The Department has constituted a Committee for examination of cadre restructuring on 06.08.2010. The Committee will submit its report within three months

Subject: - Secretary (P)’s meeting with Postal Joint Council of Action on 12.07.2010 – Item No. 6 – Cadre Restructuring of Group ‘C’ employees, other than Accounts Cadres – Constitution of a Committee

This has reference to minutes of Secretary (P)’s meeting dated 12.07.2010 circulated vide No. 08/02/2010-SR dated 14.07.2010 on the above-mentioned subject.

2. As per decision taken in regard to item No. 6, dealing with cadre restructuring of Group ‘C’ employees, other than Accounts Cadres, a Committee comprising the following is constituted to examine the issue.

Director (SPN) Shri. Giri Raj Singh, GS, AIRMS & MMS EU Group ‘C’

Shri. D. Theagarajan, General Secretary of National Union of RMS & MMS Group ‘C’ will attend the meetings of the Committee as an observer.

3. The Committee will submit its report within 3 months of its formation.

Cadre restructuring for Group-C in Postal Department is highly desirable. Importance should be given on Postal Assistants & Sorting Assistants, because, the servants who holds these posts are to be termed as 'backbone' of Deptt. of Posts. Any of the business offered by Postal Deptt. can not be run without these PAs/SAs. These are most important and only one cadre in Deptt. of Posts. But, 6th CPC did not give importance upon this cadre. The Pay Band plus Grade was offered as PB-1 plus GP 2400/-. which is highly unexpectable in terms of their different job charateristics and pay should be offered to this cadre i.e. to PAs/SAs as PB-2, Rs.9300-34800 plus Grade Pay Rs. 4200/-. We are therefore waiting for cadre restructuring so that our demand may be fulfilled.

this is very good idea to upgrade the postal department and same time department can think about to give some extra responsiblities also to able persons by selection by which our department can run well. thanks for thinking about this and regards

The grade pay of LDC should be 2800 and UDC to be 4200. Already some of the department have fixed the grade pay of Rs.4600/- for Assistants. I am strongly objecting present grade pay of LDC and UDC. When one LDC is selecting for the post after two tier examination and thereafter skill test he is drawing less grade pay than the constable (Grade pay 2000)latter selecting on matriculation (X standard)whereas one LDC with the Intermediate. When UDC is selecting with the minimum qualification Graduation their grade pay should be atleast 4200/-. Now a days the responsibilities of LDC and UDC is increased but their grade has not been upgraded. It is shameful to the Govt. when the peon is drawing 1800 grade pay and how it is justified the grade pay of LDC Rs.1900/-. Morever LDC and UDC of some of departments are doing stenographic duties (as most of the cases dealing with computers) in addition to their regular duties. Hence we are humbly requesting the govt. to upgrade the grade pay of LDC and UDC as early as possible.

AS PER GAZETTE NOTIFICATION WIDE M/O PERSONAL/ GRIEVANCES AND PENSIONS SO.946(E)DATED 09.04.2009 REGARDING GROUP INSURANCE OF POST HOLDING:-
1.GRADE PAY RS.1800 TO 2800 IN GROUP 'C' PB-1
2.GRADE PAY RS.4200 TO 4800 AND 5400 IN GROUP 'B' IN PB-2
SINCE, GROUP INSURANCE OF GROUP 'D' OF GRADE PAY 1800 HAS BEEN RAISED FROM RS. 15 TO 30 BUT TILL DATE THE POST HOLDING OF GRADE PAY 4200 IS STILL RS 30 INSTEAD OF RS.60
SO, IT IS MY HUMBLE REQUEST TO M/O P.G.AND P, MAY KINDLY BE RAISED THE GROUP INSURANCE FROM RS.30 TO 60 PLEASE.
