AICPIN for the month of July 2011

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of July 2011.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of July, 2011 increased by 4 points and stood at 193 (one hundred & ninety three).

During July, 2011, the index recorded maximum increase of 18 points in Bhilai centre, 15 points in Bokaro centre, 14 points in Haldia centre, 12 points in Jamshedpur centre, 8 points in 2 centres, 7 points in 6 centres, 6 points in 5 centres, 5 points in 11 centres, 4 points in 12 centres, 3 points in 17 centres, 2 points in 6 centres and 1 point in 10 centres. The index decreased by 2 points in Salem centre, 1 point each in Munkakkayam and Quilon centres, while in the remaining 2 centres the index remained stationary.

Furnishing of vacancies in the grade of LDC for the Select List Year 2011- regarding

An office memorandum has been issued today by Dopt regarding the furnishing of vacancies in the grade of LDC for the Select List Year 2011. It may be noted that as per the decision of the Cabinet 85% of the posts in the grade of LDC, meant for Direct Recruitment, will be abolished every year till the strength reaches 15% of the sanctioned strength of the cadre unit as on 03/10/2003.

This has reference to this Departments O.M. of even number dated 5th July 2011 on the above subject. As stated therein this Department has already nominated candidates to various cadre units on the basis of the vacancies intimated by them for the Select List Years 2008. 2009 and 2010. As another 26 candidates are still available for nomination on the basis of Clerk’s Grade Examination 2008 (Limited Departmental), this Department has decided not to participate in the CIerks’ Grade Examination (for erstwhile Group ‘D’ Staff now Group 'C') for the Select List Year 2011 and to nominate these remaining candidates as per the pre-amended rules i.e. Central Secretariat Clerical Service (Lower Division Grade Qualifying Examination for Group 'D' Staff) Regulation, 1969.

Sub: Sanction of Child Care Leave: Instructions regarding

     Consequent upon the implementation of 6th CPC, Child Care Leave to Women Employees of the Central Govt. was introduced w.e.f. 1st September 2008 vide DoP&T OM No.13018/2/2008-Estt.(L) dated 18-11-2008.

2.  DoP&T vide their OM No.13018/2/2008-Estt(L) dated 18-11-2008 have further clarified on the subject that Child Care Leave for women employees is meant to facilitate them in taking care of their children at the time of need. However, it should not disrupt the functioning of Central Govt. Offices. It was further clarified by DoP&T that CCL cannot be demanded as a matter of right and under no circumstances can any employee proceed on CCL without prior approval of leave by the leave sanctioning authority.

Latest List of Holiday Homes for Central Government Employees

         The Ministry of Urban Development has published the latest list of Holiday Homes for Central Government employees. Ministry of Urban Development has Holiday Homes at 10 locations and Touring Officers Hostels at 42 odd locations all over India. Directorate of Estates is an attached office of the Ministry of Urban Development, Government of India. It is responsible for the administration and management of the office buildings for the various organisations of the Government of India as well as residential accommodation for the Government employees in the metropolitan cities of Dlehi, Mumbai, Kolkata, Chennai and five other cities namely Shimla, Chandigarh, Ghaziabad, Faridabad and Nagpur. The Central Government Estates in the remaining cities and towns are managed by the Central Public Works Department(CPWD).

Eligibility of offered the Holiday Homes and Touring Officers Hostels facility is as under... 1. Sitting / Ex Member of Parliament 2. Central Government employees (on official visits) 3. Serving Central Government employees (On leave, LTC or personal visits) 4. State / PSU employees (On duty / Leave) 5. Retired Government Employees.

Beginning of the year 2009, the Directorate of Estates has introduced internet booking facility(Online booking) to Central Government employees for the purpose of LTC and Touring. The new user-friendly system for booking of rooms, to know the status of their application online and to obtain confirmation slips online. The charges of Holiday Homes and Touring Guest Houses are very low. Accommodation is provided for a period not exceeding 10 nights (5 nights in season period). There is no provision for refund of reservation charges. The check-out time : 9 AM, Check-in time : 11 AM to 12:00 noon. Retired Government employees should submit a photocopy of the PPO while presented at the time of checking in. The occupation of more than 4 persons (2 Adults and 2 Children) in the double-bedded rooms is not permitted. Cooking is strictly prohibited in the rooms of Holiday Homes / Hostels and Pets are not allowed.

Aganwadi Workers Training Centres
There are a total of 498 AWTCs operational as on 30 June 2011 in States/UTs. The Minister of State (I/C) for Women & Child Development Smt. Krishna Tirath revealed in Lok Sabha today that two proposals to open 10 new AWTCs - 6 in Assam and 4 in Jharkhand, have been received in May, 2011.

In reply to a question she said that the number of Anganwadi Workers to be trained every year is proposed by the States/UTs in their Annual State Training Action Plans (STRAPs). During the current financial year, 2,87,778 Anganwadi Workers and 2,18,098 Anganwadi Helpers are proposed to be trained through the existing AWTCs.

