Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for November, 2013 rose by 2 points and pegged at 243(two hundred and forty three). On 1-month percentage change, it increased by 0.83 per cent between October and Novembert compared with 0.46 per cent between the same two months a year ago.

(3) Conducting pen-down strike to achieve the demand; and now we have a 4th opinion i.e. getting the grade pay of LDC & UDC upgraded through restructuring.

Sub: Restructuring of certain Group 'C' cadres.

Reference item 2 ( Applicability to various cadres) of Board's letter No. PC.III/2013/CRC/4 dated 8.10.2013 (RBE No.102/2013).

Both the Federations ( AIRF/NFIR) had advised that Railways are facing difficulty in implementing the instructions contained in item 2 of Board's letter ibid regarding "only those temporary posts which are in operation for atleast three years may also be taken into account for the purpose of applying revised percentage" and requested Board to amend this clause.

In view of the above, the matter has been reviewed by the Ministry of Railways (Railway Board) and it has been decided that existing instructions contained in item 2 of Board's letter PC-III/2013/CRC/4 dated 8.10.2013 (RBE No.102/2013), may be revised as follows:-

Disbursement of pensionary benefits to all the combined service pension optee absorbed employees of Mahanagar Telephone Nigam Limited (MTNL) 

The Union Cabinet today approved the erstwhile all categories (Group A, B, C & D) of employees of the government absorbed in MTNL and who have opted for combined service may be given similar treatment in the matter of payment of pensionary benefits as available to the absorbed employees of BSNL. Accordingly, consequential amendments to the Central Civil Services (Pension) Rules, adjustments in respect of Government pension liability previously discharged by MTNL and proposed change in methodology in pension contribution as per FR-116 upto 31.12.2005 on the maximum of the IDA pay-scales and with effect from 01.01.2006 on the actual pay drawn in the IDA pay-scales will be made.

The minimum qualifications for recruitment / promotion of Primary School Teachers,Trained Graduate Teachers and Post Graduate Teachers working in Railway Schools have been laid down in Boards letter No. E(P&A)I-87/PS-5/PE-9 dated 04.10.1989, which are in line with those laid down by Kendriya Vidyalaya Sangathan and Delhi Administration for these categories of teachers.

Pending amount under NPS with Delhi Cantt. Board

94 employees joined service in Delhi Cantonment Board on or after 01.01.2004 and are covered under New Pension Scheme (NPS). However, NPS was implemented in respect of Cantonment Board employees from 01.04.2011 after obtaining approval of the Central Government. 

All employees have been covered under Tier-I scheme. Tier-II scheme is optional and no employee of the Board has opted for Tier-II. The Cantonment Board has deposited the due amount of 85 employees (both employee’s and employer’s share). In the case of 9 employees who have not subscribed part of their share for the period from the date of their joining to 31.03.2011 amount to the extent subscribed along with the contribution of the employer has been deposited with the NSDL.

EPFO to decide PF interest rate on January 14

Retirement fund body Employees' Provident Fund Organisation (EPFO) will announce the interest rate on provident fund (PF) deposits for the current financial year on January 14 and may offer its over 5 crore subscribers a little more than 8.5 per cent provided in 2012-13.

"The decision on interest rate on PF deposits for this fiscal is pending for long and a decision would be taken by the board in the next meeting," said Central Provident Fund Commissioner KK Jalan. A decision on the interest rate could not be taken as the Central Board of Trustees has not met after it was reconstituted in May.

7th CPC News -  Central Civil Pensioners Forum urged the Centre to announce the name of the chairman and committee members of the VII Central Pay Commission...

‘Name chief, members of 7th pay commission’

The Central Civil Pensioners’ Forum urged the Centre to announce the name of the chairman and committee members of the VII Central Pay Commission at the earliest, with terms of references in consultation with pensioners representatives and with clear instruction to submit its recommendations before June 2015.

A resolution to this effect was adopted at a fourth annual general body meeting of the forum at Srirangam recently.

Inclusion of Jat community in the Central List of OBCs for the States of Gujarat, Haryana, Himachal Pradesh, Madhya Pradesh, Rajasthan Uttar Pradesh, Delhi, Uttarakhand and Bihar 

The Union Cabinet today approved the following as suggested by the Group of Ministers. 

