Leave encashment may be allowed in such cases. However, Rule 39(3) of CCS (Leave) Rules, 1972 allows withholding of leave encashment in the case of a Govt. servant who retires from service on attaining the age of superannuation while under suspension or while disciplinary or criminal proceedings are pending against him, if in view of the authority there is a possibility of some money becoming recoverable from him on conclusion of the proceedings against him. On conclusion of the proceedings he/she will become eligible to the amount so withheld after adjustment of Government dues, if any.

Subject:- Consolidated instructions relating to action warranted against Government servants remaining away from duty without authorisation / grant of leave — Rule position.

The undersigned is directed to say that various references are being received from Ministries/Departments seeking advice/post facto regularisation of unauthorised absence. It has been observed that due seriousness is not being accorded by the administrative authorities to the various rule provisions inter alia under the CCS(Leave) Rules, 1972, for taking immediate and appropriate action against Government servants staying away from duty without prior sanction of leave or overstaying the periods of sanctioned leave. It is reiterated 
that such absence is unauthorised and warrants prompt and stringent action as per rules. It has been observed that concerned administrative authorities do not follow the prescribed procedure for dealing with such unauthorised absence.

Subject : Grant of Ex-servicemen status to recruits boarded out on Medical grounds with disability pension.

The undersigned is directed to refer to Office Memorandum of even number dated 01.02.2006 wherein with the approval of Raksha Mantri it was decided that such recruits who were boarded out /released on medical grounds and granted medical/disability pension will also be covered under the category of ‘Ex servicemen’ for all practical purposes. Reference is also invited to DOP&T Notification No.G.S.R.757 (E) dated 04.10.2012 (published in the Official Gazette on 10.10.2012) wherein ex-recruits boarded out or relieved on medical grounds and granted medical disability pension have been given the status of Ex-servicemen. It has been reported that some Rajya Sainik Boards are not issuing Ex-servicemen cards to such ex-recruits as a result of which ex-recruits are being denied the benefits available to ex-servicemen. Various representations from ex-recruits are being received and court cases have also been filed in this regard.

Web Based Pensioner Portal to Facilitate Grievance Redressal of Pensioners, 17 Lakh Hits Received on the Portal

The Department of Pension & Pensioners' Welfare has developed a web-based 'Pensioners' Portal', under the National e-Governance Plan for dissemination of pension related information as well as registration of pensioners' grievances online. Addressing the media during the National Editors Conference in the Capital, Mr. V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office stated that welfare of pensioners and their families is of utmost concern for the Government. The department has on date received 56836  pension grievances and Redressed 38822 cases. More than 17 lakh hits have been received on the pensioner portal.

The Board of Governers of KVS in its 94th meeting held on 28.12.2012 has approved the recommendation of the Finance committee about the changes in the terms and conditions of appointment of teachers on contract in Kendriya Vidyalayas. The same is stated below for your information and needful compliance.

1.A contractual teacher who has served in a KV in a year may be considered in subsequent year(s) by the Selection Committee for a fresh appointment as Contractual teachers by following due procedure. Consolidated remuneration to be paid to different categories of teachers appointed on contract basis is appended as Annexure-I.

2. Consokidated payment on monthly basis may be made to the contractual teachers for the duties performed including invigilation/exam related work instead of per period basis hitherto in force in the Kendriya Vidayalas. However, the contractual teachers apponted for a period of less than a month will be paid on pro rata basis only. (Refer Annexure - II).

3. Teachers appointed on contractual basis will not be entitled for vacation pay and during Autumn/Winter break payment should be calculated on the pro rata basis.

You are requested to disseminate the information to all Kendirya Vidayalayas under your jurisdiction for compliance immediatley.

The candidature of these candidates is provisional subject to their being found eligible in all respects.  The candidates would be required to produce the original certificates in support of their claims relating to age, educational qualifications, community, physical disability etc. at the time of the Personality Test.  They are, therefore, advised to keep their certificates ready and check before hand the requirement of certificates in accordance with the important instructions before appearance in the PT boards available on the website of the Commission.

