AICPIN (IW) for the month of August, 2011 - Ministry of Labour & Employment

Ministry of Labour & Employment All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the month of August 2011.          All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of August, 2011 increased by 1 point and stood at 194 (one hundred & ninety four).           During August, 2011, the index recorded maximum increase of 9 points in Amritsar centre, 8 points  each in Bhilwara and Chindwara centres, 6 points in Kolkata centre, 5 points in Jharia centre, 4 points in 6 centres, 3 points in 7 centres, 2 points in 16 centres and 1 point in 16 centres. The index decreased by 3 points each in Giridih, Quilon and Kodarma centres, 2 points  in Rajkot centre, 1 point  in 9 centres while in the remaining 15 centres the index remained stationary.

The Cabinet Committee has approved today the proposal of the Railway Ministry for payment of Productivity Linked Bonus equivalent to 78 days wages to all eligible railway employees for the fiscal 2010-11.

Admissibility of Air Fare for Emergency Medical Treatment - West Bengal Health Scheme, 2008 Air Journey for medical treatment is not ordinarily admissible unless it is essentially advised by the attending physician of the speciality hospital under unavoidable circumstances. It has been decided by the Government of West Bengal that the employees of state government are allowed to take medical treatment in eight speciality hospitals outside the State under the West Bengal Health Scheme, 2008. Accordingly, an office memorandum has been issued by Finance Department of West Bengal vide their No.9226-F (MED) dated 26-09-2011.

TRAI clears confusion over SMS limit, exempts certain services Regulator TRAI has exempted various service providers, including the dealers of telecom operators, e-ticketing agencies and social networking sites, from the new limit of one hundred SMSes per day per SIM, which was imposed to block pesky calls and messages. On 5th September, after much delay, Trai had come out with recommendations to stop pesky calls and text messages from 27th September, ordering that no access provider (operators) shall permit the transmission of more than 100 SMSes per day per SIM. "Hereby directs all access providers to exclude the following persons from the limit of one hundred SMS per day per SIM -- dealers of the telecom service providers and DTH operators for sending request for electronic recharge on mobile numbers," Trai said in a statement on Tuesday. MP likely to increase DA by 6% Madhya Pradesh government is likely to make its staff happy in the upcoming festive season. Sources said the state government is working on strategies to increase the Dearness Allowance (DA) to its employees. Sources in the state government said increasing DA is on the cards. The government has already announced exemption of sugar and cloth from Value Added Tax (VAT). If the state government employees are given DA at par with those of the centre, MP government will have to bear an extra burden amounting to Rs 1820 crore. The central government employees currently get six per cent extra DA compared to their counterparts in the state government.

The matter has been examined in the HQrs office and it is stated that requirement of LTC-80 certificate may not be insisted upon. The LTC fares are promulgated on official Air India Website periodically and the same can be downloaded through URL http://home.airindia.in/SBCMS/Downloads/WebFares.pdf to deal with such  cases. The Union Cabinet today approved release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners as due from 01.07.2011 at the rate of 7 per cent over the existing rate of 51 per cent. Govt officials may be allowed to use Facebook Ahmedabad, September 9 The government is planning to put in place a framework for officials that would allow them to leverage the power of the social media, a top official of the Department of Information and Technology (DIT) said here today. “We are creating a framework that would help Central departments and officials to use social media like Facebook, Twitter effectively,” said Additional Secretary DIT, Shankar Aggarwal. “We expect to give a final shape to it (framework) over the next two or three months and notify it,” he said. “The idea is that they can enter into a dialogue with the public more freely, take suggestions, feedbacks and provide updates. It shall be more of a two-way rather than a one-way communication,” Aggarwal stated. “Social media is being used extensively by civil society, but unfortunately, we do not have any framework for the Central government and state government,” he said.

Ministry of Finance Guidelines to Streamline Pension Payment Issued; Banks Advised to Formulate Pension Friendly Measures Guidelines regarding dealing with pension related matters have been issued by Reserve Bank of India (RBI) vide their circular dated 1.10.2008. These guidelines, inter-alia, stipulate that to streamline pension payment arranged in banks, it would be necessary to establish and operationalise the Central Pension Processing Centers (CPPCs) at an early date. The arrangement of disbursement of pension through the CPPCs would entail following advantages: A centralized pension cell in a bank would be in a position to; (a) focus exclusively on pension matters; (b) acquire expertise in payment and calculation matters; (c) interact as a single window with the Government Departments; and (d) ensure accuracy and speedy payments every month and thus avoid innumerable complaints from the pensioner. Ministry of Finance Modification in PPF Scheme : Deposit Limit Raised from Rs. 70,000 to Rs. One Lac while Rate of Interest on Advances Against Deposits in PPF Scheme Raised from 1% to 2 Percentage Points The Committee on Comprehensive Review of National Small Savings Fund (NSSF) headed by Deputy Governor, RBI has recommended revision of certain provisions of PPF Scheme, 1968 and benchmarking of interest rates on various small savings schemes with the secondary market yields on Central Government securities of comparable maturities with suitable spread. The Committee has recommended increasing the deposit limit under PPF Scheme from existing Rs. 70,000 to Rs. 1 lakh per annum and fixing of rate of interest on advances against deposits in PPF scheme at 2 percentage points as against the prevailing interest rate on such advances at 1%.

