All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for The Month of September, 2011

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of September, 2011 increased by 3 points and stood at 197 (one hundred & ninety seven) .

During September, 2011, the index recorded maximum increase of 5 points each in Darjeeling and Rourkela centres, 4 points  each in Mysore, Ernakulam, Bokaro, Delhi, Quilon, Mumbai, Indore and Yamunanagar centres, 3 points in 13 centres, 2 points in 21 centres and 1 point in 24 centres. The index decreased by 2 points in Giridih centre, 1 point  each in Bhilwara and Monger Jamalpur centres while in the remaining 7 centres the index remained stationary.

Timely submission of ACC proposals

           The Central Government issued an office memorandum (No.29 (10)EO/2011(ACC) dated 24.10.2011) regarding that the approval of ACC (Appointments Committee of the Cabinet). The headline of the order is 'Timely submission of ACC proposals' and the order mentioned that the many of the top level posts in various Organisations lying vacant for long time adversely affecting administrative governance. This delay on the part of the Ministries/Departments in submitting the ACC proposals has been viewed seriously by the ACC.

It is advised that the all the Ministries/Departments may kindly scrupulously adhere to the instructions referred above in submitting the proposals requiring ACC approval to this Department at least two months in advance of the occurrence of vacancy. It is further stated that in case a proposal gets delayed due to some unforeseen circumstances, the same may be accompanied along with a delay statement giving full justification for not submitting the proposal fro approval of ACC within the stipulated time.

AICPIN for the month of September, 2011

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the month of September, 2011.

We all know, AICPIN (All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100) is the main source to calculate Dearness allowance for Central Government employees and Pensioners. Ministry of Labour Bureau will release the AICPIN for the month of September in one or two days. The prices of 24 essential commodities from 78 selected cities in over all India has been taken into account for calculating the price index. The food prices higher compared to last month, hence the indices will increase substantially.

If the index number goes high, more than 196, the additional dearness allowance could be increased by 4 per cent. Now the existing rate is 58%.

Government E-Payment System to be Inaugurated; will Bring Transparency; Facilitate Paperless Transaction and Reduce Overall Transaction Cost

The Controller General of Accounts (CGA), Department of Expenditure, Ministry of Finance has developed a fully secured Government e-payment system for direct credit of dues from the Government of India into the account of beneficiaries using digitally signed electronic advice (e-advice) through the ‘Government e-Payment Gateway’ (GePG). The Union Finance Minister Shri Pranab Mukherjee will inaugurate the Government e-Payment System on Monday. Government e-Payment Gateway (GePG) is a portal which enables the successful delivery of payment services from Pay & Accounts Offices (PAOs) for online payment into beneficiaries’ accounts in a seamless manner under a secured environment. GePG serves as middleware between COMPACT (Computerized Payment and Accounts) application at Pay & Accounts Offices and the Core Banking Solution (CBS) of the agency banks/RBI to facilitate paperless transaction, reducing overall transaction cost and promoting green banking.

Government Approves Labour and Employment Ministry Proposal to Accept The Recommendations of the Wage Boards Headed by Justice Majithia

          The Central Government has approved the proposal of the Ministry of Labour& Employment to accept the recommendations of the Wage Boards headed by Justice Majithia for revision of wages and allowances of employees in newspaper establishments and news agencies subject to certain corrections. The decision to this effect has been taken in the Cabinet meeting held today.

Accordingly, a press note issued by the Ministry of Labour & Employment today it self says that the Notification to implement the recommendations of the Wage Boards will be issued in consultation with the Ministry of Law & Justice by making an Order under sub-section (1) of section 12 for publication in the Gazette of India as required under sub-section (3) of section 12 of the Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955.

Scheme for creation of National Optical Fiber Network for Broadband connectivity of Panchayats

The Union Cabinet today approved a scheme for creation of a National Optical Fiber Network (NOFN) for providing Broadband connectivity to Panchayats.

The objective of the scheme is to extend the existing optical fiber network which is available up to district / block HQ’s level to the Gram Panchayat level initially by utilizing the Universal Service Obligation Fund (USOF). The cost of this initial phase of the NOFN scheme is likely to be about Rs.20,000 crore. A similar amount of investment is likely to be made by the private sector complementing the NOFN infrastructure while providing services to individual users.

