ORDER

The Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in June, 2008. The Committee submitted its report in November, 2008. The Report of the Committee was considered by the Governmentand, inter-alia, a following decision was taken, as was conveyed vide this Department’s OM dated 20/7/2010.

Sub:- Revision of 1/3rd commuted portion of pension in respect of Government servants who had drawn lumpsum payment on absorption in Central Public Sector Undertakings/Central Autonomous Bodies — stepping up of notional full pension w.e.f.24.9.2012.

Orders for revision of 1/3 restored pension of absorbees, who had drawn lumpsum payment on absorption, were issued vide this Department O.M of even number dated 15/9/2008 As per para 2A of the said OM, the full pension of the absorbees was notionally revised w.e.f. 1.1.2006 in accordance with the instructions contained in this Department OM. No.38/37/08-P&PW(A) dated 1.9.2008. The payment of DR and additional pension to old pensioners is regulated on the basis of the notional full pension.

Subject: Policy on fixing an upper limit of the number of years for which officers can work in the personal staff of the Union Minister in their entire careers.

The Appointments Committee of the Cabinet (ACC) had laid down a policy -wherein a ceiling of 10 years in the entire career and a sub-limit of 05 years as PS/OSD within the ceiling of 10 years had been fixed beyond which no person was to be permitted to be appointed in the personal staff of Ministers. This was conveyed in DoP&T’s OM No.31/65/2009-EO(MM-I) dated 04.03.2010 and OM No.31/11/2010-EO(MM-I) dated 13.05.2010. This was reiterated vide Cabinet Secretary’s D.O. No.2/3/2010-EO(MM-I) dated 19.1 1.2012.

Subject: Ad-hoc Appointment / Promotion — Review of – Regarding.

The undersigned is directed to say that as per the extant policy of the Government, all posts are to be filled in accordance with provisions of the applicable Recruitment Rules/Service Rules. As explained in this Department’s O.M. No.28036/8/87-Estt.(D) dated 30.03.1988 read with O.M. No.28036/1/2001-Estt.(D) dated 23.07.2001, promotions/ appointments on ad- hoc basis are to be resorted to only in exceptional circumstances mentioned therein, to a post which cannot be kept vacant in consideration of its functional/operational requirement. In spite of these express provisions, it has come to the notice of this Department that the Ministries/Departments are resorting to ad-hoc arrangements in total disregard to the statutory provisions/instructions on the subject as well as proper manpower management and career advancement of the employees.

Subject: Model Recruitment Rules for the various categories of Group ‘A’ and Group ‘B’ posts in the Library Discipline.

The Model RRs for the various categories of Group ‘A’ and Group ‘B’ posts in the Library Discipline issued in this Department OM No. AB-14017/43/1991-Estt.(RR) dated 22.2.1993 have been reviewed in the light of 6th CPC recommendations on revision of pay scales, instructions issued by this Department, etc. Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.

Modifications in Civil Services Examination, 2013 

The Government has approved the following modifications in the Civil Services Examination, 2013 notified on 5.3.2013: 

1. A candidate is allowed to use any one regional language from the 8th Schedule of the Constitution of India or English as the medium of writing the examination. 

2. Conditionality of a minimum of 25 candidates in that medium and the requirement to have that language as the medium of examination at graduation level has been dropped.
