2. Merger of the Posts of Office Superintendent & AO and granting of Rs. 4800 grade pay
3.Upgradation of the grade pay of Assistant to Rs. 4600/.

Dear members,
As has already informed that letters (regarding the recognition status of the Association and membership to the Assistants), sent to the Regions by the FOD are not based on the facts. Our Association is still recognized one. Further, our request for the inclusion of the Assistant as members of the Association is under consideration of the Ministry. You are aware that all Ministries except Ministry of Statistics of the Government had accepted all Non-Gazetted Staff in their Department as members of the Association working under JCM Scheme. Income Tax Inspectors with 4600/ grade pay are members of the Association recognized under JCM Scheme. Thus denial of membership for the Assistants with 4200 grade pay is not justified.

Meanwhile, the Association of the erstwhile group D in the name of All India Association Group C Staff (not recognized so far) has been trying to fetch Ministerial Staff to their fold. Despite of all efforts they have no succeeded in their mission so far. This is due to the reason that the Ministerial Staff know our Association through relentless struggles achieved several things for the betterment of the service conditions, promotion etc of the Ministerial Staff so far. In the year 1993 when our Association is formed Ministerial Staff were retiring on the post of UDC. Now the situation is improved. Retirement of every Ministerial Staff on 5400/ grade pay is our aim and we work accordingly.

At present we are at work with three important issues. (1) Merger of the Posts of Office Superintendent & AO and granting of Rs. 4800 grade pay. (2) Upgradation of the grade pay of Assistant to Rs. 4600/. (3) Merger and upgradation of the posts of LDC and UDC and granting of Rs. 2800/ grade pay. You have already seen the efforts made by us to achieve the aforesaid demands so far from our letters etc. All the correspondence made in this respect can be seen in our web site.

Since the erstwhile group D has been brought under group C folder by the CPC, there is a chance to accept our demand for a single Association for all Non Gazetted cadres by the Ministry. Thus we want to bring all erstwhile group D staff (now group C) to our fold to strengthwen the Association & keeping it in the first position. Further, from our past experience, I am sure that we can handle the issues of the group C (erstwhile group D) effectively so that they may get a better service condition and promotion channel in the days to come.

Thus all unit Secretaries/members of the Association are requested to please obtain the individual consents of the Group C staff in annexure B and forward the same, duly certified by the Unit Secretary, to the HO immediately. A copy of the Individual Consents alongwith Annexure A may please be forwarded to this Association Hqrs. Since I am on long leave following an accident, the letters may please be sent in my Residential Address i.e. 74/11, Govind Apartment, Govind Garden, Govindpura, Bhopal-462023.

This may be treated as most urgent.

There should be some modification in this proposal. The Grade Pay of LDC should be Rs.2800/- and UDC should be Rs.4200/- and if any merger needed there should be the merger of the post of UDC and Assistants because they possessing their minimum qualification of Graduation and recruited through almost same examination.

20.and messenger gets sAme old 1 Rupee. with this it is not stopped whenever da is announced the gap would become wider and wider .Please eradicate this disparity and see even the lowest paid staff also should get a good rise in pay scale. IT IS ALSO REQUESTED THAT IF GP IS FIXED 50%OF THEIR OLD SCAE ALL WOULD EQUALLY BE BENEFITTED .HOPE GOVT WILL LOOK INTO THE MATTER

I am also very much agree with the suggession of Mr Devesh Kumar ji. Because requirtment/ selection procedure of UDC and Assistant is almost same both of them are swelected through Graduate level Examination conducted by SSC and other boards and their duties and responsibilities are also almost same.Hence demand of grade Pay of Rs 4200/- in r/o of UDC is genuine and authentic.

When one LDC is selecting for the post after two tier examination and thereafter skill test he is drawing less grade pay than the constable (Grade pay 2000)latter selecting on matriculation (X standard)whereas one LDC with the Intermediate. When UDC is selecting with the minimum qualification Graduation their grade pay should be atleast 4200/-. Now a days the responsibilities of LDC and UDC is increased but their grade has not been upgraded. It is shameful to the Govt. when the peon is drawing 1800 grade pay and how it is justified the grade pay of LDC Rs.1900/-. Morever LDC and UDC of some of departments are doing stenographic duties (as most of the cases dealing with computers) in addition to their regular duties. Hence we are humbly requesting the govt. to upgrade the grade pay of LDC and UDC as early as possible.

