How Dearness Allowance increase is calculated..?

How to calculate Dearness Allowance for Central Government Staff and Employees…

We have been reporting the increase in Dearness allowance every six months, always before official announcement is made. We have not been making predictions or assumptions. Our reporting has always been based on standard calculation used for the purpose. We feel that the visitors also should be aware of the calculation, hence this article.

The Dearness allowance is based on All India Consumer Price Index. The Dearness allowance is granted to compensate the price increase above 536 points (Base Year 1982=100) [115.763 Points (Base Year 2001=100)], to which the revised pay scales relate. This will be approved twice a year, payable from 1st January and 1st July. The twelve monthly average CPI above 536/115.763 points is determined twice in a year for the period ending December and June.

For arriving at Dearness allowance increase we need to know the All India Consumer Price Index for Industrial Workers [CPI(IW)] for the previous six months. For Dearness allowance revision w.e.f 1st January of a year, the CPI of July to Dec are required. For Dearness allowance revision w.e.f. 1st July of a year, CPI of Jan to Jun are required and so on.

The average CPI of the twelve months is then taken for calculation and the following formula is used :

New rate of Dearness allowance = (Average CPI for 12 months – 115.763 x 100) / 115.763

Additional rate of Dearness allowance = New DA rate – Old DA rate

The All India Consumer Price Index Numbers will be notified by the Labour Bureau on the last day of next month on its official website.

Example as follows…
AICPIN for the months for
Jul-11 193
Aug-11 194
Sep-11 197
Oct-11 198
Nov-11 199
Dec-11 197
Jan-12 198
Feb-12 199
Mar-12 201
Apr-12 205
May-12 206
Jun-12 208

Total = 2395
Average = 199.58

Calculation as follows…

2395 – 115.763 x 100
---------------------------- = 72.41
115.763

The total Dearness allowance with effect from Jan 2012 will be 72%.

Online Reservation of Train Tickets

The change in the timings of Tatkal was made effective from 10.7.2012. The Indian Railway Catering and Tourism Corporation (IRCTC) website recorded its highest booking of 4.95 lakh e-tickets in a single day on 13th July, 2012. The average internet ticket booking was around 3.74 lakh per day in the month of October 2012.

In case of fully waitlisted tickets on which all the passengers are waitlisted, the names of all the passengers booked on that ticket are dropped from the reservation charts and refunds are credited to the respective bank accounts. Refunds of waitlisted e-tickets are processed by the system and the money is credited automatically into the account of the concerned. For expediting the processing of confirmed e-tickets, on which refunds are sought after chart preparation, the following measures have been taken:

1. The Exceptional Data Report (EDR) system has been installed to facilitate faster verification of travel details of passengers.

2. Enhanced Coaching Refund system has been developed by CRIS (Centre for Railway Information Systems) and implemented over the Zonal Railways to enable faster processing of refund cases.

System improvement based on the customer feedback is a continuous process.

This information was given by the Minister of State for Railways Shri Kotla Jaya Surya Prakash Reddy in written reply to a question in Rajya Sabha today.

i. There are a number of instances where the Courts have set aside the order of penalty due to inordinate delay in initiating action. Therefore, it has to be ensured that disciplinary proceedings are initiated without undue delay.

As per the prevailing rates of commodities as on 1.6.2012, Confederation have prepared a comparative chart of the price of 14 commodities, which go into the computation of minimum wage. Placed there-under is the computation of the Minimum wage on the basis of the prices of the requisite articles as in January, 2012.

It could be seen there-from that while the prices on an average registered an increase of 152% the DA compensation had only been 65%. This fact may kindly be used to bring home the necessity of revision of wages immediately.

The Government had introduced the Tatkaal scheme to issue passport to citizens in an expedited manner (after liberalizing the requirement of documents and within the basic parameters of security consideration). Under the scheme, passport applications are processed on post-police verification basis (where required). The Scheme was further expanded and liberalized with effect from 23 December 2006. Now, no proof of urgency is required for out of turn fresh/re-issue of passport under Tatkaal Scheme. Similarly, no Tatkaal documentation is required for minor passport, if application falls in no Police Verification category. There was also expansion of the list of the officials authorized to issue Verification Certificate. Also the applicant has been given an option to submit the Tatkaal applications on the basis of three documents out of 16 documents (one of the three documents has to be a photo identity document).

