Based on the discussion with Staff Side in 3rd meeting of the Joint Committee of Modified Assured Career Progression Scheme (MACPS) held on 15.03.2011 under the chairmanship of the Joint Secretary (Establishment) Department of Personnel & Training, it has been decided that the necessary information it has been decided that necessary information in respect of specific categories of employees where the MACPS is less advantageous that the erstwhile ACPS may be called to from Ministries of Railways, Defence, Urban Development, Home Affairs and Department of Posts for taking a conscious Decision in the matter."



2. The Ministries of Railways, Defence, Urban Development, Home Affairs and Department of Posts are therefore, requested to send their information in the matter to this Department at the earliest.

Assistant Engineers (Civil) had been appointed in DJB through DSSB after clearance of all India level written examination followed by interview in the year 1998 and onwards. At the time of appointment their pay scale was 6500-10500 as per 5th pay commission which has been revised to 9300-34800 with grade pay 4600 under 6th CPC. As per old ACP scheme after completion of 12 years service (in the year 2010 onwards), they are entitle for next promotional pay scale 15600-39600 with grade pay 6600 PB3. However as per MACP they would get this scale (15600-39600 with grade pay 6600 PB3) only after 3rd up gradation of MACP i.e. after completion of 30 year of service. As most of these AEs shall retire without completing 30 years of service, they will never get next promotional pay scale 15600-39600 with grade pay 6600 PB3.
Obviously this is a very discriminatory financial up gradation and is, therefore quite anomalous and unjust dispensation. To undo this anomaly it is proposed that either the MACP may be based on promotion hierarchy (as in old ACP) or their first financial up gradation be done by adopting old ACP.
It is also submitted that erstwhile ACP scheme was implemented on the recommendations of the 5th CP and, as such, has already become a part of service conditions of the employees. Therefore it is contended that the department cannot impose the MACP schemes thereby altering the service conditions to the detriment of the employees.
It is once again reiterated that the financial up gradation under MACP scheme should be granted in the promotional hierarchy of post instead of the grade pay hierarchy as there is no assurance of carrier the post nor the salary in the MACP scheme.