This policy of MACPS should be justifiable itself like ACP. Government should have to re-arrange the cadre in technical/non-technical posts or all categories of post of Government of India from lower to higher in manner that next grade pay is equivalent next promotional scale in hierarchy. The foolish act MACPS preparetor should be consider by the Government by arranging/managing the gap of grade pay in promotion. After all I request the Government to make promotion channel for every categories of employee(Technical/Non-technical) same like: Office Attendant-Lower Division Clerk-Upper Division Clerk-Senior Clerk/Assistant- Section Officer-Administrative Officer-Deputy Director-Director etc. The above mentioned system should be created in every section employees of Government of India. If Government work out this type of plan for every cadre of posts I think the disparity never exist but I am sure that Indian Government will not leave British Policy of Divide and Rule in the structure of cadre of post. Even every pay commission never pay a attention to this type of existing discrepancy structure of cadre post.

I strongly believe that the demand of revisal of gradepay of LDC is neccessary with immediate effect.As the real life situation is getting tougher with the inflated food prices , we the public servants are supposed to get a deserving salary.I am holding a post of LDC and considering the types of work we do I think the grade pay revisal would be a relief.

Every body is talking about only LDC,UDC and Assistant. But no body is thinking about the technical posts in the Group-C cadre. Remember without technical manpower nothing works properly. They are the person who meet our day to day requirements. Even we anxious to send our son and daughter for technical education. Therefor before up-gradation and merger of any scale all the technical scale should be upgraded alongwith its grade pay. Otherwise everything may collapse if technical people not given their due justice. It is also surprise to note that our Union leader only talks about the LDC, UDC and assistant. Why they are silent about the Technical posts?

My suggestion is that LDC,UDC & Assistant must be granted MACP gradepay as per their promotional scale of pay with promotion or all Gr. 'D' & 'C' posts must be granted with grade pay as per their promotional scale of pay alongwith promotion for at least first two MACPS so that real and hard workers of nation shall get some justice during their entire service period.

When the Non-qualified persons are getting the grade pay of Rs.2400/- what is the objection to give Rs.2800/- as the grade pay to the Qualified's. I fully agree with the efforts the Association is putting up to upgrade LDC-UDCs' scales. Its long pending issues we must retreat ASAP. In our organization (NITIE - Govt. autonomous body) trying to bring the changes w.r.t. IITs/IIMs.

For God's sake please increase the Grade Pay of LDC to 2400/-. Our moral is crush beyond endurance as there is only 100/- GP difference between an unskilled labour staff and skilled labour staff. There are a lot of Group D staffs who can neither read nor write his/her own name properly. How such a person be placed at bar with the LDC? This is a serious violation of International Labour law of "Equal pay for equal work."

Equal pay for equal work scale is not applied in respect of our grade. All other post categories are well paid. we here just suffing like anything. Pl authority doe something to increase to 2400GP for us

The Government has to consider the case regarding revising the grade pay of LDC to Rs.2,800.00 and UDC to Rs.4,200.00 morever they have to upgrade the grade pay of Assistant @Rs.4,600.00 at a uniform in all the Central Government Departments/Autonomous Bodies/PSUs etc as all the Group :D: staff has since been upgraded in the Group "C" and upgraded in the GP of Rs.1,800.00. The Group "D" staff in my department who are having 30 yers of serivce are receing more pay & allowance than me while as I have also completed 14 years of service, hence strongly recommend for revising the grade pay of LDC/UDC & Assistants as well.

The Government has to consider the case regarding revising the grade pay of LDC to Rs.2,400.00 and UDC to Rs.2,800.00 moreover they have to upgrade the grade pay of Assistant @Rs.4,600.00 at a uniform in all the Central Government Departments/Autonomous Bodies/PSUs etc. Second thing is that DOPT always consider the CSSS orCSCS but it never issue guidelines for Autonomous bodies. I am not in agree with the comments of Mr. Devesh Kumar regarding the merger of UDC and Asst. I am working in MES (Military Engineer Service. Hear in our department the post of Asst and Office Supdt has already been merged wef 01 Jan 2006. Now If the post of LDC & UDC is merged atleast the clerical cadres will get the 1st MACP to Office Supdt Grade i.e. the Grade pay of Rs. 4200/-, 2nd MACP with GP of Rs. 4600/- and the 3rd MACP with GP of Rs. 4800/-. We should always look into the beneficial side of all employees and not for a particular benefit to a purticular post/employee.

