for missing pensioners has been suitably modified to include the name and relationship of the next eligible family member as well as the deceased employee/pensioner and the missing family pensioner(s).

5. These provisions would also be applicable in case a person. who is eligible for family pension, goes missing before the family pension is actually sanctioned to him/her. In such cases, family pension will be sanctioned to the next eligible person.

6. This issues with the concurrence of Department of Expenditure vide their ID No.380/E.V/2011, dated 22.11.2011.

OFFICE MEMORANDUM

Sub: Issue of Individual Plastic Cards to CGHS beneficiaries – regarding

The undersigned is directed to Invite reference to this Ministry’s O.M No. Misc. 6024/2007/CGHS (HQ)/CGHS(P) dated 30th December, 2009 wherein guidelines on issue of individual Plastic cards to each CGHS beneficiary (serving and retired) were issued. In order to further streamline the issue of CGHS Plastic Cards, the guidelines are revised as follows:

NEW PROCEDURE FOR ISSUE OF CGHS CARDS IN DELHI & NCR

(A) SERVING EMPLOYEES

1. CGHS Cards shall be issued only to the eligible Central Government employees and such class of persons as may he decided by the Government whose place of residence is situated within the coverage area of CGHS.

2. Requisition for CGHS Cards shall be prepared in duplicate in Form ‘A’. One copy to be forwarded to Additional Director (HQ), CGHS, New Delhi and the other to be retained with the Department where the applicant is currently employed (hereinafter referred to as ‘sponsoring authority/Ministry/ Department) for record.

3. The requisition shall be sponsored by an officer in charge of administration not below the rank of Under Secretary.

4. Requisitions for CGHS Cards shall be accompanied by two copies of recent 3x5 cm. size individual photographs of all family members of the government employee, one set of which shall be pasted on the application form and shall be attested by a Gazetted Officer in charge of administration. Another set of photographs shall be signed on the back by the concerned beneficiary and enclosed with the application form for onward submission to the Office of Additional Director (HQ), CGHS. New Delhi.

5. Requisitions shall be sent along with two copies of the challan as in Form 'C' duly filled in, to the Additional Director (HQ), CGHS, New Delhi.

6. The Office of Additional Director (HQ). New Delhi shall process the requisition forms and get the cards prepared in the prescribed format which shall then be delivered to the concerned sponsoring authorities as per the laid down procedure.

7. CGHS Cards will be delivered only to the person authorised by the sponsoring authority after obtaining an acknowledgement in Form ‘D’.

8. The sponsoring authority shall ensure that the government employee, for whose family members the CGHS Cards are made out, gives a proper receipt on taking delivery of card(s) by putting his/her signature.

9. On the occurrence of death, CGIHS cards issued to a government employee shall be withdrawn and deposited by the Administration of his/her Department with Additional Director (HQ), CGHS, New Delhi for cancellation.

10.In case of change in entitlement for CGHS facilities, the Government employee shall enclose the CGHS card(s) with the application for issuing new card(s) with the revised entitlement.

11. In case of mutilation, the mutilated CGHS Card shall be enclosed with the application along with the challan in token of payment of the prescribed charges for issuing a new card.

12.CGHS Card(s) may be issued to employees of autonomous bodies (if CGHS facility is allowed to such body) under the Administrative Ministries of
Government of India in accordance with the procedure prescribed above. Officers of a rank equivalent or corresponding to Under Secretary In such autonomous bodies though not enjoying Secretariat status shall be the requisitioning authority and certifying authority in respect of such employees.

13.CGHS Card(s) for employees of autonomous bodies attached to the Ministries will be issued only if the employee is residing within the CGHS covered areas.

14.Duplicate cards may be issued on payment of prescribed fee with the details of the lost / misplaced cards. For Issue of duplicate cards, the same procedure shall be followed by the concerned employee and his/her sponsoring authority/Department /Office.

15.The employees should be encouraged to submit their applications online by using the CGHS portal. After online submission of the application from they should take a print out of the same and submit the hard copy duly signed and photographs affixed thereon, to the sponsoring authority for processing and onward submission to the Office of Additional Director (HQ), CGHS for issuing the cards. Detailed instructions for online submission of applications are at APPENDIX.