Ministry of Finance Levy of Penalty on Foreclosure of Home Loans Government, in May 2010, advised Public Sector Banks, Indian Banks’ Association and National Housing Bank that no pre-payment charges may be levied by the lending institutions when the loan amount is paid by the borrowers out of their own funds; and if any pre-payment charges are to be imposed on housing loans, the same need to be reasonable and transparent and not out of line with the average cost of providing these services. The Public Sector Banks (PSBs) have reported that by and large they do not levy any pre-payment charges when the amount is paid by the borrowers from their own sources. In general, own funds means funds generated through ‘own sources’ and not through borrowings by any lender. Prepayment of loan by a borrower can take place on account of (i) takeover of his / her loan by other lender, and (ii) out of their own sources. In his letter he expressed that “time is running fast, but the orders for the payment of Productivity Linked Bonus to the Railwaymen, for the year 2010-11, have not yet been issued, though many a times formally and informally I have requested the Railway Board in this regard”.

Central Government Industrial Tribunals-cum-Labour Courts

Ministry of Labour & Employment Labour Courts       As per section 7 of the Industrial Disputes Act, 1947, the appropriate Government may, by notification in the Official Gazette, constitute one or more Labour Courts for the adjudication of industrial disputes and for performing such other functions as may be assigned to them under this Act. Thus, the primary function of Labour Courts is to adjudicate on industrial disputes. So long as industrial disputes continue to exist, labour courts cannot become irrelevant. The Central Government has set up 22 Central Government Industrial Tribunals-cum-Labour Courts (CGIT-cum-LCs) for resolution of industrial disputes arising in Central Sphere. A system of link officers has been put in place so that judicial work does not suffer in case the post of Presiding Officer of CGIT-cum-LC remains vacant due to administrative exigency.

Ministry of Human Resource Development President gives away National Award to Teachers –2010       The President of India Smt. Pratibha Devisingh Patil gave away the National Award to Teachers - 2010, here today. Given away on Teachers’ Day every year, these awards accord public recognition to teachers of primary and secondary schools. Today the awards were given to 298 teachers. The Award carries a Silver Medal, a Certificate of merit and a cash award of Rs. 25,000/-. Speaking on the occasion, the President said that teachers are like sculptors who give shape to the character and career of students under their care, develop their personalities and identify their strengths to build a bright future. Smt. Patil further said that teachers posted in villages generally teach students whose parents are often not very literate. In this regard teachers play a crucial role and thus they should pay the highest attention to their duties, she added.

One Rank One Pension

Ministry of Defence One Rank One Pension Pension improvement is an ongoing process. Considerable improvements have been made in the pensions of armed forces personnel. A Committee was set up under the Chairmanship of Cabinet Secretary to look into the issue of 'One Rank One Pension and other related matters'. After considering all aspects of the matter, the Committee did not find it feasible to recommend One Rank One Pension. However, keeping in mind the spirit of the demand, several other recommendations to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers were made, which have been accepted by the Government and orders in implementation of all the recommendations have been issued. Ordnance Factory in Nalanda (Bihar)

Ministry of Defence Nalanda Ordnance Factory :- The work of setting up of ordnance factory in Nalanda in Bihar has not been stopped. There are mainly four plants i.e. Nitro Cellulose (NC), Nitro Glycerine (NG), Sulphuric Acid Concentration (SAC)/Nitric Acid Concentration (NAC) and Bi-Modular Charge System (BMCS) planned to be set up at Ordnance Factory Nalanda, Bihar for manufacture of BMCS. While the work of setting up of NC, NG, SAC/NAC plants is going on as per schedule, the work of setting up BMCS plant could not commence till date. Work was started after sanction of the project in November 2001. The project was kept in abeyance from June 2005 to June 2006. In the meantime Ordnance Factory Board (OFB) submitted a proposal for revision of project cost due to escalation and cost overrun. Accordingly, the revision of project cost was sanctioned in February 2009 with the completion period of 30 months i.e. by 5th August 2011.

MCD employees to get terminal benefits on day of retirement New Delhi : Employees retiring from Municipal Corporation of Delhi -MCD will get their terminal benefits on the day of retirement itself from now onwards. This was announced by Municipal Commissioner K S Mehra while presenting cheques of terminal benefits to 156 employees who retired from the civic agency on yesterday. Terminal benefits such as leave encashment, gratuity, provident fund, commutation of pension were presented to these employees. "The payment of terminal benefits is now paid on the day of retirement itself since three years to enable the retiring employees utilize the amount as per their future requirements," Mehra said.
