Subject:- Grant of incentive for acquiring higher qualification - Inclusion of additional qualifications/Review of the qualifications listed in the Annexure to this Department's OM No. 1/2/89-Estt (Pay-I) dated 9.4.99.

The undersigned is directed to refer to this Department's OM of even number dated 28.4.2009 and reminders of even number dated 17.6.2009 and 20/8/2009 and 30.10.2009 calling for suggestions regarding addition / deletion of qualifications listed in the Annexure to this Department's OM dated 9.4.1999. All the Ministries/Departments are requested to furnish their considered views/suggestions in this regard to this Department within 30 days from the date of issuance of this OM.

Anyone in Govt service acquires higher qualification during service at his own efforts without any Govt. financial support & if his qualification is professional, he should definitly be given some financial benifits either by giving promotion or advance increments.

I am agree with comment by Mr. Pawan Kumar. It is also mentioneg that, the incentive amount is too little/low which should be minimum 25,000 for PG Diploma or minimum 02additional increments, because the Govt. servant will be provide better services with gaining the qualifications.

IT is high time that the due recognition for the employees to be given by the Govt./Dept., for obtaining higher qualifications,during service, in-line with the duties performed, BY PROMOTING THE EMPLOYEE TO THE NEXT HIGHER POST IN THE PROMOTIONAL HIERARCHY.
This should be applicable invariably to all employees who take necessary prior permission from the concerned Dept.for pursuing such higher qualification.
Such employees should be considered for promotion in the vaccancies meant for Limited Dept.Competetive Exam (by exempting them from appearing the Lmited Dept Comp. Exam), or otherwise for out of turn promotion, where LDCE is absent.
The practice of ganting incentive for acquiring higer qualification should be limited to cases where such qualification has no immediate relevance to the present nature of Job of the Employee.