16.The plastic cards issued by CGHS shall be valid for a period of five years from the date of issue. The validity period shall also be indicated on the card.

1. Increment Anomaly Settled :As per the information received from NAC Members , In today’s National Anomaly Committee Meeting. The point of anomaly in increment between Jan to June has been settled. It has been decided to issue orders for one time correction. Orders may come soon.

2. Grant of financial up-gradation in the promotional hierarchy instead of Grade Pay hierarchy under the MACPS is under consideration: The required data on this subject was sent to DOP&T by MOD in Last weak of Dec/2011. This point was also discussed in today’s National Anomaly Committee Meeting but could not be decided. Point is under consideration and it will be again discussed in next NAC-Meeting.

3. Grant of ACP to those who have completed 24 years before 01/01/2006 : As intimated vide previous circulars, earlier the file was not traceable in MOF(Expenditure). Now the case is traced and the same is under consideration/process in MOF(Expenditure) for issue of clarification.

4. Review DPC for promotion from CM – NT – OTS to JWM : OFB has committed to issue 120 promotions by 15th Jan/2012. ACR ratings of 120 ACRs of 120 CM/NT(OTS) has been asked from factories after meeting vide. DJWM-15 NT(OTS)/A/GB Dated. 28/12/2012. Letter and list is available in OFB-COMNET. All Branch Secretaries are requested to ensure that ACR Ratings of the individuals of each branch are sent to OFB by Factories at the earliest so that the promotions can be ordered by 15th Jan/2012.

5. DPC for promotion JWM to AWM for Last three Consecutive Years : There was a query of MOD on Final DPC Papers for 100 promotions from JWM to AWM submitted to MOD by OFB. “To grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st July 2006”.

Confederation of Central Government Employees Secretary General Shri.K.K.N.Kutty (Staff Side Member - National Anomaly Committee) has written in his blog about the issue of increment loss in the pre-revised scale for those whose increment falls between 1st Feb and 30th June 2006.

He said that the meeting of the National Anomaly Committee was held today as scheduled. 28 items were subjected to discussions. The next meeting of the Anomaly Committee will finalize the left out items. A note on discussion of the 28 items discussed today is being finalized by the Confederation Headquarters and the same will be placed on our website tomorrow.

In the meantime we are to inform you that the Government has today agreed in the Anomaly Committee meeting to grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. Intranet Prahari Project Launched by Home Minister

All the BSF Jawans posted in 237 locations will now be able to access their personal data from wherever they are posted. This is a major benefit from the Intranet Prahari Projet apart from efficient office management which will help in quick decision making. This was stated by the Union Home Minister Sh. P. Chidambaram while launching Intranet Prahari Project in Data Centre at HQ DG BSF, CGO Complex here today.

Under this Project, worth Rs. 229 crores, network connectivity has been extended up to Battalion level i.e to 237 locations of BSF. State-of-the-Art Data Centres have been established; the Main Data Centre; a Disaster Recovery Data Centre (in a different seismic zone) and Mini Data Centres at Frontier HQrs for data storage. Sufficient cyber security measures to ensure network security and to prevent data loss or pilferage have been incorporated.

The system will facilitate operational analysis, efficient planning in the domain of procurement, finance and manpower management resulting in quicker and better decision making and is also expected to considerably reduce paper work.

For successful and seamless implementation, an extensive training programme had been embarked upon. Advanced IT training was imparted to around 150 officers and subordinates officers. Around 20,000 personnel were given training on the fundamentals of computers and on the software application developed under this project.”

“The Intranet Prahari Project was sanctioned by MHA on 25 February 2010. This Project essentially is an Enterprise Resource Planning (ERP) Solution through NIIT Technologies Ltd for Border Security Force (BSF) where-in all major processes such as Finance, Inventory Management, Operations and Personnel Information have been automated and integrated to act as a robust and quick Decisions Support System and for consolidated view of data by higher echelons and for various analyses.

