All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2012
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2012 increased by 2 points and stood at 208 (two hundred eight).
During June, 2012, the index recorded maximum increase of 8 points each in Mercara and Godavarikhani centres, 7 points in Puducherry centre, 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres, 4 points in 7 centres, 3 points in 13 centres, 2 points in 11 centres, 1 point in 18 centres. The index decreased by 2 points each in Ludhiana and Mysore centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

CBDT Relaxes Compulsory E-Filing of Return of Income for Assessment Year 2012-13 - for Representative Assessees of Non-Residents and in the Case of Private Discretionary Trusts 
Rule 12 of the Income-tax Rules, 1962 mandates that an individual or Hindu undivided family, if his or its total income or the total income in respect of which he is or it is assessable under the Act, during the previous year, exceeds ten lakh rupees, shall furnish the return electronically for the assessment year 2012-13 and subsequent assessment years. 
It has been brought to the notice of the Board that the agents of non-residents, within the meaning of section 160(1) (i) of the Income –tax Act, are facing difficulties in electronically furnishing the returns of non-residents. This is because there may be more than one agent of the non-resident in India for different transactions or a person in India may be an agent of more than one non-resident. On consideration of the reports of disturbance of general life caused due to failure of power and further in consideration of the fact that the e-filing of returns for a specified category of individuals and HUF has been made mandatory, the Central Board of Direct Taxes (CBDT), in exercise of powers conferred under section 119 of the Income Tax Act, 1961, has extended the ‘due date’ of filing of returns of income for the Assessment Year 2012-13 to 31st August 2012.

The joint Committee set up by the National Anomaly Committee to consider the MACP related issues met on 27th July, 2012.  The Staff Side was represented at the meeting by the following comrades: Com. As decided in the National Anomaly Committee Meeting held on 17/07/2012, the DOPT held separate meeting with the Leaders of Staff Side at North Block, New Delhi, Room No. 190 on 27/07/2012. Shri.M.Raghavaiah, General Secretary, NFIR has participated in the meeting.
Discussions were held on following issues:-
1. Grant of MACP in the promotional hierarchy :- The staff side insisted that option be given to individual employees in this regard to facilitate  him/her to opt for availing benefit of financial upgradation. After discussion it was agreed to examine in depth for finding solution.
2. Date of effect of MACP Scheme : The desirability of giving effect to the MACP Scheme w.e. f. 01.01.2006 will be examined.
3. Counting of total temporary status Casual Labour Service reckoning 10/20/30 years under MACP Scheme: Official Side stated that this will be processed separately.

It has been decided in the Fifth Meeting of   National Anomaly Committee that a separate meeting will be arranged tentatively on 27-7-2012 to discuss the MACP related Issues. It is expected that core  issues related to the MACP Scheme will be finalized in this meeting.

The Union Cabinet had last week approved a policy to promote sportspersons for excellence in international sports events.  As per the policy,  upto three out of turn promotions can be given in their service career for winning medals in Olympic Games, Commonwealth Games, Asian Games and World Championships. The sportsperson winning a medal or more than one medal in a Game/Team Events/Championships in a particular year will be eligible for an out of turn promotion in that year. Further record-breaking medal winning performance in National Games will also be considered for one out of turn promotion during the service career.

In order to make the Income Tax Return filing experience even more convenient, the Income Tax Department has started two more taxpayer friendly initiatives ‘Register for Home Visit’ and ‘Online Tax Help’. To avail these facilities, a taxpayer must visit the website www.trpscheme.com and take help of trained professionals either online or at their homes. The taxpayer can choose between ‘online help’ or ‘home visit’. 
On choosing the option of online tax help, the taxpayer can fill in his tax related query along with his contact details. The online query will be resolved by tax experts through Email or Phone within 24 hours.

Reader are known very well that the important minutes of the meeting of BOG of KVS was already published in our site of CGEN.in. The item No.3 of 92nd meeting was review of the school uniform adopted in Kendriya Vidyalayas. The Board ws approved the proposal of new uniform designed in KVs and the details were given in the minutes.
The another meeting of 93rd Board of Governors of KVS held on 12th July 2012 at New Delhi. Item No.6 in the minutes of the meeting was the matter pertaining to the new pattern of uniform in Kendriya Vidyalays. The Board has approved for some changes in the new pattern of KV uniform which was already approved in the 92nd meeting. The main change had been made in the neck tie of new pattern of KV uniform. The neck tie has been removed from the new pattern of KV uniform.

Exemption of Salaried Employees from Requirement of Filing of Returns for Assessment Year 2012-13

Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-

Retirement age 65 : Cabinet today approved the proposal to relax the condition of enhancement of age of superannuation of teachers to 65

Relaxation of condition relating to enhancement of age of superannuation of teachers in state institutions consequent of the implementation of the revised pay scales on the basis of 6th Pay Commission recommendations.
The Cabinet today approved the proposal to relax the condition of enhancement of age of superannuation of teachers to 65 in state institutions for the implementation of the revised pay scales on the basis of 6lh Pay Commission recommendations and become eligible for receiving Central share of 80% of the arrear payment.
It also decided that reimbursement of 80% of the Central share of the arrears be paid in 2-3 instalments to those States who have already made the payment and submitted their proposals for reimbursements to the Central Government.

OFFICE MEMORANDUM
Subject : Representation of various categories at higher positions in the Central Government.
The Parliamentary Committees on "Welfare of Scheduled castes, Scheduled Tribes" and "Welfare of Other Backward Classes" are deliberating on the issue of representation of SCs, STs and OBCs at higher positions in the Central Government. The Committees have asked DOPT to furnish details of officers holding senior positions in the Central Government. Such type of information as well as information about Persons with Disabilities (PWD) and persons belonging to minority community is also sought for through variousParliament Questions.

We have already placed a gist of discussions and decision of the 4th National anomaly Committee meeting held today on agenda items that came up for consideration.  The Staff Side of the National Council met on 16th.  The issue of the non functioning of the JCM at the Departmental level and the ineffectiveness of the council meetings wherever it meets were the subject matter of serious discussions at the Staff Side.  The last meeting of the National Council was held in 2010.  The non acceptance of the arbitration awards, the inordinate delay in taking final view of items introduced as agenda by the official side and the non issuance of orders on agreed items, the refusal to record disagreement and refusal to refer the issue to arbitration etc. were raised by the members of the Staff Side.  It was therefore, decided that this issue should be taken up seriously b…

GIST OF DISCUSSIONS
The 4th meeting of the National Anomaly Committee was held on 5th January, 2012.  All the items could not be discussed on that day.  The meeting was postponed and the same was held today on 17th July, 2012.  The gist of discussions and decisions are given hereunder.
Item No.1. Pay band of the merged pay scales: The demand to reconstruct the pay band in respect of merged pay scales (S8 to S10) by multiplying the minimum of the highest pay scales (6500-10,500) with 1.86 by virtue of which the pay band will commence with Rs. 12100 instead of 9300 is not agreed and as per the scheme disagreement has been recorded.