Group ‘A’ Posts in the Ministry are either part of Central Staffing Scheme filled up on deputation tenure basis or cadre posts of Central Secretariat Service (CSS). Similarly, Group ‘B’ Posts are cadre posts of Central Secretariat Service or Central Secretariat Stenographers’ Service (CSSS). Appointments to all posts in CSS/CSSS are made by Department of Personnel & Training who controls these services duly considering the provisions of reservation for Scheduled Castes and Scheduled Tribes. In case of Group ‘C’ posts, one vacancy reserved for SC category has been intimated to Department of Personnel and Training for filling up.

This information was given by the Minister of State for Mines, Shri Dinsha Patel in a written reply to a question in the Lok Sabha today.

Railways take Steps to Prevent Misuse of Tatkal Scheme
With a view to reduce the scope for misuse of Tatkal scheme, the following steps have been taken:-

i)    Access to Tatkal booking on all days and normal booking on the opening g day of reservation through e-tickets by the Travel Agents/Web-service agents/Web Agents of Indian Railway Catering and Tourism Corporation (IRCTC) has been disabled between 0800 a.m. and 09.00 a.m.

ii)    It has been made mandatory to produce any one of the prescribed identity cards (in original) during the journey by any one of the passengers booked on a Tatkal ticket.

iii)    Instructions have also been issued that Senior Divisional Commercial Managers/Divisional Commercial Managers should conduct regular inspections of Reservation offices and also personally inspect passenger Reservation System (PRS) offices during the opening hours and take immediate steps to check the routing activities.

In addition, the following two safeguards already exist in the Tatkal Scheme:-

•    Tatkal Refund Rules are stringent to reduce chances of its misuse

. •    Change of name facility is not available under the Scheme.

Kerala declares Onam bonus, festival allowances

Kerala Cabinet on Wednesday decided to increase the festival allowance of employees from Rs. 1500 last year to Rs. 1750 this year.

Chief Minister Oommen Chandy told the media after the Cabinet meeting that employees who were not eligible for bonus on account of their salaries exceeding the bonus limit would be eligible for the festival allowance. The bonus rates would remain the same as last year. The Onam advance for employees would go up from Rs. 7500 to Rs. 8500.

Subject: Promotion of Section Officers of CSS to Grade-I (Under Secretary) of CSS on ad-hoc basis — regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 30.06.2011 vide which vigilance status and APARs upto the period 2009-10 of Section Officers officers upto 2003 Select List was sought for consideration of adhoc promotion to the grade of US. The documents sought were to have been sent to this Department by 8.7.2011. The Screening Committee for assessing the suitability of officers for adhoc promotion commenced their assessment on 19th July 2011. The APARs and vigilance status received upto that date have been taken into account for assessment of officers. The Screening Committee assessed the candidature of 273 eligible Section Officers of the CSS in terms of extant guidelines/instructions for ad-hoc promotions. Officers as mentioned in the Annexure could not be assessed by the Screening Committee for want of APARS and or non-receipt of vigilance clearance etc.

Sexual Harrasment in work Places

Sexual Harrasment in work Places :-  Centralized data on the number of cases of Sexual Harassment is not maintained. The Government does not receive complaints directly as these are to be dealt by Complaints Committees constituted by the employers at their respective workplaces. However, not many cases of Sexual Harassment have been reported in the last three years. Only one case of Sexual Harassment has been reported in Central Sphere. The case was examined by sexual harassment committee of NTPC Dadri and was found to be false.

In Delhi two cases of sexual harassment have been reported during last three years. The details of these are as follows:

(i).    Smt. Neelam Vig in M/s Jassaram Hospital, Karolbagh, New Delhi- The case is presently being examined by committee constituted by the management.
(ii).    Smt. Bimla Bhatt of M/s Jaypee Sidharth Hotel, Rajendra Nagar, New Delhi – the management of Jaypee Siddharth Hotel has terminated the service of the accused in the charges of sexual harassment case.

Objectionable Content on Websites : -  Every infrastructure/service may be used for hosting variety of applications and content of any nature. The web infrastructure does not distinguish the nature of content. The technology is therefore, used for purposes which may be liked by one section of society and not liked by other sections of society. Several groups have hosted websites with obscene/objectionable content on internet for variety of purposes. Such sites can be accessed by all sections of users. Most of such websites are hosted outside the country.

The filtering of websites with obscene/objectionable content poses a technical challenge. These websites keep on changing the names, domain addresses and hosting platforms from time to time making it difficult to filter or block such websites using technical tools available in the market. In addition, the tools provide filtering to a limited extent only. The tools, in the process, also filter genuine content and degrade the performance of systems.

What is “Hierarchy”

               Generally we all know that the word 'Hierarchy' means 'an arrangement of items'. The same word plays an important role among the government employees. An employee who gets promoted from lower pay-scale to higher pay-scale as a result of promotion, the formation of pay structure is called 'Promotional Hierarchy'.

It is very normal that each and every central government employee is eager to get a promotion in his service. The advancement of an employee from one grade to another grade is called promotion. That pattern of pay structure for promotion, which gives one grade to another grade with pay range is called 'Promotional Hierarchy'.