Exam Time Table for 10th Class SSLC, Matric, OSLC and Anglo Indian in Tamil Nadu April 2012

The most expected notification has been published about the examination time table for 10th standard (SSLC, Matric, OSLC and Anglo Indian) by the Directorate of Tamil Nadu Government. The first 10th examination will begin on 4th April and go on till 23rd 2012. Approximately eleven lakh students are set to appear for the exam this year.

Exam duration : 2.30 Hours (10.15 to 12.45) and
10.00 am to 10.10 am for reading the question paper and 10.10 am to 10.15 and filling their particulars in the respective answer sheets.

Pay hike for ‘Temple Protection Force Personnel’ in Tamil Nadu

Enhancement of monthly consolidated pay to the personnel of Temple Protection Force from Rs.1500 to Rs.5000.

A good by State Government Tamil Nadu is sanctioning the pay hike for temple protection force personnel from Rs.1500 to Rs.5000.

Since 2001 they have been paid a consolidated pay of Rs.1500 only.

According to the official order, the State Govt Government have constituted Temple Protection Force with a strength of 3000 Ex-Servicemen and 1000 Grade-II Police Constable in order to protect valuable Jewels, Hundi and assets belonging to the Temples and also to prevent and detect the crimes in and around the Temple premises. The Ex-Servicemen selected for Temple Protection Force and the Grade-II Police Constable appointed for Temple Protection Force were paid a consolidated salary of Rs.1500 (including Dearness Allowance and Uniform Allowance).

Further continuance of these appointments has been reviewed in this Department and it has been decided to extend the appointment of the remaining UDCs of Select List year 1993 and upto 2003 in casc of General and SC candidates and upto Select List year 2005 in respect of ST candidates, as ad-hoc Assistant for a further period upto 30. 06.2012 or till regular Assistants become available, whichever is earlier.

2. Extension of the ad-hoc appointment would be continued only if the ad-hoc Assistants attend and qualify the mandatory Level ‘A’ training as and when nominated by CS.I (Training) Section of this Department, failing which their ad-hoc appointment would be terminated.

Book Your Train Reservation Ticket While on Move through Mobile Phone

No Need to Carry Ticket Print-Out, Mere Display of Message on Mobile is Sufficient during Travel

To bring further convenience to the rail users, Indian Railways through Indian Railway Catering & Tourism Corporation (IRCTC), a Public Sector Undertaking under the Ministry of Railway, has been offering the service of booking e-ticket over the mobile phone. After initial registration and downloading of suitable software on the mobile handset with internet facility, it will be quite easy for the mobile users to book a reserve ticket through their own mobile. After booking, the passenger will receive a reservation message with full details of the ticket including PNR, Train No, date of journey, class etc. This virtual message would be treated at par with the print-out of the e-ticket which at present is taken out by the passengers and is known as Electronic Reservation Slip (ERS). Hence, with the virtual message, passengers would not be required to take a print-out of e-ticket to be carried with them. Showing the reservation message of the confirmed ticket on their mobile during travel will be sufficient. The detail procedure of booking through mobile which is also available on the IRCTC website namely www.irctc.co.in, is as follows:-

· Indian Railway Catering & Tourism Corporation (IRCTC) offers the service of booking electronic ticket (e-ticket) over the mobile to rail users.

· IRCTC’s Mobile Rail Ticket booking services are based on the webservices model developed by IRCTC in order to enable the users of Mobile Phones to access the web based rail ticket reservation and enquiry services similar to www.irctc.co.in.

· Application software has to be downloaded on to the mobile handset. This software is provided by the respective service provider firms viz., NGPAY, PAYMATE and ATOM. The application can be downloaded from IRCTC website and also from various associates of IRCTC viz. NGPAY, ATOM, Paymate. IRCTC is also likely to launch its mobile application shortly and the software will be downloadable from www.irctc.co.in.

· These mobile applications are functional on most of the GPRS/Browser based mobile phones, from basic model to high end ones.

· Internet is required on mobile phones to book tickets through mobile.

· The Passenger has to register at the time of first transaction and thereafter book the ticket using his ID and password.

