Increment Day for Central Government employees – 1st July of every year


1st July of every year – ‘Increment Day’ for Central Government employees

As per the 6th Pay Commission CCS (Revised Pay) Rules 2008, provisions of Rule 10 with effect from 1.1.2006, uniform date of increment was implemented for all Central Government employees i.e. 1st July of every year. One more condition for getting increment is provided in this rule, completing six months in the same pay as on 1st of July are only eligible to be granted the annual increment.  Who have not rendered six months period of service as on first of a year will not be eligible to draw increment on that day and their date of increment will fall 12 months later on the next 1st of July.

Today is the ‘Increment Day’ for all Central Government employees. If the increment  day falls on Sundays or holidays, the next working day will be taken as resumption day. In case of an employee taken leave  2.7.2012, his increment benefit will be granted only from the date on which he resumes duty and not from the first of July.

There would be rare chance to occur such problems to take leave on increment day. But whereas, better to avoid to take leave on first working day of any year. Normally most in the Government organisations, promotion orders are not publishing on  the date of promotion. If the promotion date falls on first January, there should be condition on assumption that the promotee should be present for the duty on that day of promotion. If not, the promotion is to be granted only from the date of resumption of duty on return from leave. According to this rule, qualifying period for earning an increment is six months on 1st July, the date of next increment will postponed to the next year.

In the light of the above situation, if the first day of any year falls on Sundays or Holidays, the Dopt clarified that the ‘Government servants who join posts on the 1st working day of the year will be treated to have completed six months of service on 1st of July of that year for the purpose of granting them annual increment on that day’.

Every Central Government employee should know the calculation of Annual or Promotion increment, one increment is equal three percent of the sum of the Pay in the Pay Band plus Grade Pay and it should be calculated and rounded off to the next multiple of ten.

Annual Increment calculation :-
An employee's basic pay of Rs.12,030 including Grade Pay of Rs.2,800, his increment fixation will be fixed as follows…
Basic Pay including Grade Pay : Rs.12,030
3% increment for Rs.12,030 and it rounded off to the next multiple of ten : Rs. 360
His Basic Pay as fixed on 1st July : Rs.12,390

[Note that in the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of ten.]

In case of an employee taken leave 2.7.2012, his increment benefit will be granted only from the date on which he resumes duty and not from the first of July/...but casual leave always count for increment with financial benefit. If employee avails CL on 2 july 2012 and joins duty on 3rd july, the increment granted wef 2 july with financial benefit.

In case of an employee avail suffix on 01.07.2012 being Sunday with earned leave and joined duty on 02.07.2012,is his annual increment would be affected.

I Joined MHA on 14-02-2008, but
1. never given additional increment.
2. got pay fixed as 9300+4200 (earlier it was 5500-9000)

Kindly tell me what can I do?

pl. comment when an employee promoted on 16.01.2006 and he has opted to fix his pay in the revised pay from the date of promotion. As it is more beneficial then opting from 01.01.2006. whether he is entitled to get increment on 01.07.2006 or not??????

WE SHOULD ALSO FORWARD OUR PROBLEM TO THE ANOMALY COMMITTEE .IT IS A PROBLEM OF SO MANY PEOPLE WHO HAVE JOINED SERVICE WITHIN JAN & JUN ON 2006 & AFTER 2006 & ONWARDS TILL DATE,THEY HAVE RECEIVED THEIR INCREMENT AFTER 12 MONTHS HAVE BEEN PASSED,IT IS A GREAT ANOMALY.

I retired on 30/6/2013. Eventhough I completed 12 months and as per the rule I am entitled for an increment, I was not given increment as I was not on duty on 1st July 2013. There may be so many like me. Is there any clear cut instructions or judgements of courts on this aspect?? I would like to know whether the decision of the High court of Andhrapradesh in W.P 1219 and 1409 of 1998 decided on 13/12/2001 in respect of R.Malakondiah and others holds good in respect of our case.

I joined government service as Junior Assistant on 01-02-2011 in Ignou Office and I am selected as Assistant Executive in ignou and i am Join the New Post at 06-01-2013. then i am eligible for the an increment on 01-07-2014. If not, why am I not eligible and when am I eligible for annual increment. Please mention any circulations and Government Orders on this issue. For this purpose I would be very thankful to you.

i was in PSU from 14/08/2010 to 13/01/2011 in 20600-46500 pay scale, meanwhile i applied through proper channel in central government & i got selected in pay scale of 15600+ 5400 GP=21000 on 21/01/2011. Now the Authority is not ready to give me increment for July 2010 to June 2011 as i have not completed 6 months before date of increment, though i have applied through proper channel & as i was in government service

Solution should be - That if any employee is present even for a day during the month of July he should get his increment w.e.f., 1 July. Because it is not necessary that he will be present on 1 july under any circumstances, may be he will be on cl, medical leave, or any urgent leave. Govt should consider this aspect.

HI sir ,
i have query about 1st increment of newly recruited Accountants who is currently working under CGA.

is it compulsory to pass confirmatory exam to get 3% annual increment which starts from 1July?

in my case i joined in November 2015 and confirmatory exam was held in april , then i had not completed 6 month. but now i have completed 6 months before 1st July but they are saying i will not get that annual increment of 3% because i have not appeared or passed the departmental confirmatory exam.

please help in this regard.
