All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the month of August 2011.

         All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of August, 2011 increased by 1 point and stood at 194 (one hundred & ninety four).

          During August, 2011, the index recorded maximum increase of 9 points in Amritsar centre, 8 points  each in Bhilwara and Chindwara centres, 6 points in Kolkata centre, 5 points in Jharia centre, 4 points in 6 centres, 3 points in 7 centres, 2 points in 16 centres and 1 point in 16 centres. The index decreased by 3 points each in Giridih, Quilon and Kodarma centres, 2 points  in Rajkot centre, 1 point  in 9 centres while in the remaining 15 centres the index remained stationary.

Union Cabinet Committee approved 78 Days Bonus to Railway Employees

The Central Government today decided to give wages of 78 days as Productivity Linked Bonus to all eligible railway employees.

The Cabinet Committee has approved today the proposal of the Railway Ministry for payment of Productivity Linked Bonus equivalent to 78 days wages to all eligible railway employees for the fiscal 2010-11.

Admissibility of Air Fare for Emergency Medical Treatment - West Bengal Health Scheme, 2008

Air Journey for medical treatment is not ordinarily admissible unless it is essentially advised by the attending physician of the speciality hospital under unavoidable circumstances.

It has been decided by the Government of West Bengal that the employees of state government are allowed to take medical treatment in eight speciality hospitals outside the State under the West Bengal Health Scheme, 2008. Accordingly, an office memorandum has been issued by Finance Department of West Bengal vide their No.9226-F (MED) dated 26-09-2011.

TRAI clears confusion over SMS limit, exempts certain services

Regulator TRAI has exempted various service providers, including the dealers of telecom operators, e-ticketing agencies and social networking sites, from the new limit of one hundred SMSes per day per SIM, which was imposed to block pesky calls and messages.

On 5th September, after much delay, Trai had come out with recommendations to stop pesky calls and text messages from 27th September, ordering that no access provider (operators) shall permit the transmission of more than 100 SMSes per day per SIM.

"Hereby directs all access providers to exclude the following persons from the limit of one hundred SMS per day per SIM -- dealers of the telecom service providers and DTH operators for sending request for electronic recharge on mobile numbers," Trai said in a statement on Tuesday.

The directive from the regulator had come in the wake of concerns raised by telecom lobby COAI on limiting the SMS entitlement per SIM to 100 per day.

Sub: Facilities for senior citizens at computerized Passenger Reservation System(PRS) centers.

    A reference has been received from Standing Committee of Voluntary Agencies(SCOVA) wherein it has been inter-alla pointed out that at the reservation counter(s) earmarked for senior citizens at Passenger Reservation System(PRS) centers in metros/big cities, there are long queues and senior citizens have to stand for hours in the queue. As such token system should be introduced at such Counters.

2.  In this connection please refer to this office letter No.2001/TG.I/20/P/Troken System dated 21.08.2002 regarding introduction of computerised token system at PRS Centers. It is understood that at present this system is operational at some PRScenters viz. Mumbai CSTM, Thane, Hyderabad etc.

Confirmation in Government Service – Service Matters

            Consequent on issue of Govt. orders, with effect from 1/4/88 confirmation will be made only once in the service in the entry grade, Confirmation de-linked from the availability of permanent vacancies in the grade. Therefore, an officer who has successfully completed the probation period may be considered for promotion

The Departmental Promotion committee will determine fitness for confirmation, and the confirmation orders issued based on DPC recommendations when the case is cleared from all angles.

When recruitment rules do not provide any probation period to the post to which the officer has been promoted (based on the confirmation in the entry grade after following DPC procedure), the officer thus promoted to the grade will enjoy all the benefits that are available to the officer confirmed in that post.

When probation period is prescribed for the higher post, the appointing authority should assess the performance of the officer and declare him fit to cross the probation period or otherwise revert to lower post if his performance is not satisfactory. Rigorous screening of performance is necessary as confirmation is done only in the entry grade.

