Ref: Board's letter of even number dated 11.09.2010 and 24.09.2010.

AIRF and NFIR raised a doubt that a large number of staff working in Grade Pay of Rs.1800/- would not be eligible to avail the benefit of the above Scheme after financial upgradation under the MACPS.

2. The matter has been considered and it is clarified that for determining the eligibility for seeking retirement under the Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS), Grade Pay corresponding to the post against which the employee is working on regular basis will be taken into account. In the other words, the staff working on the post with Grade Pay of Rs.1800/- will continue to be eligible for seeking retirement under the Scheme even after getting financial upgradation in Grade Pay higher than Rs.1800/- under MACPS.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject : Rate of Monthly subscription and insurance cover under CGEGIS-1980 for erstwhile Group 'D' employees placed in PB-1, Grade Pay Rs.1800/- and classified as Group 'C'.

Attention is invited to Ministry of Finance's OM No.E7.(5)-EV/89 dated 15-05-1989 updating the Central Government Employees Group Insurance Scheme-1980 (CGEGIS), circulated vide Board's letter No.PC-III/89/GIS/I dated 19-09-1989.

2. Consequent upon implementation of recommendations of 6th Central Pay Commission as accepted by the Government and issue of revised classification vide Board's letter No. PC-VI/2009/I/RSRP/4 dated 08-01-2010, the issue of rate of recovery of monthly subscription and insurance cover under CGEGIS-1980 for erstwhile Group 'D' employees placed in PB-1, Grade Pay Rs.1800/-, have been under consideration in consultation with Ministry of Finance, the nodal Ministry for this purpose, for some time.

3. It has now been decided that subscription towards CGEGIS and insurance coverage to the erstwhile Group 'D' employees placed in PB-1 with Grade Pay Rs.1800 and classified as Group 'C' vide Board's letter No. PC-VI/2009/I/RSRP/4 dated 08-01-2010 (RBE No.05/2010), may be enhanced @ Rs.30/- per month from 1st January of the next calendar year i.e. January-2011.

4. This issues with the concurrence of the Finance Directorate of the Ministry.

           The undersigned is directed to refer to this Department’s of even no. dated 26.8.2010 on the above mentioned SubjeCt and to say that details of Group ‘D’ Canteen employees who have been placed in PB-1, was required to be furnished to this Department in the enclosed proforma for arranging training. It is, further stated that details of the Group ‘D’ Canteen employees have not been received in this office till date. All Ministries/Departments are once again requested that details of all Group ‘D’ Canteen employees, Working in Departmental Canteens located outside Delhi, may be furnished in the enclosed proforma latest by 25th October’ 2010 positively to enable this Department to compile the list for arranging training at the earliest before 31.3.2011

Insurance policies to be available at post offices

Insurance policies to be available at post offices

Post offices can now distribute insurance products with IRDA, allowing each circle of the Department of Post (DOP) to act as a corporate agent of insurers.

"Each Circle of India post should be treated a separate unit in order to grant independent corporate agent licence with various insurers," insurance regulator IRDA said while granting permission to postal circles to distribute insurance products.

It, however, said that in the case of metropolitan areas, head of Circle may approach IRDA for prior approval of further division in the circle as separate units to obtain licence to act as corporate agent in view of the large population.

The DOP has divided the whole country into 22 postal circles for providing postal services.

The Insurance Regulatory and Development Authority (IRDA) allowed each circle to tie up with two non-life insurance companies, two life insurance companies, one agricultural insurance company and one stand alone Health Insurance Company for this purpose.

Corporate agents act as insurance agent for insurers and procure business on behalf of the insurance companies through its executives.

The sector watchdog had last month sought views from insurers for granting corporate agency licence to the DoP to promote financial inclusion.

An expert committee on 'Harnessing the India Post Network for Financial Inclusion' had earlier recommended that the low cost platform of India Post be used for strategic partners like microfinance institutions (MFIs), mutual funds and insurance companies.

It also suggested expanding the role of Post Office Savings Bank as an agent of Ministry of Finance to play a larger and direct role in financial inclusion.

However, IRDA has disallowed the head office of India Post to engage in the distribution of the insurance products.

"In its individual capacity the Head/Corporate Office of India Post shall not obtain license to act as Corporate Agent of any insurance company. The Head /Corporate Office of India Posts shall not engage in the distribution of insurance products of any insurance company registered with IRDA in any other capacity," it added.