· Whenever a passenger books a reserved ticket through Mobile phone, he will receive a message with full details of the ticket including PNR, Train No., date of journey, class, etc. This virtual message would be treated at par with the print-out of the e-ticket which at present is taken out by the passengers and is known as Electronic Reservation Slip (ERS). Hence, with this virtual message, passengers would not be required to have a printer with them to take a print-out of e-ticket to be carried with them.

· The customer is charged ticket fare, IRCTC service charge and Agent service charge (Rs.10/- & Rs.20/- as per class of tickets) and applicable payment gateway charges.

· The Service Charge is similar to e-tickets Rs.10/- for SL class and Rs.20/- for other higher class.

· All the rules applicable to e-tickets are also applicable to the reserved tickets booked through Mobile phones except that in this case, the passenger can also show the virtual message received on mobile instead of carrying ERS.

· More than a thousand users presently are availing this facility everyday.

Subject: Clarification regarding Fresh empanelment of private hospitals and revision of package rates applicable under CGHS.

The undersigned is directed to invite reference to this Ministry’s various Office Memoranda issued for empanelling hospitals under CGHS at new rates in various CGHS covered cities, vide which revised package rates payable to private hospitals for treating CGHS beneficiaries were notified and hospitals and Diagnostic Laboratories and imaging centres wore empanelled and to state that In response to the representations received from various quarters. it has now been decided to clarify as below:

(1) A consolidated and updated list of hospitals, which are empanelled under CGHS through tender process initiated in 2009-10, is enclosed specifying the procedures, for which they were empanelled. Clarification is issued in respect of the hospitals, which were already empanelled under CGHS prior to their empanelment in 2010-11 and are approved for the same specialties for which they were empanelled earlier under the precious tender / continuous empanelment scheme, .

(2) List of hospitals, which have acquired NABH status has been updated. The term, — Endoscopic procedures — under which category Hospitals are empanelled shall include endoscopic surgery as well as laparoscopy and laparoscopic surgery for the purpose of providing treatment facilities.

(3) Treatment in Casualty OPD shall be treated as treatment under emergency and credit facility shall be extended to the CGHS beneficiaries. However, routine OPD consultation shall not be considered a medical emergency.

(4) NABL Accreditation is not prescribed for imaging centres and therefore, list of Rates prescribed NABL centres shall be applicable for Imaging Centres.

(5) Empanelled hospitals, Diagnostic Labs and Imaging Centres shall send hospital bills (Credit bills) in respect of Pensioners, ex-MPs. Freedom Fighters, etc., to CGHS through UTI-TSL where as hospital bills (credit bills) in respect of serving employees of Ministry of Health & Family Welfare shall be sent manually to the officer in the Ministry of Health & Family Welfare or Dte.GHS, CGHS or other organisations under the Ministry of Health & Family Welfare, who referred the beneficiary for treatment, as the case may be.

5. All other terms and conditions as mentioned in the earlier Office Memoranda pertaining to new empanelment remain unchanged.

Expected DA from January 2012 : Central Government employees and pensioners are getting additional Dearness allowance twice a year, payable from 1st January and 1st July. For this year 2012 the first installment of additional Dearness allowance will be declared by second week of March 2012 by the Finance Ministry.

The National Federation of Indian Railwaymen (NFIR) has expressed his thought about the expected additional installment of Dearness allowance on its website.

They said that the Dearness allowance is likely to rise by 7% or even more from Jan 2012. The total DA is expected to be 65% or more as per the calculations derived after AICPI figures given to end of November 2011".

The point regarding the anomaly relating to Rule 9 of the CCS (RP) Rules, 2008, concerning the date of next increment has been discussed in second and third Anomaly Committee meeting and in the fourth meeting also the point will be taken for discussion.

The Staff Side reiterated their demand that employees whose date of next increment falls between 1st February to 1st June may be given an increment, as a onetime measure, in the pre revised pay scales.

AIRF : Rule 9. Date of next increment

It is seen after going through the stipulation in the above rules that a person whose increment falls on 1.1.2006 will get the increment on 1.1.2006 in the pre revised pay scale and will get the next increment in the revised pay structure oh 1.7.2006 i.e. on expiry of six months.

