AICPIN for the month of September 2011

Ministry of Labour & Employment All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for The Month of September, 2011 All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of September, 2011 increased by 3 points and stood at 197 (one hundred & ninety seven) . During September, 2011, the index recorded maximum increase of 5 points each in Darjeeling and Rourkela centres, 4 points  each in Mysore, Ernakulam, Bokaro, Delhi, Quilon, Mumbai, Indore and Yamunanagar centres, 3 points in 13 centres, 2 points in 21 centres and 1 point in 24 centres. The index decreased by 2 points in Giridih centre, 1 point  each in Bhilwara and Monger Jamalpur centres while in the remaining 7 centres the index remained stationary.

Timely submission of ACC proposals

           The Central Government issued an office memorandum (No.29 (10)EO/2011(ACC) dated 24.10.2011) regarding that the approval of ACC (Appointments Committee of the Cabinet). The headline of the order is 'Timely submission of ACC proposals' and the order mentioned that the many of the top level posts in various Organisations lying vacant for long time adversely affecting administrative governance. This delay on the part of the Ministries/Departments in submitting the ACC proposals has been viewed seriously by the ACC. It is advised that the all the Ministries/Departments may kindly scrupulously adhere to the instructions referred above in submitting the proposals requiring ACC approval to this Department at least two months in advance of the occurrence of vacancy. AICPIN for the month of September, 2011 All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the month of September, 2011. We all know, AICPIN (All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100) is the main source to calculate Dearness allowance for Central Government employees and Pensioners. Ministry of Labour Bureau will release the AICPIN for the month of September in one or two days. The prices of 24 essential commodities from 78 selected cities in over all India has been taken into account for calculating the price index. The food prices higher compared to last month, hence the indices will increase substantially. If the index number goes high, more than 196, the additional dearness allowance could be increased by 4 per cent. Now the existing rate is 58%. Source: www.cgstaffnews.com

Cabinet PIB Scheme for creation of National Optical Fiber Network for Broadband connectivity of Panchayats The Union Cabinet today approved a scheme for creation of a National Optical Fiber Network (NOFN) for providing Broadband connectivity to Panchayats. The objective of the scheme is to extend the existing optical fiber network which is available up to district / block HQ’s level to the Gram Panchayat level initially by utilizing the Universal Service Obligation Fund (USOF). The cost of this initial phase of the NOFN scheme is likely to be about Rs.20,000 crore. A similar amount of investment is likely to be made by the private sector complementing the NOFN infrastructure while providing services to individual users.

Concerning the posting at the same place of husband and wife who are working in Government service, the transfer issues have been raised in Parliament on several occasions. In 1980s these demands began to show its seriousness, because the percentage of women employees were increased in joining the Government services. The Central Government also observed this issue from various forums, a circular had been issued by the Department of Social Welfare in Feb 1976 to all Head of Departments to give serious consideration to the requests of posting of husband and wife at the same station. In order to that order, lot of women employees started to send their request to transfer at the place where their husbands are posted. Ministry of Finance PIB One per cent Interest Subvention on Housing Loans upto Rs.15 lakh with cost of the house not exceeding Rs.25 lakhs The Union Cabinet today approved the proposal under 1% interest subvention on housing loan scheme liberalising the limit of housing loan upto Rs.15 lakh where cost of the house does not exceeding Rs.25 lakh from the present limit of Rs.10 lakh and Rs.20 lakh respectively, and designating National Housing Bank (NHB) as the Nodal Agency (NA) for implementing the scheme both for Scheduled Commercial Banks and Housing Finance Companies. A budgetary provision of Rs.500 crore has been made for the financial year 2011-12 for implementing the scheme.

Cabinet PIB Final recommendations of the Wage Boards for Working Journalists and Non-journalist Newspaper Employees of Newspaper Establishments and News Agencies The Union Cabinet today approved the final recommendations of the Wage Boards along with certain corrections and rectifications carried out under Section 12(1) of the Working Journalists and other Newspaper Employees (conditions of Service) & Miscellaneous Provisions Act, 1955. The Government had earlier constituted two Wage Boards in May 2007. The Chairman of the Wage Boards, Justice G.R. Majithia submitted the final report to the Government on 31st December, 2010.