In every central government departments, various staff are working together, but their pay differs. Promotion is provided on the basis of their own promotional hierarchy of category of post. Hierarchy is not common for all employees. It maintained 'Basic Pay Structure' for every category of post in every departments. Even though, the same category of employees working in different departments, they may have also different promotional hierarchy.

Initially in 2008, 6th CPC had recommended the new Grade Pay structure for all Central Government employees, this formation also called 'Hierarchy of Grade Pay'. This Grade Pay Hierarchy is common for all employees, but 'Promotional Hierarchy' will differ to each category. In 5th CPC, the order in pay structure was 3050, 3200, 4000, 4500, 5000, 5500, 6500.., but all the employees didn't get promotion in this order. Every department has different pattern of pay structure for promotion. This is known as 'Promotional Hierarchy'.

Erstwhile ACP Scheme was based on 'Promotional Hierarchy'.

The Modified ACP Scheme is based on 'Grade Pay Hierarchy'.

An employee getting promotion as per his 'Promotional Hierarchy', whereas an employee getting MACP upgradation as per 'Grade Pay Hierarchy'. The Grade Pay has created many anomalies within a single cadre. Hence, all the Trade Unions and Federations summarily rejected and insisted that grade pay of the next promotional post to be granted under the new MACP Scheme instead of granting next higher grade pay in the revised grade pay hierarchy. One more alternative also given by staff side in MACP Core meeting held on 25.2.2010 that the first two MACPs after 10 and 20 years should be to the next promotional post as per the hierarchy of respective department as under the erstwhile ACP scheme and thereafter the third MACP in the next grade pay of the revised pay band and grade pay.

Finally, Dopt has ordered to send the necessary information in respect of specific categories of employees where the MACPs is less advantageous that the erstwhile ACPS. It is based on the discussion with the Staff Side in 3rd meeting of the Joint Committee of MACP Scheme held on 15.03.2011. It identified more in some departments like Railways, Defence, Urban development, Home affairs and Postal.

                           The Minister for Housing and Urban Poverty Alleviation Kumari Selja has said that Housing & Urban Development Corporation Ltd. (HUDCO), has sanctioned a number of schools, colleges, hostels, office buildings etc.  under social infrastructure component based on the proposals of the State/Government Agencies under priority sector.
In a written reply in the Lok Sabha today she said, however, there  was no scheme specifically for construction of hostel buildings for SCs/STs/OBCs and Minorities.  In the last three years, i.e., from 1st April, 2008 to 31st March, 2011, HUDCO has sanctioned 69 social infrastructure schemes with loan amount of Rs.896.74 crore as at  Annexure-I. The details of schemes State-wise in last three years is at Annexure-II.

Dearness Allowance close contact with AICPIN

Dearness Allowance for Central Government Employees as per 6th CPC.

        We are all well known that the Dearness allowance calculation is based on All India Consumer Price Index numbers. AICPIN has been published by Labour Bureau in every month,and an attached office of the Ministry of Labour & Employment, has been compiling Consumer Price Index Numbers for Industrial Workers (CPIIW) since its inception in the year 1946.

Earlier the Government of India accepted the recommendation through a scheme called “Cost of Living Index Numbers scheme” in the year 1941.

In 1946, started compiling and publishing an interim series of All India Average Working Class Cost of Living Index Numbers by Labour Bureau.

The Labour Bureau compiled and published centre-wise and all India Consumer Price Index Numbers for Industrial Workers with base year 1960=100 from August, 1968 to September, 1988.

Working Class Family Income & Expenditure Surveys were conducted by the Labour Bureau during the period 1970-71 at 60 centres and during the period 1981-82 at 70 centres belonging to All India and 6 additional centres. On the basis of the results of 1981-82 survey, a new series of centre-wise and all India Consumer Price Index Numbers for Industrial Workers with base year 1982=100 was compiled and published during the period October, 1988 to December, 2005.

The current series of Consumer Price Index Numbers for Industrial Workers with base year 2001=100 had been released with effect from January, 2006 index.

This series is based on the Working Class Family Income & Expenditure Surveys conducted during the period 1999-2000 at 78 important industrial centres throughout the country.

These Consumer Price Indices measure the changes in the level of retail prices of a fixed set of goods and services consumed by an average working class family in a given area, over time with reference to a base year.

These indices are utilised for regulation of wages and dearness allowance of millions of workers and employees in the country. These indices serve as important indicators of retail price movement in the country.

Adoption of Children

During the year 2010, the total reported adoptions were 6286, out of which 5693 were domestic adoption and 593 were inter-country adoptions. The Minister of Women & Child Development Smt. Krishna Tirath stated this in Rajya Sabha today.  She said in reply to a question that guidelines for adoption have already been revised and notified on 27th June 2011 as “Guidelines Governing the Adoption of Children, 2011”.

Salient features of these Guidelines are given below (Statistics of adoptions are maintained calendar year wise).

·                                Mandatory declaration by CWC before adoption placement so that the source of each child is verified.
 