In accordance with the Rules of examination all these candidates are required to fill up the Detailed Application Form (DAF), which is available on the Commission’s Website http://www.upsc.gov.in and submit the same ONLINE.  The DAF will be available on the website of the Commission upto 05.04.20133 till 11.59 P.M.  Important instructions regarding filling up of the DAF and submitting the same ONLINE to the Commission are also available on the website.  The candidates who have been declared successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE Detailed Application Form.  The qualified candidates are further advised to refer to the Rules of the Engineering Services Examination, 2012 published in the Gazette of India, dated 10.03.2012, which is also available on the website of the Commission.

4. After submitting the DAF duly filled in ONLINE, the candidates are required to take out a print out of the finally submitted DAF separately and will have to send the printed copy of the DAF duly signed (by the candidate) alongwith all relevant documents to the Under Secretary (Engineering), Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069, so as to reach the Commission’s Office latest by 12.04.2013. The envelope containing the print out of the DAF submitted ONLINE should be superscribed “DAF for Engineering Services Examination, 2012”.   It can also be delivered at UPSC by hand till 12.04.2013 (5.00 P.M.).  In the event of non receipt of ink signed copy of the DAF, the candidature will be cancelled without any further notice.


5. The candidates are also required to bring the printed copy of the DAF duly signed (by the candidate) along with original documents and a photocopy each thereof at the time of Interview. The instructions for filling up DAF available on the Website along with the Rules of the Engineering Services Examination, 2012, must be read carefully with regard to the certificates that will be produced at the time of Interview. The candidate will be solely responsible for not producing sufficient proof in support of his/her age, date of birth, educational qualification, caste (SC/ST/OBC) and Physically disability status.

6. Interview of candidates who have qualified for the Personality Test are likely to be held in the month of April & May, 2013.  The exact date of interview will, however, be intimated to the candidates through Interview Letter.  Roll Number wise Interview Schedule will also be made available on Commission’s Website by second week of April, 2013.

7. No request for change in the date and time of the Personality Test intimated to the candidates will be entertained under any circumstances.

8.      The mark-sheets of candidates who have not qualified, will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website  for a period of 60 days.

9.      The candidates can access the marks-sheets after keying in their Roll Numbers and date of birth.  The printed/hard copies of the marks-sheet would, however, be issued by UPSC to candidates based on specific request accompanied by a self addressed stamped envelope.  Candidates desirous of obtaining printed/hard copies of the marks sheets should make the request within thirty days of the display of the marks on the Commission’s Website, beyond which such requests would not be entertained.

10.       The result will also be available on the U.P.S.C.’s Website http://www.upsc.gov.in.

11.       Union Public Service Commission have a Facilitation Counter at its campus.  Candidate may obtain any information/clarification regarding their examination/result on working days between 10.00 A.M. to 5.00 P.M. in person or over Telephone Nos.(011)-23385271/23381125/23098543 from this counter.

Conventional budgeting system is adopted for anticipating demand and planning procurement of medicines and stores for different systems of medicine under CGHS. Demand is ascertained on the basis of past experience of consumption of different medicines and source of supply is selected as per predetermined policy which inter alia includes direct procurement from manufacturers through a tender process. Proprietary medicines are procured from manufacturer /suppliers under rate contracts. Allopathic medicines are procured through Medical Stores Organization (MSO) and Medical Stores Depot (MSD), CGHS. Medicines are also procured through Authorized Local Chemists in case of non-availability of prescribed medicines in CGHS stores.

Enhancement of Fees for Kendriya Vidyalayas

The scheme of Kendriya Vidyalayas was approved in November, 1962 by the Govt. of India to provide uninterrupted education to the wards of transferable Central Government employees. Starting with the taking over of 20 Regimental Schools as Central Schools or Kendriya Vidyalayas during the academic year 1963-64 the Schools have now expanded to a network of 1087 schools all over the country and 3 schools abroad. This phenomenal growth is mainly due to the quality education provided by Kendriya Vidyalayas and ceaseless efforts put in by the employees of KVS. On 15th December, 1965 KVS was registered as a society under the Societies Registration Act. KVS is functioning under the Ministry of Human Resource Development and is financed by Government of India.

The Government had introduced a special scheme in the year 1999 for allotment of 500 retail outlets of petroleum products to widows/next of kin of martyrs in Operation Vijay (Kargil). Out of the 500 earmarked for allotment only 446 candidates were found to be eligible and willing. Accordingly, Ministry of Petroleum & Natural Gas has commissioned 446 petrol pumps/gas agencies, out of which 303 are petrol pumps and 143 are gas agencies.

