Consumer Price Index for Industrial Workers (CPI-IW) June, 2014

The All-India CPI-IW for June, 2014 increased by 2 points and pegged at 246 (two hundred and forty six). On 1-month percentage change, it increased by 0.82 per cent between May, 2014 and June, 2014 when compared with the rise of 1.32 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 1.37 percentage points to the total change. At item level, Rice, Fish Fresh, Goat Meat, Poultry Chicken, Milk, Onion, Potato, Tomato and other vegetables, Sugar, Cigarette, Electricity Charges, Bus Fare, Barber & Tailoring Charges, Toilet Soap, etc. are responsible for the increase in index.

PREFACE

All India Railwaymen‟s Federation(AIRF), being the oldest and the largest organization, representing over a million Non-Gazetted employees in the Railways, established in British era in the year 1924, represents nearly half of the Central Government employees in India.

AIRF is recognized by the Railway administrations along with its constituent unions in 16 Zonal Railways as also as in Metro railways Kolkata and Rail Coach Factory Kapurthala, based on the results of secret ballot elections for the recognition of the unions. Its affiliates are leading trade unions in the 6 other Production Units of Indian Railways, where secret ballot system is yet to be introduced.

New conditions imposed on State Government officers looking for Central Government deputations

According to the new regulation, I.A.S, I.P.S and I.F.S officials who were accused of corruption, or those who had failed to submit their annual property details, shall not be eligible for central government appointments.

Union Public Service Commission has issued new guidelines in this regard. Here are the details:
I.A.S, I.P.S, and I.F.S officials interested in taking up deputation duties for the Central Government as Joint Secretaries or in equivalent ranks, should not have been tainted by corruption. They should also have regularly filed detailed annual reports of the properties, assets and liabilities owned by them and their families. Failure to file the report, even for a year, would lead to disqualification. In addition to this, officials who were found to be corrupt, and those who were not given clearance certificate by the department of Vigilance and Anti-Corruption, shall be disqualified from Central Government deputations.

In the preceding chapters we have dealt with the various principles of pay determination as was enunciated by the successive Pay Commissions. The 6th CPC introduced the new concept of Pay Band and Grade Pay. We are not able to comprehend any logical methodology having been adopted by the 6th CPC in constructing the Pay Band and Grade Pay. In the ultimate analysis, we found that there had been no uniform multiplication factor. It varied from 2.2 time to 3. The changes effected by the Government while implementing the recommendations of the 6th CPC further compounded the confusion and making it more irrational and arbitrary. 

The 6th CPC in their report stated that they have upgraded certain pay scales having appreciated the contention made by the employees organizations. They merged certain other pay scales in an effort to delayering the functions. But the new pay that emerged from such upgradation/merger was not equivalent to the higher pay scales in the said group. For instance, the erstwhile pay scales of Rs.5000-8000, 5500-9000 and 6500-10500 were merged. The multiplication factor for pay band construction was 1.86 times of the minimum. Therefore the pay band for the pre merged pay scales was determined to begin at Rs.9300/-. Having merged, the pay band must have begun at 12,090/-, i.e. 1.86 times of 6500/- in which the other pay scales were merged.

NEW DELHI: Former MPs, whose pensions were last revised in 2009, may now see a hefty hike in their retirement benefits. Government sources told HT that the monthly pension for exMPs is likely to go up to Rs.35,000 a month from Rs.20,000 a month - a 75% hike.

A major breakthrough in pensions for ex-MPs came under the first NDA government, led by Atal Bihari Vajpayee when they introduced pension for all MPs irrespective of their tenure. Earlier, only MPs who had completed a 5-year term were entitled to post-retirement benefits.

The Modi government is also set to increase the rate of additional pension for each completed year in excess of five years. The centre is considering additional pension of Rs.2,000 per month instead of the current rate of Rs.1,500.

Sub: Ceiling Rates for reimbursement of the cost of Cardiac pacemaker, AICD, Combo-device, Rotablator and Aortic Stent Graft to beneficiaries of CGHS/CS(MA) Rules.

With reference to the above mentioned subject the undersigned is directed to draw attention to the Office Memoranda No. S-11011/7/95-CGHS(P) dated 12/6/1996 and 26-164/98-R&H/CGHS/CGHS(P) dated 22/11/1999 vide which ceiling rates and guidelines were prescribed for various types of Pacemakers, Rotablator and AICD and to state that while the ceiling rates for coronary stents have been revised from time to time separately the rates and guidelines for pacemakers , Rotablator and AICD were not revised. The matter has been examined by the Ministry and it has been decided to revise the ceiling rates (incl. of all taxes) for these devices as per the details given below:

He went around various floors and rooms for over an hour from 9.10am. 

Shri Naidu has noted perceptible improvement in the cleanliness and maintenance of NirmanBhawan since his last such inspection on June 12, 2014. He however, noted that personnel at lower rungs like section heads and supporting staff in large number did not report for work in time and took a serious view of the same. Names of late comers were noted.

As per the said Act and the Rules framed thereunder, every public servant shall file declarations, information or return, as the case may be regarding his assets and liabilities as on the 31st day of March every year, to the competent authority, on or before the 31st day of July of that year. This is an important difference from the Central Civil Services (Conduct) Rules 1964 and may kindly be noted.

