Regarding utilization of 28 ‘Certified Trainers’ for conducting training programmes
on ‘Ethics and Values in Public Governance’

As all Ministries/Departments in Government of India, State Govts/IJT Administrations and ATls/CTls/other Training institutions are aware, ethical values and behavior are critical to all aspects of the functioning of a civil servant. To address the issue, DOPT had initiated a Project on Capacity Building of ATIs/CTIs on Ethics in Public Governance" in collaboration with the IC Centre for Governance (IC CFG), Panchgani, during the year 2012-13. The aim of the Project was to design an expert module on ‘Ethics & Values in Public Governance’, as well as to equip each ATI/CTI with trained resource persons on the subject. Subsequently, the trained resource persons were to deliver the module in the respective ATIs/CTIs so as to inculcate the principles of ethics and values in public governance to the officer-trainees and other participating officers in various trainings conducted by them.

2. In this regard, during the year 2012-13, a total of 28 Master Trainers from various ATIs/CTIs/other other training institutes have been certified, as having attained the required standard to deliver training programmes on the module Ethics and Values in Public Governance’. A list of certified Master Trainers is enclosed at Annexure for information.

3. It is requested that for conducting training programmes on ‘ethics and values in public governance’ both as 'standalone’ training programmes as well as to introduce training modules on ethics and values in the curriculum of other existing training programmes, the services of the 28 Master Trainers may be utilized as important resource persons on ethics and values. In this connection, letters have already been issued to concerned ATIs/CTIs requesting to allow their certified trainers to conduct training programme in other ATIs/CTIs/other Training Institutes/Ministries/Departments/State Govemments/UTs as a resource person.
