All India Consumer Price Index Numbers for Industrial Workerson Base 2001=100 for the Month of October, 2010 All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of October, 2010 increased by 2 points and stood at 181 (one hundred and eightyone). During October, 2010, the index recorded an increase of 11 points in Kodarma centre, 7 points in Giridih centre, 6 points in Mercara centre, 5 points each in Bhilwara and Ghaziabad centres, 4 points each in 4 centres, 3 points in 4 centres, 2 points in 12 centres and 1 point in 32 centres. The index decreased by 2 points in Ludhiana centre, 1 point in 3 centres, while in the remaining 17 centres the index remained stationary. The maximum increase of 11 points in Kodarma centre is mainly on account of increase in the prices of Rice, Wheat, Fish Fresh, Milk, Onion, Garlic, Vegetable & Fruit items, etc. The increase of 7 points in Giridih centre is due to increase in the prices of Rice, Wh

IGNOU launches course for central government staff A new course for government employees in the country was launched Thursday by the Indira Gandhi National Open University ( IGNOU) and the training division of department of personnel and training (DoPT), an official said. The new programme is called ‘Distance and E-Learning Programme for Government Employees’ (DELPGE) for which a Memorandum of Understanding (MoU) was signed between IGNOU and the Ministry of Personnel, Public Grievances and Pensions and the DoPT. ‘The main objective of DELPGE is to increase the availability and flexibility of options open to employees for enhancing their knowledge and skills in order to improve the functioning of government organisations and the delivery of services to the public,’ said an official of the IGNOU. Azad made the announcement while addressing a public gathering after laying the foundation stone of a 150 crore super speciality hospital at Tanda near here. Highlighting the steps taken by the government to augment the standards of medical education in the country, he said in the last three years, the Centre has raised the number of MD seats in medical colleges up to 4700 per year as against 300 in previous years. One Rank One Pension for ex-servicemen The Parliamentary Standing committee on Defence has urged the government to reconsider the demand of “One Rank One Pension” for the ex-servicemen. The Parliamentary Standing Committee on Defence (15th LOK SABHA) on 1st and 7th Reports reiterated that the Government should consider the issue of ‘One Rank One Pension’ afresh. Since the issue of One Rank One Pension was not accepted in the past and more recently the Cabinet Secretary’s Committee set up to consider it also did not recommend the same, it has not been found feasible to accept the demand of One Rank One Pension. In the case of Original Application No. 15 and 45/2010 the Armed Forces Tribunal, Chandigarh had passed the order dated 3.3.2010 with directions to the respondents to take final decision in the matter. The ward of the employee seeking retirement under the scheme is considered for appointment in the respective category subject to fulfillment of eligibility / suitability etc. The existing scheme has been renamed as Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS) and will cover all safety categories including Gangman with grade pay of Rs. 1800/-. Procedure Simplified for issue of Disability Certificate The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules 1996 have been amended in December last year. The amended rules enable a simplified and decentralized procedure for issue of disability certificate. Disability certificate can now be issued by a single doctor in respect of obvious disabilities at the level Primary Health Centre (PHCs)/Government Medical Practitioner, Community Health Centres and Hospitals at the Sub-Divisional level. In case of non obvious disabilities, certificate can be issued by a specialist. Only in case of multiple disability, a Medical Board is required. Further, Medical Certificate is to be issued as far as possible within 7 days from the date of application but in any case not later than one month. These orders inter-alia lay down that on re-employment in civilian organizations, Military Service Pay shall not be admissible. However, the benefit of MSP given to all retired Defence Forces officers/personnel by reckoning it at the time of calculation of their pension (notionally in the case of pre-1.1.2006 pensioners) should not be withdrawn. Accordingly, while the pension of such re-employed pensioners will include the element of MSP, they will not be granted MSP while working in civilian organizations. Transfer policy of KV teachers revised New Delhi, Nov 3 (PTI) Revising the transfer guidelines of Kendriya Vidyalaya (KV) teachers, the Government today approved certain amendments like giving fair chance to every employee to get a choice posting and placement in "hard stations" both for men and women teachers. At the same time, it also cleared the way for KVs to conduct skill development courses in campuses everyday by making optimum utilisation of the infrastructure and introducing foreign language programme starting with German. The decisions was taken at the 89th meeting of the board of governors of KV sangathan chaired by HRD Minister Kapil Sibal. Workers eligible for interest on gratuity, rules Madurai Bench of HC An employee becomes eligible for gratuity on the termination of his employment after he has rendered continuous service for not less than five years, according to Section 4(1) of the Payment of Gratuity Act, 1972. He is also entitled for interest on the gratuity in terms of Section 7(3) and 7(3A). Making these clear, the Madurai Bench of the Madras High Court directed the Arumuganeri Salt Workers Co-operative Production and Sale Society Ltd, Thoothukkudi district, to pay the amount to its worker, Mr A. Rajan, within 30 days from date of receipt of a copy of this order without further driving him to any other forum. Mr Justice K. Chandru, hearing a writ petition from the Society challenging the order dated January 27, 2009 of the Appellate Authority under the Act, Madurai (R-2), directing it to make interest payment if gratuity was not paid within 30 days from the date of his order, noted that from the beginning,
