Finance Minister approves the Operational Features of the Rajiv Gandhi Equity Savings Scheme (RGESS) The Union Finance Minister Shri P. Chidambaram approved a new tax saving scheme called “Rajiv Gandhi Equity Saving Scheme“(RGESS),exclusively for the first time retail investors in Securities Market. This Scheme would give tax benefits to new investors who invest up to Rs. 50,000 and whose annual income is below Rs. 10 lakh.  The Scheme not only encourages the flow of savings and improves the depth of domestic capital markets, but also aims to promote an ‘equity culture’ in India. This is also expected to widen the retail investor base in the Indian securities markets.  Salient features of the Scheme are as under:

How to calculate Dearness Allowance for Central Government Staff and Employees… We have been reporting the increase in Dearness allowance every six months, always before official announcement is made. We have not been making predictions or assumptions. Our reporting has always been based on standard calculation used for the purpose. We feel that the visitors also should be aware of the calculation, hence this article. The Dearness allowance is based on All India Consumer Price Index. The Dearness allowance is granted to compensate the price increase above 536 points (Base Year 1982=100) [115.763 Points (Base Year 2001=100)], to which the revised pay scales relate. This will be approved twice a year, payable from 1st January and 1st July. Online Reservation of Train Tickets

Ministry of Railways Online Reservation of Train Tickets  The change in the timings of Tatkal was made effective from 10.7.2012. The Indian Railway Catering and Tourism Corporation (IRCTC) website recorded its highest booking of 4.95 lakh e-tickets in a single day on 13th July, 2012. The average internet ticket booking was around 3.74 lakh per day in the month of October 2012.  In case of fully waitlisted tickets on which all the passengers are waitlisted, the names of all the passengers booked on that ticket are dropped from the reservation charts and refunds are credited to the respective bank accounts. Refunds of waitlisted e-tickets are processed by the system and the money is credited automatically into the account of the concerned. Instructions have been issued in the past for expeditious disposal of disciplinary proceedings against delinquent government servants. However, it has been observed that disciplinary proceedings are generally taking a long time which defeats the very purpose of initiating the said proceedings. Therefore, it has been considered necessary to issue the following guidelines for monitoring and expeditious disposal of disciplinary proceedings: i. There are a number of instances where the Courts have set aside the order of penalty due to inordinate delay in initiating action. Therefore, it has to be ensured that disciplinary proceedings are initiated without undue delay.

RESERVATION IN PROMOTION The below information was given by the  Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office SHRI V. NARAYANASAMY to a written reply in Lok Sabha on 5.9.2012.  The Supreme Court in its judgment dated 19.10.2006 in the matter of M. Nagaraj & others v. Union of India & others [Writ Petition (C) No.61/2002] while upholding the validity of the Constitutional Amendments, viz. the 77th Amendment, the 81st Amendment, the 82nd Amendment and the 85th Amendment stipulated that the State concerned will have to show in each case the existence of the compelling reasons, namely, backwardness, inadequacy of representation and overall administrative efficiency before making provision for reservation in promotion.

As per the prevailing rates of commodities as on 1.6.2012, Confederation have prepared a comparative chart of the price of 14 commodities, which go into the computation of minimum wage. Placed there-under is the computation of the Minimum wage on the basis of the prices of the requisite articles as in January, 2012. It could be seen there-from that while the prices on an average registered an increase of 152% the DA compensation had only been 65%. This fact may kindly be used to bring home the necessity of revision of wages immediately.

The undersigned is directed to refer to this Department’s O.M. No.1/16/96-P&PW(E), dated 2.12.1996 whereby it was clarified that Pensionary benefits will be granted to children of a deceased Government servant/pensioner from void or voidable marriages when their turn comes in accordance with Rule 54(8). It is mentioned in Para 4 of the O.M. that "It may be noted that they will have no claim whatsoever to receive family pension as long as the legally wedded wife is the recipient of the same.”

Dearness Allowance from January 2013  for Central Government Employees and Pensioners Dearness Allowance for Central Government employees will be estimated twice in a year based on the movements in the AICPI for Industrial workers. The Fifth Central Pay Commission had adopted the AICPI (IW) using the 1982 series for estimation of DA. The Government has developed a new series with base 2001, with effect from January 2006. It is possible to generate the back data series with base 2001, with the help of the stipulated linking factor of 4.63. The 2001 series has an extended coverage of 78 centers compared to the 70 centers in the 1982 series.

Rate of interest on EPF is fixed on the recommendation of the Central Board of Trustees (CBT), Ministry of Labour and Employment based on the income earned on the accumulated fund during the financial year. However, rate of interest on GPF is generally fixed after taking into consideration the average secondary market yields on government securities of similar maturity.