Jats are already included in the State List of OBCs in nine States. Formal reports of the State Backward Class Commissions on the subject for the States of Haryana (2012) and Himachal Pradesh (2002) and books relating to socio economic status of farming communities in northern India and caste, land and political power in Uttar Pradesh are available. These may contain valuable and relevant material which can be utilized by the National Commission for Backward Classes (NCBC) to give its advice on the demand for inclusion of Jats in the Central List of OBCs in the States of Gujarat, Haryana, Himachal Pradesh, Madhya Pradesh, Rajasthan (two districts), Uttar Pradesh, Delhi, Uttarakhand and Bihar.

Subject: - Issue of Intimation under section 143(1) of Income-tax Act, 1961 beyond time-regarding.

Several instances have come to the notice of the Board where due to certain technical or other reasons (which inter-alia included wrong migration of PAN and delayed release of returns by the Centralized Processing Cell to the jurisdictional authorities), intimation in refund cases could not be sent to the concerned assessees within the time-frame as prescribed in second proviso to sub-section (1) of section 143 of the Income-tax Act, 1961 (‘Act’). This has caused grievances as assessees are unable to get their legitimate refunds in accordance with provisions of Act, although the delay is not attributable to them.

1. Objective 
The intention of conducting Pension Adalats is to look into the grievances of Pensioners so as to redress the same by taking on-the-spot decisions there by reducing the delays, if any, in the settlement of their legitimate dues. This kind of interaction with the Pensioners would instill in them a sense of being cared for and attended to, thus, dispelling their feelings of isolation and neglect. It will also give an idea of the kind of problems/difficulties that are being faced by the pensioners and help in identifying the areas of concern in policy that require our urgent attention for amendment, etc.

2. Frequency, Date and Time
2.1 Pensioners’ Adalats may he held twice around January and July every year. Venue and date will he fixed by the concerned organization in consultation with the stakeholders and notified through advertisements inleading newspapers/other media. For this purpose, the following time frame may be adopted:

Implementation of Supreme Court Judgement on Rank Pay Case 

In compliance of the Hon’ble Supreme Court order dated 04.09.2012 which dealt with the rank pay matter, the Government has issued an order on 27.12.2012 for implementing the order of the Hon’ble Supreme Court. 

2840 serving officers and 33814 retired officers of the Army, Navy and Air Force have been paid a total amount of Rs.347 crores as their admissible dues. Additionally, Pension Payment Orders (PPOs) in respect of 12129 Army officers, 2187 Navy officers and 5557 Air Force officers have been revised.

Irregularities in Medical Treatment 

In a special audit drive undertaken by all the Principal Controllers of Defence Accounts (PCsDA) to examine the bill processing procedures of Ex-servicemen Contributory Health Scheme (ECHS), PCDA, Western Command had raised observations relating to excess payment to ECHS empanelled hospitals amounting to Rs.15 crores. 

All the observations raised by the PCDA, Western Command were thoroughly analysed by Regional Centre, Chandigarh and it was noticed that most of the observations raised were due to incorrect interpretation of the policies. Wherever observations of the Controller of Defence Accounts were conceded to, the overpayments have been duly deducted from the concerned hospitals and suitable warnings issued to them.

Q1. What is the Ex Service Men Contributory Health Scheme?
Ans. ECHS was authorised by Government of India on 30 Dec 2002, and has been introduced from 01 April 2003. It is a publicly funded medicare scheme for those who are ex-servicemen and pensioners & their eligible dependants, and will provide medical care through out-patient treatment at 227 Polyclinics all over India, and in-patient hospitalization & treatment through Military Hospitals and out-sourced Civil Hospitals & Diagnostic Centers at all these 227 locations, which will be empanelled for the purpose. Treatment/hospitalization in Service Hospitals will be available to ECHS members, subject to availability of speciality, medical staff and bed space.

For the Rural populace of India the Department of Posts has an insurance scheme called Rural Postal Life Insurance (RPLI). Giving this information in written reply to a question in the Rajya Sabha today, Shri Kapil Sibal, Minister of Communications and Information Technology, said that following steps have been taken to promote and popularize postal life insurance policy in the rural areas:

(i) Rural PLI processing work has been decentralized to Divisional level:-  Bringing decision making closer to the common man thereby expediting sanction of loans, revival of lapsed policies and  maturity claims.  This allows contingent needs of the people to be met easily.