The disparity between CCS, CCSS and other Central Govt department and its allied offices would be stooped. The Pay Commission in its recommendation also pointed out the need of a parity between CCS and other central Govt Office staff especially Asst. But the Govt has not cared this recommendation and instead they mearged the pay scale of 5000, 5500 with 6500 (pre-revised)without giving the benefit of pay fixation first in the scale of 6500/-. Whereas the Assts in CCS were already drawing the pay scale of 6500/-. Now the Govt is changing the Grade Pay of CCS /CCSS staff only. My earnest request is to look into the cases of departments like MES where the clerical cadre personnel is doing difference type of work than in any other compartment. i.e. Establishment matters, technical correspondence , stores matters, correspondence related to electrical, mechanical, vehicles, burget matters, correspondence of contract matters etc. But they are being paid the least pay. Even the Mazdoors will get 3rd MACP in the Grade Pay of Rs. 2400/- that of a UDC. Hope the authorities will open their eyes on the above matter.

Merger or no merger of LDC/UDC, the Grade of LDC and other post of its equivalent GP are badly in need of upgradation of GP at least to 2400 GP. and the min. qualifying yr of service be 5 yrs to promote to UDC(2800 GP),in this way a Clerk can be honourably retired as a Gazetted Officer in this wolrd where we live only onelife. Only a few handpick govt babus who entered service as LDC grade were able to retire with 5400 or 6600 GP. Pl allow to enjoy the dignity of labour to small and reat alike as "Equality" is the dream of the forefathers who left us in the form of Indian Constitution, let the dream come true nd let India shining,blazing,dazling!!!

Babus, LDC & UDC who are working hard in their system but unfortunately their grade pay of Rs. 2400 for LDC and 2800 for UDC have so meager. In view of responsibilities and nature of work, the services of the earstwhile group 'D' are the best.

I Cannot understant that what is think DOPT & MOF in the matter. But I saying, the LDC and UDC is performed following duties effeciently and promptely in the most of the Departments:
1. Pay Fixation
2. Maintenance of G.P.F. accounts
3. Recruitment work
4. Establishment seats
5. Pension Seats
6. A.C. Bill / D.C. Bill Seats
7. Bank reconsiliation
8. Cash Book of the Department
9. Maintenance of APARs
10 Medical/TA etc.

But I don't hagitat, "DOPT and MOF are only watch the work of Central Secretariate and they are taking decisions in the frame of Central Secretariate which is very wrong.

We are requested to DOPT & MOF that you come out the central secreteriate's frame and take decision please and upgrade the GP of LDC & UDC like 2400 & 2800 respectively.

Dear friends Iam working as LDC in MES (Military Eng Services) Whether to merge or not i request that at least we should not be equal to Peon who is drawing 1800 GP where as LDC is drawing only 1900 GP.Minimum Grade pay of LDC should be 2400 or 2800. Govt should feel shame by this fixation. As all know that we are holding responsible post and maximum LDCs are qualified in computers skill. In our Dept max LDC are working as steno duties. I request the Govt please upgrade us from 1900 to atleast 2400, some what difference between peon, Maz, Chow

In the connection with the merger of Grade Pay of LDC and UDC by Grade Pay 2800 and 4200 respectively it is also considerable that most of department getting the job of Assistant level from LDC. LDCs are handling and dealing with Service Books of Staff, making porposals and also preparing the pay bill which needs good working and analysis skill and they are performing well which can reflect their ACR. If they are preparing notes and orders instead of typing and Diary and Dispatch. So why are they not entitled for GP 4200. I think, It is also considerable.

An LDC with 2YEARS regular service (or max. 5 yrs in some cases)is eligible to the post of Accountant/ Auditor 2800 GP in the Accountant General & the Auditor General office respectively on deputation and absorption basis. When one can enjoy 2800 GP within a span of 5 yrs( i.e absorption after 3 yrs of deputation)one have to wait 30 years to get 2800 as per ACP/MACP scheme or hardly 4200 at retirement. This bleak future prospect dull the sense of devotion to duty, may even resort to corruption/bribery/delay which may also be the alternative unfair means to catch up with the other friends in economic & moral prestige. Why not Ministry of Grievances,Personnel and Training, DOPT, take up the case as one time measure to push he moral of your humble workforce and upgrade the GP to 2800?

it is totally eyewash and hurt the sentiments of LDC/UDC as in the RTI reply by DOPT dated January 31, 2011 in which it was stated that the Department has not received any memorandum/request from any Central Government Employees Associations/ Department for merger or upgradation of the post of LDC & UDC.