The Government proposes to introduce new procedures/forms for filling Income Tax returns. Every year government notifies forms for filing of income-tax returns after incorporating the changes brought out by the Finance Act of the previous year and the suggestions received from stakeholders. The new forms for filing of income tax returns for the assessment year 2013-14 are proposed to be notified by the end of March, 2013.

A proposal to amend the Railway Protection Force (RPF) Act, 1957, has been approved by the Ministry of Railways. The proposal seeks to achieve the objective of replacing the presently prevailing three tier security system of RPF, Government Railway Police (GRP) and District Police with a two tier security system of RPF and District Police over Railways. Indian Railways grant concession to four categories of disabled persons in extreme cases i.e. (i) Orthopedically Handicapped/Paraplegic persons who cannot travel without escort (ii) Mentally Retarded persons who cannot travel without escort (iii) Completely Blind persons travelling alone or with escort and (iv) Totally Deaf and Dumb persons (both afflictions together in the same person) travelling alone or with escort. One escort is also granted same concession. Concessions are granted at stations on surrendering the copy of prescribed disability certificate.

7th CPC News : SEVENTH PAY COMMISSION MUST BE SET UP FORTHWITH 

The recent statement of the Minister concerned in the Parliament, that the Govt does not propose to set up the seventh Pay Commission at this stage is most unjustified and frustrating for the Govt employees. 

Fifth Pay Commission had recommended for a Pay Revision after every five years instead of the past practice to set it up after 10 to 13 years. But the Govt did not accept this recommendation. 

The Fifth Pay Commission also recommended for Merger of DA after it crossed 50%. Govt accepted the same and belatedly implemented it from April 2004.

Feedback is being received from various stakeholders that the subscribers be given a specific option to defer or time the entire lump sum withdrawal (max 60%) at the time of exit from National Pension System (NPS) rather than forcing them to choose a certain percentage (%) each and every year while choosing the existing ‘Phased withdrawal’ option, including the year in which they are exiting the system.

1. The fares will be same in case of all distances within that distance slab. 

2. Minimum distance for charge of 200 Km. in Sleeper Class will not be applicable in case of Sleeper coaches declared as unreserved coaches by Zonal Railways in notified trains and in specified sections. In such cases, actual fares as shown in the concerned column will be levied/charged. 

3. All fares notified in this Coaching Tariff are Base Fares. All other miscellaneous charges like Reservation Fee, Superfast Charge, Catering Charge, Service Tax etc. wherever applicable will be levied additionally.

1. Guidelines
1.1 The PF will manage the following separate schemes, each investing in a differentasset class, being:
1.1.1 Asset class E (equity market instruments) – (a)The investment by anNPS participant in this asset class would be subject to a cap of 50%. Thisasset class will be invested in shares of the companies which are listed in Bombay Stock Exchange or National Stock Exchange and on which derivatives are available or are part of BSE Sensex or Nifty Fifty Index.subject to restrictions outlined in Clause 2 below

(b)The permitted cap, as mentioned above, is expected to be maintained at that level at all points in time. However, the amount of funds invested in that asset class can differ from the specified cap by no more than 5% for purposes of portfolio balancing.

"Consumer Price Index Numbers for Industrial Workers on base 2001=100 are being compiled and maintained by Labour Bureau, Ministry of Labour & Employment in respect of All-India and 78 constituent centres. The All-India Index for CPI-IW is a weighted average index of centres’ indices. These indices are compiled on monthly basis and are released on the last working day of the succeeding month".


CPI for Industrial Workers

The Labour Bureau compiles and maintains segment specific three different series of Index numbers viz. (i). Consumer Price Index Numbers for Industrial Workers on base 2001=100, (ii). Consumer Price Index Numbers for Agricultural Labourer on base 1986-87=100, (iii). Consumer Price Index Numbers for Rural Labourer on base 1986-87=100.

Besides, the Consumer Price Index encompassing the entire rural and urban population is compiled by the Central Statistics Office, Ministry of Statistics &Programme Implementation.

These indices measure relative changes in prices of selected goods and services consumed by indexed population over a period of time.