While answering to a question in Parliament on 18th July 2014, Health Minister said that the CGHS beneficiaries can obtain treatment from any of the Government Medical Institutions including All India Institute of Medical Sciences.

The Government also empanels interested private hospitals under CGHS, through tender process/continuous empanelment scheme implemented from time to time.

Minister of Health and Family Welfare Shri Dr.Harsh Vardhan said in a written reply in Lok Sabha on 18th July 2014 regarding cashless treatement to CGHS beneficiaries in empanelled hospitals.

23 hospitals in Delhi, Hyderabad, Bangalore and Jaipur had stopped providing credit facility alleging pendency of payment of hospital bills. Show-cause notices were issued and after review, 2 hospitals in Delhi, 2 hospitals in Bengaluru and one hospital in Jaipur were removed from CGHS panel.

1. The PFRDA Act was passed by Parliament on Sep/19/2013 and notified on Feb/01/2014. In accordance with section 52 of the Act, the Authority may, by notification make regulation consistent with the Act and rules made thereunder for carrying out the provisions of the Act.

2. “Pension fund” is defined under Section (2) (l) of the Act as “intermediary which has been granted a certificate of registration under sub-section (3) of section 27 by the Authority as a pension fund for receiving contributions, accumulating them and making payments to the subscriber in the manner as may be specified by regulations”.

All Central Government employees will now have to compulsorily submit a detailed report on their properties and debt owed by them…

Already, each year, the Group-A officials are required to submit information about the immovable properties owned by them. Now All categories of Central Government employees too have been asked to submit these details. The DOPT has issued relevant orders to this effect.

The Government has issued this order in accordance with the Lokpal rules. According to this rule, Central Government employees will now have to submit all details regarding the cash-in-hand, bank investments, share certificates, stocks and bonds, mutual fund investments, insurance policies, P.F. details, loans, motor vehicles, gold and silver ornaments, and precious metals, to the Government.

The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation were discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.

This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri C. P. Narayanan in Rajya Sabha today.

“Gramin Dak Sevaks are not regular govt. employees. They are part time workers and are governed by a separate set of Conduct and Engagement Rules. They do not form part of the regular civil service. They are engaged for only 3-5 hours daily work. It is mandatory for them to have an independent source of livelihood before being engaged as Gramin Dak Sewak.

In the 2014-15 Budget that was presented recently, it was announced that the income tax exemption slab will be being raised from Rs. 2 lakhs per annum to Rs. 2.5 lakhs.

On July 10, during the parliamentary session, while presenting  the budget for the year 2014-15, Finance Minister Arun Jaitley announced that the non-taxable income slab for individual tax payers has been raised from Rs. 2 lakhs to Rs. 2.5 lakhs. Also, the maximum tax exemption of Rs. 1 lakh Under Section 80C has been raised to Rs. 1.5 lakh. Interest deductions on home loan have been increased from Rs. 1.5 lakhs to Rs. 2 lakhs.

Customized courses to be conducted through Indira Gandhi National Open University for promotion upto US level.  The courses will lead to BA & MA degrees.
vii. Lateral Entry of Central Secretariat Stenographers’ Service (CSSS) Officers in CSS at SO level Graduate Steno Grade ‘C’/Personal Assistant with 5 years’ approved service may compete with Assistants to qualify the customized course for fast track career progression under 25% of vacancies arising in the SO grade.
viii. Liberalizing deputation guidelines to CSS Officers for deputation to Central Autonomous Bodies (CABs). Provisions as available in Rule 6(2) of IAS (Cadre) Rules, 1954 for deputation may be made in CSS Rules with similar conditions.
Deputation to CABs be allowed in relaxation or by making an exception to D/o P&PW’s instruction on immediate absorption.
Deputation may be allowed upto 58 years of age, if the deputation organization is willing to take officers on deputation upto to this age.
ix. Encadrement of posts in Central Autonomous Bodies etc. in CSS. Posts of generalist nature in the Central Autonomous Bodies may be encadred in CSS at DS/Dir levels on the recommendations of Ministry/ Department concerned. Ministries / Departments be asked to identify such posts in CABs under their administrative control for encadrement in CSS.
x. Encadrement of posts in CSS at JS level Posts at JS level in organizations outside Central Secretariat including attached/ subordinate offices could be encadred in CSS, on the proposals made by the Ministry/ Department concerned.
Such encadred posts would be in addition to the limit of 40 for JS(in-situ).
xi. Residency for promotion to Dir Grade For promotion from DS to Director grade the eligibility condition be modified as under: “5 years approved service, failing which a combined approved service of 10 years in the grades of US and DS with not less than three years regular service in the grade of DS”

Income Tax exemption limit raised to Rs.2.5 lakh and also raised to Rs 1.5 lakh under Section 80C

Some relief to individual and salary tax payers, Finance Minister Arun Jaitley presenting Union Budget 2014-15 today in Parliament, raised individual tax exemption limit to Rs.2.5.lakh from current Rs.2 lakh.

For Senior Citizen tax exemption limit also increased to 3 lakh.