Posting of husband and wife at the same station.

Concerning the posting at the same place of husband and wife who are working in Government service, the transfer issues have been raised in Parliament on several occasions. In 1980s these demands began to show its seriousness, because the percentage of women employees were increased in joining the Government services.

The Central Government also observed this issue from various forums, a circular had been issued by the Department of Social Welfare in Feb 1976 to all Head of Departments to give serious consideration to the requests of posting of husband and wife at the same station. In order to that order, lot of women employees started to send their request to transfer at the place where their husbands are posted.

The Central Government gave its utmost importance to this issue and as far as possible and within the constraints of adminstrative feasibility, the husband and wife should be posted at the same station to enable them to lead a normal family life and to ensure the education and welfare of thier children. The Department of Personnel and Training issued an OM on 3.4.86, in accordance with the guidelines and instructions in the order given by the Government, all cadre controlling authorities should consider such requests with the utmost sympathy.

The Department of Personnel and Training issued various office memorandums regarding this matter from time to time. The motive of the Government on the petitioners, said in the orders repeatedly, to give utmost importance attached to the enhancement of women’s status in all walks of life and to enable them to lead a normal family life as also to ensure the education and welfare of the children.

Till recently, the persmin has issued total of six orders pertaining the above subject on its website. After implementation of the 6th CPC, the last order has been issued on 30.09.2009. The order said that “On the basis of the 6th CPC reprot, Government servants have already been allowed the facility of Child Care Leave which is admissible till the children attain 18 years of age”. The consolidated guidelines concerened this subject has been provided in the OM dated 12.06.1997. The consolidated guidelines has been amended and published in the last order after implementation of 6th CPC.

One per cent Interest Subvention on Housing Loans upto Rs.15 lakh with cost of the house not exceeding Rs.25 lakhs

The Union Cabinet today approved the proposal under 1% interest subvention on housing loan scheme liberalising the limit of housing loan upto Rs.15 lakh where cost of the house does not exceeding Rs.25 lakh from the present limit of Rs.10 lakh and Rs.20 lakh respectively, and designating National Housing Bank (NHB) as the Nodal Agency (NA) for implementing the scheme both for Scheduled Commercial Banks and Housing Finance Companies.

A budgetary provision of Rs.500 crore has been made for the financial year 2011-12 for implementing the scheme.

Final recommendations of the Wage Boards for Working Journalists and Non-journalist Newspaper Employees of Newspaper Establishments and News Agencies

The Union Cabinet today approved the final recommendations of the Wage Boards along with certain corrections and rectifications carried out under Section 12(1) of the Working Journalists and other Newspaper Employees (conditions of Service) & Miscellaneous Provisions Act, 1955.

The Government had earlier constituted two Wage Boards in May 2007.

The Chairman of the Wage Boards, Justice G.R. Majithia submitted the final report to the Government on 31st December, 2010.

(Res.) dated 11th July, 2002 which clarified that SC/ST candidates appointed by promotion on their own merit and not owing to reservation or relaxation of qualifications will be adjusted against un-reserved points of the reservation roster and not against reserved points. It was subsequently clarified by this Department’s O.M. No.36028/17/2001-Estt. (Res.) dated 31.1 .2005 that the above referred O.M. took effect from 11.07.2002 and that concept of own merit did not apply to the promotions made by non-selection method.

Unrevised PPOs do not have new rules of admissibility hence pensioners may have problems in drawing pension/family pension in future like benefit of age based enhanced pension/family pension, new categories of beneficiates in family pension etc.

National Policy for Welfare of Senior Citizens

The National Policy on Older Persons, 1999 envisages State support to ensure financial and food security, health care, shelter and other needs of older persons to improve the quality of their lives.

The Ministry of Social Justice &Empowerment is implementing the scheme of integrated programme for Older Persons under which financial assistance is provided to Non-Governmental Organisation, Panchayati Raj Institutions, Local Bodies,etc. for running and maintenance of old age homes. An amount of Rs 60.73 lakh, Rs.52.02 lakh and Rs. 67.18 lakh were released to NGOs in Assam for running and maintenance OAHs under the scheme during 2008-09, 2009-10, and 2010-11 respectively.