A.    Expeditious adoption process
 
·                                Centralized receipt of dossiers for inter-country adoption - all dossiers for inter-country adoption shall be received at CARA and then be forwarded to an agency where children are available for adoption-this would expedite rehabilitation.
·                                Special norms for adoption of special needs children for expeditious placement of such children.
·                                Permanent recognition for RIPA and AFFA unless revoked by CARA and recognition for five years for SAA. This would reduce undue delays and ensure expeditious and smooth functioning of the adoption process
 
B.     Safeguards and stringent post-adoption follow-up stipulations
 
·                                The guidelines govern adoption procedure only for orphan, abandoned and surrendered children as defined under JJ Act.
·                                In-country adoption follow-up for a period of two years
·                                Inter-country adoptions only to countries which are signatories to the Hague Convention on Inter-country Adoption (exception for Indian nationals in non-Hague ratified countries).
·                                All inter-country adoptions to proceed only after final decree under JJ Act - this would ensure citizenship of the adopted child in the receiving country.
·                                To facilitate early citizenship for the adopted child, conformity certificate to be issued by CARA in each case.
·                                Special provisions to facilitate post-adoption follow-up. Specific and stringent guidelines for disruption and repatriation cases including provision of an FD of US $ 5000 in the name of the repatriated child.
·                                Recommendation certificate by State Committee to ensure active involvement of State Government in inter-country adoption.
 
C.    Priority to domestic adoption
 
·                                Ratio of 80:20(in place of the present 50:50) for in-country vis-à-vis inter-country adoption excluding special needs children.
 
D.    Ethical and best practices
 
·                                Provision of pre-adoption foster care for inter-country adoption to provide early deinstitutionalization of the child and promote bonding.
·                                Time bound rehabilitation for children in case of revocation of recognition of any agency.
·                                No donations permitted from PAPs, adoptive parents or CARA enlisted foreign adoption agencies.
 
A.    Expand adoption base
 
·                    Linkages stipulated between SAA-RIPA under supervision of SARA to rehabilitate more children through adoption.
 

          As reported by the State Governments 318 agencies are recognized for processing cases of adoptions, out of which 72 agencies are recognized by CARA for processing cases of Inter-Country Adoptions.

 
            A system of centralized receipt of applications for inter-country adoptions has been introduced in the “Guidelines Governing Adoption of Children, 2011” to ensure expeditious rehabilitation of children.  This is also in accordance with the direction of the Hon’ble Supreme Court of India in Writ Petition No. 1171 of 1982.

Upgradation of Retiring Rooms at Railway Stations

Instructions were issued to the Zonal Railways by the Ministry of Railways to upgrade the retiring rooms including dormitories under Renovation/Rehabilitation, Operation and Transfer (ROT) Scheme through Public Private Partnership (PPP). Under the scheme, the contract allottees are to renovate the existing retiring rooms and dormitories, or construct new ones as the case may be, operate it for a fixed period as per agreement and transfer it to the Railways after completion of the agreement.

Expression of Interests (EOIs) were called by the Zonal Railways under the above scheme. However, no agreement under the scheme could be finalized, so far.

The Minister of Railways, Shri Dinesh Trivedi said that safety is accorded the highest priority by Indian Railways. The Railway Minister was speaking at the Consultative Committee meeting of Members of Parliament for Ministry of Railways here on Tuesday i.e. 16th August, 2011. The agenda for the meeting was safety and security. The Ministers of State for Railways, Shri K. H. Muniyappa and Shri Bharatsinh Solanki were especially present at the meeting.

The Minister said that consequential train accidents have consistently declined in number over the years. From a level of 269 in 2002-03, these have come down to 93 in 2010-11. He pointed out that an accident of any type on the Railway system is a cause of concern, specially in view of our commitment towards zero tolerance to accidents, whether due to equipment failure, human failure or because of any other reason.

The Railways Minister assured the Members of the Consultative Committee that no stone shall be left unturned to further improve the safety record of Indian Railways. He said that Railways are going in for all feasible, technological measures and improvement in asset liability to reduce human dependence. Wherever, fund constraints are encountered, Railways will seek help and guidance of all the Members, Shri Dinesh Trivedi added.

The Railway Minister said that the security environment poses challenges to the Railways. With the instances of ‘bundh’, ‘dharna’ ‘agitation’ and militant activities affecting the Railways on the rise, the Railways have to increasingly depend upon the State Police Authorities for help, Shri Trivedi said.

The Minister of Railways said that it is our endeavour to improve security environment of Indian Railways. In this direction, Railways are moving to further strengthen the Railway Protection Force (RPF) for protection and security of Railway passenger and property. The Minister further said that RPF is being modernized with induction of latest equipments and induction of requisite manpower. Railways are also moving in for amendment in the RPF Act, 1957 to empower RPF to deal with passenger security.

Shri Trivedi emphasized that the Ministry of Railways and the elected representatives will have to work as a team to achieve desired results for the betterment of Indian Railways. The Railway Minister said he is sensitive to the needs of the public as articulated by the elected representatives and instructed the Railway Board officials to examine the representations of the elected representatives in an objective and in-depth manner so that due cognizance is given to the aspiration of the people. The Minister also said that he would soon be visiting various State capitals along with the Railway Board Members to discuss various Railway proposals with the respective Chief Ministers and the local MPs. The members of the Consultative Committee welcome this initiative of the Railways Minister.

