AIRF: MACP anomalies to be settled in the next meeting of National Anomaly Committee

All India Railwaymen Federation General Secretary and one of the member of National Anomaly Committee Shri.Shiv Gopal Mishra has written a letter to the Secretary of DOPT pertaining to the issues pending before the National Anomaly Committee. He expressed in that letter that the long and large number of pending issues has created frustration among all the Central Government employees, particularly Railwaymen. He further stated, need immediate settlement of the long pending anomalies in the next meeting.

The following anomalies are pending and to be settled…


Pay fixation of promotees at the minimum of the grade at par with Direct Recruits.

Treatment of employees selected under LDCE/GDCE at par with direct recruits and their earlier promotions/services rendered should be ignored for the purpose of MACPs as was being done in ACP Scheme

Treatment of GP Rs 5400 in PB-2 & GP Rs. 5400 in PB-3 should be treated as same grade pays for the purpose of MACPs

Stepping-up of benefits to the seniors from their juniors

Benefit of one increment in case of status promotion, e.g. MCM, Loco Running Staff, S.M, P. Way Supervisors, etc.

Allotment of Grade Pay Rs.4800 to the Supervisors of the apex grade

Counting of training period and abolition of Grade Pay Rs.2000 for the purpose of financial upgradation under MACP Scheme

Date of effect of MACPS form 1.1.2006 instead of 1.9.2008 etc.

WRONG FITMENT OF PENSION PRE 2006 RETIREE :CAT DECISION VIDE OA 655 - 2010 OF 1/1/2011 HAS BEEN PASSED ON 1/11/2011 IN FAVOUR OF PRE-2006 RETIREES  BUT NOT YET IMPLEMENTED ,CONTEMPT OF COURT PETITION FILED KINDLY ISSUE IMPLEMENTATION LETTERS.
1.ADDITIONAL ENHANCED PENSION TO COMMENCE FROM 65 YEARS  THE LIFE EXPECTANCY IS 67 YEARS FULL PENSION SHOULD COMMENCE FROM 65 YEARS & NOT IN 80 YEARS AS GIVEN IN 6 CPC
2 MERGER OF DR ON ATTAINING DA SLAB OF 50 :AS WAS IN 5th CPC. DA IS MOTHER OF ALL ALLOWANCES. AS SERVING OTHER ALLOWANCES ON BASIS OF DA ENHANCEMENT HAVE BEEN INCREASED BY 25% THAN HOW CAN YOU FORGET MERGING IN PAY/PENSION AS DP. REPLY CAME 6 CPC HAS NOT MENTIONED [BABU FORGOT TO MENTION & CREATED MESS FOR ALL] CASE TAKEN UP TO CORRECT ANOMALY [ NO ONE NOTICED SUCH A GLARING THING]
3.DA SHOULD NOT BE TAXED: IT IS UNJUSTIFIED. BY TAXING THE DA ,EMPLOYEES ARE DENIED THEIR LEGITIMATE RIGHT TO FIGHT INFLATION AS PIE IS TAKEN FROM THEIR PLATE BY IT. IT WAS NOT TAXED FOR SIX DECADES ,BUT SMART EX FM PC TAXED DA IN HIS OWN WISDOM & NO WHEN RESISTED/CONTESTED.
4..STANDARD DEDUCTION REINTRODUCTION : IT WAS APPLICABLE FOR SIX DECADES BUT WAS TAKEN AWAY BY EX FM PC.IT IS UNJUST AND UNDEMOCRATIC AND SHOULD BE RE-INTRODUCED
5.PAY COMMISSION SHOULD BE EVERY 5 YEARS PSU HAVE PAY REVISION OF PAY/PENSION EVERY 5 YEARS INFLATION GALLOPS QUITE FAST
6..PENSION IS A DEFERRED WAGE ALL ALLOWANCE APPLICABLE TO SERVING SHOULD BE GIVEN TO PENSIONER LIKE HRA TRANSPORT,CHILDREN,LTC EXTRA DEPENDING UPON BASIC PENSION OF PENSIONER
7.PROVIDE BASIC INCOME TAX EXEMPTION TO SENIOR CITIZEN UP TO 5 LACS  IN FY 2004-05 SR CITIZEN TAX BENEFIT OF RS 20000 AS COMPARED 2005-2006 OTHERS WERE RAISED TO 100000 SR TO 185000 SO ACTUAL RELIEF CAME TO 12000 INSTEAD OF 20000.THERE AFTER REDUCED FURTHER EVERY YEAR NOW DIFFERENCE IS ONLY 5000.THIS YEAR RELIEF INCREASED TO OTHERS BY 20000 AND ZERO TO SENIOR CITIZEN. COMPARISON TO 2004-2005 FOOD INFLATION HAS GONE 5 TIMES & MEDICAL TIMES. HENCE GOVERNMENT PROVIDE TAX EXEMPTION AS 5 LACS

It seems that even the Central Government Employees Union is against the LDCs & UDCs. There seems to be no agenda for discussion in any of the Anomaly committee meetings. Even SSLC passed staff are holding 4200 GP whereas the UDC / LDCs having higher qualification are left at the Group-D level. Its clear that LDC/UDCs are only Senior Safaiwalas.......

sir when will be the meeting of next anomaly committee and how many years the anomaly committee will take to seetle the pending issues. sir is their any agenda taken for the employee in which department there was no 7450 basic pay scale existed before pay commission. i think in such department where 6500-10500 and 7500-12000 scales were existed before pay commision in such departments the merger should be 6500 and 7500 I mean they should get 4800 g.p. instead of 4600g.p. in new system.this is anomaly and should be removed.

Employees recruited in the grade pay of Rs. 4200 will be eligible for the grade pay of Rs. 4600 after a service period of 10 years and will be further granted grade pay of Rs. 4800/- after completion of 20 years. That means, an employee is bound to serve for a hike of Rs. 600 in grade pay (400+200) for 30 years, which will demorale the employees. Further, where the promotion hierarchy of grade pay of Rs. 4800/- does not exist, but the next promotion grade pay of Rs. 5400/- exists, in that case also, employees are getting grade pay of Rs. 4800/- instead of 5400/-, inspite of non-existence of scale of 4800/-. Thus, the very purpose of granting MACP is defeated. Secretary DoPT should consider granting grade pay on promotion hierarchy instead of grade pay hierarchy. We are extremely disappointed with the decision taken. Kindly re-consider. In BSF, PAs are neither getting promotion nor getting the benefit of MACP on promotion hierarchy, which is demoralizing.

Particularly the PAs of BSF are making special request through this blog to consider granting MACP on promotional hierarchy and not on grade pay hierarchy. Promotion avenues of PAs in BSF have been restricted and PAs are bound to serve in one rank for more than 21 years at a stretch. Therefore, in order to provide atleast the benefit of MACP, granting MACP on promotional hierarchy must be considered by Secretary, DoPT.