In continuation of this Departments OM No. 42/15/2011-P&PW(G) dated 11th April, 2011 sanctioning the Dearness Relief to those Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC, the President is pleased to grant the Dearness Relief to these Central Government pensioners as under:

(i) Those who are in receipt of provisional pension or pension In the pre revised scales of 5th CPC are entitled to Dearness Relief @ 127% w.e.f 1.7.2011.

(ii) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs. 600/p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 127% w.e.f. 1.7.2011.

This Department has been receiving references from various Ministries Departments seeking clarification regarding admissibility of Commuted Leave on the basis of medical certificates issued by Hospitals/Medical Practitioners approved by the employer of the spouse in cases where the concerned employee has been allowed to avail such facilities from the employer of the spouse. The matter has been considered in the light of clarification given by the Ministries of Health and Family Welfare.

Railways Take Measures to Prevent Misuse of ‘Tatkal’ Scheme

In order to prevent misuse of ‘Tatkal’ Scheme of reserving train tickets, Indian Railways have taken following measures:-

    With a view to reduce the chances of misuse of e-ticketing facility by IRCTC agent, Indian Railways has decided to stop Quick Book Option and cash card booking between 8 AM to 9 AM. Further, individual users are permitted to book only two tickets between 8 AM to 9 AM.

    Access to ‘Tatkal’ booking to the agents booking through internet has been denied during the opening hours of reservation in the morning between 8 AM to 9 AM.

    The provision of carrying one of the eight prescribed identity cards by any one of the passengers booked on ‘Tatkal’ ticket, introduced from 11th February 2011 to prevent transfer of ‘Tatkal’ tickets.

CBDT Makes Discussion Paper on Tax Accounting Standards Public

The Central Board of Direct Taxes (CBDT) has made public the discussion paper on accounting standards, to be known as Tax Accounting Standards (TAS), for feedback from all concerned.  The discussion paper is available on the following web-sites:

The proposed TAS, while enabling smooth transition to International Financial Reporting Standards (IFRS), will provide certainty on accounting issues for tax purposes as it removes alternatives and will cover all tax accounting issues.

The TAS, applicable only to computation of taxable income under the Income Tax Act 1961, will be different from accounting standards issued by the Institute of Chartered Accountants of India (ICAI) and notified by the Ministry of Corporate Affairs under the Companies Act 1956. However, separate books of account are not required to be maintained under TAS, thus reducing compliance burden on businesses.

       Consequent upon revision of Pay Scales on the basis of decision of the Government on the  of 6th Central Pay Commission, the question of revision of existing entitlement ‘School Pass’, School Card Pass’ and ‘Residential Card Pass' under the Railway Servants (Pass) Rules,1986 (Second Edition, 1993) has been under Consideration of this Ministry.

2.     The matter has been examined and in exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President Is pleased to direct that the pay limits for entitlement to 'School Pass’, ‘School Card Pass’ and ‘Residential Card Pass’ be revised as per Advance Correction Slip No. 69 attached.

Subject: Revision of pension of pre-1996 and pre-2006 retired employees of scale Rs.6500-10500 w.r.t. Grade Pay of Rs .4600

A doubt has been raised by one of the Zonal Railways as to whether pension/Family pension of pre-2006 retirees, who retired from the pre-revised
scale of Rs.6500-10500, will be stepped up w.r.t. Grade Pay of Rs. 4600 in the light of the decision of Department of Expenditure vide their OM. No. 1/1/2008-IC dated 13th November, 2009 w.e.f. 1.1.2006 to grant revised Grade Pay of Rs. 4600 in lieu of Rs. 4200 to those who were in pre-revised pay scale of Rs.6500-10500.

Cadre Restructuring in Railways–Meeting outcome held on 17.10.2011

All India Railwaymen's Federation General Secretary Mr.Shiva Gopal Sharma has expressed in words about the meeting of Cadre Restructuring Committee held with the Railway Board on 17.10.2011.