Shri Dinesh Trivedi urged the members of the Committee to give their suggestions not only during the meetings but also in between all possible opportunities. The Committee can enrich the Railways by their active participation of its members, the Minister added.

The Members participating in the Consultative Committee meeting made several suggestions to further strengthen the security system on Railways and take measures to improve the safety of passengers.

They also emphasized on the need of providing improved passenger amenities, clean linen, clean coaches and stations and improved punctuality. Some also suggested improvements in the catering services specially the hygiene and quality of food. Some Members also requested for expediting the work of various pending projects on doubling, gauge conversion and foot over bridge, road over bridges etc.

The members of the Consultative Committee appreciated the fact that financial resources would be necessary for achieving further improvement of services and providing further impetus to safety related activities and initiatives. They exhorted the Railway Minister that it would be difficult for Railways to move ahead without adequate generation of financial resources internally. A number of members of the Committee strongly advocated hike in passenger fare within reasonable limits not only to offset the inflationary trend and diesel price increase etc. but also to plough back at the same time the resources raised for the benefit of passengers and improvement in Railway system. The members pointed out that the time has now come to consider this reasonable hike in passenger fares which had not been done in the last 10 years so as to ensure improved and value added passenger services and amenities along with growth of Railway system. A number of members also suggested that Railways should give more stress on Public Private Partnership (PPP) model to attract private investment in various activities to overcome shortage of resources.

Chairman, Railway Board, Shri Vinay Mittal, Members of the Railway Board and senior officials of Ministry of Railways were among those present on the occasion.

Hacking of Government Website

The Minister of State for Communication and Information Technology, Shri Sachin Pilot today informed in written reply to a question in Lok Sabha that the website of Ministry of External Affairs (www.mea.gov.in) hosted and maintained by National Informatics Centre (NIC) has not been hacked.

The specific steps taken by Government to ensure cyber security are:

*    All the new government websites and applications are to be audited with respect to cyber security prior to their hosting. The auditing of the websites and applications will be conducted on a regular basis after hosting also.

*    National Informatics Centre (NIC) has been directed not to host web sites which are not audited with respect to cyber security.

*    National Informatics Centre (NIC) which hosts the governments are websites is continuously engaged in upgrading and improving the security posture of its hosting infrastructure.

*    All the Ministries/ Departments of Central Government and State Government are implementing the Crisis Management Plan to counter cyber attacks and cyber terrorism.

*    The Indian Computer Emergency Response Team (CERT-In) issues alerts and advisories regarding latest cyber threats and countermeasures on regular basis.

The existing Government websites are periodically audited from security perspective and vulnerabilities found are plugged.

Updating Records of Records of Trade Union Membership

The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha the general verification of membership of Trade Unions affiliated to Central Trade Union Organizations(CTUOs) was last done with date of reckoning as 31.12.2002 and state-wise as well as industry-wise result was notified by this Ministry vide order dated 11.1.2008.

The registration of Trade Unions is done by the respective Registrars of the Trade Unions of the State Governments and the registered Trade Unions are required to submit annual Statutory Returns to the Registrars of Trade unions of the State Governments. The membership data is not required to be routed to the Ministry under the Trade Unions Act, 1926 and, hence, not maintained centrally.

Section 28 (4) of the Trade Unions Act, 1926 provides for examination of the documents relating to annual returns submitted by the Trade Unions, by the Registrar or any officer authorized by him.

The process of fresh general verification of Trade Unions affiliated to Central Trade Union Organizations has already commenced. This is a lengthy and time consuming process. So far, two meetings of the Standing Committee on general verification, comprising representatives from various Central Trade Union organizations have been held under the chairmanship of Chief Labour Commissioner (Central) and the date of reckoning for fresh general verification unanimously decided as 31.12.2011.

The Minister was replying to a written question in the Rajya Sabha today.

Modernisation of Department of Posts

Government has approved the ‘IT MODERNIZATION PROJECT’ of Department of Posts for computerization of Post Offices, Mail Offices, Administrative Offices and other field offices. This will involve establishment of required IT infrastructure, development of required software applications with an outlay of Rs.1877.2 crore.

The project has the following salient features:

•    It will establish IT infrastructure of Data Centre and Disaster Recovery Centre and networking of all Departmental Post Offices including appropriate connectivity in the Branch Post Offices in the rural area.

•    The project envisages development of integrated modular scalable applications for Mail, kBanking, Postal Life Insurance, solutions for Accounts and HR operations of the department.

•    The rural post offices will be provided with rural ICT devices with required applications for performing Postal, Savings Bank, Insurance, MGNREGS and Money Order operations.

•    Provision has been made for training, change management, capacity building of the employees of the department along with Project Management activity for smooth and timely implementation of the project.

It is planned to network all Departmental Post Offices and Branch Post Offices in the country subject to availability of connectivity and resources under the “India Post Technology Project-2012”.

