Sub: To Fix timeline for redressal of grievances.

As per software developed for monitoring of Pension related grievances, all on- line grievances of pensioners are being fed through web application CPENGRAMS available in the Pensioners' Portal maintained by Department of Pension & Pensioners' Welfare and the same are forwarded online to the concerned Ministries/Departments/Organizations for their redressal.  It has, however, been felt that timely action is not being taken by various Ministries/Departments/ Organizations for redressal of grievances and same remain pending for unduly long periods. There is thus need to emphasis upon the concerned officers dealing with these grievances in your Department for taking timely action on the grievances of pensioners so that unnecessary delays could be avoided.  The regional offices and field officers, wherever they exist also need to be sensitized in this regard accordingly.

The undersigned is directed to refer to this Department's OM of even number, dated 16.12.2011, 2.11.2012 and 14.11.2012 and OM No. 1/23/2012-P&PW(E), dated 13.09.2012 and 27.09.2012 on an extremely important issue, i.e. revision of the Pension Payment Order (PPOs) of pensioners/family pensioners who retired/died before 2006. The revision has to be done on priority because the pensioners are suffering harassment due to non-revision of their PPOs.

Jharkhand Pradesh Congress Committee president and Rajya Sabha MP Pradip Kumar Balmuchu told a press conference here that Congress is opposed to the strike and would take stringent action if any party worker participated in it.

Eleven Central trade unions tonight stuck to their call for a two-day nation-wide strike from Wednesday after talks with senior ministers convened at the instance of Prime Minister Manmohan Singh failed.

Rejecting the prime minister’s appeal on Sunday to the unions to call of the stir, the trade unions said the panel of ministers failed to give them any concrete proposal and that not even one of their demands were accepted.

NEW DELHI, FEB 18 : Even as several trade unions, including the Congress-backed INTUC, gear up for the two-day general strike on February 20-21, the Government seems to have adopted a ‘carrot and stick’ approach.

While four Cabinet Ministers are slated to meet trade union leaders at 8 p.m. on Monday night to discuss their concerns, the Department of Personnel and Training (DoPT) is reported to have written to the secretaries of all Central Government Ministries not to sanction any kind of leave to employees during the strike period, threatening firm action including deduction in wages.

New Delhi: AITUC general secretary Gurudas Dasgupta today rejected Prime Minister Manmohan Singh’s appeal to call off the two-day nationwide strike of central trade unions from February 20 saying there could be no consideration without settlement of our demands by the government.

Dasgupta at the same time made it clear that the trade unions have no reservation to the offer of talks made by the Prime Minister in order to arrive at some course of action that is acceptable both to the Trade Unions and the Government.

Subject: Revival of ‘Continuous Empanelment Scheme’, for private hospitals and diagnostic centres under CGHS.

With a view to ensuring comprehensive health care to CGHS beneficiaries, CGHS has been, apart from the Government Hospitals, empanelling private hospitals and diagnostic centres by floating tenders periodically. The latest tender process in this context commenced in the second half of 2009. Even the already empanelled hospitals (including dental clinics and eye centres) / diagnostic centres under CGHS were required to submit the bids under this tender process. Through this process, package rates for different treatment procedures and investigations were notified in 2010. As a part of this process, certain hospitals and diagnostic centres which accepted these rates and also signed MOAs with CGHS were notified in CGHS covered cities. Subsequently, with a view to empanel more hospitals and diagnostic centers , continuous empanelment scheme was initiated in December 2010 and was in operation till July 2011 in some cities & till 26th December 2011 in some other cities.

PFRDA has empanelled seven Annuity Service Providers (ASP’s) for providing annuity services to NPS subscribers. As per current National Pension System (NPS) exit norms,the subscriber is mandatorily required to select one of the empanelled ASP’s along with an Annuity scheme from those offered by the chosen ASP at the time of exiting from NPS and seeking withdrawal of accumulated pension wealth (for reasons other than death of the subscriber).

Department of Pension & Pensioners’ Welfare in the Ministry of DOPT has been implementing a web based Mission Mode Project on Pension “Pensioner’s Portal” under the National e-governance Plan since March, 2007. Under the same, the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS). This Plan has been introduced to facilitate redressal of Pensioners’ Grievances and also to provide information and guidance to Pensioners on various pensions and retirement related matters. Now, the Department is going to organize awareness programme for Pensioners in and around Jammu on 15.2.2013.

Sub: Support to “General Strike” proposed by the Central Trade Unions

As you are aware that the 88th Annual Conference of All India Raliwaymen's Federation, met at Vishakhapatnam from 18th to 20th December, 2012, had decided to reiterate its all out support to the programme drawn in the National Convention of all the Central Trade Unions, held on 4th September, 2012 at Talkalora Stadium, New DeIhi (Resolution No.5). It has, therefore, been decided by the All India Railwaymen’s Federation to extend its fullest support to the countrywide two days “General Strike” proposed by the Central Trade Unions on 20th and 21st
February, 2013 on the following demands:

1. No contractonsation of works of permanent/perennial nature of wages and benefits to the contract workers
at the same rate as available to the regular workers of the industry/establishment.
2. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs. 10,000 linked with Cost Price Index.
3. Remove all ceilings on payment and eligibility of Bonus, Provident Fund: Increase the quantum of gratuity.
4. Assured pension for all.
5. Compulsory registration of the Trade Unions within a period of 45 days and mediate ratification of the ILO Conventions Nos.87 and 98.