As a result of introduction of one time confirmation as the entry grade, lien to hold substantive post has undergo change.

VRS is Dangerous to BSNL and Employees

The BSNL Management supplied a copy of its VRS proposal to BSNL Employees Union on 20.09.2011 seeking its view on the proposal. The BSNL Employees Union as well as JAC have decided to go on struggle against the VRS, since it is against BSNL and employees. The following are the reasons for opposing the VRS.

1. VRS is bad in theory and failed in practice
 
VRS is bad in theory since it is in essence nothing but blaming the employees and the expenditure on their wages as responsible for the losses incurred by the Company. It Is based on the false presumption that by reducing the number of employees, the losses can be reduced and profits
can be revived. 3 rounds of VRS were already implemented in MTNL. But it resulted in further losses to MTNL. Thus VRS is bad in theory and failed in practice.

2. Large scale removal of one lakh employees from service

Since the removal of a small number of employees failed to save MTNL from losses, now the BSNL management proposes to remove employees in large number. Its proposal aims at removing one lakh employees from service, out of the existing 2,76,000 employees. This indicates a large scale attack on the employees.

3. It is not VRS but it is CRS

Fixing the target of removal one lakh employees in the name of VRS reveals that it is not voluntary and the employees will be coerced to take VRS till the target is reached. Therefore in practice it is CRS.

Written Part Result of NDA & Naval Academy Exam (II) 2011 Announced

The Union Public Service Commission has announced the results of written part of the National Defence Academy and Naval Academy Examination (II) 2011 held by the UPSC in August 2011. Interviews will be held by the Services Selection Board of the Ministry of Defence for admission to Army, Navy and Air Force Wings of the National Defence Academy for the 128thCourse and Naval Academy for the 90th Indian Naval Academy Course (INAC) commencing from June 30, 2012.
 
The candidature of all the candidates whose roll numbers are shown in the list is provisional.  In accordance with the conditions of their admission to the examination, they are required to produce original certificates of Age and Educational Qualification at the time of Services Selection Board (SSB) interview.  The candidates must not send the original certificates to the UPSC. The mark-sheets of the candidates, who have qualified, shall be available on the Commission’s website within fifteen days(after concluding SSB Interviews) and will remain available on the website for a period of sixty(60) days.

MP likely to increase DA by 6%

Madhya Pradesh government is likely to make its staff happy in the upcoming festive season. Sources said the state government is working on strategies to increase the Dearness Allowance (DA) to its employees.

Sources in the state government said increasing DA is on the cards. The government has already announced exemption of sugar and cloth from Value Added Tax (VAT).

If the state government employees are given DA at par with those of the centre, MP government will have to bear an extra burden amounting to Rs 1820 crore. The central government employees currently get six per cent extra DA compared to their counterparts in the state government.

Electronic Reservation Slip (ERS) - The printout in standard specified Performa containing reservation particulars, and instructions for use which cn be used by the passenger along with the relevant authorized Identification, as travel authority for performing the journey.
 
Virtual Reservation Message (VRM) - A screen-shot of the e-ticket displayed through laptops/palmtops/ Mobile phone is referred as Virtual Reservation Message (VRM).
 
ERS/VRM along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s)' name(s) in the Reservation Chart will authorize the passenger to travel.

Family Planning Allowance to Central Government employees :- Family Planning Allowance, it is one of the severe steps taken by the Central Government to check growing population. At that time incentives were announced to Government employees, those having three children. In the following days it was reduced to two children.
The sterilisation operation which is performed for this is known as tubectomy(for women) and vasectomy(for men). This is a permanent method of family planning, which means once you opt this and undergo this procedure the reversal of the condition is not possible.
Before 5th CPC the Family Planning Allowance was noted as Personal Pay and 6th CPC has recommended that the rates of Family Planning allowances has been doubled. According to the provisions contained in Finance Ministry’s O.M.No. 7(39)/E dated 4th December 1979, O.M.No.6(39)/98-IC.II dated 6th July 1999 and O.M.No.F.No.7(20)/2008-E.III(A) dated 24th September 2008, Central Government employees who undergone sterilisation were entitled to a Special Increment. One would get incentive according to the pay scale-grade, not to be absorbed in future increases in pay. The rate of increment was equal to the amount of the next increment due at the time of grant of the incentive and it remain fixed during the entire service.