The departmental Post Offices are proposed to be networked with appropriate connectivity. Branch Post Offices located in rural areas are proposed to be networked using available connectivity at these locations. The rural ICT Devices in the Branch Post Offices will have the capacity to work in both online/offline mode. The IT project is expected to be implemented by 2012-13 subject to the availability of funds.

Subject: Surrender of CSS Officers by the Ministries/Departments to the Department of Personnel & Training — Instructions regarding.


            In the recent past some Ministries/Departments have unilaterally surrendered officers of CSS/CSSS/CSCS to DoPT mostly on the grounds of non-performance or dereliction of duty and sometimes on the ground that the officer has proceeded on long leave with or without valid reasons. This is not a good practice.


2.          Firstly, such unilateral surrender of an officer on the grounds of non performance or under-performance bring stigma to the said officer and in the interest of natural justice, It is necessary that he should be given a chance to explain his position before any such action is taken. Secondly, such surrenders also pose problem before the Cadre Controlling Authority in DoPT as there may not be any available post against which salary of such an officer can be drawn till he is posted to another Ministry/Department. And, finally, merely transferring an officer on the grounds of non performance/under performance from one department to another does not solve the basic problem of under performance in that specific case.


3.         In view of the above, if an officer is not performing well or is derelict in performance of his/her duties, then the correct course of action is to take action against such officer for non performance etc. under the relevant Conduct Rules and also record such non-performance at the time of writing performance appraisals. This will not only give a chance to the officer concerned to explain himself, but would also de bar non-performance/under performance or dereliction of duty.


4.        In view of the above, Ministries/Departments are directed that they should desist from unilaterally surrendering any officer of CSS/CSSS/CSCS to DoPT. If the Ministry/Department is not satisfied with the performance of an officer, action should be taken against him or her against relevant rules and at that stage if it is warranted that he/she should be transferred out of the Department, a request may be made to D0PT which would be considered on priority. If, despite the above instructions, any Ministry/Department surrenders an officer unilaterally without following the above procedure, such surrender would be presumed to have been made along with the posts and the sanctioned strength of the concerned Ministry / Department would be reduced accordingly and no replacement would be provided to the concerned Department against such surrenders.


5.          It is requested that the above instructions may be strictly adhered to.

Subject:- Promotion of Personal Assistant (PA) of CSSS to the Private Secretary (PS) Grade of CSSS on ad-hoc basis- reg.


In continuation of this Department’s O.M. of even number dated 8.6.2011 on the above mentioned subject, the undersigned is directed to say that on the basis of information received so far from the Cadre Units, the Competent Authority has decided to nominate the PAs whose names are given in the Annexure to this OM and post them to the Cadre Units indicated against their names for their promotion to the Grade of PS of CSSS on adhoc basis after having been found b'fit' by the DPC and clear from vigilance angle.


2. The ad-hoc appointment of these officials shall take effect from the date they assume charge of the post of PS in the respective Cadre Units. The adhoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of PS for regular appointment or to claim seniority in the PS Grade of CSSS. The period of adhoc promotion would be upto 30.9.2011 or till the regular Private Secretaries become available, whichever is earlier.


3. The Cadre Units are requested that the officers shown in the list at Annexure may be relieved, immediately so that they can take up their assignment as PS of CSSS on adhoc basis in the allocated Cadre Units. A copy of the relieving/promotion orders issued by Cadres concerned may be forwarded to this Department immediately.


4. Cadre Units are also requested to furnish full details of vacancy remaining unfilled as on 1.9.2011 in the PS Grade to this Department immediately, so that the same can be filled up by promotion on adhoc basis.

                The undersigned is directed to inform that Section Officers of the CSS with 8 years of approved service whose names are given in Annexure- I have been nominated to participate in the Level ‘D’ Training Programme being conducted by ISTM w.e.f. 05/09/2011 to 28/10/2011. The officers mentioned in Annexure-l may be relieved of their duties, subject to vigilance clearance wherever not yet received and advised to report to Ms Rekha Sharma, Deputy Director (Coordinator), ISTM, Administrative Block, JNU Campus (Old), New Delhi-110067 at 9 A.M. 5th September, 2011 without fail.

2.         As the training of the officers and its successful completion is mandatory, the Cadre Authorities are requested to ensure that the officers nominated to the above programme are relieved in time. The performance of the officers in the training will be evaluated and the reports thereof be added in their APARs while considering their promotion. No request for withdrawal of nomination either from the ministry/Department or the officer concerned shall be entertained by this Department or the Institute as this would adversely affect the of promotion the officers. The officers who do not attend or successfully complete the Level ‘D’ training programme will be liable to debarment and denial of promotion as envisaged in DOP&T No.1/1/2009-CS.I(Trg.) dated 24.02.2010.

3.         The aforesaid training includes study tour as well as field visit outside Delhi. Officers nominated in Annexure I may be advised to draw necessary TA/DA advance of Rs. 55,000/- (Rs. 10,000/- for study tour and Rs. 45000/- for the field visit in states) from their respective Ministry/Department. This amount may be sanctioned in the name of nominated officers in the form of Cash and the same will be collected by ISTM from the participating officers.

