Central Govt likely to approve 7% additional DA  Govt to increase dearness allowance to 107 p.c The Government is likely to approve a hike in dearness allowance (DA) to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents.  “The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said. He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.

Attendance tracking website for all central government employees The Narendra Modi government will soon launch an attendance tracking website for all central government employees, according to media reports. The website is expected to help boost transparency in the functioning of bureaucrats. The website, which is still being developed, will be based on the Jharkhand government’s attendance tracking website. The Jharkhand government’s website gives real time information on the number of employees present at work, their average clock in and out times etc. The website also provides employee attendance information from each district. Reports say that the Centre’s website too will have features of real time tracking of attendance.

BRMS demands to merge 50% DA and Grant Rs.7000 as Interim Relief

BRMS demands to merge 50% DA and Grant Rs.7000 as Interim Relief Merger of 50%DA allowances into Basic Pay. 5th CPC has recommended that whenever the dear allowances exceeds 50% , it should be merged in the basic pay. While 6th CPC had also observed that a portion (25%) of DA should be merged whenever it exceeds of 50% for certain part of the pay packet. BRMS has been demanding that it should be automatic as and when dearness allowance crosses 50% mark and it should be merged with the basic pay as there is no pay revision after 4 or 5 years as in the case of public sector/financial sector employees. It is stated that NDA Government had already merged the 50% DA of serving and retired employees for all purposes when it cross 50%. Grant of Rs. 7000.00 as interim relief.

She replied in written form to a question asked by a member that service conditions of State Government employees fall within the exclusive domain of respective State Governments. Therefore, State Government employees are not covered within the terms of reference of the 7th central Pay Commission.

Eight such systems known as ‘Aadhar Based Bio-Metric Attendance Systems (AEBAS)’ have been installed at six gates of Nirman Bhawan. The Unique Identity Authority of India (UIDAI) has provided the machines and the attendant software and authentication devices for the wall mounted systems.

Development of Armed Robots by DRDO

Development of Armed Robots by DRDO  Defence Research and Development Organisation (DRDO) has not started any project to develop Robots who can work like soldiers posted at the border. However, DRDO has developed Remotely Operated Vehicle (ROV) – ‘Daksha’, which is an automated mobile platform for multi-purpose payloads.  It is an electrically powered state-of-the-art Robot capable of being remotely controlled over a distance of 500 metres line-of-sight and can be utilized continuously for 3 hours before recharge. It has stair climbing capability and can be used primarily for handling Improvised Explosive Devices (IEDs). This remotely operated vehicle has been developed indigenously.

He then mentioned that the issue of the Terms of Reference (TOR) of the 7th CPC was handled with great sensitivity and it was not correct to say that the views of the Staff Side have not been taken into account. Almost 90% of what Staff Side had suggested for the TOR for the 7th CPC was taken very seriously and only in the case of Grameen Dak Sevak (GDS) and Interim Relief there were certain issues due to which these could not be included in the TOR.

He said, the onus of confirmation lies with the Organisation concerned. As per the extant instructions on satisfactory completion of the period of probation or extension thereof, the Government i.e the employer/Organisation may confirm a temporary Government servant from the date of completion of the period of probation or extension thereof.

Identification of sensitive posts in Central Government Organizations IDENTIFICATION OF SENSITIVE POSTS IN CENTRAL GOVT ORGANIZATION While replying to a question regarding sensitive posts in Central Govt Organization in Parliament on 30.7.2014, Minister Dr.Jitendra Singh said that the Central Vigilance Commission and the Government have issued instructions for effecting rotational transfers of officials posted on sensitive posts in each organization which offer scope for corruption.  As per Commission’s instructions issued vide letter Nos. 98/VGL/60 dated 15.04.1999, 02.11.2001 and 004/VGL/90 dated 01.05.2008, 04.01.2012 (for public sector banks) and 11.09.2013, it was prescribed that Ministries/Departments/Organizations and CVOs are to identify the sensitive posts and staff working in these posts and also ensure that they are strictly rotated after every two/three years to avoid developing vested interests.

Reply of Dopt regarding CCL to Confederation : Confederation requested to withdraw the limit of three spell in a year for Child Care Leave in respect of Central Government female employees. He said in a letter to Dopt on 30th June 2014 , the condition spelled in the DOPT OM No. 13018/1/2010-Estt (Leave) dated 07.09.2010 limiting the grant of three spells in a calendar year now become a constraint to the less leave takers and needs a revision. It is quite beneficial both to the administration and staff to enhance the three spells limit to more or without limit. But, the Dopt has replied that there is no proposal to review the condition.

Fraudulent LTC Claims in respect of J&K in lieu of Hometown – CGDA Circular Office of the Controllers General of Defence Accounts has issued an order regarding the fraudulent claims under LTC Scheme, particularly performing LTC Claims in respect of Jammu & Kashmir in lieu of home town. The circular insists to verify the records from private airlines revealed that tickets were purchased from unauthorized agents at much lower rate as compared to the amount of claimed in LTC by producing forged/fabricated air tickets.

MACP ON PROMOTIONAL HIERARCHY: LETTER RECEIVED THROUGH E-MAIL FROM SHRI MVSS RAMA KRISHNA OF RAJAHMUNDRY Respected sir, I am m.v.s.s.rama Krishna working as LDC in Doordarshan Maintenance Centre, Rajahmundry which comes under prasar bharati, Ministry of I&B, Govt. of India.  We are treating as working on deemed deputation to Prasar bharati and  still we are govt. employees only. We are covered by rules and regulations of Central Government only. Now, coming to the point I am also a sufferer of MACP scheme.  In my case also ACP scheme is more beneficial to me why because in MACP next available grade pay has been awarded instead of promotional grade pay. I have joined as LDC on 29-04-1988 and still I am working as LDC though 26 years of service rendered.  I have been given  Ist ACP after completion of 12 years of service i.e. on 29-04-2000 to the promotional post of UDC i.e. from Rs.3050 pay scale to Rs.4,000 pay scale.

Extension of working hours of Central Government employees While answering to a question in Rajya Sabha, Minister Shri Jitendra Singh said there is no proposal to extend the working hours beyond 40 hours a week for Government employees by making each or alternate Saturday a working day or sticking to the present 5 days week system with extended daily work hours from 8 a.m. to 6 p.m.

Expected DA July 2014 – Finally it concludes at 7% As anticipated by all, the expected DA from July 2014 concluded at 7%. With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%. Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.