The undersigned is directed to refer to this Department’s O.M.No.20/49/2009-CS-II(B) dated 22nd June, 2011 by which a new grade of Stenographer Grade ‘D’ (NFSG) was created in grade pay of Rs.4200/- in Pay Band-2 with immediate effect in CSSS Cadre with the condition that the total number in the grade will be restricted to 30% of the sanctioned strength.

2. Based on the Common Seniority List of Stenographers Grade ‘D’, list of Stenographers Grade ‘D’ who are considered eligible for grant of NFSG is annexed to this O.M., subject to their being found suitable by the Internal Committee to be constituted by the Cadre Units as per para 1(b) of the O.M. referred to above. Stenographers Grade ‘D’ from S.No.1 to 33 of Annexure to this O.M. who had already completed the approved service of 5 years as on 22nd June, 2011 may be granted the NFSG w.e.í. 22nd June, 2011 and Stenographers Grade ‘D’ from S.No.34 to 98 of Annexure to this O.M. who have completed the 5 years of approved service on 1st July, 2011 may be granted the NFSG w.e,f. 1st July, 2011, subject to suitability.

All LTC claims for travel by air may accordingly be restricted to LTC-80 Economy class air fare of Air India from the date of issue of this Office Memorandum.

It has come to the notice of the HQrs office that some audit offices under the jurisdiction of PCsDA/CsDA are insisting on the requirement of LTC-80 certificate when the Air entitled officials are paying airfare for traveling on LTC in Air India which happens to be less than the LTC-80 fares.

The matter has been examined in the HQrs office and it is stated that requirement of LTC-80 certificate may not be insisted upon. The LTC fares are promulgated on official Air India Website periodically and the same can be downloaded through URL http://home.airindia.in/SBCMS/Downloads/WebFares.pdf to deal with such  cases. The recent fare revision for LTC is updated on 01st Sept’ 2011.

Sub: Grant of family pension to the eligible member of the family of a pensioner - regarding.


     The undersigned is directed to refer to this Department’s earlier office memoranda No. 1/17/86-P&PW(E), dated 29th August, 1986, 25th January,
1991 and 18th February, 1993 and No. 1/28/04-P&PW(E) dated 31st March, 2009 and 2nd July, 2010 regarding grant of family pension to the eligible members of the family of an employee/pensioner reported missing and whose where abouts are not known.

2.    As per this Department’s O.M. Dt. 29.8.1986, subject to fulfilment of certain conditions, the family pension can be granted to the family of an  employee reported missing and whose whereabouts are not known after a period of one year reckoned from the date of filing the FIR with the police authorities. Subsequently, it was clarified vide this Department’s O.M. dated 25th January, 1991, that the Department of Pension & Pensioners’ Welfare’s O.M. dated 29th August, 1986, would be applicable in the case of missing pensioners mutatis mutandis. It was further clarified vide this Department’s O.M. No. 1/17/86-P&PW(F), dated 28.02.1993 that family pension to the eligible family member of an employee reported missing, would accrue from the date of lodging the FIR or expiry of leave in the case of an employee who had disappeared, whichever is later.

              After the implementation of 6 CPC  recommendations with effect from 01-01-2006, subsequently cadre re structuring proposals in all the Departments would have been worked out for implementation well before.If sources are to be believed,very few Departments only asked the Federations of unions to come out with cadre review proposals for discussion.As for as settling the issues related to government servants,the railway federations are doing well comparing to the other federations. Now the General Secretaries of AIRF and NFIR are invited by railway board to attend  the meeting of Cadre Restructuring Committee,which is scheduled to be held on 20.9.2011 and 21.9.2011.

Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners.

The Union Cabinet today approved release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners as due from 01.07.2011 at the rate of 7 per cent over the existing rate of 51 per cent.

The total financial implications on account of both Dearness Allowance and Dearness Relief would be Rs.7228.76 crore per annum and Rs.4819.22 crore in the current financial year.

          The undersigned is directed to inform that UDCs/adhoc Assistants, whose names are given in Annexure I, have been nominated for the Level 'A’ Training Programme conducted by ISTM w.e.f, 03/10/2011 to 28/10/2011. It is requested that these officials may be relieved of their duties, subject to vigilance clearance and advised to report to Shri.G.D.Chawla, Assistant Director(Co-ordinator) ISTM, Administrative Block, JNU Campus (Old), New Delhi-110067 at 9 A.M. on 03rd October, 2011.

2.       The performance of the officials in the training, as evaluated and reported by ISTM thereof, may be added in their APARs. Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2010-11

Finance Ministry has published an Office Memorandum(No.7/24/2007/E.III(A) dated 13th September, 2011) in its website regarding that grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2010-11. Non-PLB for the year 2010-11 granted equivalent to 30 days emoluments to the Group ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’.

The calculation ceiling of Rs.3500 will remain unchanged.

The benefit will be admissible subject to the following terms and conditions as follows…

Only those employees who were in service on 31.3.2011 and have rendered at least six months of continuous service during the year 2010-11.

To calculate bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. For example, Non-PLB for thirty days would work out to Rs.3500 x 30 / 30.4 = Rs.3453.95 (rounded off to Rs.3454).

The casual labour who have worked in offices following a 6 days week for at lest 240 days for each year for 3 years or more (in case of 5 days in a week, 206 days in each year for 3 years or more).

To calculate the bonus for casual labour will be Rs.1200 x 30 / 30.4 = Rs.1184.21 (rounded off to Rs.1184).

All payments will be rounded off to the nearest rupee.

According to reliable sources, the Cabinet may consider the proposal of hike of 7% Dearness Allowance w.e.f 01.07.2011 and diwali bonus to Central staff day after tomorrow, the 15th September. The railway employees are likely to get 78 days PLB, while the other Govt. employees may get 30 days' adhoc bonus, as per sources.

The undersigned is directed to invite reference to this Ministry’s Office Memorandum of even number dated the 8th December 2010 and 21st February 2011 vide which hospitals were empanelled under CGHS, Jabalpur & NCR -Delhi at revised package rates payable to private hospitals for treating CGHS beneficiaries.

2. The undersigned is also directed to invite reference to the continuous empanelment scheme in Jabalpur and NCR of Delhi initiated through notification of Office Memorandum No. S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 8th December 2010 and 21st February 2011 and enclose a further list of hospitals, which have qualified under the continuous empanelment scheme under the categories mentioned and have conveyed their acceptance of the CGHS rates and have signed the Memorandum of Agreement with CGHS and have also furnished the appropriate  performance bank guarantee. These hospitals are also taken as included in the list of approved hospitals for empanelment under CGHS, Jabalpur and NCR of Delhi and will be eligible to treat CGHS beneficiaries at revised rates with effect from the date of issue of this Office Memorandum;

                In pursuance of Rule 20 of the Central Secretariat Service (CSS) Rules, 2009, Rule 20 of the Central Secretariat Stenographers’ Service (CSSS) Rules 2010, and Rule 21 of the Central Secretariat Clerical Service (CSCS), Rules, 1962, the Central Government in Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) hereby constitutes with immediate effect, a new cadre unit for Ministry of Shipping in respect of various grades of CSS/CSSS/CSCS, by carving out the same from the existing cadre unit of Ministry of Road Transport & Highways.