4.        Confirmation with regard to the participation of the officers along with their biodata (Annexure-II) may please be sent by 25th August, 2011 to Ms Rekha Sharma, Deputy Director (Co-ordinator) ISTM, New Delhi, with a copy to the undersigned. The Government has issued instructions that with effect from the reporting period 2008-09, the full Annual Performance Assessment Report (APAR) (earlier known as ACR) after completion shall be communicated by the Section entrusted with the maintenance of APAR to the concerned officer. No instructions have been issued to merely show the APAR and obtain any certificate to this effect.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to question in the Lok Sabha today.

Applications Received Under RTI ACT

As per the information available with Central Information Commission, 18,32,181 applications were filed before Central Public Authorities during the years 2007-08 to 2010-11. Out of these, information was supplied in 17,33,620 cases.

Information about applications received and disposed of by public authorities of State Governments is not centrally maintained.

A sum of Rs. 2,21,56,363/- was collected as fees from RTI applicants by Central Public Authorities over the period from 2007-08 to 2010-11.

Central Information Commission may impose a penalty if a Public Information Officer, without any reasonable cause, refuses to accept an application or does not furnish information within specified time or malafidely denies information or gives incorrect, incomplete or misleading information.

A sum of Rs.44,23,221/- was recovered as penalty from Central Public Information Officers over the period 2007-08 to 2010-11.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to question in the Rajya Sabha today.

Railways’ Computerized Reservation Centres

At present, 2415 computerized reservation centres have been commissioned by Railways at various stations and non-station locations across the country both in rural and urban areas. As per policy, this facility is provided where reservation related workload is 100 transactions per day, at stations, at district headquarters, important hill stations/tourist, pilgrimage centres and locations on basis of proposals received from public representatives and the Zonal Railways, which include rural locations also. At such locations the facility is provided by arranging space from state government, local bodies/panchayat samitis/post offices also.

Employment Growth

The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha that reliable estimates of employment and unemployment are obtained through quinquennial labour force surveys conducted by National Sample Survey Office. As per the two most recent surveys, employment estimated on usual status basis has increased from 459.10 million in 2004-05 to 465.48 million in 2009-10 which shows that about 6.4 million persons were able to find employment during the period 2004-05 to 2009-10. The number of youth job seekers in the age group of 15-29 year, all of whom may not necessarily be unemployed, registered with employment exchanges as on 31-12-2008 was 270 million.

In order to bridge the employment gap and to harness the benefit of demographic dividend, Government of India has undertaken skill development in a big way.

The coordinated Action Plan for Skill Development has set a target of 500 million skilled persons by the year 2022, and all concerned Ministries and Departments have been mandated to undertake skill development programmes accordingly. All the Government (ITIs) Industrial Training Institutes are being modernized. New Govt. and Private ITIs and ITCs are being setup to augment training capacity. A new scheme, titled Skill Development Initiatives has been started to train one million persons in five years and then one million every year in short term modular employable skills. In addition, Government has also been implementing Employment generation Programme some of which are Swarnjayanti Shahari Rojgar Yojna, Swarnjayanti Gram Swarojgar Yojna, Mahatma Gandhi National Rural Guarantee Act and Prime Minister’s Employment Generation Programme.

The Minister was replying to a written question in the Rajya Sabha today.

Review of the Recommendation of the Committee on EPS 1995

The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha that the Expert Committee constituted by the Central Government to review the Employees’ Pension Scheme, 1995 has submitted its report on 5th August, 2010, which is under consideration of the Central Board of Trustees (EPF). The report also includes recommendations on contribution to be made by all concerned viz. employers, employees and Central Government under various options.

The Minister was replying to a written question whether Government has completed a review of the recommendations of the committee appointed to look into the various aspects of Employees Pensions Scheme (EPS) 1995.

The Central Government clarified that there is no proposal to extend the retirement age of Central Government Employees.

In Rajya Sabha, the Minister of State for Finance Namo Narain Meena told that the total number of Central Government Employees as on March, 2010 was 32.24 Lakh and “at present we have no idea to increase the retirement age of Central Government Employees from 60 to 62”.

The undersigned is directed to state that CGHS had initiated action for empanelment of private hospitals under CGHS, under Continuous Empanelment Scheme, which was notified vide Office Memorandum of even number dated 8th December, 2010.


2. The undersigned is directed to enclose a further list of hospitals. under the categories mentioned in the document, that have conveyed their acceptance of the CGHS rates in various cities announced and placed on CGHS website and have signed the Memorandum of Agreement with CGHS and have also furnished the appropriate performance bank guarantee. These hospitals are also taken as included in the list of approved hospitals for empanelment under CGHS. Bengaluru, Chandigarh, Chennai, Hyderabad, Jabalpur, Kanpur, Kolkata and Mumbai. 


3.             The undersigned is directed to refer to this Department’s O.M. of even number dated 4.5.2011 on the above subject and to say that the Competent Authority has approved promotion of the Steno Grade ‘D’ whose names are given in the Annexure-I and Annexure-II to this O.M. to the grade of Personal Assistant of CSSS on ad-hoc basis upto 31.12.2011 or till the regular PAs become available, whichever is earlier. The details of Steno Grade ‘D’ who are to be promoted as PA on adhoc basis and be retained temporarily in their present Cadre Units are in Annexure-I and the details of Steno Grade ‘D’ having relatively maximum residency in their Cadre Units are being nominated outside their present Cadre Units keeping in view the overall strength of CSSS personnel in the Cadre Units are in Annexure-II.