The official letter has been published on its website of AIRF and we have reproduced the content of the feedback here for your information.

The Cadre Restructuring Committee, held today, was finished with a very distress note, because the Official Side (Railway Board) was not agreed to our proposals on Cadre Restructuring. Moreover, they again wanted to make a reference to the MoF, which we did not agree to. After prolonged discussions, it was agreed by the Official Side that the matter will be brought to the notice of the Board as well as MR that the Staff Side wants to settle Cadre Restructuring Exercise in-house Instead of sending the same to the MoF.

We also raised the issue of conversion of all the posts of PWS into JE(P.Way) as has been done in the case of Mechanical and Electrical Supervisors. For your better appreciation, enclosed please find herewith a proposal given by the Official Side(Railway Board) as well as Staff Side(Federations) on cadre restructuring of various categories.

The Official Side has agreed to give us a feedback on the same with in three weeks.

Subject- Rates of Dearness Allowance applicable w.e.f. 01.07.2011 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.

           The undersigned is directed to refer to this Departments O.M. of even No. dated 31st March, 2011 revising the Dearness Allowance w.e.f.
1.1.2011 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

2.         The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 115%  to 127%  w.e.f. 01.072011. All other conditions as laid down in the O.M.of even number dated 3rd October, 2008 will continue to apply.

                     All the applicants who are registered with the DIRECTORATE OF ESTATES for allotment of Govt. accommodation of various types are sent their login ID and password for exercising their preferences for the houses and are informed about the allotment via SMS on their mobile numbers as well as e-mail on their mail IDs registered with this Directorate.

However, as per the new guidelines issued by the Telephone Regularity Authority of India (TRAI) in September 2011, messages sent via group SMS are not being delivered to those applicants whose mobile numbers are registered for “Do Not Disturb (DND)”.

Therefore, those applicants who have registered for login ID and password and have not received the same via SMS are advised to check their e-mails. In case they do not get it on e-mail too, they may contact in person to NIC, Room No. 418-C, Directorate of Estates, Nirman Bhavan, New Delhi along with their Registration No. and office ID.

         The undersigned is directed to inform that UDCs / adhoc Assistants, whose names are given in Annexure I, have been nominated for the Level 'A’ Training Programme conducted by ISTM w.e.f. 14/11/2011 to 09/12/2011. It is requested that these officials may be relieved of their duties, subject to vigilance clearance and advised to report to Ms.Rekha Sharma, Deputy Director(Co-ordinator) ISTM, Administrative Block, JNU Campus(Old), New Delhi-110067 at 9A.M. on 14th November. 2011.
2.    The performance of the officials in the training, as evaluated and reported by ISTM thereof, may be added in their APARs. Pension Schemes for Old Age Persons

The Indira Gandhi National Old Age Pensions Scheme (IGNOAPS) is one of the components of National Social Assistance Programme (NSAP). Funds for NSAP are released as Additional Central Assistance by the Ministry of Finance to States and by Ministry of Home Affairs to Union Territories is combined manner for all the schemes under NSAP. Hence, no separate releases are made for IGNOAPS. As per Census 2001, female dependent senior citizens (60+) in urban areas constitute 44.8% of the total urban female senior citizens (60+) population whereas male dependent senior citizens (60+) in urban areas constitutes 23.7% of the total urban male senior citizens (60+) population. ORDER:

The Tamil Nadu State Election Commission has notified the schedule for the ordinary elections to Local Bodies. The 1st phase of election is on Monday, the 17th October, 2011 and the 2nd phase of election is on Wednesday, the 19th October, 2011. The Government have decided to declare the said days of Poll as public holidays under section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881). All Government Offices including industrial establishments of the Government and Government controlled bodies and all educational institutions will remain closed on 17.10.2011 in the areas where polling takes place in the first phase and on 19.10.2011 in the areas where polling takes place in the second phase. 2. Accordingly, the following Notification will be published in an Extra-ordinary issue of the Tamil Nadu Government Gazette, dated 11.10.2011.

Updated Version of Centralized Pension Grievance Redressal and Monitoring System for Better Services to The Pensioners

             The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.

