The undersigned is directed to refer to this to this Department's O.M. No.18016/3/2012-Estt.(L) dated 27th January, 2011 on the subject mentioned above and to state that it has been decided to extend the package of concession/incentives to Central Government employees working in Kashmir Valley for a further period of one year w.e.f.01.01.2012 upto 31.12.2012. Expected DA from July 2012 - AICPIN for the month of May 2012 Consumer Price Index Numbers for Industrial Workers on Base 2001=100 CPI(IW) Base 2001=100 Monthly Index Letter - MAY 2012 ALL INDIA CONSUMER PRICE INDEX NUMBERS FOR INDUSTRIAL WORKERS ON BASE 2001=100 FOR THE MONTH OF MAY, 2012 1.    All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of May, 2012 increased by 1 point and stood at 206 (two hundred six). 2.    During May, 2012, the index recorded maximum increase of 6 points each in Belgaum, Jharia and Coonoor centres, 5 points in Guwahati centre, 4 points in 8 centres, 3 points in 9 centres, 2 points in 17 centres, 1 points in 15 centres. The index decreased by 4 points each in Bhilwara and Guntur centres, 2 points in 4 centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

This Department has been implementing a Plan Scheme namely 'Pensioners Portal - a Mission Mode Project under NeGP, Government of India It is proposed to encage two Consultants (one at the level of retired Under Secretary and one at the level of retired Section Officer) during the current Financial Year to assist the Pensioners Grievances Cell in implementation of the Scheme. The Consultants so selected will be paid lumpsum monthly remueration to be fixed in consultation with IFD and will normally be based on last pay minus pension + prevalent rate of DA. Officers having worked in Pension Rules and grievance redressal etc., would be desirable.

Similarly, Shri Ashok Thakur, Secretary, Department of Higher Education will hold additional charge of the post of Secretary, Department of School Education and Literacy from 30.06.2012 to 22.07.2012 during the absence on leave of Smt Anshu Vaish.

The undersigned is directed to refer to NFIR’s letter No. IV/MACPS/09/Pt-5, dated 22/05/2012 and to state that issues relating to grant of financial upgradation under MACPS are regulated in terms of the specific instructions contained in Board’s letter dated 10-06-09, whose para-9 of Annexure stipulates that “ .......pre-appointment training shall not be taken in to into reckoning for the purpose of MACPS”.    In this regard, It is also mentioned that the said issue has been discussed in Joint committee against agenda item No(s).24, 37, 40 & 45 and it has been noted that the cases where the probation/training is in the nature of pre-appointment, the same is not being counted for MACPS.    F

A wave of woes ‘grips’ govt employees

A wave of woes ‘grips’ govt employees Instead of rejoicing the increased pay packet they were offered, it appears that a strong wave of dissatisfaction has gripped them! Days after the State govt had hiked their dearness allowances (DA) by 7% – from existing 58% to 65% of their basic salary – at par with that of the Central govt employees, the State govt employees under the banner of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) today said they were totally dissatisfied with the way of disbursing the hiked DA to them. An official document made available by CoSAAP said that in pursuance to the Union Finance Ministry’s ‘note’ dated 3rd April 2012, the govt of Arunachal Pradesh, on dated 2nd June 2012, decided that the dearness allowance payable to the State govt employees shall be enhanced from existing 58% to 65% with retrospective effect from January 1, 2012.

BSNL Employees defer indefinite strike

BSNL Employees defer indefinite strike A Land Mark achievement.  The call for indefinite strike from 13-06-2012 has been deferred, following an agreement signed between the Forum of BSNL Unions & Associations and the Management. The long pending demand of the BSNL employees that 78.2% IDA fixation  should be given, has  been settled. This is undoubtedly a land mark  achievement, considering the present week financial position of the company.  When BSNL Management issued order on 25-05-2012, granting 6th CPC recommended allowances to the unabsorbed ITS officers, the Forum of BSNL Unions & Associations also demanded that the genuine demands of the employees, including 78.2% IDA fixation should be settled. The BSNL Management tried to divert the issue by keeping the order granting allowances to the ITS officers under abeyance. However, the Forum remained firm that the demands of employees should be settled.

No quota in promotion for disabled : HC CHENNAI: Disabled candidates, who are entitled to 3% reservation in jobs, cannot seek extension of the benefit to promotions as well, the Madras high court has said. Dismissing a writ petition seeking reservation of 3% of vacancies in promotions for disabled persons, Justice K Chandru said: "Even under the provisions of the Persons with Disabilities (equal opportunities, protection or rights and full participation) Act, 1995, reservation can be made only after identification of posts. Those provisions are contemplated only for initial appointment and not for promotions."

Re-fixation of pay and payment of arrears in respect of staff whose increment is due between February and June 2006

One Time Increment Arrears - Employees whose increment is due between Feb & Jun 2006. South Central Railway Employees Sangh has published an office order on its website on 7.6.2012 about the re-fixation of pay and payment of arrears for Railway employees whose increment is due between February and June 2006. The procedure of fixation and calculation of arrears for the eligible employees has been explained in the office order. As per the order, payment of arrears of increment is scheduled on 29.6.2012. The arrears payment will be credited to the eligible employee's bank accounts respectively. Additionally said in the order ,  the schedule  should strictly followed for payment of arrears on increments.  We have reproduced the order and given below for your convenience...

Cabinet defers decision on pension reforms bill Amid differences among allies, the government on Thursday deferred a decision on the changes in the crucial Pension Fund Regulatory and Development Authority Bill, 2011.  "It (the PFRDA Bill) was taken up and deferred", said a Minister after the Cabinet meeting in New Delhi. Among the UPA allies, Trinamool Congress has been quite vociferous in opposing the pension and insurance reforms. Railway Minister Mukul Roy, who represents TMC in the UPA government, did not speak on the issue during the Cabinet meeting, sources said.

Stop charging prepayment penalty on home loans: RBI to banks In a relief to borrowers, the RBI on Tuesday  asked banks to immediately stop charging penalty on pre-payment of home loans taken on floating interest rates. "It has...been decided that banks will not be permitted to charge foreclosure charges\pre-payment penalities on home loans on floating interest rate basis, with immediate effect," the Reserve Bank said in a communication to banks. The RBI noted that the Damodaran Committee had observed that foreclosure charges levied by banks on prepayment of home loans were resented by home loan borrowers. This is particularly so considering that banks were found to be hesitant in passing on the benefits of lower interest rates to the existing borrowers in a falling interest rate scenario, it added.

Expected DA from July 2012 may be 7% again Central D.A. from July'12 may be 7% again . Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made. The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops  1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72% .
