Coach factory rolls out jerk-free Duronto rake

Kapurthala, Apr 1 (PTI) The Rail Coach Factory here today rolled out 15 coaches for Duronto Express which will enable passengers experience a jerk-free train ride for the first time.

The first rake has a new type of centre-buffer coupler, which joins the two bogies, with special focus on reducing jerks.

The 15 coaches are fitted with tight-lock couplers, imported from Sweden, to ensure smooth and comfortable ride on Duronto train which will soon run on the Mumbai-Secundrabad section, Chief Mechanical Engineer Charanjit Singh said.

There was a general complaint of spilling of meals during journey due to jerks, said RCF Chief Design Engineer Ravi Kochak who worked to overcome jerks in Shatabadi, Rajdhani and Duronto trains.

Kochak noted these coaches would reach Secundrabad in three days and would be put on trial by the Research Development and Standard organisation (RDSO) for two to three weeks before bringing it into service.

Sub: Payment of DA to the CDA pattern employees of 69 CPSEs governed by HPPC recommendations.

The undersigned is directed to refer to Para 2 and Annexure-III to this Department's O.M. of even number dated 14.10.2008, wherein the rates of DA payable to the employees who are following CDA pattern has been indicated.

2. The DA payable to the employees may be enhanced from the existing rate of 45% to 51% with effect from 01.01.2011.

3. The payment of Dearness Allowance involving fractions of 50% paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. These rates may be made applicable in the case of CDA employees, whose pay have been revised with effect from 01.01.2006 as per DPE O.M. dated 14.10.2008.

5. All the Administrative Ministries/Departments of the Government of Indian are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.

Age proof in case of such subscribers who do not possess any material evidence of the Date of Birth

Sub: Age proof in case of such subscribers who do not possess any material evidence of the Date of Birth.

Queries are being received from different quarters requesting to clarify about enrolment in NPS of such persons who do not possess any proof of date of birth. The issue has been examined and it has been decided that for such subscribers who do not possess any proof of the date of birth, proof of age would be acceptable for the purpose of opening an NPS or NPS-Lite account; in all such cases, the date of birth would be calculated back by subtracting the stated age from the date on which the document of proof of age was given.

Grant of family pension to childless widow of a deceased Central Government employee after her remarriage

Subject: Grant of family pension to childless widow of a deceased Central Government employee after her remarriage - Clarification - reg.

A reference is invited to the Department of Pension & Pensioners' Welfare's O.M. No.38/37/08-P&PW(A) dt. 2.9.2008 whereby provisions regulating pension/family pension/gratuity/commutation of pension/disability pension/ex-gratia lumpsum compensation, etc. were revised consequent upon implementation of Government's decision on the recommendations of 6th CPC.

2. As per the provisions of para 8.6 of the ibid O.M. the childless widow of a deceased Government employee shall continue to be paid family pension even after her remarriage subject to the condition that the family pension shall cease once her independent income from all other sources becomes equal to or higher than the minimum prescribed for family pension in the Central Government.

3. References/Representations have been received in this Department from various quarters raising therin doubts that the provisions of this Department's O.M. dt. 2.9.2008 do not adequately take care of cases wherein death of the employee took place prior to 1.1.2006.

4. The issue has been examined in this Department in consultation with Department of Expenditure. It is hereby clarified that the childless widow of a deceased Central Government employee who had expired before 1.1.2006, shall be eligible for family pension in the light of 6th CPC's recommendations irrespective of the fact that the remarriage of the widow had taken place prior to/on or after 1.1.2006. The financial benefits in such cases, however, will accrue from 1.1.2006. This, however, would be subject to the fulfillment of certain conditions laid down therein, including the income criterion that the income of the widow from all sources does not become equal to or higher than the minimum prescribed for family pension in the Central Government.

5. This issues with the concurrence of Department of Expenditure, Ministry of Finance vide their U.O.No.64/EV/2011 dt. 11.3.2011.

6. This order, in so far as their applicability relates to the employees of Indian Audit & Accounts Department, is being issued in consultation with the Comptroller and Auditor General of India vide their U.O. No.50 - Audit (Rules/14-2010 dt. 31.3.2011)

How to get duplicate PPO(Payment Pension Order)

Loss of Pension Payment Order: Issue of Duplicate copy thereof.

Procedure for issue of duplicate copy of pension payment order in lieu of lost one are contained in para 5.1 and 5.2 of Defence Pension Payment Instructions 2005 and para 9.1 of Scheme for Payment of Pension to Defence Pensioners by Public Sector Banks (Revised Edition 1987). According to which, if a pension payment order issued by the Pension Sanctioning Authority is lost, duplicate copy thereof may be obtained by the Pension Disbursing Authorities from the concerned Pension Sanctioning Authority, on furnishing a loss certificate stating the purpose for issue of duplicate PPO. Of late it is noticed that PDAs, while forwarding the loss certificate, do not furnish full details of their address alongwith legible official seal as well as full details of pensioner and the purpose of requesting for issue of duplicate PPO. In the absence of above informations there always occurs delay in issue of duplicate copy of PPO, leading to complaints from pensioners. In view of the above, it is requested that all pension paying offices/Treasuries/ pension paying branches/DPDOs under your jurisdiction may be instructed to furnish the following documents/informations invariably,while requesting the Pension Sanctioning Authorities for issue of duplicate copy of Pension Payment Orders.

(i) Loss certificate duly stamped with legible official seal.

(ii) Full details of address of PDA viz Postal address with PIN code and state where PDA is situated.

(iii) Full details of pensioners viz PPO No. and year of issue, name of the pensioner, nature of pension etc.

(iv) Purpose for issue of duplicate PPO i.e.for payment purpose or otherwise.

(v) When PPO is lost before first payment, a declaration from the pensioner that no payment has been received and a non payment certificate from the PDA concerned, should invariably be enclosed alongwith the loss certificate.