You are, therefore, advised to conduct gate meetings, demonstrations, dharnas, protest rallies etc, at all the important places to ensure our solidarity to CTUs’ call of two days’ "General Strike”.

In this connection, we are also enclosing herewith a copy of the appeal made by all the Central Trade Unions.

All the 11 Central Unions along with independent Employees / workers Federations are jointly appealing to all workers in the country to gear up in large number at the grass root level to prepare and to go on strike on 20-21st Feb.2013. Since the Government has become more aggressive and has not shown any interest to consider our demands, we are compelled to go for two days All India General Strike. It is only through this action the Govt. could be made to come out from its adamant attitude. To pressurize the Govt. to shed the anti labour attitude, it is very necessary and important to participate in the strike on 20-21 Feb. 2012.

Dear Friends,
Taking into consideration of the Govt’s aggressive attitude towards working people, all the Central Trade Unions and other independent unions and Federations have unanimously decided to go on 2 days strike on 20-21 Feb. 2013. The sky rise inflation, disinvestment of the profit making public sector undertakings including financial sector and non-implementation of labour laws, etc. has become the order of the day. To pressurize the Govt. to shed the anti labour attitude, it becomes necessary to observe the All India Strike on 20-21 Feb. 2013. The National Convention of the CTUs on 4th Sept. 2012 has taken the decision to go for two days strike. Considering the importance of the issues being faced by the working class, it is necessary that all employees and workers including in the banking and insurance sector to participate in the strike.

We appeal to the employees and officers in the financial sector to make the strike a grand success by extending full support and keeping the entire sector closed on 20-21st Feb. 2013.

One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. SIXTH PAY COMMISSION
Initially the then government refused to set up sixth pay commission to review the pay and allowances of central government employees. The then finance minister told that there was no need to constitute next pay commission since 50 % dearness allowance was already merged with the basic pay. The employees had threatened to go on a nationwide strike if the government failed to set up 6th pay commission. In July 2006, the Cabinet approved setting up of the sixth pay commission. This commission has been set up under the Chairmanship of Justice B.N.Srikrishna with a timeframe of 18 months to submit the report. The cost of hikes in salaries is anticipated to be about Rs. 20,000 crore for a total of 3.5 million government employees. The commission submitted the Report to the Government on March, 24, 2008.

Subject: Leveraging Aadhaar for improving the services of EPFO – regarding.

Sir,
This ¡s in reference to Head Office letter No. RI(UID/2010/300351 dated 21.01.2013 on the subject cited above. The issue of expeditious enrolment of the EPF members was discussed with UIDAI Officials. ¡t has emerged that UIDA1 through its registrars has been organising enrollment camps in 18 states only. Register General of India (RGI) has been collecting data in respect of the remaining states through National Population Register (NPR). While the data collected by RGI is also being processed for issue of Aadhaar numbers by UIDAI, the methodology used by RGI for setting up enrolment camps is different i.e. it is being done on the basis of house-to-house data collected by enumerators during Census Operations 2011, unlike UIDAI camps, where any resident, Irrespective  of the place of residence, can get himself enrolled for Aadhaar number. This enrolment may take considerable time.

Subject : Allotment of General Pool residential accommodation (C-I houses to Secretary/Secretary equivalent officers and Chairpersons / Members of Commission / Tribunals etc.

Attention is invited to this Directorate's O.M. of even number dated 11.09.2007 modified vid. OM dated 08.10.2010 and 29.12.2011 wherein decision to allot C-I houses among Secretaries, Secretory equivalent officers and Chairpersons/Members of Commissions / Tribunals in the ratio of 2:1:1 and to prepare three waiting Lists i.e. List-A, List-B and List-C was communicated. Further it was also decided vide OM dated 11.05.2011 that no HAG officer waiting in list A or list B will be allotted C-I house If an Apex Grade officer is waiting in the other list. Thus, HAG officers will be allotted C-I houses only after meeting the claim of the Secretary/Secretary equivalent officers irrespective of availability of units as per the above ratio.

Subject : Doubling of existing rate of Payment of Hospital Patient Care Allowances / Patient Care Allowances to eligible Group 'C' and 'D'  (Non-Ministerial) employees working in Hospitals  Dispensaries and Organizations w.e.f.1.9.2008.

The undersigned is directed to convey the approval of the Union Cabinet for doubling the existing rate of payment of HPCA / PCA to all eligible Group 'C' and 'D' employees working in Hospitals, Dispensaries and Organizations in the Central Government from the period w.e.f. 1.9.2008. The amount of HPCA/PCA would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. This is subject to the following terms and conditions :-

G.S.R. 928(E).- In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution and, after consultation with the Comptroller and Auditor General of India in relation to conditions of service of persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Pension) Rules, 1972, namely

(1) These rules may be called the Central Civil Services (Pension) Amendment Rules, 2012.

(2) Save as otherwise provided, these rules shall come into force on the date of their publication in the Official Gazette.
