Procedure Order for Implementing Service Tax Refunds on Passenger Fare Tickets Booked and Cancelled on or after 01.10.2012

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS RAILWAY BOARD No.TCII/2910/2012/Service Tax  New Delhi dt. 29.09.2012 Commercial Circular No. 60 of 2012 The General Managers, All Indian Railways Subject: Procedure Order for Implementing Service Tax Refunds on Passenger Fare Tickets Booked and Cancelled on or after 01.10.2012. This refers to Commercial Circular No.59 of 2012 on the levy of service tax on transportation of passengers by Rail in Air-conditioned classes and 1 AC Class. The following has been stated therein: In case of cancellation of tickets booked by the passengers on or after 01.10.2012, service tax can be refunded by Railways except for the portion of service tax on the amount of cancellation charges retained by the Railways.

This Department has issued instructions vide OM No.38/37/08-P&PW(A), dated 21.5.2009, 11.8.2009, 25.6.2010 & 28.9.2010, OM No.1/19/11-P&PW(E), dated 3.8.2011 and OM No. 1/23/2012-P&PW(E), dated 13.09.2012 for consideration of date of birth/age for grant of additional pension/family pension to old pensioners/family pensioners. Certain documents i.e. PAN Card. Matriculation certificate, Passport, CGHS Card, Driving Licence, Voter’s ID Card and Aadhaar Number issued by UIDAI have been allowed to be accepted in this regard.

Consumer Price Index for Industrial Workers (CPI-IW), August, 2012  The All-India CPI-IW rose by 2 points in August, 2012 and pegged at 214 (two hundred and fourteen). On 1-month percentage change, it increased by 0.94 per cent between July and August compared with 0.52 per cent between the same two months a year ago.  The largest upward contribution to the change in current index came from food prices which rose by 1.24 per cent, contributing 1.31 percentage points to the total change. At item level, largest upward pressure came from Sugar, Arhar Dal, Wheat & Wheat Atta, Rice, Potato, Mustard & Groundnut Oil, Milk Buffalo, Banana, Goat Meat, Onion, Medicine (Allopathic) and Private Tuition Fee.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1(1)/2012-E-II (B) dated 3rd April, 2012 on the subject mentioned aboe and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 65% to 72% with effect from 1st July, 2012.

According to this revised functionality, if the requisite information viz is not provided by the accredited bank, the funds are returned by the Trustee Bank, and in such cases if the funds are not re-remitted by the accredited bank with requisite information within 15 days of uploading the SCF, the SCF is deleted/cancelled by the NSDL.

The issue is about the considerable disparity in pension between pensioners that retired pre 1996, between 1996-2006 and post 2006. 3. The tying up of pensions with the last drawn pay is applied universally to both civilian and defence personnel. 4. Since the pay scales were revised by the V and VI pay commissions, the tie up with the last drawn pay had widened the disparity in pensions (as referred in the note)

Air India to Pay Salaries for the Months of July and August 2012 Civil Aviation Minister Asks the Airline to Make Up-To-Date Payments to Employees  Air India will pay salaries to all its employees for the month of July 2012 by the 27th of September, 2012. The salaries for the non-licensed category of employees for the month of August 2012 will also be paid by the 29th September, 2012. In addition, the Airline will pay the PLI for the licensed category of employees for the month of May 2012. This will entail an overall expenditure of Rs. 230 Crore.

Rs.2300 crore approved to meet the demands of Ex-servicemen pensioners Press Information Bureau  Government of India Ministry of Defence  24-September-2012 21:35 IST Rs.2300 crore approved to meet the demands of Ex-servicemen pensioners The Union Cabinet has approved the recommendations of the Committee headed by Cabinet Secretary for benefits to ex-servicemen on four issues.   The financial implications of the improvements made as per the Cabinet decision on the four items are broadly estimated at Rs.2300 crore per annum.  The details are as follows: I. One Rank One Pension: On One Rank One Pension, the demand of the Defence Forces and Ex-Servicemen Associations is that uniform pension be paid to the Defence Forces personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension be automatically passed on to the past pensioners.

Central D.A. likely to be cleared by cabinet on Monday evening

Central D.A. likely to be cleared by cabinet on Monday evening It is all set to approve 7% D.A. for Central employees and pensioners by the cabinet. The cabinet meeting scheduled on Friday, the 21st September has been rescheduled on Tuesday and then advanced to Monday (24/09/2012) evening. Once approved the total Dearness Allowance payable from 1st July 2012 will be 72% of total pay. Employees are likely to get 3 months arrears in cash and the enhanced pay will be effected from the salary of October 2012. Pensioners are likely to get it with the pension of October 2012.

FM APPROVES RAJIV GANDHI EQUITY SAVINGS SCHEME FOR RETAIL INVESTORS The  Union  Finance Minister, Shri. P. Chidambaram approved a new tax saving scheme called “Rajiv Gandhi Equity Saving Scheme“(RGESS), exclusively for the first time retail investors in securities market. This Scheme would give tax benefits to new investors who invest up to Rs. 50,000 and whose annual income is below Rs. 10 lakh. The Scheme not only encourages the flow of savings and improves the depth of domestic capital markets, but also aims to promote an ‘equity culture’ in India.  This is also expected to widen the retail investor base in the Indian securities markets.

