Govt to introduce bill for quota to SC/STs in promotions on August 22

NEW DELHI: After repeated adjournments in Rajya Sabha and turmoil in Lok Sabha, government on Thursday agreed to members' demand for bringing a Constitution amendment bill for reservation in promotion of SCs and STs in state jobs.

Minister of state for PMO V Narayansamy informed the Upper House that a bill will be brought in this regard on August 22 after an all-party meeting, which will discuss the issue on August 21.

"The Prime Minister will call a meeting of leaders of all political parties on 21st of this month to discuss the issue of SC/ST reservation. This has been the demand of the honourbale members. On August 22, the government will be able to bring the bill in the House," Narayanasamy said bringing the uproar over the issue to an end.

3.44 lakh E-Tickets Booked Per Day During June 2012

A large number of e-tickets are booked every day through the Indian Railway Catering and Tourism Corporation (IRCTC) website. In the month of June 2012, on an average 3.44 lakh tickets were booked per day. In the month of June 2012, the numbers of completed transactions were 103.61 lakh out of a total 138.79 lakh. The reasons for incomplete transactions included non-availability of lower berths, entry of wrong password, entry of wrong Personal Identification Number (PIN) by customer, insufficient balance and network failure etc.

The working of the system is regularly monitored. The following measures have been taken to improve the functioning of the IRCTC website: 

Capacity of the servers has been upgraded to meet the demand. 

Agents have been restricted from booking Tatkal tickets and on the opening day of the Advance Reservation Period (ARP) between 0800 hours and 1200 hours. 

Payment of Honorarium / fee to Master Trainers and Recognized Trainers for conducting courses under Trainer Development Programme (TDP) sponsored by the Department ol Personnel & Training.

BIO-Metric ID for Industrial Workers by ESIC

The Employees’ State Insurance Corporation (ESIC) issues two bio-metric Pehchan Cards under the IT Project ‘Panchdeep’ to the Insured Persons covered under the ESI Scheme. One card is for use of the Insured Person and another one for use by his family. The card has a unique ten-digit Insurance Number, name, date of birth, address and photograph of Insured Person and his family. The reverse side of the card contains a magnetic strip and ESI Corporation’s Hologram. The Insurance Number of the Insured Person is embedded in the magnetic strip.

Setting up of Educational Institutions

Education, being in the Concurrent List, creation of new institutions is the responsibility both of Central and State Governments. Central Government is creating new institutions, wherever required, depending on resources. Several programmes and schemes initiated by the Government have led to creation of fresh intake capacity in higher education. These include Scheme of Model Degree Colleges in 374 identified Educationally Backward Districts, 16 new Central Universities, 08 Indian Institutes of Technology (IITs), 07 Indian Institute of Management (IIMs), 10 National Institute of Technology (NITs) etc. Consequent to passing of the Central Educational Institutions (Reservation in Admission) Act, 2006, the Central Government has increased the intake capacity in all Central Educational Institutions (CEI) to an extent of 54%.