The ministry of personal & public Grievances pensions, Dept. of Personal and trainging CSI(B) Section , Delhi has replied vide its letter No. 20/57/2010-CSII(A) dt. 31.01.2011 to a RTI applicant that till date no memorandom or request received from any organization for merger of LDC and UDC posts. kindly take necessary action to submit the same to the related office and put the matter on office record so that matter can be consider.

When the requisite qualification stipulated for a Lower Division Clerk is clearly 10+2 pass with proficiency in typing / handling PCs, why are the graduates, post graduates, PhDs getting into this position? Is it because they are unemployable in the jobs correspond to their qualifications? If so, they are clearly misfits as LDC, no matter what the perks are. Why are they not seeking HAG as those at HAG also have only these qualifications?

In DRDO Store Assistant 'A' joined in GP of 1900 and same in DRDO a ALS join in GP 1800. The responsibility and work of store Assistant is much more higher than a ALS .The ALS means his job profile like a peon now a ALS can became Technician after promotion in five years, and Store Assistant wait for next promotion for 8 years to get a grade pay of 2400.

I WONDER TO UNDERSTAND WHAT THESE TRADE UNION LEADERS ARE DOING FOR LDC/UDC WHO HAVE NOW BEEN PUT ALONGWITH THE CLASS V EMPLOYEES. EARLY THE MINISTERIAL STAFF USED TO BE RESPECTED AND PAID HANDSOMELY. HOWEVER, VI PAY COMMISSIION HAVE MADE THEM THE LOWEST IN THE CADRE OF EMPLOYEES. THE UNION LEADERS HAVE NOT TAKEN THIS INTO THE NOTICE OF THE GOVERNMENT. SINCE FIFTH PAY COMMISSION THE PAY OF THESE EMPLOYEES HAVE BEEN ERODED AND PAY OF ASSTT AND THE FOURTH CLASS HAVE GONE CONSIDERABLY UP. WHERE ARE THE UNION LEADERS WHO SWEAR LOOKING INTO THE PROBLEMS OF THESE EMPLOYEES. WHAT ABOUT MACP ORDER AS FOR THESE EMPLOYEES THEY ARE AGAIN BEEN DUPED BY THE GOVERNMENT. NO BENEFIT TO THIS CLASS AND THEY WOULD NOT GET THE PAY OF THE PROMOTED POST. I want to know in MACPS that what is the meaning of promotion for LDC in 15 years. Promotion in 15 years to LDC is must for Govt. deptt. or not. In our deptt. LDC's are getting promotion in 20 years or more years by Test quota and seniority. Can any one dare to explain meaning of promotion in MACPS. MACPS preparer can obtain data from every department for truth.

Gr.II as 4200 GP? what are the higher responsibilities UDC have over LDC? We do the same job which does not any higher skill. The message given by the AIAMS is 100% genuine. Bcoz Govt. is looking only one-sided of the coin. Infact , LDC & UDC is taking the main role in Pay fixation for all cadres, recruiting process, MACPs,GPF, MEdical etc. where the responsibility is more than an Officer, still unfortunately Govt. is unable to look these allthing. So, as a labour officer, it is too much wrong decision taken by the govt. to fix the GP of LDC as Rs.1900. It's a shame to Govt. Secretariate Staff too. Shortly there must be a change in the cadre review & I suggested to all ask your query through RTI so that the Govt. is bound to provide the correct information.

It is very shame to write here that Central Govt. has not justified the grade pay between Gr. D & Gr. C (LDC). There are many group D employees in M.O. railway as messengers, peons, sweepers, waitors etc. In between about 40% employees are graduate and have good knowledge of clerical works with typing works in computers. but M.O.Rlys Addm. officers are unable to see their abilities and they are not thinking their fast upgradation/promotion and many times they say that the official works are delaying due to lack of clerical staff and they are measuring all of them with same equipment.They are giving promotion to them with their seniority and weighing a well konowedge graduate employee with a simple matric employee and after their promotion their salary will increase only Rs.100/- i.e. GP Rs.1800 to Rs. 1900 GP. Their adopting promotion schedul is very starnge, i.e. every year they promote 10 -20 employees in LDC from peon cadre, with their seniority. I want to request them to change this formula and give a better chance those employees that have good skills.