Cabinet meeting to consider hike in DA postponed The meeting of the Union Cabinet, which was scheduled to consider a 7 per cent hike in dearness allowance to 80 lakh central government employees and pensioners, has been put off to next week. “The Cabinet, CCEA (Cabinet Committee on Economic Affairs) and CCI (Cabinet Committee on Infrastructure) meetings scheduled for Friday, have been postponed,” an official announcement said. Cabinet meetings usually take place on Thursdays, but they have been postponed apparently in view of the rapid political developments in the aftermath of the government’s decision to hike diesel prices and operationalise its earlier move to allow foreign direct investment (FDI) in multi-brand retail.

No Roll Back of decision on LPG : May increase from 6 to 10 Cylinders per year..! Government is contemplating to increase the limit of subsidised LPG cylinders to a household from 6 to 10 per year. No roll back of decsions on diesel, LPG and FDI, said Finance Minister. But there is a chance, contemplates the option of raising the number of LPG cylinders to be made available at subsidised rates from the current 6 to 10 cylinders per year. An earlier, the Cabinet Committee on Political Affairs (CCPA) chaired by Prime Minister had taken the decisions that supply of subsidised LPG cylinders(14.2 kg) per household to six cylinders in a year at the rate of Rs.399 and need of beyond that would have to be paid at the rate of Rs.746 per cylinder.

Justice S. Manikumar passed the ruling while dismissing a writ petition filed by Madurai Municipal Corporation in 2004 challenging an award passed by a labour court in 1999 to reinstate a sanitary worker who was dismissed from service in 1995 for unauthorised absence from duty. Pointing out that the sanitary worker S. Mariappan was reinstated only in 2007, without prejudice to the outcome of the present writ petition, despite the order passed by the labour court, the judge said that he was entitled to back-wages from 1999 to 2007. He could also not be penalised or denied wages for the fault of the Corporation in not reinstating

M Mohamed Salia, Deputy Chief Engineer, Southern Railway, while returning home, suffered a heart attack on November 20, 2008. Due to the urgency of the matter, his wife admitted him in the nearest private hospital Frontier Lifeline, as the Railway Hospital was 10 km away from her residence. After a by-pass surgery and necessary treatment, he was discharged on December 12, 2008. He paid Rs.3.10 lakh towards hospital bills.

In the 57th Ordinary Meeting of the Departmental Council (JCM) of DoP&T, held on 8.5.2010, a demand was raised by the staff side to re-designate the posts of LDC/UDC and Assistant in Central Secretariat. The Official side had expressed its “No Objection” to the proposal. The staff side was asked to come up with their suggestions in this regard. These posts have not been re-designated.

List of Unit Run Canteens under CSD The below information was given by the Minister of Defence Shri.A.K.Antony in a written reply in Rajaya Sabha regarding the subject of URC in the entire nation as follows... There are approximately 3730 Unit Run Canteens (URCs) in different States registered with Canteen Stores Department (CSD). Details of the URCs set up in different states is annexed as Appendix. The URCs are run under the arrangement of the units/formations of Defence Services. They procure items from CSD to sell them to service personnel with a moderate profit. In the Performance Audit of CSD conducted by C&AG, a recommendation has been made that the URCs should be regarded as retail outlets, integral to CSD. The report of C&AG is under examination of PAC.

Introduction of new Centrally Sponsored Scheme of Pre-Matric Scholarship for needy Scheduled Tribe Students, Studying in Classes IX & X The Union Cabinet has approved a new Centrally Sponsored Scheme of Pre-Matric Scholarship for Scheduled Tribe (ST) students, studying in Class IX & X.  The decision will go a long way in improving participation of ST students enrolled full time in secondary education in Government schools or in a school recognised by Government or a Central/State Board of Secondary Education, whose parents' annual income does not exceed Rs two lakh. The Scheme will help in minimizing the incidence of dropout, especially in transition from the elementary to secondary stage of education.

List of Anganwadi Beneficiairies to be Displayed at Panchayat Office The Ministry of Women and Child Development has recently proposed to the State Governments/ Union Territory Administrations on 03.05.2012 to display the list of women and children beneficiaries in every Anganwadi Centre (AWC) in the office of the Panchayat and in front of AWC at regular intervals to check pilferage and ensuring that supplementary nutrition reaches to the right beneficiary. In addition, giving of publicity in newspapers to the effect that such a list has been displayed in Panchayats and Anganwadis has also been advised.

PENSION ISSUES IN MTNL AND BSNL In Lok Sabha Minister of Communications and Information Technology Shri.Milind Deora said in written reply to the question about the pension benefits for MTNL and BSNL employees on 5.9.2012 that the pensionary benefits to the absorbed employees of BSNL are covered under Rule 37-A of Central Civil Services (Pension) Rules, 1972, and the same are being paid by the Government. The pensionary benefits to absorbed employees of MTNL are being paid by MTNL. MTNL employees Associations/Unions are demanding payment of pensionary benefits by the Government.  The details of the action taken, with the present status are placed at Annexure-I

The Central Board of Secondary Education also gives scholarship, subject to certain conditions, to the meritorious single girl child for pursuing education at Higher Secondary level.  This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Lok Sabha today.