The Department of Pension & Pensioners’ Welfare with the help of NIC has developed an updated version of CPENGRAMS, which is based on integration of the data base of Centralized Public Grievances Redressal and Monitoring System (CPGRAMS), under the administrative control of Department of AR&PG and the CPENGRAMS, administered by Department of Pension and Pensioners’ Welfare. Under the updated version the pension related grievances will be combined with other grievances and therefore receipt from multiple sources will not be there for the Ministries/Departments. This will also facilitate disposal of grievances for all Ministries/Departments who can now log on to CPGRAMS and look into the pension grievances. Earlier they had to log on to CPENGRAMS & CPGRAMS separately.

Tamil Nadu Government declares holidays for local body elections

Public Holidays on Election / Polling day

As we noted earlier, predicting the announcement from the State Government as declaration of public holidays on polling days. Now, the Tamil Nadu Government has declared public holidays on October 17th and 19th October, 2011.

The Civic Polls/By-election in Tamil Nadu State :-
The Tamil Nadu Local Body Election has been scheduled in two phases. The first phase of the polling areas, which are under the Corporation are is scheduled on 17th October and for the other areas on 19th October, 2011.

Orders are expected from the State Government to be announced on the day of polling as a Public Holiday for Government and Private employees under Negotiable Instruments Act, 1881.

The paid holiday may be declared on the actual date of poll, it will be applicable only in the areas where the election/bye-election is taking place.

            The Government had constituted a Group of Ministers (GoM) on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption. One of the terms of reference (ToR) of the GoM was to consider and advise on ‘Fast tracking of all cases of public servants accused of corruption “. The GoM, while considering this ToR also considered certain important recommendations of the Hota Committee (Committee of Experts to review ¡he procedure of Disciplinary/Vigilance Inquiries and recommend measures for their expeditious disposal) and recommended that Departments/Ministries should primarily use serving officers as IOs & POs and that in important cases, they may request CVC to appoint their CDI as IO. The GoM has also recommended that the CVC may also maintain a panel of IOs/POs from amongst retired officers, whose services can also be utilized by various Ministries/Departments.

However, in those cases where consultation with UPSC is not required as per extant rules/instructions, the second stage consultation with CVC should continue.

2. Subject: Recruitment of Stenographers Grade ‘D' in CSSS through Stenographers Grade ‘C' & ‘D‘ Examination, 2010 conducted by Staff Selection Commission (SSC) - nomination of qualified candidates reg.

The undersigned is directed to refer to this Department’s OM. of even number dated 20th September. 2011 on the subject noted above vide which the nomination of 35 candidates of Stenographer Grade ‘D’ of CSSS for the Select List Year 2010 was issued by this Department. The examination dossiers in respect of 09 more candidates for appointment as Steno Grade ‘D’ in CSSS have been received from SSC. Accordingly. they are nominated to the different Cadre Units of CSSS as listed in the Annexure to this Department’s O.M. in the order of their merit for appointment as Steno Grade ‘D’ of CSSS.

2. Since these candidates have neither been medically examined nor have their character and antecedents been verified, the Cadre Units are requested to complete their pre-appointment formalities before they are actually appointed as Steno Grade ‘D’ latest by 31.10.2011.

3. In accordance with ‘Instructions for the candidates’ relating to this Examination, qualified candidates are required to submit their original certificates for verification to the authority who will give them the Offer of appointment. The appointing authorities may, therefore, call for the original certificates and check the relevant particulars from them regarding date of birth, educational qualifications claims for OBC/SC/ST/Exservicemen/PH and claim in respect of age relaxation. If any discrepancy is found in any particular case, the SSC may also be informed about it with a copy to this Department.

Grant of Financial Up-gradation under MACP Scheme (MACPS)

Grant of Financial Up-gradation under MACP Scheme (MACPS)

Office of the JS(Trg.) & CAO has issued an important clarification order regarding financial upgradation to the higher Grade pay under Modified Assured Career Progression Scheme (MACPS). The order said that in terms of Dopt’s instructions issued vide their O.M. No.35034/3/2008-Estt.(D) dated 19.5.2009.

