Subject : Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates w.e.f. 01.07.2012 onwards - reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July 2012 to the Central Government employees, vide Government of India, Ministry of Finance, Department of Expenditure, O.M. No 1(8)/2012-E-II(B) dated 28th September, 2012 , duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 28.09.2012, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowance on basic TRCA at the revised rates with effect from 01.07.2012.  It has, therefore, been decided that the Dearness Allowance payable to Gramin Dak Sevaks shall be enhance from the existing rate of 65% to 72% on the basic Time Related Continuity Allowance,  with effect from 1st July, 2012.

The offices of the Central Ministries/Departments participating in the Central Secretariat Service (CSS) are mostly located n National Capital Region (NCR). However, there are a few posts of CSS cadre which are located outside NCR, in the various regions of the country. The CSS being a transferable service members of the CSS are liable to be posted to such posts located outside NCR also. It has been decided with approval of the competent authority that to fill up such CSS posts which are located outside NCR, the following procedure would generally be adopted for the posts of Section Officers Grade and Assistants’ Grade :-

Subject : Preparation of panel for PPS of Select List year 2012. Calling for deficient APARs - regarding.

The undersigned is directed to say that this Department is in the process of preparation of proposal for regular promotions to the PPS grade of CSSS for the Select List year 2012. It is, therefore, requested that the below mentioned APAR and the requisite certificate in respect of PS of Select List year 2001 to 2003, for General category and upto 2006 for SC & ST categories, if not already sent, may kindly be forwarded to this Department immediately.

i) Complete APAR upto 2010-2011.
ii) Latest vigilancc clearance,
iii) Major/Minor penalty certificate for the last 10 years.
iv) APAR disclosure certificate (in accordance with Deptt. OM No.21011/1/2005-Estt.(A) (Pt.II) dated 14/05/2009).

2. Further, it may be ensured that instruction as provided in this Deptt. OM No.21011/1/2010-Estt (A) Dated 13.4.2010 and No.11012/11/2007-Estt.A dated 27/09/2011 have also been complied with.

Consumer Price Index Numbers on base 2010=100 for Rural, Urban and Combined for the Month of September, 2012.

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation releases Consumer Price Indices (CPI) on base 2010=100 for all-India and States/UTs separately for rural, urban and combined every month with effect from January, 2011.

Provisional indices for the month of September 2012 and also final indices for August 2012 are being released with this note for all-India and for States/UTs.

Sub: Creation of posts on the Railways.
Ref: Boards letter No. E(G)82 EC2-2 dated 12/07/1984.

In terms of Railway Board’s letter No. E(G)82 EC2-2 dated 12.07.84, and letter No.E(NG)II//91/PO/Genl/2 dated 24/06/ 1991 as amended from time to time, GMs are empowered to create non-gazetted posts chargeable to revenue only for new assets and new organizations, with matching surrender and in consultation with their FA&CAOs. In terms of Board’s letter No. E(G)98 EC 2-3 dated 03/08/1998, General Managers were permitted to delegate the powers of creation of non-gazetted posts for the maintenance and operation of the new assets, with matching surrender of posts, to the DRMs. Further, in terms of Board’s letter No.E(MPP)2003/1/88 dated 05/04/2006 on the subject of Creation of posts required for maintenance, and operation of new assets”, it was decided that DRMs may be allowed to create the posts in Safety and Operational categories on 1:1 basis, i.e. by surrendering 1 post in a particular grade, a fresh post can simultaneously be created in the same lower grade, with the approval of General Manager.
