Govt clears changes in PFRDA Bill, allows 26% FDI in pension

The govt on Wednesday approved amendments to the PFRDA Bill 2011 while agreeing to the proposed 26 percent foreign investment in the pension sector but refrained from providing assured returns to subscribers in the proposed law.

The government had decided not to mention FDI cap in the legislation itself for retaining the flexibility of changing it through an executive order. The 26 per cent FDI cap is to be mentioned in the regulations to the legislation.

The changes to the PFRDA Bill were approved by the Union Cabinet at its meeting in New Delhi.

The Bill, which has already been scrutinised by the Parliamentary Standing Committee on Finance, is likely to be taken up for consideration and passage in the Winter Session beginning 22nd November.

The Union Cabinet today gave its approval for notifying changes in the existing Central lists of OBCs.

The National Commission for Backward Classes advised the Central Government for amendment in the Central list of Other Backward Classes (OBCs) for the States of Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Sikkim, Tamil Nadu, Uttarakhand and West Bengal and Union Territories of Andaman & Nicobar, Chandigarh, Delhi and Puducherry.

Combined Defence Services Exam(I) 2011 Results Announced
 
The Union Public Service Commission (UPSC) has announced the final results of Combined Defence Services Examination (I), 2011 held in February 2011 and SSB interviews held by Service Selection Board of the Ministry of Defence for admission to (i) 132nd Course of Indian Military Academy-Dehradun (ii) Indian Naval Academy, Ezhimala, Kerala and (iii) 191st Air Force Academy, Hyderabad (Pre-Flying) Training Course. There are some common candidates in the three lists for various courses.
 
The number of vacancies as indicated by the Government is 250 for Indian Military Academy (including 32 vacancies reserved for NCC ‘C’ Certificate (Army Wing) holders), 40 for Indian Naval Academy, Ezhimala (2 for Hydro/38 for Executive General Service) (including 06 vacancies reserved for NCC ‘C’ Certificate (Naval Wing) holders) and 32 for Air Force Academy, Hyderabad (Pre-flying) Training Course.

Reference is invited to this Departments OM of even No. dated 04.10.2011 on the subject mentioned above.

2. All the Cadre Units were requested to promote the eligible Assistants within the prescribed zone (upto SL 2000, 2001  &2002 for Gen. and upto SL 2001& 2002 for SC) to the Grade of Section Officer on ad-hoc basis to the extent of available vacancies. Cadre Units were also requested to forward the recommendations of the DPC in respect of the remaining eligible Assistants in the prescribed zone, who are clear from vigilance angle and cannot be promoted within the Cadre Unit due to lack of vacancies, to this Division by 15.11.2011.

Sir/Madam,

The Department of Personnel & Training (DOPT) and the United Nations Development Programme (UNDP) are jointly hosting a ‘National Conference on Human Resource Management-towards Competency based Performance Management for the Civil Service’ to be held at New Delhi on 28-29 November 2011 under the aegis of ‘Pathways for an Inclusive Indian Administration’(PIIA) project.

2. Human resource has assumed a critical significance in the present day scenario in the context of India’s rising economic and political importance in the world. A lot of policy initiatives are being taken by the Government for governance reform. Besides, legislative measures such as Public Interest Disclosure, Lokpal Bill, Judicial Accountability Bill, Citizens Right to Grievance Redressal Bill, etc. are at various stages of approval and finalization. The objective of the proposed Conference is to provide an impetus to the on-going reform initiatives by providing solutions and recommendations to decision-makers which can inform policy development, systems/design/re_engineering as well as HRM Processes. The concept of Competency Framework, which is being envisaged in the Draft National Training Policy, will also be discussed in the Conference. Besides, the Conference will have presentations from international speakers on how their respective Governments have addressed the
HRM issue using competency framework, highlighting lessons learnt, innovations and practical solutions.