2. The sanctioned strength of various grades of CSS/CSSS/CSCS in the bifurcated cadres of Ministry of Shipping and Ministry of Road Transport & Highways will be as given in Annexure- 1. No new posts will be created in the bifurcated cadre-unit for setting up a system for cadre management/administration of CSS/ CSSS/CSCS personnel.

The undersigned in directed to say that the period of probation to be prescribed for different posts/services in Central Government have been laid down in this Department’s 0M. No. F 44/1/59-Ests(A) dated 15.4 1959 as amended from time to time. With a view to prevent Government servants from becoming possible victims of arbitrary actions or inordinate delay in considering completion of probation/confirmation, the existing instructions on provisions regarding probation in the service recruitment rules relating to Central Civil Services and Posts have been reviewed. It is proposed that in the service / recruitment rules for all Central Civil Services and Posts, in addition to the period of probation, wherever prescribed, corresponding provisions as envisaged in the draft guidelines enclosed herewith, may be incorporated in consultation with this
Department.

            The undersigned is directed to state that CGHS had initiated action for fresh empanelment of Exclusive Private Cancer Hospitals / Units under CGHS vide Office Memorandum of even number dated the 28th January 2011 and on the basis of the applications received in response to the OM dated 28th January 2011, a list of Exclusive Private Cancer Hospitals / Units which have qualified for empanelment under CGHS Hyderabad is annexed.

2. In order that CGHS beneficiaries get treatment from well maintained and run hospitals, it has been decided to offer the rates of reimbursements for Cancer treatment, as per details given below:

2.1 Rates of Tata Memorial Hospital, Mumbai (2009), as mentioned under ‘B’ category for Cancer surgical procedures are treated as CGHS rates for treatment in Semi private ward with 10% decrease for GI. Ward and 15% enhancement for Private ward entitled patients.

2.2 The categorization of surgeries shall be same as per the categorization of TMH.

Since the ACR/APAR dossiers of PPS & above level officers of CSSS are maintained on centralized basis by DoP&T, the IPRs of these officers will also be maintained by DoP&T on centralized basis from 2010 onwards.

The government is planning to put in place a framework for officials that would allow them to leverage the power of the social media, a top official of the Department of Information and Technology (DIT) said here today.

“We are creating a framework that would help Central departments and officials to use social media like Facebook, Twitter effectively,” said Additional Secretary DIT, Shankar Aggarwal.

“We expect to give a final shape to it (framework) over the next two or three months and notify it,” he said.

“The idea is that they can enter into a dialogue with the public more freely, take suggestions, feedbacks and provide updates. It shall be more of a two-way rather than a one-way communication,” Aggarwal stated.

“Social media is being used extensively by civil society, but unfortunately, we do not have any framework for the Central government and state government,” he said.

                  The undersigned is directed to invite reference to this Ministry's Office Memorandum of even number dated 21st February, 2011 vide which hospitals were empanelled under CGHS, Meerut at revised package rates payable to private hospitals for treating CGHS beneficiaries.

2.             The undersigned is also directed to invite reference to the continuous empanelment scheme in Meerut initiated through notification of Office Memorandum No.S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 31st May 2011 and enclose a further list  of hospitals, which have qualified under the continuous empanelment scheme under the categories mentioned and have conveyed their acceptance of the rates announced vide Office Memorandum dated the 29th January, 2011, and have signed the Memorandum of Agreement with CGHS and have also furnished the appropriate performance bank guarantee. These hospitals are also taken as included in the list of approved hospitals for empanelment under CGHS, Meerut and will be eligible to treat CGHS beneficiaries at revised rates with effect from the date of issue of this Office Memorandum.