The tender was awarded to M/s. V S R Constructions Ltd, a company whose name was subsequently changed to M/s. Srico Projects Pvt LTd, on turnkey basis which includes execution of Dwelling Units, all developmental works including roads, street lights, water supply, sewerage system, drainage, horticulture and all approvals from local authorities.

Hence this article. The IDA rate revision is based on All India Consumer Price Index.  After Second Pay Revision w.e.f. 1.1.2007, the base index has also been revised to 1.1.2007, which is 126.33

Ministry of External Affairs Criteria for Issue of Passport under Tatkaal Scheme  The Government had introduced the Tatkaal scheme to issue passport to citizens in an expedited manner (after liberalizing the requirement of documents and within the basic parameters of security consideration). The Scheme was launched on 1 January 2000 to provide a transparent and systematic avenue to applicants for issue of passports in a time bound manner, subject to production of proof of urgency. Under the scheme, passport applications are processed on post-police verification basis (where required). The Scheme was further expanded and liberalized with effect from 23 December 2006. Now, no proof of urgency is required for out of turn fresh/re-issue of passport under Tatkaal Scheme. Similarly, no Tatkaal documentation is required for minor passport, if application falls in no Police Verification category. There was also expansion of the list of the officials authorized to issue Verification

Vacant Posts in CIC

Ministry of Personnel, Public Grievances & Pensions Vacant Posts in CIC  160 posts of different categories have been sanctioned in the Central Information Commission for catering to 11 registries for the Chief Information Commissioner and 10 Information Commissioners and the secretarial wing. Of these, 135 posts have been filled to cater to one Chief Information Commissioner and 7 Information Commissioners, in place at present and secretarial wing of Central Information Commission.

Ministry of Health and Family Welfare Licensed Pharmacies Under Ayush as on 1.4.2011 There were 8896 AYUSH drug manufacturing units (licensed pharmacies) in the country as on 1.4.2011. Out of these, 99.6% licensed pharmacies were controlled by non-government bodies and only 0.4% pharmacies were in Government sector. System-wise distribution of these units were quite uneven as 86.5% licensed pharmacies belonged to Ayurveda, whereas 4.9%, 3.9% and 4.7% were under Unani, Siddha and Homoeopathy systems respectively.

These pertained to alleged lack of adequate compensation and financial benefits to those who were killed/injured in the 26/11, Operation Black Tornado in Mumbai. Anomalies in the MACP Scheme : Stepping up of pay of Sr. Supervisors of Accounts and other departments – AIRF AIRF General Secretary Shiva Gopal Secretary writes a letter to Railway Board regarding the issue of stepping up of pay of senior employees/supervisors at par with junior employees/supervisor staff who are getting higher grade pay due to financial upgradation under MACP Scheme, which has finalized with the Staff Side in the MACPS Anomalies Committee Meeting held on 27.7.2012. AIRF requested to issue the appropriate orders without loss of time with the consulting of DoP&T. Disciplinary proceedings against appointment on Fake Caste Certificates

Appointment on Fake Caste Certificates  Information about appointments secured on the basis of fake/false caste certificates is not centrally maintained.  However, the Central Government had taken one time exercise to collect information about appointments secured on the basis of fake/false caste certificates in the year 2010. As per information received from various Ministries/Departments etc., 1832 appointments were allegedly secured on the basis of fake/false caste certificates. Disciplinary proceedings had been instituted in all the cases. It was reported that out of the above 1832 cases, 276 had been resulted in suspension/removal etc., whereas 521 cases were entangled into litigations and in remaining 1035 cases disciplinary proceedings were pending.

Revision of wage with effect from. 1.,01..2011. The present wage structure of the Central Govt. Employees has been made on the basis of the 6th Central Pay Commission’s recommendations.  The 6th CPC introduced a new concept in the form of Pay band and Grade Pay.  The recommendations of the Commission were implemented with effect from 1.1.2006 in the case of Pay and in the case of allowances with effect from 1.9. 2008.  In the case of Central Public Sector undertakings, the wage revisions normally takes place after every five years.  The 5th CPC in the case of Central Government employees recommended wage revision in every 10 years.  In the past wage revision has been linked to the extent of erosion of real wages.  The

Central employees may get 8% D.A. from January 2013 As we are in the halfway mark of calculating D.A. effective from 01.01.2013, let us try to predict it based on current trend. The AICPI-IW No. for three months , i.e. July, Aug, Sep 2012 is punlished by the labour bureau. It is respectively 212,214 and 215. Based on current situation, if we assume that inflation will remain same and the next three months figure remains static at 215, the total D.A. will be 80% of pay as on 01.01.2013.