Consumer Price Index Numbers for Industrial Workers - Centre wise CPI(IW) report for the month of October 2013

The CPI-IW series on scientific lines was first introduced with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100. The current series of CPI-IW  with base year 2001=100 covers 78 industrially important centers spread across the country.

Government had constituted a Group of Ministers (GoM) on 17.04.2013 to recommend short term, medium term and long term measures for revival and revitalization of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL). Department of Telecommunications has circulated a draft Note for inter-ministerial consultations on 30.10.2013 proposing preferential treatment to BSNL and MTNL services in Central Government Ministries/Central Government Public Sector Undertakings (PSUs) and Autonomous Bodies to enhance the revenues earned by BSNL and MTNL.

Government has been receiving requests from various institutions including Mahanagar Telephone Nigam Limited (MTNL) for the extension of CGHS facilities to their serving / retired employees. An illustrative list of institutions, who have requested for CGHS facilities, is at Annexure.

The year 2013 is going to end and new year will start from 01st of January. As per normal HR procedure, each employee will be credited with 15 days EL and 10 days HPL in their leave accounts. In some cases this may lead to the employee leave account get swelled beyond permissible 300 days credit.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) October 2013 

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for October, 2013 rose by 3 points and pegged at 241 (two hundred and forty one). On 1-month percentage change, it increased by 1.26 per cent between September and October compared with 0.93 per cent between the same two months a year ago.

The undersigned is directed to refer to this Department’s O.M. of even no.dated 11.6.2013 whereby Cadre Units were permitted to continue the ad-hoc appointments in the PA Grade of CSSS upto 31.12.2013 and to say that the continuation of the ad-hoc appo├Čntments in the PA Grade made by the Cadre Units has been reviewed in this Department. Since availability of regular PAs against SLY-2012 of PA Grade through normal modes of recruitrnent (LDCE and SQ) prescribed under the CSSS Rules is likely to take some more time, it has been decided that the period of ad-hoc appointments of those PAs who have already been working as PAs on ad-hoc basis may be extended upto 30th June, 2014 or till regular PAs become available, whichever is earlier.

Criteria for Setting up of CGHS Dispensary 

The criteria fixed for setting up a Central Government Health Scheme (CGHS) dispensary in a particular area are as under:

(i) In an existing CGHS city: For opening of a new Allopathic CGHS dispensary in an existing CGHS city, there has to be a minimum of 2,000 Card holders (serving employees of Central Government and Central Civil pensioners).

CGHS Facilities 

CGHS is basically providing the dispensary services through its Wellness Centres manned by the General Duty Medical Officers. However, CGHS also provides the services of medical specialists through the Polyclinics and Central Government hospitals. 

In addition, the CGHS medical specialists also visit designated dispensaries on stipulated days in each week to provide medical consultation to the beneficiaries. Due to shortage of specialists in CGHS it is practically not feasible and financially viable to provide Specialist facilities in each CGHS Wellness Centre.

Subject: Issuance of corrigendum Pension Payment Order of Pre-2006 Defence Civilian Pensioners/ Family pensioners in terms of the recommendations of 6th CPC.

Reference: This office circulars Nos. 57, 62 & 102 dated 17-09-2008,12-11-2008 and 11-02-2013 respectively.

Attention is invited to this office Circulars no. 57, 62 and 102 dated 17-09-2008, 12-11-2008 and 11-02-2013 respectively, under which orders regarding revision of pension/family pension of pre-2006 pensioners have been circulated for immediate implementation of Government orders. Further, it is intimated that the issue of corrigendum PPO in respect of Pre-2006 Defence Civilian Pensioners/Family Pensioners is under Progress. To issue corrigendum PPO in case of living pensioners, it has been decided by the competent authority to call for an application through Head of the Office in the prescribed format available on the website of PCDA (Pension), duly verified by PDA. It is brought to the notice that No application is required from Pensioner/family pensioner whose corrigendum PPO has already been issued as per 6th CPC.
