Subject: Rotational transfer of Under Secretanes of CSS

The undersigned is directed to foward herewith the incumbency statement of Under Secretaries of CSS as per the information available with this Division, Discrepancies in the incumbency statement is not ruled out as in several cases, orders issued by Ministries. Departments in implementation of transfer / promotion are not received in this Department leading to non updation of data. All the Ministries / Departments are, therefore, requested to kindly check the postion and bring to the notice of this Department of any discrepancy noticed for correction.

2. This Department also proposes to transfer Under Secretaries who have competed more than ten years service in the same Ministry / Department in whatever capacities. Accordingly, the posting details of such Under Secretaries (stading from the grade of Assistant / PA (as the cose may be) including experience in deputation organizatIons) may kindly be furnished to this Department in the format enclosed. The Ministries / Departments are responsible for the correctness of data and they should ensure that no Under Secretary who has completed more than 10 years of service in the same Ministry / Department (combined service in all the grades viz. Assistant / PA. SO and US)should be left out.

3. Discrepancy in the incumbency position and also the information sought as in para 2 above may kindly be furnished at the earliest and in any case latest by 25th April 2011.

Implementation of recommendations of 6th CPC Merger of grades Revised classification and mode of filling up of posts of catering.

Sub:- Implementation of recommendations of 6th CPC-Merger of grades-Revised classification and mode of filling up of posts of catering.

Reference this Ministry’s letter no. E(NG)-I/2003/TR/1O. dated 28/12/10 vide which instructions were issued for calling option from erstwhile catering staff and for restoration of catering posts transferred to IRCTC. It has been stated at para 4 and 5 of the above letter that the seniority of the staff who opts for catering department may be assigned to the position existed before they were transferred to IRCTC as on 31.3.03. It was further stated, in order to bring the staff of catering department at par with others, and the posts as on 31.3.03 will be restructured and the upgraded posts may be tilled up from the staff through promotion as per procedure to be issued separately.

2. Accordingly, it has now been decided by the Board that the instructions issued after 6th CPC on revised classification and mode of filling up of catering posts vide Board’s letter of even no., dated 22.7.10 will also hold good for the staff of restored catering cadre on Railways. The bench marking for filling up of posts which are proposed to be filled up by ‘seniority cum suitability’ in GP ` 4200 shall be 6 marks out of 15 and 8 marks out of 15 marks for posts in GP ` 4600 and above for the vacancies arising upto 31.12.2011. In respect of posts where merger of posts is not involved may be filled up according to the extant instructions as followed before the staff were sent to IRCTC.

3. The restoration of cadre as stated in Board’s letter dated 28.12.10 and affecting the promotions to the catering staff as per procedure mentioned at para 2 above may be completed early and compliance reported to the Board by 30.4.2011.

Compassionate appointment is not a matter of right:SC

New Delhi, Apr 5 (PTI) Compassionate appointments cannot be made as a matter of right as it has to be done only when the family is in need of financial security after the death of the bread winner otherwise it would be unconstitutional, the Supreme Court said today.

A bench of justices Aftab Alam and R M Lodha quashed a direction of the Madras High Court which directed appointment of M Selvanayagam in Karaikal Municipality, five years after the death of his father Meenakshisundaram, a watchman.

Mallikarjun Kharge Inaugurates State of the Art Esic Hospital at Bhiwadi, Rajasthan

Shri Mallikarjun Kharge, Union Minister of Labour & Employment inaugurated the 50 bedded state-of-the-art ESIC Hospital at Bhiwadi, Rajasthan today. The Employees State Insurance Corporation (ESIC) is committed to work for the welfare of workers and improvement in their quality of life and for providing all possible social security to them. For providing the best Medical services to the Insured Persons and their families of Bhiwadi area, the ESI Corporation contemplated this 50 bedded ESI Hospital at Bhiwadi. This Hospital will be upgraded from 50 to 100 bedded in near future. At present, there are about 1203 Employers covering about 62,555 employees and 62,673 IPs in the industrial areas of Bhiwadi. This Hospital is a long cherished dream of workers of Bhiwadi area, which has come into reality now.

While inaugurating the Hospital, Shri Kharge also announced that a National Social Security Board will be formed for expansion of the Social Security cover.

The establishment of state-of-the-art hospital at Bhiwadi will immensely help the workers employed in the industrial belt. Around 5.34 lakh employees are working in different factories/establishments in Rajasthan. The multi-speciality hospital has been built up in 6 acres of land with an estimated cost of about Rs. 39.00 crores. The ESI Hospital, Bhiwadi, is unique in its feature which is centrally air conditioned, with multi-specialty facilities. The hospital has all the facilities comparable to any private corporate hospital in the country. It will provide indoor, outdoor, emergency and diagnostic services to the Insured workers of Bhiwadi in particular and of the State of Rajasthan in general. ESI Corporation of late has started providing services to the insured persons through its upgraded and modified hospitals and is also adopting policy for providing medical benefits as per the need and choice of insured persons anywhere in India. The Corporation is also entering into tie-up arrangements with other hospitals on cashless basis. The Corporation itself is bearing the entire cost of super speciality treatment and ensures that no bill from tie up hospital is kept pending. With the passage of time, Corporation has added huge infrastructure and provides benefit through 148 Hospitals, 42 Hospitals Annexes, 1402 ESI Dispensaries, 1540 Panel Clinics, 797 Branch/Pay Offices and 52 Regional/Sub-Regional/Divisional Offices.