Similarly those, whose next increment is between 1st July 2006 and 1st December, 2006 would also be granted next increment in the revised pay structure on 1.7.2006. On the other hand, the persons whose increment dates are between 1st Feb. 2006 and 1st June 2006 have to wait for more than 12 months to get the next increment on 1.7.2006. This is quite anomalous. In the case of those who retire during the period between 1st Feb. and 30th June, they will suffer a loss of one increment perpetually thus affecting their pension.

It is, therefore proposed that the persons whose increment falls between 1stFebruary and 1st June, 2006 may be given one increment on 1.1.2006 as a one time measure.

NFIR : Rule 9. Date of Next Increment

Regarding the date of annual increment it cases of employees whose increments dates are between 1st February 2006 and 1st June 2006, the official side agreed to reconsider this matter.

Deptt. of Expenditure is of the view that the staff side should confirm that their request for grant of an increment in the prevised scale would not have repercussions on any other category and not lead to any further demands.

Requisite particulars were received from some Ministries/Departments. Accordingly, this Department had, with the concurrence of Deptt. of Expenditure, approved relaxation in para 8 of the Deptt's O.M. No.51016/2/90-Estt.(c) dated 10.09.1993 in respect of 231 reported cases of CL-TS to enable their regularization in the PB-I with grade pay of Rs.1800/-. Similar relaxation was also accorded in respect of proposals received from some other Ministries/Deptts.

DRDO’s Big Participation at 99th Indian Science Congress

DRDO presents a grand exposition of its technologies and series of invited talks from its leading scientists during the ensuing “99th Indian Science Congress”.Scheduled to be inaugurated by the Prime Minister Dr. Man Mohan Singh tomorrow in Bhubaneswar at the Kalinga Institute of Industrial Technology (KIIT) University. Glimpse of technological might of the Defence Research & Development Organisation-DRDO, like the tradition of earlier years, will be on display at the “Pride of India-Science Expo”, a part of the “99th ISC”, where DRDO scientists from over 30 laboratories will be present for lively interactions with the visitors, especially students. The main aim is to present the science and technologies in strategic sector for national security and the excitement of scientific challenges to the young creative minds.

The star attractions among the outdoor models are strategic and tactical missiles Agni and Prithvi, Nag, Akash, BrahMos and Astra. The indoor models will cover the entire gamut of R&D in DRDO. Prominent will be India’s own Light Combat Aircraft-Tejas; UAVs NISHANT and Lakshya, Bridging systems Sarvatra& BLT T-72; Autonomous Underwater Vehicle; Torpedoes; and Decoys. Military Communication equipment; Electronic Warfare systems, Night Vision Devices: Microwave Devices; NBC protective systems; Agro-animal technologies and “Packaged Food products” will be the other attractions.

A key ingredient of the DRDO presence will be the public lecture “Innovations in Science & Technology - A DRDO Perspective” by the noted scientist and well known expert in missile technologies Dr. Vijay Kumar Saraswat, SA to RM, Secretary, Department of Defence Research and Director General DRDO, on Wednesday, Jan 04, 2012. He will also interact with the participants of Children’s Science Congress later the day.

Dr. W Selvamurthy, Distinguished Scientist and Chief Controller (R&D), will chair a Session on NBC Defence Technologies for Armed Forces and Civilians on Thursday and deliver the Theme Lecture. DRDO has developed many products related to NBC Defence for Service use like NBC Recce Vehicle to monitor and demarcate the contaminated area and transmit the data to the command and control centres for further planning, response and management;NBC water purification system; self-contained underground field shelters to house about 30 men for four days; highly effective antigen kits; individual protective suits and respiratory management and resuscitative devices. Sixty four products/systems have been developed for early detection, personnel protection, decontamination and medical management. Most of these products are already productionised and inducted into armed forces in large quantities. All these items are in production and being used by the Services making the country self-reliant in this vital area. They also have the potential to be used in the civil sector. The session comprises four lectures by Directors of DRDO Laboratories on various aspects of NBC Technologies.