The competent Authority has approved grant of financial upgradation to the officers, those who have completed 30 years of service as on their date of 3rd financial upgradation under MACP. Financial upgradation has approved to the Grade pay of Rs.4800 in Pay band-2 and the Grade pay of Rs.6600 in the Pay band-3 under MACP scheme to eligible officers of AFHQ Civil Service.

Financial upgradation under the MACPS shall be purely personal to the officer concerned and shall have no relevance to his seniority position. As such, there shall be no additional Financial upgradation for the senior officers on the ground that their juniors in the grade have got higher pay/grade pay under the MACPS.

Sub: Grant of ad-hoc bonus for 30 days to the Group C & D RPF/RPSF personnel for the financial year 2010-2011.

The President is pleased to decide that all Group C and D RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2010-2011, without any eligibility wage ceiling. The calculation ceiling of  Rs.3500/- will remain unchanged.

2. The benefit will be admissible subject to the following terms and conditions:

a) Only those Group C & D RPF/RPSF personnel who were in service on 31.3.2011 and have rendered at least six months of continuous service during the year 2010-2011 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

Sub: Payment of Dearness Allowance to Railway employees - Revised rates effective from 01.07.2011.

Please refer to this Ministry’s letter of even number dated 25.03.2011 (S.No.PC-VI/251, RBE No.40/2011) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 51% to 58% with effect from 1st July, 2011.

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2011.

The undersigned is directed to refer to this Department’s OM No. 42/15/2011-P&PW(G) dated 29th March, 2011 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 51% to 58% w.e.f. 1st July, 2011.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (V) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. In terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.

Subject : Empanelment of private hospitals and Diagnostic Laboratories and Imaging Centres under CGHS- Clarification — regarding rates

With reference to the above mentioned subject the undersigned is directed to draw attention to the CGHS rates notified in 2010 / 2011 applicable to empanelled hospitals and Diagnostic Laboratories and Imaging Centres in Various CGHS cities and to state that in response to the several representations received by this Ministry seeking clarifications regarding CGHS rates applicable, it has now been decided to clarify as under:

1. If CGHS rate is not available for any procedure / investigation / category (say super-specialty) in any CGHS covered city, the CGHS rate notified for such procedure / investigation / category for the nearest CGHS city or the rate notified under CGHS, Delhi, whichever is lower shall be applicable as CGHS rate for such procedure / investigation / category for that city.

Due Date of Filing of Returns of Income for Assessment Year 2011-12 Extended in Sikkim

          On consideration of the reports of disturbance of general life caused due to earthquake in the State of Sikkim, the Central Board of Direct Taxes (CBDT), in exercise of powers conferred under section 119 of the Income Tax Act, 1961, has extended the ‘due date’ of filing of returns of income for the Assessment Year 2011-12, from 30th September 2011 to 31st October 2011 in respect of assesses assessed at Sikkim. Accordingly, the ‘specified date’ for Tax audit report as prescribed under Section 44 AB of the Income Tax Act, is also extended to 31st October 2011.

TN Government employees to get 7% hike in Dearness allowance

Tamil Nadu Government employees to get 7% hike in Dearness allowance

Two weeks after the Union Cabinet approved seven per cent hike in Dearness allowance for Central Government employees, Tamil Nadu Government declared to hike Dearness allowance for its employees also by 7% with effect from 1.7.2011.

The additional enhanced payment of the Dearness allowance will be paid in cash to all regular employees immediately with back date from 1.7.2011. The existing rate of Dearness allowance is now 51%, the revised rate of Dearness allowance will become 58% with effect from 1.7.2011. The calculation of Dearness allowance, Pay in the pay band plus Grade pay with multiple of 58%.

Subject: Payment of Productivity linked Bonus to all eligible non-gazetted Railway employees for the financial year 2010-2011.

            The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy eight) days wages without any ceiling on wages for eligibility for the financial year 2010-11 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where wages exceed  Rs.3500- per month, Productivity Linked Bonus will be calculated as if ’wages’ are  Rs.3500/- p.m.

2.        ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules 2008 and dearness allowance drawn during the financial year 2010-11. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.