Guidelines to Streamline Pension Payment Issued; Banks Advised to Formulate Pension Friendly Measures

Guidelines regarding dealing with pension related matters have been issued by Reserve Bank of India (RBI) vide their circular dated 1.10.2008. These guidelines, inter-alia, stipulate that to streamline pension payment arranged in banks, it would be necessary to establish and operationalise the Central Pension Processing Centers (CPPCs) at an early date. The arrangement of disbursement of pension through the CPPCs would entail following advantages:

A centralized pension cell in a bank would be in a position to; (a) focus exclusively on pension matters; (b) acquire expertise in payment and calculation matters; (c) interact as a single window with the Government Departments; and (d) ensure accuracy and speedy payments every month and thus avoid innumerable complaints from the pensioner.

Modification in PPF Scheme : Deposit Limit Raised from Rs. 70,000 to Rs. One Lac while Rate of Interest on Advances Against Deposits in PPF Scheme Raised from 1% to 2 Percentage Points

The Committee on Comprehensive Review of National Small Savings Fund (NSSF) headed by Deputy Governor, RBI has recommended revision of certain provisions of PPF Scheme, 1968 and benchmarking of interest rates on various small savings schemes with the secondary market yields on Central Government securities of comparable maturities with suitable spread.

The Committee has recommended increasing the deposit limit under PPF Scheme from existing Rs. 70,000 to Rs. 1 lakh per annum and fixing of rate of interest on advances against deposits in PPF scheme at 2 percentage points as against the prevailing interest rate on such advances at 1%.

Levy of Penalty on Foreclosure of Home Loans

Government, in May 2010, advised Public Sector Banks, Indian Banks’ Association and National Housing Bank that no pre-payment charges may be levied by the lending institutions when the loan amount is paid by the borrowers out of their own funds; and if any pre-payment charges are to be imposed on housing loans, the same need to be reasonable and transparent and not out of line with the average cost of providing these services.

The Public Sector Banks (PSBs) have reported that by and large they do not levy any pre-payment charges when the amount is paid by the borrowers from their own sources.

In general, own funds means funds generated through ‘own sources’ and not through borrowings by any lender. Prepayment of loan by a borrower can take place on account of (i) takeover of his / her loan by other lender, and (ii) out of their own sources. In the first case, the borrower often gets their existing loan refinanced by other lender, if the interest rate offered by other lending institution in the market was lower and attractive.

All India Railwaymen’s Federation General Secretary Mr.Shiv Gopal Mishra has insisted to Railway Board that PLB-bonus should be paid to the Railway Employees before “Pooja” festival and avoid last minute inconvenience.

In his letter he expressed that “time is running fast, but the orders for the payment of Productivity Linked Bonus to the Railwaymen, for the year 2010-11, have not yet been issued, though many a times formally and informally I have requested the Railway Board in this regard”.

Labour Courts

      As per section 7 of the Industrial Disputes Act, 1947, the appropriate Government may, by notification in the Official Gazette, constitute one or more Labour Courts for the adjudication of industrial disputes and for performing such other functions as may be assigned to them under this Act. Thus, the primary function of Labour Courts is to adjudicate on industrial disputes. So long as industrial disputes continue to exist, labour courts cannot become irrelevant.

The Central Government has set up 22 Central Government Industrial Tribunals-cum-Labour Courts (CGIT-cum-LCs) for resolution of industrial disputes arising in Central Sphere. A system of link officers has been put in place so that judicial work does not suffer in case the post of Presiding Officer of CGIT-cum-LC remains vacant due to administrative exigency.

      The President of India Smt. Pratibha Devisingh Patil gave away the National Award to Teachers - 2010, here today. Given away on Teachers’ Day every year, these awards accord public recognition to teachers of primary and secondary schools. Today the awards were given to 298 teachers. The Award carries a Silver Medal, a Certificate of merit and a cash award of Rs. 25,000/-.

Speaking on the occasion, the President said that teachers are like sculptors who give shape to the character and career of students under their care, develop their personalities and identify their strengths to build a bright future. Smt. Patil further said that teachers posted in villages generally teach students whose parents are often not very literate. In this regard teachers play a crucial role and thus they should pay the highest attention to their duties, she added.