The Session II of Women’s Science Congress on Thursday will be chaired by Dr. ShashiBala Singh, Director, DIPAS, Delhi. DrChitraRajagopal, Associate Director, CFEES, Delhi and DrTessy Thomas, Project Director, Agni 4, ASL , Hyderabad will be Co-Chairs. Subject: Guidelines / Criteria for reimbursement of expenses for In-Vitro Fertilisation (IVF) treatment to CGHS beneficiaries and beneficiaries under Central Services (Medical Attendance) Rules. 1944.

The undersigned is directed to say that the Ministry of Health & Family Welfare has been receiving requests for providing clarifications as to whether the expenditure incurred on In-Vitro Fertilisation ((IVF) treatment is admissible under CGHS, and if so. whether any guidelines have been laid down for reimbursement of the expenses incurred on IVF treatment.

(2) The matter has been examined by a Technical Committee of the Heads of Department of Gynaecology & Obstetrics of Government Medical institutions, and based on the recommendations of the Committee, the following guidelines are laid down for considering cases for reimbursement of expenses incurred on IVF treatment by CGHS beneficiaries and beneficiaries under Central Services (Medical Attendance) Rules, 1944:-

(I) Requests for IVF treatment will be considered only on the basis of advice tendered by the Head of Department of Gynaecology & Obstetrics of a Government Medical institution;

(ii) Permission for IVF treatment to be undertaken may be given by the Head of Department in the Ministries / Departments on the recommendations of the Head of Department of Gynaecology & Obstetrics of a Government Medical institution;

(iii) IVF procedure will be allowed in a Government Medical institution on the recommendations of the Head of Department of Gynaecology & Obstetrics of a Government Medical institution;

(iv) IVF procedure may be allowed, on a case to case basis, in a private medical institution if the Institution is registered with the State / Central Government and has the necessary facilities including equipment and trained man power for carrying out the procedure. It is, however, mandatory to obtain the recommendations of the Head of Department of Gynaecology & Obstetrics of a Government Medical institution for permitting the procedure to be undertaken in a private institution;

(V) There should be clear evidence of failure of conventional treatment before permitting IVF treatment procedure;

(vi) The age of women undergoing IVF treatment procedure should be between 21 and 39 years

(vii) The woman has to be married and living with her husband;

(viii) The IVF treatment procedure will be allowed only in cases of infertility where the couple has no living issue

(ix) Reimbursement of expenditure incurred on IVF procedure will be allowed upto a maximum of 3 (three) fresh cycles;

(X) An amount not exceeding Rs.65,000/- (Rupees sixty five thousand only) per cycle or the actual cost, whichever is lower, will be allowed for reimbursement. This amount will be inclusive of the cost of drugs and disposables and monitoring cost during IVF procedures;

(xi) As IVF treatment is a planned procedure, reimbursement cases can be considered by the Ministries / Departments only if prior approval was obtained by the beneficiary for undergoing the IVF treatment.

(xii) There will be a onetime permission for availing IVF treatment consisting of three cycles in total, which would be admissible to the beneficiary. The concerned Ministry / Department shall obtain an undertaking from the applicant that he / she has not claimed the reimbursement earlier from the Government of India in the past and will not claim it in the future.

These guidelines come into force from the date of issue of the Office Memorandum and reimbursement cases of IVF treatment undertaken after the issue of the Office Memorandum only can be considered by the Ministries / Departments.

4. This issues with the concurrence of Integrated Finance Division in the Ministry of Health & Family Welfare, vide Dy. No.C.1747/IFD (Health)/2011 dated the 21st November,October, 2011

Tamil Nadu Government employees to get Pongal Festival Bonus

An official order has been released regarding the Pongal Festival bonus for state government employees of Tamil Nadu. The order said, State Government employees in 'C' and 'D' Groups will get Festival Bonus equal to 30 days salary with an upper limit of Rs.3,000 and 'A' and 'B' category employees a special bonus of Rs.1,000.