Closing EPF Accounts

Closing EPF Accounts

There is no such proposal to close the inoperative Employees Provident Fund accounts. However, from 1st April, 2011, interest is not being credited to the account of a member from the date on which it has become inoperative account.

As per un-audited Annual Accounts of the Employees’ Provident Fund Organisation, an amount of Rs. 14,914.81 Crore is lying in Inoperative Accounts of the Employees’ Provident Fund Organisation as on 31.03.2011.

Regarding returning the money in Inoperative accounts to their account holder, publicity through print media and electronic media is made to educate the members to file their claims for settlement or transfer to their existing account. Similarly, the employers’ and employees’ unions have also been requested to advise the members to file their claims for settlement.

This information was given by the Minister of Labour and Employment Shri Mallikarjun Kharge in reply to a written question in the Lok Sabha today.

Consideration of persons with disabilities for promotion against unreserved vacancies-reg.

Department of Personnel and Training has issued many clarificatory orders on the matter of promotion against unreserved vacancies to disability persons from time to time.

The Union Government has now clarified that, if promotions are made to a Group 'A' or Group 'B' post, which is identified suitable for persons with disability of a specific category, the persons with disability of relevant category in feeder grade, if any, shall be considered for promotion to the post by applying the same criterion as applicable to other persons.

Electronic Devices for Ticket Checking Staff in Trains

Electronic devices in the form of Hand Held Terminals (HHT) have been provided to the Ticket Checking Staff in about 11 pairs of trains as a pilot project. These devices are used for marking passengers as turned up/not-turned up, giving information on vacant berths availability to passengers at stations and on the website, facilitating greater transparency in the on-board allocation of berths and system accountal of ticket checking transactions.

Implementation of One Rank One Pension

Improvement in pension is an ongoing process. Though the demand for One Rank One Pension (OROP) has been considered by various Committees in the past but it has not been found feasible to accept it. However, keeping in mind the spirit of the demand a Committee was set up under the Chairmanship of Cabinet Secretary to look into the issue of OROP and other related matters, which submitted its report on 30.6.2009. The Committee made seven recommendations to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers, which have been accepted by the Government. Department of Ex-Servicemen Welfare, Ministry of Defence has accordingly issued orders in implementation of the same vide Government letters dated 30.10.2009, 19.1.2010, 20.1.2010 & 8.3.2010 which are also available on www.pcdapension.nic.in. These orders have substantially increased the pension of pre 2006 retirees.

The yearly statement of booking of Defence Pension Expenditure during and up to the month of March ending (2009-2010 & 2010-2011) shows that the total amount allotted for Defence Pension Expenditure has been booked in full and no amount is lying unspent. Further as per the reports received from various pension disbursing authorities including Public Sector Banks/Private Sector Banks almost 98.5% cases requiring revision have been cleared. Only few cases are pending for revision, which are also being pursued for early settlement.

The process of revision of pension is being monitored regularly by the Department of Ex-Servicemen Welfare (ESW), Controller General of Defence Accounts (CGDA) and the Department of Financial Services.

The government is aware of the demand for medical facilities to non-pensioners such as Emergency Commissioned Officers and Short Service Commissioned.

A proposal to make Short Service Commission more attractive has been initiated in which the provision for grant of ECHS facilities to Short Service Commissioned Officers has been included. The above proposal is still under examination.

This information was given by Defence Minister of State for Defence Shri MM Pallam Raju in a written reply to Shrimati Paramjit Kaur Gulshan in Lok Sabha today.

As per the Telecom Regulatory Authority of India (TRAI) report on “The Indian Telecom Services Performance Indicators” for January - March 2011 dated 28/07/2011, nine (9) Public sector and one hundred and thirty two (132) private sector companies are providing Broadband Internet Services in different licensed areas across the country.

TRAI has issued recommendations on National Broadband Plan on 8th December 2010. Para 6.21 and 6.22 of these recommendations with regard to speed of Broadband internet are as under

“6.21 The Authority recommends that:
Broadband connection may be defined as
“A data connection using any technology that is able to support interactive services including Internet access and support a minimum download speed of 512 Kilo bits per second (Kbps)”.

6.22 It is to be noted that the upload speed will atleast be half the download speed. This definition of broadband (Both Wireline and Wireless) given in para 6.21 above, which will be effective from 1st January 2011. The stipulated download speed of 2 Mbps will be effective from 1st January 2015.”

Licensed Telecom Service Providers are to provide Internet and Broadband services as per the terms and conditions of their respective license. However, in case of any violations, actions are taken as per the provisions of the respective Telecom licenses. Further, 34 Telecom Enforcement, Resource and Monitoring (TERM) Cells are functioning all across the country to curb illegal activities in telecom services and checking the compliance by the licencees, in respect of licence conditions and any directions issued by the licensor.