Confederation of Central Government Employees and Workers Publishes the detailed explanatory note on 15 Point Charter of Demands…

EXPLANATORY NOTE ON DEMANDS

Item No. 1. Revision of wage with effect from. 1.,01..2011.
The present wage structure of the Central Govt. Employees has been made on the basis of the 6th Central Pay Commission’s recommendations.  The 6th CPC introduced a new concept in the form of Pay band and Grade Pay.  The recommendations of the Commission were implemented with effect from 1.1.2006 in the case of Pay and in the case of allowances with effect from 1.9. 2008.  In the case of Central Public Sector undertakings, the wage revisions normally takes place after every five years.  The 5th CPC in the case of Central Government employees recommended wage revision in every 10 years.  In the past wage revision has been linked to the extent of erosion of real wages.  The degree of inflation in the economy determines the pace of erosion of the real value of wages.  The retail prices of those commodities which go into the making of minimum wages have risen by about 160% from 1.1.2006 to 1.1. 2011, whereas the D.A. compensation in the case of Central Government employees on that date had been just 51%.  It is also an acknowledged fact that the 6th CPC had computed the minimum wage by suppressing the retail price of these commodities in the market on the specious plea that official statistics of the retail prices of these commodities were not available.  They therefore, computed the retail price by increasing the wholesale price by 20% for each of the commodity whereas the actual retail price in the market was 60% more than the wholesale price.  While in the case of Group B,C & D employees, the Commission applied a multiplication factor of 1.86 for arriving at the revised pay structure, in the case of Group A Officers, the factor was ranging from 2.36 to 3 times. In the matter of fitment formula also, unlike recommended by the 5th CPC, the 6th CPC adopted varying percentages whereby the officers in Group A were given rise extending from 42 to 49%, whereas the employees in Group B,C,D were granted only 40%. While implementing the Commission’s recommendations, the Government further accentuated the discrimination further. The recommendations of the 6th CPC when implemented gave rise to very many glaring anomalies. They were assured to be looked into and settled through negotiations in the JCM. The effectiveness of JCM as a potent forum to settle issues has been eroded over the years. Thus, though the National Anomaly Committee met 4-5 times, it could not settle any major issues.

The price index which is called as AICPI – IW (All India Consumer price Index for industrial workers with the base as 2001=100) for the month of September 2012 has been issued by Government.

Click here to reade the press release issued by Governement for publishing AICPI-IW for the month of September 2012

This is the table All India consumer price index AICPI-IW for the period from January 2012 to September 2012

Central employees may get 8% D.A. from January 2013

Central employees may get 8% D.A. from January 2013

As we are in the halfway mark of calculating D.A. effective from 01.01.2013, let us try to predict it based on current trend. The AICPI-IW No. for three months , i.e. July, Aug, Sep 2012 is punlished by the labour bureau. It is respectively 212,214 and 215. Based on current situation, if we assume that inflation will remain same and the next three months figure remains static at 215, the total D.A. will be 80% of pay as on 01.01.2013.

Expected DA upto 81% from January, 2013 on September, 2012 AICPI-IW index

with 0 Comment

Expected DA upto 81% from January, 2013 on September, 2012 AICPI-IW index

Expectation of future Dearness Allowance from January, 2013 on the basis of 2 points jump in CPI-IW for the month of August, 2012 and 1 point jump in September, 2012 giving expectation for DA  80% or more from January 2013.

All India Consumer Price Index Number [http://labourbureau.nic.in/indtab.html] for Industrial Workers (CPI-IW) on base 2001=100 for September, 2012 showing increase in 1 point and stood at 215 (Two hundred and fifteen).

Expectation-1
If we expect only 1 point increase in this index for every month the Dearness Allowance for Central Government Employee will touch 80% in January, 2013.  In view of increased LPG & Diesel price etc. we expect more monthly increase in Index and similarly in future DA.  Please go through the following calculation:-

Expected Dearness Allowance DA for Jan, 2013 calculated as under:

Dearness Allowance = (Avg of AICPI for the past 12 months - 115.76)*100/115.76

Sub: Revision of PPOs of pre-2006 pensioners/family pensioners use of e-scroll for retrieving information from Banks - reg.

The undersigned is directed to state that Annexure III has been used to obtain in formation from Banks for revision of PPOs of pre-2006 pensioners/family pensioners. It is seen that getting information from Banks is fraught with difficulties. Secondly, the Annexure III sent by the banks are in many cases incomplete to the extent that the calculation details are not available for evaluation by the PAOs and as such the Annexure is being used largely to confirm the existence of the pensioner/family pensioner and to link him/her with the current paying branch.

Dear Sir,

Sub: Revival of the JCM functioning- Departmental level-Regarding :

We solicit your kind reference to the discussions at the National Anomaly Committee meeting held on 17th July, 2012 when the leader and Secretary Staff Side  and other members of the Staff Side brought to your kind notice that the JCM at the Departmental Council level in most of the Ministries other than Railways and Defence have become defunct.  The Staff Side also informed you that the recognition of Service Association, despite the submission of the requisite applications and adherence to conditions stipulated under the CCS(RSA) Rules, 1003 are denied by the heads of departments for no legitimate reasons.  The attitude of the Official Side in this regard has resulted in the virtual shutting out any discussion on issues of concern to employees in various Ministries.     You had been good enough to assure us that concrete steps would be taken to revive the functioning of JCM at all levels and in all Ministries.