Pensioners, Family pensioners and farmer village officers will also get Rs.500. Full-time and part-time staff, who has completed 240 days in regular service and are getting monthly salary, employees on consolidated payment, anganwadi workers, mini anganwadi workers, village assistants, employees on special time scale of pay, panchayat assistants, social workers, contract workers, daily wagers, daily wagers who later became permanent employees will also get Rs. 1,000. It will cost the exchequer Rs.272 crore.

Employees of local bodies, teachers and employees of government-aided schools and colleges, employees whose services coming under the rules of the University Grants Commission, AICTE, All India Agricultural Research and All India Services are eligible for bonus.

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of November 2011.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of November, 2011 increased by 1 point and stood at 199 (one hundred & ninety nine).

During November, 2011, the index recorded maximum increase of 12 points in Mysore centre, 5 points each in Madurai and Puducherry centres, 4 points in Coimbatore centre, 3 points in 2 centres, 2 points in 14 centres, 1 point in 11 centres. The index decreased by 5 points in Lucknow centre, 4 points in Faridabad centre, 3 points in 4 centres, 2 points in 10 centres and 1 point in 15 centres, while in the remaining 16 centres the index remained stationary.

The maximum increase of 12 points in Mysore centre is mainly on account of increase in the prices of Rice, Wheat, Arhar Dal, Groundnut Oil, Garlic, Vegetable items, Clothing items, Flower/Flower Garlands, etc. The increase of 5 points in Madurai centres is mainly due to increase in the prices of Goat Meat, Poultry (Chicken), Fish Fresh, Eggs (Hen), Tamarind, Vegetable & Fruit items, Coffee Powder, Flower/Flower Garlands, Washing Soap, Washing Charges, etc. In Puducherry centre the increase of 5 points is the outcome of increase in the prices of Rice, Goat Meat, Fish Fresh, Vegetable items, Tea (Readymade), Firewood, etc. The increase of 4 points in Coimbatore centre is due to increase in the prices of Goat Meat, Eggs (Hen), Onion, Vegetable items, Bidi, Cigarette, Medicine (Allopathic), Hair Oil, Cinema Charges, etc. The decrease of 5 points in Lucknow centre is mainly due to decrease in the prices of Vegetable Items, Primary School Fee and Primary School Books, etc. The decrease of 4 points in Faridabad centre is due to decrease in the prices of Wheat Atta, Pure Ghee, Garlic, Ginger, Vegetable & Fruit items, Electricity Charges, etc.

The indices in respect of the six major centres are as follows :

4. Delhi-182
5. Kolkata-189
6. Mumbai-201

The point to point rate of inflation based on CPI-IW(General) for the month of November, 2011 is 9.34% as compared to 9.39% in October, 2011. Inflation based on Food Index is 7.61% in November, 2011 as compared to 8.72% in October, 2011.

The CPI-IW for December, 2011 will be released on the last working day of the next month, i.e. 31st January, 2012.

Sub: Expansion of Preventive Health Check up Project in CGHS Delhi.

A Pilot Project was initiated for Preventive Health Checkup at CGHS Wellness Centre R. K. Puram-V, New Delhi in the year 2010-11. On the basis of the feedback received and also keeping in view of the importance of Diagnosis of Chronic Non-communicable Health Problems at the preventive level, it has been decided to expand the project to other dispensaries of CGHS Delhi-NCR. 8 Wellness Centres have been identified in order to initiate the project activity which will cover the whole of CGHS Delhi as referral centres on zonal basis. The dispensaries are as follows-