Pension improvement is an ongoing process. Considerable improvements have been made in the pensions of armed forces personnel.

A Committee was set up under the Chairmanship of Cabinet Secretary to look into the issue of 'One Rank One Pension and other related matters'. After considering all aspects of the matter, the Committee did not find it feasible to recommend One Rank One Pension. However, keeping in mind the spirit of the demand, several other recommendations to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers were made, which have been accepted by the Government and orders in implementation of all the recommendations have been issued. These are available at www.pcdapension.nic.in. Implementation of these orders has not only significantly reduced the gap between the past and the current pensioners but has also considerably improved the pension of ex-servicemen including disabled ex-servicemen.

Nalanda Ordnance Factory :-

The work of setting up of ordnance factory in Nalanda in Bihar has not been stopped. There are mainly four plants i.e. Nitro Cellulose (NC), Nitro Glycerine (NG), Sulphuric Acid Concentration (SAC)/Nitric Acid Concentration (NAC) and Bi-Modular Charge System (BMCS) planned to be set up at Ordnance Factory Nalanda, Bihar for manufacture of BMCS. While the work of setting up of NC, NG, SAC/NAC plants is going on as per schedule, the work of setting up BMCS plant could not commence till date.

Work was started after sanction of the project in November 2001. The project was kept in abeyance from June 2005 to June 2006. In the meantime Ordnance Factory Board (OFB) submitted a proposal for revision of project cost due to escalation and cost overrun. Accordingly, the revision of project cost was sanctioned in February 2009 with the completion period of 30 months i.e. by 5th August 2011.

            A reference has been received from one of the Railways mentioning a case where an employee working as Accounts Clerk was promoted as Junior Accounts Assistant (GP Rs.2800) after 01.01.2008 and his pay was fixed as per Rule 13 of Railway Services (Revised Pay) Rules, 2008 by adding 3% of Basic Pay and Grade Pay. On a subsequent date another employee (Junior to him) was appointed as Junior Accounts Assistant (GP Rs.2800) through Direct Recruitment and his pay was fixed under Section II of Part-A of First Schedule of Railway Services (Revised Pay) Rules, 2008 which happened to be more than that of the above senior. A doubt has been raised whether stepping up of pay may be allowed in such cases to the senior employee who got promoted as Jr. Accounts Assistants (GP Rs.2800) after 01.01.2006 vis-à-vis his junior who was directly recruited on a subsequent date as Junior Accounts Assistant (GP 2800) subject to fulfillment of conditions as laid down in Para 5 of Ministry of Railway’s letter No, PC-VI/2010/I/RSRP/1 dated 17.02.2010.

Subject: Regarding payment of interest on delayed payment of gratuity.

           A number of proposals are being received from various departments seeking approval for payment of interest on delayed payment of gratuity in respect of retired government servants on account of administrative lapses.

          The attention of all the Departments is invited to the provisions laid down in RuIe-68 of CCS (Pension) Rules, 1972 and Government of India’s decisions thereunder. It has been provided that, if the payment of gratuity has been authorized later than the date when its payment becomes due, and it is clearly established that the delay in payment was attributable to administrative lapses, interest shall be paid at such rate as may be prescribed, and in accordance with instructions issued from time to time. In all cases where the payment of interest has been sanctioned by the department with the approval of the competent authority, such department shall fix responsibility and take disciplinary action against the government servant or servants responsible for the delay.

MCD employees to get terminal benefits on day of retirement

New Delhi : Employees retiring from Municipal Corporation of Delhi -MCD will get their terminal benefits on the day of retirement itself from now onwards.

This was announced by Municipal Commissioner K S Mehra while presenting cheques of terminal benefits to 156 employees who retired from the civic agency on yesterday.

Terminal benefits such as leave encashment, gratuity, provident fund, commutation of pension were presented to these employees.

"The payment of terminal benefits is now paid on the day of retirement itself since three years to enable the retiring employees utilize the amount as per their future requirements," Mehra said.