(Res.) dated 31.1 .2005 that the above referred O.M. took effect from 11.07.2002 and that concept of own merit did not apply to the promotions made by non-selection method.

Ministry of Railways Railways Take Measures to Prevent Misuse of ‘Tatkal’ Scheme In order to prevent misuse of ‘Tatkal’ Scheme of reserving train tickets, Indian Railways have taken following measures:-     With a view to reduce the chances of misuse of e-ticketing facility by IRCTC agent, Indian Railways has decided to stop Quick Book Option and cash card booking between 8 AM to 9 AM. Further, individual users are permitted to book only two tickets between 8 AM to 9 AM.     Access to ‘Tatkal’ booking to the agents booking through internet has been denied during the opening hours of reservation in the morning between 8 AM to 9 AM.     The provision of carrying one of the eight prescribed identity cards by any one of the passengers booked on ‘Tatkal’ ticket, introduced from 11th February 2011 to prevent transfer of ‘Tatkal’ tickets.

Ministry of Finance CBDT Makes Discussion Paper on Tax Accounting Standards Public The Central Board of Direct Taxes (CBDT) has made public the discussion paper on accounting standards, to be known as Tax Accounting Standards (TAS), for feedback from all concerned.  The discussion paper is available on the following web-sites: finmin.nic.in ;   incometaxindia.gov.in  ;  www.irsofficersonline.gov.in The proposed TAS, while enabling smooth transition to International Financial Reporting Standards (IFRS), will provide certainty on accounting issues for tax purposes as it removes alternatives and will cover all tax accounting issues. The TAS, applicable only to computation of taxable income under the Income Tax Act 1961, will be different from accounting standards issued by the Institute of Chartered Accountants of India (ICAI) and notified by the Ministry of Corporate Affairs under the Companies Act 1956. NOTICE FOR APPLICANTS NOTICE                      All the applicants who are registered with the DIRECTORATE OF ESTATES for allotment of Govt. accommodation of various types are sent their login ID and password for exercising their preferences for the houses and are informed about the allotment via SMS on their mobile numbers as well as e-mail on their mail IDs registered with this Directorate. However, as per the new guidelines issued by the Telephone Regularity Authority of India (TRAI) in September 2011, messages sent via group SMS are not being delivered to those applicants whose mobile numbers are registered for “Do Not Disturb (DND)”. Therefore, those applicants who have registered for login ID and password and have not received the same via SMS are advised to check their e-mails. Tamil Nadu Government declares holidays for local body elections Public Holidays on Election / Polling day As we noted earlier, predicting the announcement from the State Government as declaration of public holidays on polling days. Now, the Tamil Nadu Government has declared public holidays on October 17th and 19th October, 2011. The Civic Polls/By-election in Tamil Nadu State :- The Tamil Nadu Local Body Election has been scheduled in two phases. The first phase of the polling areas, which are under the Corporation are is scheduled on 17th October and for the other areas on 19th October, 2011. Orders are expected from the State Government to be announced on the day of polling as a Public Holiday for Government and Private employees under Negotiable Instruments Act, 1881. The paid holiday may be declared on the actual date of poll, it will be applicable only in the areas where the election/bye-election is taking place.

TN Government employees to get 7% hike in Dearness allowance

Tamil Nadu Government employees to get 7% hike in Dearness allowance Two weeks after the Union Cabinet approved seven per cent hike in Dearness allowance for Central Government employees, Tamil Nadu Government declared to hike Dearness allowance for its employees also by 7% with effect from 1.7.2011. The additional enhanced payment of the Dearness allowance will be paid in cash to all regular employees immediately with back date from 1.7.2011. The existing rate of Dearness allowance is now 51%, the revised rate of Dearness allowance will become 58% with effect from 1.7.2011. The calculation of Dearness allowance, Pay in the pay band plus Grade pay with multiple of 58%.