1. CGHS Wellness Centre, R.K. Puram-V(South Zone)

2. CGHS Wellness Centre, Sadiq Nagar (South Zone)

3. CGHS Wellness Center, Chanakya Puri (Central Zone)

4. CGHS Wellness Centre. Pandara Road (Central Zone)

5. CGHS Wellness Centre. Janakpuri-I(North Zone)

6. CGHS Wellness Centre. Shalimar Bagh(North Zone)

7. CGHS Wellness Centre, Kingsway Camp (East Zone)

8. CGHS Wellness Centre, Ghaziabad (East Zone)

The beneficiaries of the same zone may be referred to the two project centres for Preventive Health Checkup depending upon the laid down criteria.
The beneficiaries above the age of 40 years are to be covered under this project. The beneficiaries’ referral has to be done on-line through the In-charge module. The service beneficiaries should be issued a referral slip for further reimbursement at their own offices Serving beneficiaries will not require any permission from their respective offices/departments for this purpose once they are referred by their respective CMO I/c to undergo Preventive Health Check up. Reimbursement would be done as per the package rate of Rs. 790/- for man and Rs.875/- for woman beneficiary. Pensioner beneficiaries would be provided cashless facilities M/s Hindlabs ( a unit of HLL Lifecare Ltd.). the service provider, would raise bills in respect of the preventive health check up scheme, directly to the Additional Director CGHS of the concerned zone.

Initially the project will operate on two days a week at every project centre (dispensary) which may be extended depending on the response received. It is decided to conduct Preventive Health Check up on 50 beneficiaries in a day at every project centre M/s Hindlabs will conduct laboratory and E.C.G. investigation as per package for this Preventive Health Checkup. It will setup collection centres at 8 earmarked dispensaries along with facility for E.C.G.

There will be arrangement for proper health education by means of Audio Visual and IEC materials at these project centres which will be supplementary to the clinical and laboratory investigations under this project.

CMO I/c of the Wellness Centres along with the In-charge of the project centres will maintain proper record of the activities for further evaluation of the project in future.

This project will start functioning w.e.f. 1st January, 2012.

All the CMO I/c of Wellness Centres are requested to take note of the new facility that has become available and to give wide publicity to the same in their Wellness Centres for the benefit of CGHS beneficiaries registered with them and refer the interested beneficiaries to the Preventive Health Checkup centres.

All Ministries/Departments are also requested to publicize this facility among their staff members and note that the expenditure incurred by the serving beneficiaries is to be reimbursed as per the package rate of Rs. 790/- and 875/- for man and woman beneficiary respectively for the purpose of Preventive Health Checkup. Any further information if required may be obtained from CMO Project at Office of the Additional Director, CGHS (HO), New Delhi.

Subject: Promotion of LDC as UDC of Central Secretariat Clerical Service(CSCS) on ad-hoc basis- Continuance of Ad-hoc appointments regarding.

The undersigned is directed to refer to this Department’s O.M. No.3/2/2010-CS.II dated 17th June, 2011 whereby cadre units were permitted to continue the ad-hoc appointments in the UD Grade of CSCS up to 31.12.2011 and to say that the continuation of the ad-hoc appointments in the U.D grade made by the cadre units has been reviewed in this Department. Since availability of regular UDCs through normal modes of recruitment prescribed under the CSCS Rules may take some more time, it has been decided that the period of ad-hoc appointment of those UDCs who already have been working as UDC on ad-hoc basis in the UD Grade of CSCS may be extended up to 30th June, 2012 or till regular UDCs become available, whichever is earlier.

2. Other terms and conditions mentioned in this Department’s O.M. No.3/6/2004-CS.II dated 28.2.2005 will remain unchanged.

CONSUMER PRICE INDEX NUMBERS ON BASE 2010=100 FOR RURAL,

URBAN AND COMBINED FOR THE MONTH OF NOVEMBER, 2011

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has introduced a new series of Consumer Price Indices (CPI) on base 2010=100 for all-India and States/UTs separately for rural, urban and combined with effect from January, 2011.

Provisional indices for the month of November 2011 and also final indices for September, 2011 are being released with this note for all-India and for States/UTs. It may be mentioned that annual inflation rates would be available at the time of release of indices for January, 2012, when the indices for one year are available.

All India indices

All India provisional General (all groups), Group and Sub- Group level CPI numbers of November, 2011 for rural, urban and combined (rural plus urban) are given in Annex I. The General Indices for rural, urban and combined are 115.9, 112.5 and 114.4 respectively. Percentage changes in all India provisional indices of November 2011 as compared to provisional of October 2011 indices are given in Annex II.

State/UT indices

State/UT-wise General provisional CPI numbers for rural, urban and combined are at Annex III. State/ UT wise Group level provisional indices are
available in the Ministry’s website (www.mospi.gov.in).

Next date of release: 18.01.2012 for December, 2011.