Pl do away with the Lower and Upper clerk. why not merged them just like merger of Assistant, Office Supt, Statistical Investigator Grade III, Sta. Inv. Gr.II as 4200 GP? what are the higher responsibilities UDC have over LDC? We do the same job which does not any higher skill. Pl merged them and give them equal Grade Pay say 2800 GP or 4200 GP and Pl Change their designation

There should be some modification in this proposal. The Grade Pay of LDC should be Rs.2800/- and UDC should be Rs.4200/- and if any merger needed there should be the merger of the post of UDC and Assistants because they possessing their minimum qualification of Graduation and recruited through almost same examination.

The VI CPC has almost equalised the posts of LDC's with that of the Group D staff. How the Commission has forgotteon that the most of the LDCs'/UDCs'/Assistants'/Head Clerks' are possing a Post Graduate Degree and have joined the Clerical Jobs due to non-availability of a suitable job to their qualifications. The Authority should take immediate steps to revise the pay of the Clerical staff, the backbone of the Administrative System of the country. The pay of the LDC be revised with Grade pay of Rs. 2400/-, UDC with Grade of Rs. 2800/- and of the Head Clerk of Rs. 4800/- considering their job requirements, w.e.f. 01/01/2006. The Central Government should give a serious attention to the problems of the most ignored class by the VI CPC at the earliest. The Clerical Staff are not equal-ant that of the Sweeper and the Watchman. The issue is so "HOT" that it will show its tempature in 2014, if not "RESOLVED".

I agree with Mr. Devesh Kumar. The reasoning which he gave behind his statement is legitimate. Merge assistant with UDC since they posses same educational qualification and their selection procedure is same unlike that of a LDC. To keep distance UDC must be given a grade pay of 4200 while assistant must be given 4600. And all issues are sorted. But it is really sad to see UDC getting a grade pay which does't match their work load or educational qualification. Raise your moral unions. Don't just do politics do something for the people

Pay Scale of UDC under Kerala Govt as per 9th PRC effective from 2009 : 13210–20740
Kerala State Govt DA as on Dec. 2012 is 45%.
Therefore the Basic Pay + DA = 13210 x 45% = 5945 + 13210 = 19155

Pay Scale of UDC under Centre as per 6th CPC effective from 2006 : 5200–20200+GP-2400
Basic Pay = 7510 + 2400 = 9910
Central Govt DA as on Dec 2012 is 72%.
Therefore the Basic Pay + DA = 9910 x 72% = 7135 + 9910 = 17045

There is a difference of more than Rs.2000/- (Central Govt UDC is getting less).
Please take some immediate steps to improve the pay of UDCs.

Responsibilities of LDC/UDC are increasing regularly but their Grade Pay is 1900/2400. Even after completion of 10 years of service a LDC has given 2000/- Grade Pay means grade pay only increased by Rs. 100/-, so shameful and miserable. The grade pay of LDC should be 2800 and UDC to be 4200. Already some of the department have fixed the grade pay of Rs.4600/- for Assistants. I am strongly objecting present grade pay of LDC and UDC. When one LDC is selecting for the post after two tier examination and thereafter skill test he is drawing less grade pay than the constable (Grade pay 2000)latter selecting on matriculation (X standard)whereas one LDC with the Intermediate. When UDC is selecting with the minimum qualification Graduation their grade pay should be atleast 4200/-. Now a days the responsibilities of LDC and UDC is increased but their grade has not been upgraded. It is shameful to the Govt. when the peon is drawing 1800 grade pay and how it is justified the grade pay of LDC Rs.1900/-. Morever LDC and UDC of some of departments are doing stenographic duties (as most of the cases dealing with computers) in addition to their regular duties. Hence we are humbly requesting the govt. to upgrade the grade pay of LDC and UDC as early as possible.

I would like to say that in the existing pay scale of LDC was Rs. 3200-4900 and Rs. 4000-6000 for UDC.

In the 6th Pay Commission the pay scale of LDC was 5200-20200 with Grade pay of Rs. 2400
and for UDC Rs. 5200 -20200 with Grade Pay of Rs. 2800.

See in the fifth pay commission the total rise in the basic was Rs. 800/- (4000-3200) and in the Six pay commission it increase by 400 only (2800-2400). This is not justified.

All my LDC &UDC brother file RTI application to the PMO,office & DOPT separately for upgradation of grade pay from. 01.01.06 minimum of 2800/- for LDC & 4200/- for UDC,then u r Govt. aweken. All the digital media may be held in this senerio. Do something with the full of energy. Because our govt. In sleeping mode.
